No matter how perfectly sectioned or skilfully manufactured the rails used may have been, or with what care the road-bed may he maintained, legitimate results from these important factors cannot be secured unless proper attention is bestowed upon the joint-fastenings. In this country, splice-bars of various patterns furnish the practically universal joint. Other forms have been used, and are now being experimentally tested, but the typical American rail-joint consists of angle-plates or splice-bars. At the same time, it is true that scarcely a railroad engineer is satisfied with his joint. He may consider it the best of which he has knowledge, but at the same time he is well aware of many of its weak points.

It is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.

EARLY papers1-' reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? A set of blanks was austenitized 1 hr at 900°c, water-quenched, tempered 16 hr at 675oC, and water-quenched, giving a microstructure of 100 pct

THE following notes are taken from results obtained on a standard 25-ft. Hancock jig 1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective 'work, and the nature of products that could be made. The material treated was sized between 9mm. and 2-mm. round-hole screens, and was constant throughout the experiments, Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. It became imperative

Discussion of the paper of E. T. DUMBLE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. .1623 to 1638. E. L. DEGOLYER, Norman, Okla. (communIcatIon to the Secretary*).-Referring to Mr. Dumble's description of the stratigraphy of eastern Mexico, I should like to question the classification of the ?Papagallos? or ?Mendez? shales as being of Cretaceous age and the so-called overlapping of the Papagallos or Mendez shales by the Alazan shales; the classification of the San Felipe series as Cretaceous, and the correlation of the San Felipe series with the San Juan limestones. Mr. Durable apparently recognizes the continuity of the great shale formation by his use of the terms "Papagallos" and "Mendez," as equivalent and interchangeable, since the Papagallos Hills in the State of Nuevo Leon and Mendez Station in Northern Vera Cruz, localities at which the shale formation outcrops, and from which the formation names are taken, are approximately 250 miles apart and on opposite sides of the Tamaulipas barrier. The Papagallos shales (evidently referring here to the northern extension only) are said to be non-fossiliferous and no reason for .their Cretaceous classification is given, though in a previous article' they are classified as Cretaceous because at their northernmost outcrop they "have the same relation toward the overlying Tertiary that the Escondido (Cretaceous) has through its whole extent." The Alazan fossil locality was found by me and the first collections from it were sent to Dr. Dall; about 17 species of marine invertebrates were recognized by him, the fauna noted as having a distinct Pacific tincture, and the age of the formation from which they cause pronounced lower Eocene. The outcrop of the shale formation has been traced continuously from this point by me and my assistants into the Panuco River region, where Eocene fossils are reported at a depth of 1,810 ft. in a well at Topila.2 From Topila the formation has been traced continuously north to the Padilla-Jiminez region in Central Tamaulipas. Lithologically, the formation is fairly constant and though I am only generally acquainted with it north of the Padilla-Jiminez region, until definite evidence of the Cretaceous age of the Papagallos shale in its type localities, or of an overlap, is available, it seems to me more logical to consider the shale formation a single stratigraphic unit of Eocene age.

