RegaRding the elements necessarily involved .in working out a scientific scheme of classification, Stansfield and Sutherland, (94)† quoting Grout, (34) make the following statement: All bases (for a scientific classification) should be capable of quantitative determination, or be exactly related to some property capable of such a test, so that, if no natural groups are found, arbitrary lines may be drawn to limit the classes. The best basis for classification should involve inherent and fundamental qualities of the materials considered. Allied to this is the requirement that advantage should be taken of any natural grouping. As a further help in selection, the bases or tests should be easily applied, widely known, and have a wide range of values in the material classified. In order that we may apply the philosophy thus expressed, it is necessary for us to have clearly in mind both the reasons why coals differ and the specific purposes to be served by the classification to be devised. Coals differ because, as modern science has shown, coal beds are actually neither more nor less than buried and altered peat deposits, formed in remote geologic time. And as is generally known, such peat beds consisted of masses of partly macerated and decayed trees, shrubs, plants, mosses and/or algae, deposited under swamp or semiswamp conditions. It is therefore to be expected that coals will vary: 1. Because of differences in the parent vegetation, due either to evolutionary plant changes, as from the fernlike types of the Paleozoic to the coniferous and hardwood types of the late Mesozoic and Tertiary; or due to the differences in floral assemblages (growing at the same time) induced by differences in local environmental conditions. For example, moss, sedge, woody and other peats are today accumulating simultaneously in different bogs in North America. 2. Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960s. During 1967 the US Bureau of Mines (USBM) assisted the Climax Uranium Co., Grand Junction, CO in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (Shabbir and Tame, 1978). Atlas Minerals, Moab, UT has used hydrogen peroxide to control vanadium and sodium levels in uranium concentrates since 1969 (Caropresso and Badger, 1973). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low-grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product. Although the hydrogen peroxide precipitation of uranium has, and continues to be used primarily as means of producing a high purity yellowcake, it has also become an important process due to the superior physical properties of the precipitate. Under normal operating conditions, the precipitate produced by the reaction of hydrogen peroxide and uranium is dense, easily filtered and dried. The final dry yellowcake is pure, high U308 assay product. Consequently, processing costs such as filtering, drying and/or calcining and drumming, can be reduced compared to ammonia, caustic or Mag-Ox precipitation.

The significant chromite producers listed in Table I11 are not major steel producers, with the exception of the USSR. After manganese, chromium is the most important alloying metal in steel. It would not be surprising to find a direct relationship between steel production and chromite imports. The precise connection is concealed by the other uses of chromite and the grades of steel produced by the various countries involved. In addition, the amount of ferrochromium made for export must figure in any calculation. Norway, a producer of considerable amounts of ferromanganese, imports significant quantities of chromite for ferrochromium manufacture. Most of the ferrochromium is exported to European steel- producing nations. Sweden imports only half as much chromite as Norway but makes far more chromium-bearing steel. Thus Sweden has far less ferro-chromium for export, although it supplies about 2000 tons per year to the U.S. and probably some- what more to such chromite-poor steel producers as Germany and Belgium-Luxemburg.

