A NEW preparation plant has been put in operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company's blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine.

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

MORE than 5000 miners and suppliers descended upon Denver to make the American Mining Congress' four-day metal mining show one of the most extravagant equipment displays ever assembled in one place at one time. The most recent developments in equipment for mining, milling, and processing ore were shown by the 146 exhibitors at Denver's new City Auditorium which covers 57,000 sq ft of floor space. Other displays were placed in the open air opposite the auditorium site. Registration desks were opened Sunday, Sept. 21. A field trip to the Colorado School of Mines at Golden was the featured activity of the day. Official opening of the show took place on Monday, and presided over by Howard I. Young, president of American Zinc, Lead & Smelting Co.; Otto Herres, vice president, Combined Metals Reduction Co.; William J. Coulter, vice president, Climax Molybdenum Co.; Charles B. Stainback, Westinghouse Electric Corp.; and Merrill E. Shoup, president, Golden Cycle Corp. Convention welcoming addresses were delivered by a representative of Mayor James Q. Newton, of Denver, and Gov. Daniel V. Thorton of Colorado. Following the formal opening ceremonies a round table discussion dealt with the "Paley Commission Report" formally called Resources for Freedom. Participating in the panel were: Arthur H. Bunker and George R. Brown, members of the Paley commission; H. I. Young, president of the American Mining Congress; Horace M. Albright, president of U. S. Potash Co.; Evan Just, vice president, Cyprus Mines Corp.; Donald H. McLaughlin, president, Homestake Mining Co.; E. H. Snyder, president Combined Metals Reduction Co.; Simon D. Strauss, vice president, American Smelting & Refining Co.; Sen. H. C. Dworshak (R.-Idaho) ; Ira B. Joralemon, consulting engineer; Jess Larson, De fense Materials Procurement Agency; and Andrew Fletcher, president of St. Joseph Lead Co. The panel discussed the report for six hours, adding a great deal of information to the already voluminous amount which has been gathered concerning it. Three objections to the report frequently mentioned were: 1-the multilateral contract; 2-international buffer stocks; 3-international buffer stocks combined with limited quota arrangements. Points on which the panel commended the report were its recommendations for acceleration of topographic and geologic mapping of the United States and Alaska; recognition of the principle of percentage depletion for metals and minerals; and advocation of removal of the present limitations on the expensing of exploration costs applicable to minerals. Technical sessions were held throughout the four days of the meeting. Included in the program were: Progress in Mechanication; Small Mines; Public Lands; Open Pit Mining; Manpower-Labor Relations; Shaft Sinking; Roof Support; Taxation, Gold, Silver and Monetary Policy; Advances in Mill Practices; Special Conference on Strategic Materials; Uranium Mining-Atomic Energy; Prospecting and Exploration; New Metallurgical Processes; and Rock Breaking. About 45 papers and several panels were presented during technical sessions. Formal and informal social functions consumed the remaining time of the convention. Three locations were needed to handle the huge throng attending the Mining Jamboree Monday evening. The only other sponsored social function took place Thursday evening. A great many informal gatherings, chiefly convivial, were held in manufacturers' courtesy rooms-called wet stopes. The continuing depletion of high-grade ore de- posits in this country has created a need to develop more effective methods for recovering valuable metals from low-grade ores. The use of microorganisms for their biochemical reactions is one possible way to solve certain phases of this problem. Bacteria have been used successfully by many diversified industries. Until recently, however, little attention has been focused on the use of bacteria in mining and metallurgical processes. This report summarizes one phase of the microbial studies being conducted at the U.S. Bureau of Mines, College Park Metallurgy Research Center. The two-fold objective of this study was, first, to determine if pure strains of the bacteria Ferrobacillus ferrooxidans, Thiobacillus concretivorus and Thiobacillus ferrooxidans could utilize the iron and sulfur occurring in sulfide minerals to produce appreciable quantities of ferric sulfate and sulfuric acid for dissolving copper and, second, to develop the chemistry involved in the microbial oxidation of sulfide minerals. These are of particular interest as they relate directly to the feasibility of employing microorganisms in leaching operations.