DISCUSSION John G. Barry (Mexico)—"The Nerinea limestone," writes W. H. Triplett, p. 584, "is ... medium-bedded (0.5 to 1.0 m)...." This is the Zuloaga formation. It has always been described as thick-bedded (1.0 to 3.0 m). "Whether the marls and shales were less amenable to replacement," he goes on to say, ". . . is a matter of opinion." In general, it is probable that the thinner-bedded formations were less competent than the nearby thicker-bedded, so that the latter produced pre-mineral breccias when all were subjected to flexing stresses. With reference to Mr. Triplett's analysis, p. 584, under Lower Cretaceous, in the Taraises and Cupido formations some few horizons should be considered as possibly containing hidden orebodies. In the Potrero camp, shown on the general map in the northwestern part of Fig. 4, p. 587, several mineralized beds are known; they are found throughout the whole thickness of the Cuesta del Cura formation. With regard to intrusive rocks, p. 585, the general map, Fig. 4, shows that the Potrero and Noche Buena camps are near a third, monzonitic intrusive. It seems doubtful that the Aranzazu was any hotter than the Providencia camp. However, the former does contain large deposits of exogenetic silicates, which in large part occur within the Zuloaga limestone, as shown by Bergeats in a stereogram. At the Aranzazti camp the La Caja formation was only slightly changed, whereas it was altered highly at the Providencia, possibly en-dogenetically. That the temperatures at the Providencia camp were relatively high at one time is also shown by the tourmaline veinlets and lenses in the monzonite and by the garnets on Temeroso peak; high temperature mineralization has possibly been eroded. Maps and sections show that the Concepcion del Oro —Temeroso stock occupies the original locus of some 40 kms of sedimentary rocks. The remains of large roof pendants at Carmen and Animas indicate that stoping was active. Whether all the sedimentaries were stoped and assimilated presents a lively problem, a correlative of which would be an estimate of the original constitution of the invading instrusive rock. As to extrusive rocks, see p. 585, there is also a large thick area of the extrusives left near Noche Buena in the "La Caja" intramontane valley of the La Caja range. This place gave its name to the range. The volcanics are also said to occur in considerable amount in the Mazapil valley.'' Turning now to the remarks under Regional Structure, p. 586, as partly indicated on the general map, Fig. 4, the Mazapil Mountains of the Mazapil region are a continuous, U-shaped range including a northern leg of some 24 km, a southern leg of similar length, and a uniting base which lies to the East and which measures some 10 km in a S 20 E direction. Thus the U-shaped mountains are continuous through a length of 58 km and also contain one continuous anticline, the adjacent valleys being synclinal. The northern leg of the U is called the La Caja range, the base is called the Concepcion del Oro range, and the southern leg the Santa Rosa range. The ranges in northeastern Zacatecas and southern Coahuila contain anticlines and the valleys contain synclines, which where thin are necessarily highly compressed isoclines with very steep dips. Many of the anticlines also have isoclinal components which are overturned, original mushroom tops being indicated. The anticline in the base of the U of the Mazapil Region, Concepcion del Oro range, is a recumbent anticline, over to the ENE, with a necessarily subjacent recumbent syncline.

W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. The city of Richmond is really situated in these ravines of the James, Shockoe, Gillies, and their connections. The profile marked A, Plate V, represents the section of the plateau