THE primary object of the work described in the following pages was to simplify the equipment in the separating circuit of the heavy-media process by substituting a spiral classifier for the separatory cone. Mechanical considerations were the leading attraction and the best that was hoped for on metallurgical performance was that the new vessel would give results equal to those obtained by conventional equipment. Tests have demonstrated in commercial operation on iron ore that the mechanical advantages of the spiral separator are about as predicted; also, the metallurgical performance is superior to the cone on the ores treated. Treatment of iron ore involves the separation of two products: a concentrate that sinks and a float product that contains true float material plus a controlled division of interfering middling. The middling material is heavier than the average specific gravity of the separating medium. Recent work with the spiral separator on Tri-State zinc ore showed that the middling material had to be recovered as concentrate because this fraction contained the bulk of the-zinc in the ore. It has been demonstrated that it is possible to make three products with the new separator on an ore such as this: a float tailing, a float middling, and a high grade heavy sink product. It appears from this last work that the new separator has definite mechanica1 and metallurgical advantages over any type of separating cone for treating feed that contains large amounts of material of a specific gravity close to that of the separating medium. However, either type of separator should perform equally well, metallurgically, on feed that is free of middlings. Each series of experiments with the spiral separator as required additional work to fully develop the possibilities of the machine. For this reason the paper is divided into chronological parts. History of Development A drag-type classifier was first proposed as a substitute for the cone separator by Butler Brothers technicians during the initial tests with galena medium at Crosby, Minn., in 1937. The desire for finding a substitute for the cone arose from trouble with interfering middlings and certain operating disadvantages of the cone. The possibility of using a spiral classifier was also suggested at this time by Emmett Butler and C. J. Abrams. However, inability to satisfactorily recover fine galena, which was used as a medium, terminated all development work at Crosby. During the winter of 1937--1938 investigation started on magnetic medium with concurrent s development of the inverted or closed- top cone, which was found necessary to eliminate iron-ore middlings with the float product. The Eastern fields comprise a distinct geological and geographical unit, located in the northern part of the Appalachian geosynclinal prov-ince. In this area are the fields of New York, producing from rocks of Devonian, Silurian and Ordovician age; the fields of western Pennsylvania, where oil and gas occur chiefly in rocks of Mississippian and Devonian age; the fields of eastern Ohio, where oil and gas are obtained from rocks of Pennsylvanian, Mississippian and Silurian age; and the fields of West Virginia, where oil and gas are produced from rocks of Pennsylvanian, Mississippian and Devonian age. Many of these fields are of great antiquity in comparison to the age of the producing areas in a greater part of this country, and consequently in most instances it is impossible to obtain accurate historical statistics. In addition, the records of many of the more recently discovered fields are either unobtainable or are not sufficiently reliable to justify their incorporation in a review of this character. Rather than overemphasize certain fields and areas, where complete records are available, when there are many other fields of equal importance for which statistical data are not available, the authors have made a tabulation of development that does not take into consideration past operations and production. The records utilized in preparing this paper were derived largely from the scout reports of several of the larger companies, which generously made them available to the authors. These were independently tabulated by counties and townships, in order to eliminate as far as possible duplications and, excepting the Clinton fields of Ohio, where many of the smaller wells have not been individually reported, they represent the most accurate information available. Market conditions in both the oil and gas industry were far from favorable during 1932 and in consequence there was a total decline in drilling in the Eastern States, which is 22 per cent less than the number of completions in the preceding year. This decline was not constant over the entire area, as is shown in Table 1. The oil fields of both New York and western Pennsylvania were the scene of renewed drilling activity, which was largely restricted to the water-flooding operations in the Bradford and Allegany fields. Those who deem the subject of this paper an old and superseded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 R. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " StÜckofen," the father of the blastfurnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand.

AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Berard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so Far be beneficial. More than ordinary attention is now being given to the same subject in England ; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the aban- donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. Iron-cobalt alloys in the range of 35-50 pct cobalt are of interest in the electrical industry because they possess the highest magnetic saturation of any magnetic material known. l1,2The magnetic saturation induction of the 35 pct alloy is 24,200 gausses, compared to 21,600 for pure iron (Fig I). This difference is significant in electrical apparatus, whcre weight or space is at a premium. Saturation values higher than that for iron can be attained up to about 70 pct CO hut economics restrict the use to as low a cobalt content as possible without sacrifice of saturation. Fig 2 shows the iron-cobalt equilibrium diagram. Up to the present time, two factors have retarded the use of iron-cobalt alloys in the electrical industry for magnetic purposes.? One is the high cost of cobalt ($I.50 per pound) and the other ig the inherent brittleness of the binary iron-cobalt alloys. Straight iron-cobalt alloys up to 25 pct cobalt are ductile and easy to process to thin sheet or strip by conventional methods of hot and cold rolling, but the alloys containing higher percentages of cobalt, including those for which the saturation magnetization is a maximum (35 to 40 pct), are increasingly brittle with increasing cobalt, at least up to 50 pct, and are consequently difficult to process, either hot or cold. Work by White and Rah13 indicated that iron-cobalt alloys could be made ductile by alloying with vanadium, and after quenching the alloys (vanadium up to about 4 pct) were found to he colt1 rollable to very thin gauges. With this as a background, we resumed our work on these alloys with the objective of developing methods for economical commercial production of wide strip. For this purpose we have concentrated on the 35 pct alloy in order to obtain the highest possible saturation value. Experiments were carried out on many alloy additions to the iron-cobalt alloys and on the response of these compositions to heat treatments. This work finally culminated in a commercially producible iron-cobalt alloy which has been named Hiperco.* Materials StudIEd and Procedur' Binary alloys of iron and cobalt in the range of 35 pct cobalt are difficult to hot work (by forging or rolling) without such additions as C, Mn, Si, V, Cr, Mo, W Or perhaps others. Another beneficial effect of such additions is that they increase to a greater or less extent the strangely low electrical resistivity of these alloys about 10 microohms per cm3

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

The effect of small additions of silver on the actiziity of zinc in dilute solution with molten bismuth has been determined ill the range 450° to 650°C. Experimental measurements were made in a multi-electrode galvanic cell. All zinc activities showed large positive deviations from Raoult's Law. The results are expressed in terms of the interaction parameter EJ, as defined by Wagner. In the binary Zn-Bi system, Henry's Law was followed at zinc concentrations below 5 mol pct, thus indicating that the binary or self-interaction parameter of zinc in bismuth is essentially zero. The Henry's Law con- THE determination of thermodynamic interaction parameters requires accurate knowledge of solute activities in the dilute-solution region. Dealy and Pehlke1 have summarized the basis for interaction relations, discussed some theoretical implications, and presented a compilation of interaction parameters calculated for molten nonferrous alloys from stant ranged from 2.43 at 650°C to 3.96 at 450°C. The binary zinc activities were consistent with published data for higher zinc concentrations . The ternary interaction parameter ranged from -1.90 at 650°C to -3.30 at 450° C, varying linearly with the reciprocal of the absolute temperature. The negative value for the parameter reflects the fact that addition of silver decreases the activity of zinc in solution with bismuth. data available in the literature. Most of the data were for two-component systems from which only the self-interactions, Ei, could be calculated. Concentration ranges were often such that a considerable extrapolation was required for calculations at lnfinite dilution. The data for ternary systems were quite limited and often unavailable in suitable systematic fashion—thus few values of the parameter e| could be obtained. A three ton per day blast furnace using blast temperatures up to 2200°F was operated to recover manganese from open-hearth slag and manganiferous iron ore. The spiegel product containing 12 to 24 pct Mn was blown in a basic converter to high manganese oxide slag as described in the paper which follows this one. HE steel industry, which uses over 900,000 short tons of contained manganese yearly, depends on the maintenance of supplies of manganese from foreign sources such as India, Gold Coast, and Union of South Africa. Domestic ores furnish less than 10 pct of the yearly requirements of metallurgical ores and, unfortunately, the United States has no large, or even moderate, grade deposits that could supply a major portion of