THE history of fundamental research in mining is not one of which the profession can be particularly proud. It has been one of the slowest industries in applying the fundamental sciences to the solution of many of its more difficult problems. True, many of the processes are not adaptable to laboratory techniques, and much of the work must, of necessity, be done in the field. It is for this reason that the mining executive seldom has been conscious of the value of research on a laboratory scale on problems pertaining strictly to mining. Most of them, however, fostered much testing in the allied fields of ore dressing and metallurgy.

Harmon E. Keyes (Chemical & Metallurgical Engineer, Eagar, Ariz.)-Chemical dissolution of chalcocite by acidic ferric sulfate is well known. Resulting elemental sulfur may be oxidized to sulfuric acid by heated ferric sulfate. Laboratory tests at Southwest Experiment Station, USBM, Tucson, generally confirmed stoichiometric relations of 1 part Cu dissolved to 1.750 parts ferric iron reduced, using CP chemicals, dried ore samples, and apparatus cleaned with potable water. Recirculation with open-drainage percolation to increase copper in leaching solvent was followed successfully when appropriate, both in laboratory and Pinto Valley pilot tests. Before 1924 attempts to produce ferric sulfate by aerating ferrous sulfate solution were known. Initial oxidation was satisfactory, but rate slowed below practicality as oxidation progressed and acidity increased. Also, due to hydrolysis of ferric sulfate, a ferric precipitate of hydroxide and basic sulfate resulted. Both laboratory and pilot plant tests gave similar results, regardless of whether CP ferrous sulfate or scrap iron cementation discard solution was used. Rapid oxidation of ferrous hydroxide by air alone is well known to analytical chemists. Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

THERE has been much interest recently in the iron ore supply of the Lake Superior district. It may be of interest to this meeting to give some thought to this situation, dealing more particularly with the present great iron ore deposits of this section. Ores from its various iron ranges are the foundation of the tremendous tonnage of steel and iron of all kinds produced in the territory along and adjacent to the Great Lakes, drawing the bulk of its supply from this northwestern ore country. For a number of years estimates have been made of the quantity of available ore. The latest study, by M. C. Lake, chief geologist of the M. A. Hanna Co., is of great interest and brings the estimated tonnage to Jan. 1. 1929.

John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

AT THE present time five localities in the Argentine Republic are known to bear direct evidences of the presence, of petroleum. The segregation of these localities is more or less arbitrary inasmuch as minor indications may be found to extend from one locality to the other at no regular distance apart, especially in the northern and western part of the republic. These localities are listed as follows: North Argentine-Bolivian region, Salta-Jujuy district, provinces of Mendoza and Neuquen, Comodoro Rivadavia, and the Gallegos-Punta Arenas region. Economic conditions attract us to the possibilities of developing these and other regions of countries in the southern hemisphere. Development work will, naturally, be undertaken first in such localities as present direct manifestations of the presence of petroleum; "hidden fields" may exist, but, unless discovered by accident, their development will be left to the last. The problems to be solved in the development of the petroleum resources of the Argentine republic are mainly of stratigraphy, structure, and transportation. We are not here concerned with the unfavorable climate of the countries to the north in the tropics where, for us of the "far north," life hangs by a thread ready to be severed by a mosquito, gnat, or tropical germ.

The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and out- standing attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

Considering the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.

What is prime farmland? Can such land, once it has been surface mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on surface mined land in St. Clair County (Grandt, 1949). This research was done almost thirty years before requirements of Public Law 95-87 were passed by the US Congress and signed August 3, 1977.

DEMANDS upon power plants by the war program in 1941 intensified problems of coal utilization. It was an outstanding year in that field. The domestic heating stove witnessed outstanding development; the research folks progressing so rapidly that the design of the "perfect" stove is just around the corner. Use of colored motion pictures in analyzing fuel-bed performances has reached a new high with the colored pictures taken at minute intervals and projected at sixteen frames a second as shown by the Koppers Coal Co. and the Anthracite Institute (on domestic stokers) and the Consolidated Edison Co. (industrial stokers). Continued efforts of this kind will be beneficial in analyzing further some of the "Code for Testing Coal" problems confronting Subcommittee No. 2 of the Joint A. I. M. E. - A. S. M. E. Committees.