The broad picture of world petroleum production at the present time is one of an excessive supply. In any consideration of corrective measures to be applied in the future, it will be necessary to include all the producing areas of the entire world. To illustrate, United States production during 1931 was 48 million barrels1 less than 1930, whereas world production exclusive of the United States increased, owing principally to increases in Russia, Rumania and Persia. Domestic Peoduction Let us first consider the domestic production situation. Due to the fact that United States production was maintained below current demand, about 40 million barrels of oil were withdrawn from storage during 1931. Consumption increased about 1.5 per cent over 1930, which is less than the recent annual rate of increase of 8 to 11 per cent. If the machinery to prevent waste in the petroleum industry operative for more than a year will continue during the coming year and drilling is held to the 1931 level, there will be a decided improvement in the domestic situation by the close of 1932. This will be due in large measure to the drastic reduction in exploratory work and drilling which has been in effect for more than a year. Looking ahead for two or more years, probably there will be a shortage of domestic production in relation to domestic demand, unless there are discovered several large pools comparable to Oklahoma City or East Texas. Were the United States isolated, our problems in so far as petroleum production is concerned might be considered well along the road to recovery. To maintain this perspective will require the cooperation of foreign producers in the future, or protection of United Statcs markets from foreign invasion. Let us review briefly the present situation in the United States. East Texas has been the most important factor during 1931. The comparison of actual energy of comminution with theoretical surface energy presents a wide gap. On the other hand, Solid State Theory presents a viewpoint that places actual energy of breakage in understandable relationship with the theoretical strength of materials. Therefore the physical background of comminution theory favors Kick's Law. A11 discussions of comminution theory appear farfetched when comparison is made of the actual energy of crushing with the energy input called for by thermodynamic theory. Quoting Taggart:' "The work required to crush halite was of the general order of 0.10 kg cm per sq cm of new surface produced (based on air percolation) whereas the theoretical energy of this new surface, based on thermodynamic calculation by a number of investigators is 1 x 10'4 kg cm per sq cm or the work expended was 1000 times the new surface energy — an indicated crushing efficiency of 0.10 pct." It is frustrating to probe into comminution theory with the prospect that the energy one is measuring is 99.9 pct waste energy. Do the laws of comminution deal with energy consumed by mineral breakage or with waste heat energy? There seems to be something wrong. Solid State Theory may provide the answer. The following statement is particularly apt to the situation: "The fundamental fact about metals and indeed all materials, is that they are much weaker than they should be. By this, we mean that if the stress required to cause a given plane of atoms to slip past a neighboring plane is calculated from basic atomic and Solid State Theory, the resulting number is some 1000 times too large to be accounted for by errors in approximations or assumptions. We know now that this is due to dislocations, and we even have a fair understanding of the details of the process by which dislocations make a crystal weak. An intriguing possibility which suggests itself, results from the discovery of very minute metallic crystals which are apparently free of dislocations and which have a strength approaching the ideal value for a perfect crystal." Here we have an extraordinary reversal of the situation. The actual energy for breakage is only one-thousandth the theoretical instead of 1000 times as given by Taggart. But the theoretical energy presented by Solid State Theory is the binding energy between atoms (or ions) in a crystal lattice. This is the kind of energy envisaged by Kick's law. The surface energy or the other hand corresponds to Rittinger's law. Comparison of theoretical with actual, on the basis of surface or on the basis of Rittinger's law, seems to present an absurdity; yet Rittinger's law is confirmed by an impressive array of experimental evidence. Comparison of theoretical and actual on the basis of Solid State Theory or, in other words, on the basis of Kick's law seems reasonable; yet there is not a scrap of evidence to verify Kick's law. The situation appears paradoxical, but the developments in the next section of this paper show that the paradox is a hint to a strange turn of events. ENERGY-WEIGHT FRACTION FUNCTION charles3 has presented a final equation showing the relation of energy consumed in comminution to size of product n{-1) a-n + 1 E is energy, C is proportionality constant, a and n are constants and k is the coarsest size in the ground product (size modulus). In the course of study of a large amount of experimental evidence, Charles discovered that in the general case, a-n + 1 approximated zero. For some reason, a and n differed only by unity. But if a—n + 1 = 0 within experimental error, then it is obvious that Eq. 1 states that it requires an infinite amount of energy to grind any sample to any size. This is a case where nature gives an absurd answer to a man-made mathematical equation, hence something is wrong with the equation. An adjustment must be made to fit the equation with experience. ON presenting the medalist, J.. V. W. Reynders said, in part: "Far the greatest progress in the art of steel-nuking has occurred in the production of lighter forms such as tool steels and steels entering into the moving parts of machinery generally, and particularly into the con-struction of automobiles and airplanes. In this highly specialized field in which the study of alloys and heat treatment has brought about such fundamental changes of design and practice, Dr. Mathews has achieved a ranking position. "As the technical head of the largest producer of special steels, his laboratory conclusions are frequently but a few steps removed from practical exploitation. The experimental determinations of yesterday must be sufficiently conclusive to form the basis for the specific plans of today, and to warrant commercial production tomorrow. His is not the complacent atmosphere of theoretical speculation, but one in which practice fol-lows close upon the heels of scientific research.

The depression of dithiophosphate by phosphate was investigated by correlating radiotagging measurements of competition in sorption with measurements of flotation. Competition in sorption was as complex as the sorption of the individual ions, thus strengthening the conclusion that more than one process was involved in the interaction of the ions with galena. The depression of flotation was chiefly a result of reducing the amount of dithiophosphate sorbed.