the requirements for many years. It may be necessary to obtain manganese from low grade materials, even though the cost is appreciably higher than when imported ores are used. An American Iron and Steel Institute questionnaire prepared in 1949 revealed the startling fact that open-hearth slags contained about as much manganese as is imported annually. The quantity of slag produced each year by integrated steel plants (not including cold-melt shops) and the manganese contained in the slag follows: Flush slag, 4,500,000 net tons a year containing 408,000 net tons Mn; tap slag, 7,230,000 net tons a year containing 364,000 net tons Mn; for a total of 772,000 net tons Mn. Some of this slag is returned to blast furnaces but about 75 pct would be available for the recovery of manganese. In several decades, when many of the present sources of high manganese ores have been depleted, open-hearth slag and manganiferous iron ore may become the major source of the manganese required for steel production. In 1948, manganese-ore imports from the U.S.S.R. were 427,000 net tons or 34 pct of the foreign ore. Imports from this source were only 81,000 tons in 1949. It became evident that adequate stockpiles of manganese could not be accumulated for many years. The Bureau of Mines initiated an extensive research program on methods for increasing domestic production of manganese and entered into a cooperative agreement with the American Iron and Steel Institute for recovering manganese from open-hearth slags whereby the Institute provided additional research funds and trained operating personnel. Description of Process and Equipment Numerous pyrometallurgical and hydrometallur-gical processes and combinations of the two can be applied to the recovery of manganese from open-hearth slag and manganiferous iron ore. The process being developed at the Pittsburgh Station of the Bureau of Mines consists of: 1—Reduction of open-hearth slag in a blast furnace to recover the iron and manganese as spiegel-eisen with 12 to 24 pct Mn. 2—Selective oxidation of the manganese from the blast-furnace metal in a basic-lined converter to produce a high manganese slag with up to 60 pct Mn content, which is a synthetic ore for the production of ferromanganese. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial investment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding. The capacity of the new kilns was established at 4000 bbl. per day. Two new kilns were installed, each with a capacity of 80 bbl. per hour. Since 625 lb. of raw material is required to make a barrel of finished cement, the capacity of the grinding plant for the new kilns had to average only 1250 tons per day. This paper, the first of two papers covering the development of a metallurgical process for the treatment of a complex ore, describes the bench-scale experimental Program undertaken as a basis for initial process design. The results of using various potentially applicable process steps are detailed and the basis for selecting certain of these steps for Pilot-plant development is outlined. A process consisting of the steps of sulfate roasting, leaching, copper recovery, solution purification, zinc electrolysis, and brine leaching for lead recovery was recommended for further study. THIS paper describes the bench-scale development of a sulfate roasting process designed to recover copper, lead, and zinc from a complex ore. The extrapolation of the bench-scale results to pilot-plant design and the results of pilot-plant operation will be described by Lund, et al.' in a subsequent paper. Several years ago, the research divisions of the St. Joseph Lead Co. became responsible for the development of a metallurgical procedure to treat a complex sulfide ore containing copper, zinc, and lead sulfides. The primary objective was to devise a procedure which would permit economic recovery of the nonferrous values. As could logically be expected, the study of conventional flotation procedures was undertaken; in addition, however, because the physical nature of the mineral association in the complex ore indicated that physical methods of ore beneficiation might not prove to be entirely satisfactory, a program also was established to investigate alternative methods of direct metallurgical treatment for recovery of the metal values. Exploratory test work by the St. Joseph Lead staff led to the conclusion that a sulfate roasting technique represented the most attractive approach for a direct metallurgical process. Sulfate roasting would provide for the selective conversion of the nonferrous values to forms soluble in conventiona1.1 leaching agents and would permit their efficient separation from the insoluble iron and other gangue materials. It should allow efficient utilization of the thermal energy available from oxidation of the sulfide raw material, and might provide an opportunity for recovering byproducts such as iron and sulfur. The decision to evaluate a selective sulfation procedure as a basic processing step also was influenced by the excellent results obtained by the St. Joseph Lead Co. in using this procedure for the recovery of cadmium from zinc sulfide concentrates. The choice of selective sulfation as a major processing step served as a basis for an extended experimental investigation of the process with bench- and pilot-scale equipment to