THE thermal conductivity of aluminum alloys is of considerable indus-trial importance. This is particularly true in such applications as inter-nal-combustion engines where one of the principal reasons for the use of these alloys is their relatively higher thermal conductivity. In spite of this, relatively few data are available on this property of aluminum alloys. The reason is quite apparent to anyone concerned with the experimental determination of coefficients of thermal conductivity. This determina-tion, in theory so simple, is extraordinarily difficult if any high degree of precision is desired. Fortunately, some knowledge of the relationship between thermal and electrical conductivity has permitted the use of the latter physical property in deducing the relative approximate-values of the thermal conductivities of metals. This fundamental relationship, first enunciated by Wiedemann and Franz1 as applying to metallic elements and later shown by Lorenz to be applicable to alloys within a single metallic system, has been of service in the industrial application of metals. The electrical conductivity of metals is easily determined with a high degree of precision. It is, therefore, quite desirable that the relationship between electrical and thermal characteristics be determined with the greatest possible precision. This paper presents data on the electrical and thermal conductivities of a number of aluminum alloys of industrial importance.

The general curtailment of activities, so marked in 1931, was continued and intensified in 1932 and although production was maintained at approximately the level of the previous year, 1932 was chiefly characterized by the virtual cessation of drilling in many of the proven fields, a further decline in wildcatting activities, particularly in the Maracaibo Basin, and the relinquishment of large blocks of unfavorably located acreage. A total of only 60 wells was completed during the year of which six were wildcats, while at the same time concessions aggregating approximately. 3,222,000 acres were renounced and reverted to the National Government. The maintenance of production at the previously established level was made possible through the large potential built up by drilling in previous years and by a gradual increase in pumping and gas-lift installations. Towards the end of the year there was a slight but perceptible tendency towards increased drilling in certain of the proven fields. Total production for the year came to 118,076,000 as compared to 118,418,000 bbl. for 1931, while exports amounted to 114,758,000 as against 116,683,000 bbl. in 1931. Table 1 shows production and exports and the average rate per day for the first half of 1932 as compared to the second half. That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding, which is based on maximum throughput at constant product size, and preliminary work in flotation control are also outlined.

The apparatus described below for the handling of plates upon their delivery from the rolls, embodies features believed to be of interest to those contemplating the building of new plate-mills, and also to such owners of existing mills as may be considering the improvement of their works. The points to which attention is called are the small space required for the finishing-end of the mill, and consequently the very moderate size of the building for the amount of plates handled; the directness and ease of manipulation, and therefore the mall amount of labor required; the distribution of plates; the facilities and time allowed for their cooling. These, together with other features of detail and general arrangement scarcely less important, will become apparent when the descriptions and illustrations herewith given are understood. As these devices deal with the finishing of the plates only, they may be added to any plate-train when the floor-space and the building are large enough to permit their introduction; and it will be obvious that the features of this method, more or less modified, are applicable to any existing mill. Figs. 1 and 2 show a three-high 32-and 19- by 120-inch Lauth mill, with hydraulic lifting-tables, served by four heating-furnaces, with hydraulic cranes for charging and drawing. Upon leaving the rolls, the plate is allowed to rest with its forward edge projecting somewhat beyond the end of the catcher's table. The Pittsburgh bed, lying at the base of the Monongahela series, is probably the most famous bituminous coal bed in the world; famous not only for the product yielded in mining, but also as a key horizon in the search for oil and gas. It is the most important coal bed in northern West Virginia from the standpoint of extent, thickness and regularity. The general section is shown in Fig. 1. Roof Strata The strata that superimpose any coal bed vary more than the coal itself, and the Pittsburgh bed is an excellent example of 'this fact. Obviously, there were several changes during the period of deposition of this overlying material. Locally, sandstone occurs above and in contact with the coal. Sometimes a shale, or a clayey shale, rests on the bed and is often overlain by sandstone. Throughout the greater portion of northern West Virginia, however, the basal member of the immediate roof is a black or gray clay, which is usually slickensided. This material is called "draw-slate" by the miner. The color is due to the carbonaceous matter and the slickenside is the result of pressure, or movement, which may have come during or subsequent to its consolidation. This part of the roof requires especial consideration, because it is not self-supporting after the coal has been removed from beneath. The roof coal, 8 to 24 in. thick, is left directly below the draw-slate to support it and also to protect the clay from changes in temperature and moisture in the air, thereby preventing disintegration. The clay or draw-slate quickly changes its physical character when exposed, and falls if it is not adequately supported. Timbers alone are not effective in holding up this material, because it softens, crumbles and falls around the supports. Timbers hold up only the material that is directly over the posts and crossbars. Demand for eastern magnetite in 1948 necessitated practically all eastern magnetite industries to operate on a six-day week, with the result that over 11,000,000 long tons of crude ore were mined, and the shipping products amounted to approximately 5,000,. 000 long tons. Reports indicate that operating on a six-day week and doing maintenance work on the seventh day was satisfactory and resulted in excellent continuity of operation. In the Port Henry district, Republic Steel Corp. once again set new all-time records for the production of crude ore and total shipping product; 1,868,000 long tons of crude ore were mined, 945,000 from the Old Bed mine, 408,500 from the Harmony mine, and 514,500 from the Fisher Hill mine. Of the 969,000 long tons of shipping products, 663,800 long tons were sinter, 181,000 lump ore, and 115,200 con¬centrates.