PRIOR to 1938, proration procedure in Kansas required the physical testing of wells in order to set up a basis for allocating production. Subsequently the use of liquid-level data and bottom-hole pressure data was authorized on certain types of wells as a basis for calculating well capacities, thereby permitting wells to be tested at low rates and with small volumes of production. This paper gives some attention to the equipment used for obtaining liquid-level data but in general it is devoted to the theoretical and physical factors involved in well testing by drawdown methods. These tests are divided into two classifications: (1) liquid-level data used directly to calculate capacities, and (2) liquid-level data and liquid-level measuring equipment used in connection with other data to determine bottom-hole pressure. Equations and calculations for both types of tests are shown. Well capacities calculated from fill-up data have not been used generally but offer a simple means of testing some wells. Theoretical factors and calculations for such tests are shown. IN the state of Kansas, proration laws required that the "ability of a well to produce" be given consideration in state allocation orders and for many years this was the only factor used in prorating the allowed oil. The "ability of a well to produce" was the quantity of oil that could be obtained from a well in a prescribed period, usually 24 hr. Early in the history of State-regulated proration, Kansas operators realized that, unless some restriction were placed upon equipment, the competition between producers to obtain large well "potentials" might result in a race to install the largest pumping equipment. Consequently, restrictions were placed upon the size of tubing and length of pump stroke that could be used in pumping wells during potential tests. Later, restrictions were placed also upon the size of tubing and chokes that could be used in flowing walls. Despite the restriction set-up, better pumping equipment was designed and installed, pumps were improved, and various devices were invoked to obtain high rates of production for short periods of time. By 1937 pumping cycles of forty to forty-five 54-in. strokes per minute were not uncommon, and numerous wells had produced at the rate of 3500 bbl. per day for short periods. Such production was far beyond any rate that could be long sustained. Equipment necessary to take "potentials" was several times larger than that needed for normal producing purposes, and repairs and replacements required by the high pumping speeds were excessive. Also, many operators were beginning to suspect that the high rates of production maintained during "potential" tests were conducive to early water encroachment. By 1938 large-scale physical testing of wells in Kansas ended, the use of the bottom-hole pressure gauge had become common, engineers and operators were becoming familiar with the term "productivity index," and bottom-hole pressure was being used as a factor in allocation in many areas. ELECTRICAL power and distribution for the sulphide ore plant is an addition and extension of the existing power system which has served the oxide reduction plant since its inception in 1914. The power plant is located at Tocopilla on the west coast of Chile, some 90 miles from Chuquicamata. A brief description of this plant and the existing transmission system is necessary to an understanding of the problems involved in the provision for the sulphide plant load. Originally the Tocopilla power plant consisted of four Escher Wyss turbines driving Siemens Schuckert generators, each rated 10,000 kw. At various times, units of 10,000 and 20,000 kw were added, all of which operated at 215 psi and 600°F at throttle. In order to improve the economy of the station, a Topping unit was installed in 1938 together with a high-pressure steam generator of 360,000 lb per hr capacity. This unit is rated at 11,000 kw and was designed for 750 psi, 880°F. The exhaust from this turbine passes to the low pressure station header for operation of part of the low pressure turbines. Total kw generated by the high pressure boiler, topping turbine and associated low pressure turbines totals 33,000 kw and the total station capacity is 113,000 kw. This installation proved one of the most successful of its kind, operating almost continuously. The original plant was of German design and consequently European characteristics were incorporated into the system, the frequency being 50 cycles and voltages of 500, 5000 and 100,000 were used for low, generator, and transmission voltages,

A mining project is, at one and the same time, capital intensive and highly risky. Besides, because of its usual long projected life, the operating cost is more difficult to predict and offtentimes exceed, during the life of the project, the first investment manifold. The objective of this study was to evaluate the applicability of cost-capacity relationships as used in the chemical industry to mining operations and, when necessary, to develop new ones. With the aid of a computer library program available at the Computation Center of the Pennsylvania State University, the total investment in mining equipment was determined to vary exponentially with production capacity, and the scaling exponents for each class of equipment, i.e., drills, shovels, trucks and earth moving equipment, as well as for the total operation were calculated. Since the scaling exponent for the whole mining operation happened to be equal to 0.94, it was concluded that more significant economies of scale are achievable in processing plants than in mining operations. From the operating cost point of view, unit material cost was found to decrease more rapidly than unit labor for the same increases in production capacity. The analysis of cost centers revealed that drilling and blasting, which are materials-intensive operational stages, were the most favorable in achieving significant economies of scale. Hauling unit cost, on the other hand, decreased only slightly when production capacity increased.
