In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. One approach towards increasing plant production capacity to meet the growing demand is through large-capacity flotation cells, provided they achieve metallurgical performance comparable to existing smaller cells. A 9-month evaluation test program recently completed at the Haynsworth mine at Bradley, Fla., demonstrated the feasibility of achieving economically acceptable concentrate grade and recovery levels using large, high-capacity flotation cells. The composition of the feed to the Haynsworth beneficiation plant is a typical Florida pebble phosphate matrix composed of phosphorite pebbles ranging in size from approximately 1-1/2 in. down to 150 mesh and intimately associated with a mixture of clay and sand (essentially silica). The feed contains approximately 22 to 28% phosphate reporting as tricalcium phosphate, Ca3 (PO,) 2, or "bone phosphate of lime" (BPL). The flotation section utilizes the double-float procedure typical of Florida plants. The phosphate is first floated away from the silica in the rougher circuit, using crude fatty acid, ammonia, and fuel oil or kerosene. Rougher conditioning is accomplished at 60 to 70% pulp solids with sufficient ammonia added to raise the pH to 9 to 9.5. Following coarse and fine rougher flotation, the concentrate (overflow) streams are joined and conditioned (sulfuric acid cleaned and washed) prior to entering the cleaner circuit where an amine float (cationic reagent and kerosene added in the feed box; pH 7.3 to 7.8) is employed to float the silica. The feed to the coarse rougher circuit averages 29% +35 mesh while the fine rougher feed averages 10%+35 mesh. Primary attention was directed toward the large rougher cell performance (recovery and grade) on coarse feed during the Haynsworth evaluation program. Flotation Cell Test Program A row of three No. 120 size (300 cu ft) WEMCO flotation cells was installed in parallel with an existing air-cell row. The total installed volume of the large cell circuit was 900 cu ft and required a floor space of 306 sq ft. This compared to the air-cell total volume of 200 cu ft and 152 sq ft floor space. (Both floor areas include feed and tails hoppers but exclude walkways.) Fig. 1 is a schematic cross section of the large flotation cell showing the relative location of key mechanism elements. In operation, the rotor generates a fluid vortex extending up along the walls of the standpipe and creating a sufficient vacuum within its core to ingest air into the standpipe/rotor cavity through the air inlet duct. The ingested air mixes with the pulp, which has been recirculated through the false bottom and draft tube, in the rotor. Further mixing occurs as the air and pulp move radially outward from the rotor, finally passing through the disperser into the flotation cell. Flotation is accomplished outside the disperser, where phosphorite laden air bubbles rise and the remaining pulp recirculates down along the cell wall to the false bottom and draft tube. Large-flotation-cell performance is influenced by the ability of the mechanism to (1) circulate, or suspend, the solids in the pulp; (2) ingest air into the rotor cavity; and (3) mix the air and pulp effectively. The proper balance between pulp circulation and air ingestion is a key consideration in achieving good recovery in a course feed application. Large-flotation-cell pulp circulation and air transfer characteristics are significantly influenced by rotor speed and rotor submergence; therefore, these two operational parameters can be used to "optimize" a particular mill application. Fig. 2 maps the hydraulic performance of the WEMCO No. 120 size flotation cell. This map can be used to relate the cell operational parameters which influence metallurgical performance. At a given rotor speed, power intensity (i.e., pulp circulation) is seen to increase, and airflow decrease, as rotor submergence is increased. The inverse relation between power and airflow is due to the two-phase air-liquid mixture density reduction accompanying the increased airflow rate. For any fixed rotor submergence, the power intensity (i.e., fluid circulation) and airflow both increase as rotor speed is increased. The selection of these two mutually related operating conditions (i.e., rotor speed and submergence) was a key consideration in the Haynsworth evaluation program.