"The earth is the Lord's and the fullness thereof." Science knows no national boundaries, knows no country. These views might be taken as premises for a discussion of the development of the mineral resources of the world. Yet how far man is removed from such broadminded ideals! In this day of jealousy and dread, of political machinations and statesmen's maneuverings, of rantings and crass ravings against fellow-beings, man's attitudes towards God's gifts are but the measure of the smallness of man. That the exploitation of mineral wealth should be for the common good, none will deny, but what is meant by "common"? Is it for the common good of The Pennsylvania State College, Pennsylvania, the United States of America, or the world? If man is big enough and honest enough to state categorically that by "common," as used in the context above, is meant that the utilization of the mineral wealth should be for the mutual benefit of all mankind, and that all concerned strive to see that such a viewpoint is executed, then there is brighter hope for the future. It is to be hoped that the world may have at least a few years or possibly a generation of peace. What can be done in these years to work towards the ultimate goal of human improvement? Cobalt consumption will increase during the next decade at an average rate at least equal that of nickel. In the past, use of cobalt has at times been curtailed by lack of availability or by high price. In the future, output of cobalt derived from copper ores and iron sulfides will continue to grow and output of cobalt from nickel ores will be greatly increased. There should therefore be an adequate supply of this metal at a reasonable price. Nickeliferous limonites constitute by far the largest known terrestrial reserves of cobalt. A process has been conceived, based upon selective reduction and aqueous chlorination for treatment of such ores. The proposed procedure permits good extraction of the ore's cobalt content, comparable to that of the nickel, and is adaptable to large-scale, automated unit operations. Chlorine leaching of the ore enhances its value as a potential source of iron and chromium. Over four thousand years ago, cobalt pigments were employed for decorative purposes in some glass and glazes of Egypt and Persia, and by 1000 B.C. they were widely used in the Middle East.' " However, prior to 1914, virtually no cobalt was produced as metal and ceramics remained the largest consumer of the element as oxide. During World War I cobalt-containing high-speed steels came into their own and the metal's merit in magnet steels was established.

A programme of work was initiated so that the possibility for the agglomeration of Transvaal chromite-fines by pelletization could be investigated. The use of cementitious binders did not yield promising results, binder additions of up to 10 per cent failing to produce an agglomerate that would be suitable as feed for an electric-smelting furnace. Further laboratory and pilot-plant studies showed that high-quality pellets could be made from chromite bonded with small amounts of bentonite and hardened by heat treatment at temperatures of the order of 1000°C. An investigation was also done into the reduction behaviour of pellets containing amounts of stoichiometric carbon up to that required for complete reduction. The results showed that the maximum degree of reduction that could be obtained was approximately 75 per cent, and that these pellets had the physical properties that would make them amenable to smelting in a submerged-arc electric-smelting furnace.