ZAY JEFFRIES, who has been awarded the Douglas medal, established in 1922 by a group of the friends of the late James Douglas for distin-guished achievement in non-ferrous metallurgy, is one of the most notable graduates of the South Dakota School of Mines where he took his B. S. degree in 1910. The following year he was manager of the Ideal Mining Co., at Custer, and in 1911 he became instructor in metallurgy at the Case School of Applied Science, Cleve-land, where he remained until 1917, and in 1918 he took his D. Sc. degree at Harvard. During all this period he was engaged in experi-mental and consulting work for the Electric Railway Improvement Co., t h e Cleveland Steel Tool Co., the W. S. Tyler Co., the Lincoln Electric Co., the Aluminum Castings Co., and the Cleveland wire di-vision of the General Elec-tric Co. He is now en-gaged in general consulting work, especially for the Aluminum Co. of America, the General Electric Co., and the National Tube Co. He has contributed to the Transactions papers on the determination of grain size in metals (with A. H. Kline and E. B. Zimmer) LIV, 594; grain growth phenomena in metals, LVI, 571; the tungsten-molyb-denum equilibrium diagram and system of crystalliza-tion, LVI, 600; grain size inheritance in iron and carbon steel, LVIII, - 669; effect of temperature, de-formation and grain size on the mechanical properties of metals, LX, 474; metallography of tungsten, LX, 588; physical changes in iron and steel below the thermal critical range, LXIII, and LXVII, 56; and the trend in the science of metals, LXX, 303. In addition to participating freely in the discussion of other papers before the Institute he has found time to contribute notable papers to the Institute of Metals (Great Brit-ain), the principal technical journals, and to write a book on "The Science of Metals" in collaboration with R. S. Archer.

DURING an investigation of electro-deposited silver structures, samples were prepared for metallographic examination by cold mounting in plastic, grinding on successive grades of emery paper down to 3/0, and chemically polishing by swabbing using the chromic acid solution described by Gilpin and Worzala.1 Attempts to etch these samples using the standard solutions described for silver (e.g., 5 pet KCN-5 pet Na2S2O8, H2O2-NH4OH, and various potassium dichro-mate solutions) all failed to give good results due to staining of the samples and to rapid etching. The staining was caused by the chromic acid polishing solution being trapped in small fissures between the sample and the mounting plastic, and also in small fissures in the sample itself. To overcome these difficulties, an etchant was developed which prevented staining at the same time as it slowly etched the sample. This resulted in a very clean, crisply etched surface as shown in Figs. 1 and 2. This etch consisted of 10 ml of orthophosphoric acid, 10 ml of distilled water, and 2 drops of the polishing solution noted above,' which is made by mixing 100 ml of saturated CrO3 solution, 45 ml of 10 pet HC1 solution, and 800 ml of distilled water. The etching procedure involved taking the final polished sample, either immersing or swabbing in the etchant for a period of 1 to 2 min, rinsing as quickly as possible in distilled water, alcohol, and ethyl ether in that order, and then immediately drying. This etch is easily controlled due to its slow rate of etching, and produces samples with clean, sharp surfaces. Pits due to overetching produced varying contrast effects when viewed under polarized light, and are therefore obviously useful for revealing many structural details within the sample. Partition of certain elements, particularly nickel, was determined for slowly cooled steels, the greater number containing from 0.30 to 0.35 pct C. Approximately 3 pct of the nickel, 18 pct of the manganese, 33 pct of the molybdenum, and 35 pct of the chromium occur in the carbide phase. Partition of one element is not much affected by the presence of another. THE object of this investigation was: 1—to determine the partition of nickel between cemen-tite and ferrite in a medium and high carbon series of annealed steels; 2—to evaluate the effect of chromium and/or molybdenum or both on the partition of nickel in medium carbon annealed steels; 3— to determine the partition of chromium between ferrite and carbide in a series of medium carbon annealed steels; and 4—to study the chemistry of the carbides formed in an AISI 2330 steel during both isothermal transformation, and quench and draw experiments at 1150°F (620°C). The partition of alloying elements between ce-mentite and ferrite in annealed steels has been the subject of many investigations, a summary of which has been given by Austin1. However, there is no satisfactory data available concerning the partition of nickel. It has generally been assumed that virtu- ally all of the nickel concentrates in the ferrite phase in annealed steels. Two investigators"." have reported the finding of nickel in extracted carbide residues. Recently, it has been shown4 that nickel substitutes up to 40 pct for iron in the lattice of cementite produced by the low temperature carburization of iron-nickel powders. In addition to the lack of data on nickel partition, the literature also fails to make reference to the effect of other elements on the nickel content of the carbide in nickel-bearing steels. "The power development at these falls, three miles below the city of Great Falls, was made in 1891 by the original Great Falls Water Power & Townsite Company, and the Boston & Montana Consolidated Copper & Silver Mining company, the predecessor of the Boston & Montana Reduction Department mentioned above.The dam is 746 feet long, placed a short distance above the crest of the falls, and giving an effective head, as now constructed, of from 42 to 44 feet. There are power houses on both banks, those on the south bank belong to the Great Falls Power company, the successor of the Great Falls \!\Tater Power & Townsite Company, and the Great Falls Electric properties. The water is led from the dam to these power houses through sheet iron pen-stocks the water wheels are of the horizontal turbine type, and of various sizes.The water is here carried from the dam to the power houses by an open canal or headrace, the walls of which are concrete. This headrace is 100 feet wide at the widest point. The available head was originally less than 40 feet, but this was increased to about 44 feet by means of flashboards and tailrace wall, seperating the tailrace from the main river and delivering the water to the river at a considerable distance below the power house, thus taking advantage of a considerable fall in the river below the sheer fall at Black Eagle.A total of about 12,000 horse power 1s developed at these falls, the Great Falls Power Company, and Great Falls Electric properties developing about 2,000 horse power, and the Anaconda Copper Mining Company developing the balance."