The mechanics of impact crater formation in rock, particularly sandstone, has been sutdied, the velocity range being approximately that normally associated with oilwell gun perforators. The bullets were small steel spheres having diameters of 3/16, 9/32 and 7/16 in; impact velocities ranged from 300 to 7,000 ft/sec. The craters have two distinct parts — a cylindrical hole (or burrow) with a diameter the same as that of the impacting sphere, and a wide-angle cup comprising most of the volume of the crater. The burrow is fornred as material in front of the projectile is crushed and pushed aside, forming a cylindrical hole surrounded by a high-density zone. The clip forms as fractures are initiated in front of the projectile and propagate along logarithmic spirals, approximaling maximum shear trajectories, to the free surface of the rock. A most significant observation (made for the first time) was that, below the base of the cup in one type of sandstone, there are a group of similar fractures, not extending to the surface, which are spaced uniformly a few millimeters apart. Each fracture follows roughly the contour of the base of the cup and appears to require a certain threshold impulse to initiate it. These fractures comprise a relatively high fraction of the total, newly exposed surface area. The volume of the material removed by crushing varies as the first power of the impact velocity and the volume removed by fracturing, as the second power of the impact velocity. Penetration varies linearly with the impact velocity and is inversely proportional to the specific acoustic resistance of the target material, the proportionality constant being dependent upon the shape of the projectile. INTRODUCTION Yield of oil from a producing well is frequently enhanced by firing bullets and shaped charges through the well casing into the oil-bearing rock, forming craters and fractures from which oil can flow more readily. The purpose of this investigation has been to develop a better understanding of the mechanics of impact crater formation in rock, particularly sandstone, the velocity range being approximately that normally associated with oilwell gun perforators. FORCES OPERATIVE DURING IMPACT When a projectile moving at considerable velocity strikes a- massive target such as oil-bearing sandstone, intense and complex transient stress situations develop within both the projectile and the rock or sandstone against which it is striking. Usually the struck rock fails, the missile or projectile penetrating into the rock to some depth where it comes to rest or is forcibly ejected from its burrow by expansion of a plug of target material compressed in front of it. When the impact velocity is very high, the projectile itself may fail, breaking apart or becoming distorted; this situation is not considered here, the discussion being limited to nondeforming projectiles. Many experimental studies'.' have been carried out to determine the nature of the mechanics of crater formation and the salient features of the forces coming into play, some of the earliest studies being the French Army experiments performed at Metz between 1835 and 1845.' The stratagem in most instances has been to make a post-mortem examination of the crater, measuring volume and depth of penetration and deducing force relationships from these observations rather than performing the more difficult (usually almost impossible) feat of measuring stresses during penetration. In many materials, the force acting during penetration of the projectile is found to be the sum of two components—(1) a constant force, independent of the velocity, representing some inherent strength of the target material; and (2) a component, proportional to the square of the velocity, representing inertial forces. For such materials, the average force per unit area acting on the projectile at any instant while it is in motion and being decelerated may be written F/A = a + bv2 . . . (1) where v is the velocity of the projectile at that instant, A is the cross-sectional area of the penetrating projectile taken normal to its trajectory, and a and b are constants which are dependent upon the target material and the shape of the projectile. It follows that the total penetration s is given by .........(2) where v, is the velocity of the projectile when it just strikes the target. Values of a and b for spherical projectiles impacting in a loose sand-gravel mixture and compacted earth were obtained in the Metz experiments. For sand-gravel, a and b are 620 psi and 0.0115 (psi) (ft/sec)', respectively; and for compacted earthworks, a and b are 432 psi and 0.0008 (psi) (ft/sec)'. Figs 1 and 2

Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To mention one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prevalent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base positive statements. Effects of variations in carbon content and micro-structure on the stress-rupture properties of a liquid-phase-sirztered, Izeut-resistunt alloy were studied. Using the powder rnetallurgy technique, specimens could be produced having stress-rupture profierties equivalent to or better than those of the alloy in wrought form. In addition, sintered specimens were easily hot worked even when carbon contents were as high as I pct. Correlations between stress-rupture properties and micro structure were obtained in some cases. IT is well known that many alloys used in high-temperature service are quite complex both from the standpoint of chemical composition and microstruc-ture. During the development of these alloys their complexity has in some cases led to treatment schedules which, while practical, often do not fully utilize available alloying elements. For example, in some alloys, massive carbides that form during ingot practice may never be dissolved by reasonable solution treatments and therefore are unavailable for subsequent precipitation hardening, Ref. 1. This investigation was undertaken to determine whether the powder metallurgy method of consolidation might provide distinct advantages over the conventional melting method. First, segregation of alloying elements might be eliminated or reduced and thus a more efficient use of these elements obtained. Second, the structures produced in powder specimens might differ considerably from those normally seen in castings, which would perhaps result in better response to subsequent mechanical or thermal treatments. If these results could be achieved, it was felt that both forgeability and stress-rupture properties might be improved. The alloy used in this investigation was S-816 produced by powder metallurgy methods. The influence of carbon content over the range of 0.1 to 1.0 wt pct was studied for the alloy in the as-sintered condition and after three additional treatments involving heat treatment, hot swaging, and combinations thereof. EXPERIMENTAL Standard S-816 has the composition shown in Table I. It is a cobalt-base alloy having a nominal carbon content of 0.4 pct and is classified as a precipitation-hardening alloy. This alloy was chosen because it is representative of a class of heat-resistant alloys and because adequate information was available concerning its response to various treatments and its subsequent properties. For this study, -100 mesh alloy powder having essentially the same composition as shown in Table I but without the 0.4 pct C was used. Desired carbon variations, achieved by wet mixing the alloy powder with graphite, ranged from 0.1 to 1.0 wt pct. Specimens were hydrostatically pressed and then sintered in vacuum by slowly heating until incipient melting was observed. Sintering this way gave a liquid phase in the interstices of the powder particles and achieved reasonably high densities. The average density of as-sintered specimens was about 95 pct of wrought alloy density. In order to obtain various microstructures, some specimens were heat treated (solution treated for 24 hr at 2150°F, water quenched; aged 16 hr at 1400°F, air cooled); others were hot swaged at 2150 o F (50 pct reduction in area), while still others were hot swaged (50 pct reduction in area) and then given the above heat treatment. EACH day, the fact becomes more evident that the ever-growing demand for oil is farther outstripping production, regardless of the increase in output throughout the past twenty years. The development of known oil fields and the prospecting for new ones along present lines are not resulting, in, and cannot bring forth, supplies large enough adequately to meet the oil needs of the country. The usual methods of prospecting-for new supplies are insufficient to meet the exigencies of the situation which threatens, in the not distant future, to reach a critical stage. Were it not that within the last two years new and prolific oil fields have been discovered in northern Louisiana, central Texas, and California, this crisis would undoubtedly be now at our door. Stocks are being exhausted in spite of the rapid growth of imports. The time is therefore fast approaching when some radical departures must be made in the method of prospecting and developing old and new fields in order to increase our oil supplies. Methods and chances, that have seemed unwarranted will not only be given serious consideration, but, according to the results promised, will be put to the test. Meanwhile, however, nearly all the oil fields are responding to the stimulus of higher prices, whereby enormously growing capital is attracted to this important industry, both here and abroad; the increase in our petroleum production at the present time is due to this circumstance. Yet, although a most active search is being made for possible sources of additional supply, one section of our country is not yielding the results that, in my opinion, it is capable of producing: I allude to the coastal dome belt of Texas, Louisiana, and Mexico. The United States Geological Survey has estimated that three-fourths of a billion barrels are available in the ground in the Coastal Plain of the two states just mentioned. Numerous papers have been written on the subject of the salt domes of the Coastal Plain and more or less attractive theories have been advocated by leading geologists to account for their origin and the presence of the oil, sulfur, and salt associated in them. So FAR as the quality of the product is concerned, the history of the production of pig iron for foundry purposes is one of constant retrogression. The steps in this deterioration began with cold-blast charcoal pig iron, then anthracite iron, coke iron; then gradually warm to hot-blast coke iron, with the charcoal furnaces also heating their blast to get greater tonnages, and