THE Dust Symposium was attended by approximately 100 persons, nearly all of whom remained from the starting hour (2 p. m.) until the use of the auditorium was demanded for another meeting at 5:30 p. in. In calling the meeting to order, D. Harrington made a few remarks as to the importance of the health dust problem in mining as well as in general industry and expressed gratification that the subject is now out in the open and that mining people are desirous of ascertaining the facts. B. F. Tillson acted as chairman of the meeting. The milling executive who desires to know what to do to prevent his workers from being unduly exposed to the dust hazard can get much out of the paper by D. E. Cummings, who has been doing much work in mines trying to keep -the dust in the air within safe limits. His recommendations indicate that the main protection of the worker in mines is by adequate ventilation, supplemented by the extensive use of water in drilling, as well as in water curtaining to condition air both in regard to dust content and to temperatures. Blasting was shown to be one of the chief causes for dust and it was recommended that whenever feasible all blasting should be delayed to the end of the working shift.

ONE of the first mining areas to be developed in Arizona was that in the district centering about Clifton and Morenci. Traces of metals were first noticed by Henry Clifton on an expedition in 1864. Definite copper outcroppings were also reported in the following year by General J. H. Carleton when he led his troops into the district on an Indian raid. Actual mining operations were started in the early seventies. and the first smelter was finished in 1873. Two adequately financed companies acquired most of the property, and both commenced production about 1882. These were the Arizona Copper Co.. owned by a group of Scotch investors, and the Detroit Copper Mining Co., afterwards purchased by the firm of Phelps, Dodge & Co. Later the Shannon Copper Co. acquired and operated a number of claims in the northern part of the district. These three companies all operated underground, mines independently for many years.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen: - I herewith present a report of some. of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression, but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs. As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do. The loss of members through inability to pay, dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923. PUBLICATIONS Following the example of other technical societies, and to conserve our resources, no Year Book was published in 1922. The lack of an up-to-date membership list for the use of our members was regrettable, but the saving of $5000 proved to be worth while. During the year, Volumes LXV, LXVI, and LXVII were printed and sent to members. These volumes were composed largely of the papers of 1920 and 1921, publication of which had been delayed partly through lack of funds and partly for the purpose of segregating into volumes those papers dealing with the same general subject. The segregation of papers had been suggested by a number of members who had advised that they were not primarily interested in all subjects

Changes in SO2 emission standards will not only influence the cost of supplying energy demands from coal, but also the competitive position of various production regions and the method of mining (surface vs. underground). A multiperiod interregional competition model was utilized to evaluate the interactions between mining capacity, new mine development, coal reserves, mining, processing and transportation costs and equipment availability and SO2 emission standards. The empirical results indicate that not only will costs increase dramatically, but production in eastern as well as western regions that have low sulfur reserves will also increase as sulfur standards become increasingly more strict. Implications of the adjustments in the location of coal mining activity for the processing, transportation, and capital goods markets are also presented.

Peru has produced petroleum since the early seventies, the first work being in the Zorritos field, in the Province of Tumbes, adjoining Ecuador. In the early nineties, the Negritos field, in the Department of Piura, came into prominence, and by 1905 had attained an annual production of 335,160 bbl. The early development of the field was under the general direction of the London & Pacific Petroleum Co., but it is now handled by the International Petroleum Co. In 1900 and 1901, the Lobitos field became the scene of marked activity. In 1905, its total production amounted to 75,000 bbl.; it has continued to increase as has Negritos. From 1897 to 1902, there was prospecting in the region of La Brieta (or Fernandez), on the Mancora River, about 25 to 30 km. from the coast. Small production of a heavy oil was obtained from three different sands. So far as the author knows, no work has been done in that locality since 1902. There are thus four distinct fields in the north endof the Peruvian coastal plain. The, remaining productive locality of Peru is the Pirin or Pusi field, at the northwest end of Lake Titicaca, Department of Puno, in southern Peru. The first prospecting near Pusi was done by Brown Brothers, of Los Angeles, Calif., who obtained modest production about 1906; according to reports, activities ceased about 1914 or 1915. The maximum annual production was obtained about 1908, estimated at 76,000 barrels. Peru possesses two distinct geographic provinces in which we may look for the development of a larger oil industry; namely, the coastal plain province, and the inter-Andean plains.