While working, during the summer of 1877, upon the "Chemical composition and Physical Properties of Steel Rails," the results of which are given in my report with this title, I was struck with the surprising wear which some of the rails, which would ordinarily be called soft rails, had endured. At that time I knew of no chemical measure of softness except low carbon, and I found that a numher of rails with low carbon had endured as high or higher tonnage, with apparently as little loss of metal by wear, as those with higher carbon. My own work on steel rails that summer did not embrace any definite experiments as to the amount of metal worn off the rail per million tons which had passed aver it; and so I could get no more definite answer from that work, to the question at the head of this paper, than was given by comparing the appearance of the worn section of the rail with its tonnage. This comparison, however, served to arouse in my mind the query, whether the commonly received opinion as to the relation between the hardness and wearing power of steel is correct, as applied to steel rails. This opinion, if I am right, is: the harder the steel, the better will be the wear, and the limit of hardness is simply one of safety; hard, brittle steel being, of course, more liable to break than soft, tough steel. The query, although aroused, did not bear any immediate fruit, and, as will be evident to any one reading it, the report above referred to was written with the commonly received opinion in mind. Since that time I hare collected a little information upon this subject, which I should be glad to submit to the Institute, if for no other purpose, for the sake of arousing attention, and directing study to the question of hardness versus wear in steel rails. Before making known this information, howevcr, permit me a few words in reference to hardness. How shall we measure the hardness of steel ? Of the various ways of getting indications as to the hardness of steel, which are known, three mill serve our present purpose. These are: 1st. High carbon. It is generally agreed, I think, that at least within proper limits, the greater the amount of combined carbon in a piece of steel, the harder the steel, and I need not do