finally the present day hot-blast coke irons with scrap additions to the ordinary burden that, according to one European report, have gone as high as 135 per cent. Parallel with this quality retrogression is the enormous increase in furnace tonnages from about 15 tons daily to over 1000 tons per day in exceptional instances of modern practice. The key to this situation is economic pressure. The effect is a growing differentiation between furnace production for gray iron and malleable foundries and for the production of commercial steel. As the foundry is often compelled to draw upon the pig irons made for steel purposes, for economic reasons, whereas the steel industry does not draw upon foundry pig irons proper, the situation is resolving itself into one of grave consequence for the life of the gray-iron castings industry, and hence the intensive present-day feeling in foundry circles for rigid specifications to govern the quality of pig irons sold for foundry use. In the discussion of a paper on the use of scrap in the blast furnace held recently in the Institute, a very pertinent remark was made by one of the participating furnacemen, who confessed that "the things found wrong by the foundryman with his iron were beyond his depth." It may be added that those things are also beyond the depth of most foundrymen who, however, know from their results that they are getting poorer castings today with many pig irons than they did with those same brands in former years. Under the former fracture buying, the foundryman at least could select the strongest metal, as judged by the sledge, from various brands of similar fracture and pig section, and his results proved the soundness of his conclusions. The rainfall during the last six months of 1942 in Scranton and vicinity was 24.06 in.—only 4.35 in more than the average for this district in any equivalent period—yet that rain forced The Hudson Coal Co. to handle 38.8 tons of water for every ton of coal mined. It filled to overflowing, or to a higher level, 14 flooded mine areas holding, in total volume, 8.3 billion gallons of water in storage; brought about a pumpage of 11.4 billion gallons in the months of December 1942 and January, February and March 1943 Half of the total energy generated or purchased (44,322,980 kw-hr.) was required to keep the mines sufficiently free of water to permit the mining of coal during a period of much needed output. Fig. I shows the extent to which this flooding of exhausted and idle properties has proceeded, and is known to be proceeding further, at the upper end of the Northern field. This rainfall (24.06 in.) means 80,559,444 tons of water on approximately 46.2 sq. miles of area tributary to the pumping plants. During the high rainfall period, 72,687,661 tons went underground, being pumped at the stations in this territory. This means an inflow of 88per cent, a runoff of 12 per cent compared with 64 per cent during normal conditions in a normal region. During this period no floods, either surface or underground, had to be dealt with, although the streams and rivers were high on several occasions. In general, the rainfall for the first three months of 1943 can be described as heavy but not abnormal.9 These figures not only indicate the large volumes of water to be handled but, by their very size, they also emphasize that the mine-water problem is not to be conquered, at least from an economical standpoint, by merely buying and installing more and more pumps. Into the solving of this water problem must go much planning, adhering to the principle of keeping the highest percentage of water at the highest possible level for the longest period of time; the storage of huge volumes in sumps capable of being reduced after the flood inflow and at rates less than the inflow; plans for prevention of surface inflow; provision of the minimum of pumping capacity arranged to as nearly 100 per cent pumping load factor as is possible; intercompany joint pumping plants; the conducting of water from one plant to another and from one property to another over distances measured in miles; priorities in power to the threatening situations; and. balance of the necessities and dangers existent in one colliery over another, day by day, when quantities of water are running high. Despite these astronomical figures of water volumes, their disposal to the surface is accomplished reasonably cheaply because, although the annual cost of $575,020 is a large sum, the cost per ton is about 0.1168 cents. Mississippi, during the year 1941, experienced the greatest diversity of oil activity since the beginning of oil interest in the state—core tests for exploration, core tests for sulphur, continued drilling at Tinsley for production, and wildcatting, which brought to light two new oil fields and two new salt domes. There were 45 wildcat wells drilled in 1941, which showed greater results and findings geologically than the 85 drilled in 1940. Tinsley Oil Field (Yazoo County).—The Tinsley oil field, with its boundaries fairly well defined now, is 8 miles long and 3 miles wide at its widest point. During the past year 213 producing wells were completed, which brought the total number of producers in the field by the end of 1941 to 325 wells. Seven producing sands have been logged, with a total average thickness of 30 ft. of oil sand. The producing formations are the Selma, Eutaw and Tuscaloosa. The average total depth of the wells is 5012 ft. The average gravity of the oil is 35.4°. Production for 1941 was approximately 15,500,000 bbl. of oil. Vaughan-Pickens Oil Field (Yazoo County).