prove its feasibility. St Joseph Lead Co., aware that Battelle Memorial 1nstitute had participated in the development of several fluidized-bed sulfate roasting procedures, asked Battelle to undertake the bench-scale development of a suitable sulfation process. This paper describes the procedure used and the results obtained at Battelle in the treatment of the complex sulfide ore. EXPERIMENTAL WORK Nature of the Raw Material. The sulfide ore deposits of interest are essentially a massive sulfide, with the indivudual ore minerals being extremely fine grained and intimately intergrown with each other and with the associated gangue. The zinc in the ore is present mainly as sphalerite (ZnS), the lead as galena (PbS), and the iron either as pyrite (Fes2) or as pyrrhotite (FeS). Table I shows the chemical analysis of various individual samples of the ore. These analyses illustrate the variability of the ore body and impose a rather severe requirement on any type of metallurgical process—that of being able to tolerate probable wide variations in the assay of the head ore. The ancient copper-mines of Lake Superior, having been destroyed or covered by modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, I took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the " Agent," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. 'It was at this pit that the Quincy main shaft was subsequently sunk. The ancient pit showed an apparent depth of about 4 R., but when cleaned out it was shown to he 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding of white-birch poles, which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softencd rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. The use of operations research and computer techniques continued to expand during 1967. A number of mining companies either obtained computers or were experimenting with their use through service bureaus. This trend was also evident in the Canadian mining industry. Although the annual Symposium and Short Course on Computers and Operations Research in Mineral Industries was not held in 1967, technical periodicals like MINING ENGINEERING, Mining Congress Journal and Engineering and Mining Journal stepped up their coverage on the subject. The annual AIME meeting had eight papers in two sessions and one session on Operations Research was held at the SME Fall Meeting in Las Vegas.

PROPERTY of Malartic Gold Fields Ltd. is situa-ated in the great clay belt in the northern part of the Province of Quebec. This belt represents the floor of the glacial lake Barlow-Ojibway. The clay blanket has a gently rolling, almost flat surface, with here and there projecting knobs and ridges that outline the large irregularities of the surface on which the clay was deposited. At irregular intervals glacial eskers dominate the landscape. The ore-bearing country rock is covered by strata of clay, sand, and silt to a depth varying to 40 ft. There are serious structural problems when it is necessary to place loads of unequal intensities on this surface to support buildings and machinery for a modern mining plant. Earlier mining companies and their engineers paid little attention to the science of soil mechanics, partly because they believed it unnecessary and partly because they knew little of the subject. The results are evident in some of the tottering structures in older camps. Careful analysis of soil problems is well worth-while, since cost of foundations may vary from 20 to 50 pct of the final cost of a structure. Low operating and maintenance costs can be achieved only in this way. If it is definitely established that a plant will be in operation for only a few months, this limited time factor will probably influence the design of the foundation, and rightly so. If sensitive and complickted equipment is to be mounted on these foundations and the plant is to operate for several years, there should be a thorough study of foundations and a very careful design. A familiar problem is presented by the difficulty of operating a permanent plant originally designed for a few months' work. The engineer must beware of these hazards and disassociate himself from them if he cannot prevail on the promoter to spend the proper amount for a thorough foundation study. Laws of certain provinces and states hold the engineer equally responsible with the contractor for any 'damage that may be caused to building through inadequate study-ignordnce of the facts is no excuse in the eyes of the law. Types of Soil: The engineer should be familiar with such terms as silt, clay, peat, and varved clay, as well as perpafrost, especially if he is to work in the far northern reaches of the country. He should also be familiar with soil attributes such as porosity, texture, consistency, permeability, compressibility, consolidation, and shearing resistance. The design of any foundation requires an accurate knowledge of the physical properties and location of the soils involved. Older textbooks on the subject outline various empirical methods to determine the carrying power of soil. Tables are given in reference books. The modern ehgineer should be wary of these modes of thinking. He should analyze his problem carefully, calculate to what depth of soil the loads may be transmitted, and then check the bearing value of all soils to that or greater depths.