THE production of crude oil in Wyoming rose to 44,290,010 bbl. in 1923 and declined, during 1924, to 39,295,030 bbl., a decrease of about 11 per cent. The Salt Creek field supplies 75 to 80 per cent. of the production. Pipeline runs from the Salt Creek field reached a maximum in November, 1923, at a daily average for the month of 116,437 barrels. During 1924, the gas pressure in Salt Creek has declined rapidly and the production dropped to about 60,000 bbl. per day. Part of 'the decline during the last few months was due to lack of power to pump the wells. The electric-power plant of the Midwest Refining Co. did not begin to deliver current until the middle of December, by which time several hundred wells were off production. The cold snap in December, which brought, the temperature down to 30° below zero on the 17th, tied up operations almost completely and the average production for the month was only 49,545 barrels. As more wells are being pumped and the number of dead wells reduced, the production is rising and was up to 61,000 bbl. during the last week of January. A further increase is expected as the weather becomes warmer. The production of Salt Creek, by months, during 1924 is given in Table 1. NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely (1) Members ; (2) Honorary Members , (3) Associates , and (4) Honorary Associates Only Members and Associates residing within the United States of America, Republic of Mexico and Dominion of Canada shall be entitled to vote at the meetings of the Institute. SEC. 2 All Members, Honorary Members, Associates and Honorary Associates of the American Institute of Mining Engineers as the same existed on the day of the incorporation of this Institute, are Members, Honorary Members, Associates and Honorary Associates, respectively, of this Corporation SEC. 3. The following classes of persons shall be eligible for membership in the Institute, namely, as Members and Honorary Members, all professional mining engineers, geologists, metallurgists or chemists, and all persons practically engaged in mining, metallurgy or metallurgical engineering ; as Associates and Honorary Associates, all persons desirous of being connected with the Institute who, in the opinion of the Council, are suitable. SEC 4. Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Member or Associate, as the case may be, upon payment of his first dues as herein-after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. This paper will be confined to the treatment of methods as applied in the laboratory of the Boston and Montana Reduction Department of the Anaconda Copper Mining Co. at Great Falls, Mont. As the electrolytic plant of this company operates at a current density of approximately 35 to 40 amperes per square foot when running up to capacity, the arsenic and antimony content of the anodes delivered to the plant is of considerable importance as bearing on the purity of the refined cathodes turned out. Owing to the rather high relative percentage of antimony, it has always been the custom to determine antimony as well as arsenic in all forms of copper. Thus, anodes have been analyzed in which the antimony was about equal to the arsenic, although the average shows about 2 parts of arsenic to 1 of antimony. In the refined copper the relative proportions of the two impurities vary considerably, but probably in the average are about equal. In this latter case, the percentage of the two is SO small that ordinarily no attempt is made to separate them, the report of analysis showing percentage of As and Sb combined. Although rapid and exceedingly accurate determinations of arsenic may be made by means of various distillation schemes, the determination of antimony, either by itself or together with arsenic, has always been more or less cumbersome and has required a considerable amount of time. By the methods, details of which follow, the determination of arseluic and antimony, either separated as in the case of anodes or together in case of refined copper, is accomplished in 24 hr. from the time the sample is received by the chemist. As to the accuracy of the results obtained, it can be quite positively stated that in this respect these methods are very satisfactory, much more so than any heretofore employed in our work, and when the rapidity of determination is considered, the results are very accurate.

The well-defined increase in fatigue life observed o many metals cyclicly strained at vacuum levels below 10-1 to 10-3 torr has been attributed to the critical retardation of oxygen or water vapor chemisorption at the crack tip during crack propagation.1-3 In the absence of strongly adsorbed surface films, crack re-welding during cyclic compression or dislocation escape from the plastic zone around the crack tip has been proposed to account for the observed decrease in the rate of crack growth. The increase in the critical pressure required for the transition in crack growth rate with temperature experimentally determined for aluminum was found to be generally in accord with the adsorption rate model.4 However, although the adsorption mechanism would also predict an increase in transition pressure and fatigue life with increase in cyclic loading rate, and such effects were noted by Snowden5 for lead and Hordon3 for aluminum, the opposite results were reported by Kramer et al.B in studies on aluminum. The present note describes some recent measurements of the fatigue properties of 1100-H14 aluminum at low pressures to determine the specific effect of cyclic strain frequency in the transition pressure range. Flat cantilever-type specimens of 1100-H14 aluminum shaped to produce a uniform strain gradient along the gage length were tested in reverse plane bending at constant deflection amplitudes in two independent multi-specimen vacuum fatigue systems. One series of tests using 2-in. gage length specimens was conducted in an ion pumped apparatus with 107 torr and 50 cps capacity, denoted as Unit I, utilizing fixed mechanical cams to impose the strain amplitude. An independent test series using shorter 1-in. gage length specimens was conducted in a cryopumped apparatus designed for extremely low pressures below 10-10 torr, denoted as Unit II, using an electromechanical vibrator at non-resonant frequencies up to 150 cps to provide the deflection. Both vacuum fatigue units and associated test procedures have been described previously.3'7

The increased production has rcsulted from continued activity in the Upper Cumberland district, especially in Clay County, where approximately 37,000 bbl. were marketed off the lease. This figure includes a single well in the old Tinsleys Bottom pool on the Clay-Jackson County line, although the well is in Jackson County. The "Mississippi lime" produced 10,811 bbl. in Scott and Morgan Counties, a decrease of 2568 bbl. from the 1938 production. Production during the year from some half-dozen scattered wells in eastern Clay, Pickctt, and Fentress Counties, on which there are no accurate figures, is estimated at 1000 barrels.

THE Chairman of the Iron and Steel Division for 1945 is one of the most versatile and best-known men in this industry, with wide experience in research and operations and in handling both the men and the materials that are used in enormous quantities. Erle G. (Doe) Hill was born in Santa Ana, (alit, April 21, 1890 and graduated (Bachelor of Science) in mining and metallurgy from the University of California in 1913. For the next five years lie held a variety of jobs as miner, foreman, and null superintendent in gold, silver, copper, and quicksilver mines in the West and in Mexico. As Doe was an individual endowed with an exceptional amount of horse sense, he left the West in 1918, to become instructor of mining engineering and ore dressing at Carnegie Institute of Technology, and while in that post did considerable consulting work as a geologist and mining engineer. In 1920, still possessing the same common sense. he got out of mining engineering and geology and became associate professor of metallurgy at the University of Pittsburgh, a position he retained for nearly ten years.

THE salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley-the home of the Cahuilla tribe of Indians-is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 ft. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. The depression is topographically the northern end of the Gulf of California, from which it is now separated by the delta of the Colorado river, extending practically from the mouth of the Gila river across the valley to the coast mountains on the west side. We may conclude that the imprisoned salt water was gradually displaced and freshened by the inflow and outflow of the river, so that the lake was changed to fresh or brackish water, with enough salt in it to give a bed at the bottom upon

In my last report on Petroleum in Burma and India1, details were given of production and development up to 1932. It was pointed nut, that the only statements available for Burma were those published officially by' the Government of India in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India), which are issued about 10 or 11 months after the close of the year. Operations in Burma are almost entirely in the hands of three companies—the Burmah Oil Co., the British Burmah Petroleum Co. (with its subsidiary, the Rangoon Oil Co.) and the Indo-Burma Petroleum Co.—and these companies preserve a policy of secrecy, so that details are not available of new wells, depth, wells abandoned, or of other figures, except in so far as the Government considers it advisable to publish the information in its possession. GeneRal Developments in 1933-1934 As predicted in 1933, there have been no spectacular developments and no new fields have been discovered. Nor are there any new indications of a likelihood of fresh discoveries. The policy of extremely careful exploitation. has been continued and intensified; production is being maintained at an almost steady level and can be so maintained for many years to come—indeed, it is the policy of the leading company to permit refinery and local market requirements to dictate the production required. Contrary to experience in practically every other part of the world, India has shown a slightly decreased demand for petroleum products—especially kerosene, but also for gasoline. The increased use of electricity would explain the lower demand for kerosene, but the falling off in the demand for gasolinc can only be attributed, according to the Chairman of the Burmah Oil Co., to the depression and to the incidence of heavy taxation. In India (including Burma) as a whole, production was 305,018,751 Imperial gallons in 1931 (8,714,822 U. S. barrels); 308,606,031 Imp. gal. in 1932; 306,009,022 in 1933 and is estimated at 308,000,000 in 1934.