INTRODUCTION Common methods of controlling gob gas in U.S. mines are by means of ventilation of gob areas and gas drainage through surface boreholes. Costs of drilling surface gob holes increase as deeper coal- beds are mined. Where gob holes cannot be drilled because of topography, ventilation is the only means of control. Even then, sufficient air may not be available to dilute methane in the bleeder entries to acceptable levels. Thus, new methods of gob gas control need to be developed that are independent of surface topography, and of the mine ventilation system, and less costly than present systems. Except for slight variations in procedures and equipment, Great Britain, West Germany, France, Belguim, Poland, and Czechoslovakia use a common methane control method that is different from the system generally used in the United States. This Bureau of Mines paper reviews European mining methods, mining conditions, and methane control technology and discusses their applicability to U.S. mines.

The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. District No. 1. New England, New York, and New Jersey, excepting New York City and district, which is provided for in the Constitution. (N. B.-New York City and district is designated District 0.) District No. 2: Pennsylvania.

AMONG others, one of the most important duties of the accounting department is to disclose to the management the cost of production accurately and as quickly as possible after the ore has been produced and treated. A report is issued daily showing man shifts and the cost of labor, supplies, power, and miscellaneous charges to each department of the operation: mining, crushing, milling, packing and loading, and general expense. Mining costs are broken down into stoping, handling, development, exploration, and miscellaneous, and each of these subdepartmental costs are further broken down into the branches making up the subdepartment. Costs of crushing, milling, packing and loading, and general expense are detailed in the same manner. With such a detailed daily report as this, the management is able to keep in close touch with the efficiency of the entire operation. Because no expense items are deferred or spread over a period, and so that the report does not lose its comparative valve, appearances of unusual charges are explained.

US mine-related fatalities were reduced by 10.3% at metal and nonmetal operations in 1974, according to a report by the Secretary of the Interior to Congress concerning the administration of Public Law 89-577. While there was no significant change in the overall injury experience, the 157 fatalities were the lowest recorded in the mining industry since federal mine inspections began under the Act in 1970. The report attributes this reduction to the "improvement in the quality and increased size of the inspection force as well as the continuing emphasis on mine safety conditions and practices." The year 1974 represents the first full calendar year in which the Mining Enforcement and Safety Administration (MESA) had responsibility for administration of the Federal Metal and Nonmetallic Mine Safety Act, and the Federal Coal Mine Health and Safety Act of 1969. Prior to MESA's establishment in 1973, these functions were delegated to the US Bureau of Mines. Research activities in health and safety were continued by the Bureau in 1974.

WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

IN a recent study1 of the evolution of engineering education 1870 was taken as the initial point, as it is said to mark the transition from the poineer era in American engineering education to an era of rapid growth and consistent development. Prior to the founding of Rensselaer Polytechnic Institute in 1824, West Point Military Academy was the principal source of formal engineering training. In 1849 Rensselaer revised its program on the model of the leading French technical schools. Lawrence Scientific School was estab-lished at Harvard and Sheffield Scientific School at Yale in 1847. The University of Michigan pioneered in en-gineering instruction in the West, offering its first course in 1853 and awarding its first degree in 1860. Other important steps in -the progress of engineering education were the founding of Columbia School of' Mines in 1864, the opening of Massachusetts Institute of Technology in 1865, and the founding of Cornell Uni-versity and the Thayer School of Civil Engineering at Dartmouth in 1867. From its organization in 1852 until 1871 the Ameri-can Society of Civil Engineers was virtually the only national society of engineers. In 1871 the American Institute of-Mining and Metallurgical Engineers was founded, to be followed later by the Mechanical En-gineers in 1880 and the Electrical Engineers in 1884. This expansion and diversification of the engineering profession was paralleled in the colleges, and by 1885 the plan of different curricula in the major branches of engineering was soundly established.