—At the end of 1941 only three wells were Producing in this field, the fourth having been abandoned. The total production for the field for the year was approximately 250,000 bbl. of oil. The producing sand is the Wilburn, in the Eutaw formation. Mississippi, during the year 1941, experienced the greatest diversity of oil activity since the beginning of oil interest in the state—core tests for exploration, core tests for sulphur, continued drilling at Tinsley for production, and wildcatting, which brought to light two new oil fields and two new salt domes. There were 45 wildcat wells drilled in 1941, which showed greater results and findings geologically than the 85 drilled in 1940. Tinsley Oil Field (Yazoo County).—The Tinsley oil field, with its boundaries fairly well defined now, is 8 miles long and 3 miles wide at its widest point. During the past year 213 producing wells were completed, which brought the total number of producers in the field by the end of 1941 to 325 wells. Seven producing sands have been logged, with a total average thickness of 30 ft. of oil sand. The producing formations are the Selma, Eutaw and Tuscaloosa. The average total depth of the wells is 5012 ft. The average gravity of the oil is 35.4°. Production for 1941 was approximately 15,500,000 bbl. of oil. Vaughan-Pickens Oil Field (Yazoo County).—At the end of 1941 only three wells were Producing in this field, the fourth having been abandoned. The total production for the field for the year was approximately 250,000 bbl. of oil. The producing sand is the Wilburn, in the Eutaw formation. INTRODUCTION Tochibora Mine belonged to Kamioka Mines, which are located in Gifu Prefecture, the cen- tral part of the Japanese main island, has occupied the important position as a main source of silver, lead and zinc for the smelter of Mitsui Mining & Smelting Co., Ltd.. The annual production of crude ore goes up to about 1 mil- lion metric tons with average grades of 20g/t Ag. 0.31% Pb, and 4.18% Zn. For the last 20 years, the mine has struggled with the depressed zinc metal price in yen and the escalation of operating cost, especially la- bour cost. For instance, prices of commodities and labour cost have been raised 8 times and 14 times respectively during this period. On the other hand, total operating cost has been con- trolled to increase 4.5 times. The productivity of the mine has been increased 4 times by means of improvement of individual works and adoption of perfectly mechanized trackless mining system to reform the mining method. Some improvements are presented as follows; Today, drifting is carried out by the tunnelling crew which consists of 9 operators equipped with 5 Mobile-Jumbos, 2 LHD's and a jeep for carrying and loading ex- plosives. In order to get the high utilization of these machines, each crew manages systematically and continuously adjacent 15 faces under the direction of a forceman. As a result, we have accomplished high advance of drift. Furthermore, raising is carried out by a set of the raise-borer in case of long raises like ore- passes and also by the stage blasting method in case of short ones like slot-cuts. Generally speaking, the sublevel stoping method is considered to be one of the best methods for various respects; high productivity, low cost, easy grade control and safety. This method has been introduced in Tochibora Mine since 1950 and is now widely applied to lodes that could not be mined before by this method be- cause of the shapes of them and the conditions of their country rock. Now we are convinced to be nearly accomplished for our method. This report presents some examples of the standard sublevel stoping method and its variations which are practised at the mine. STANDARD SUBLEVEL STOPING Up to 1979 since 1950 when this method was first applied at the mine, 17 million tons of crude ore have been produced by this method, which amounted to 55% of the total production of the mine. During three decades, the productivity has been increased considerably by means of trackless mining system using large-sized machines and etc.. In other words, mining efficiency has been increased from 20 tons/man.shift to 100 tons/man.shift at large stopes. Formerly undercutting was carried out above the drawing drift by jack-legs and small scrapers and then several cone-shaped glory holes were made by stopers between the undercut level and the draw level. But now, a undercut drift is driven in parallel with the haulage drift at the same level of it. And at the undercut drift, drilling upward is carried out by a large-sized machines like the fan drill in order to extract the broken ore directly at the drawing drift connected with the haulage drift. Simplification of the work as well as utilization of large- sized machines enables to get higher productivity. But if the deposit is comparatively wider and the broken ore around the middle part of the deposit cannot be extracted, several drawing drifts are driven to the deposit and in order to minimize dead ore at the final stage of operation, the

THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable
