2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

The theory of a zonal deposition of ores from ascending solutions which were differentiation products of a cooling magma, first propounded by Spurr,l in a measure explained by Lindgren,2 and recently re-emphasized by kemp,3 while perhaps accepted in principle by many mining geologists, so far has not been accepted as capable of practical application in the study and development of ore deposits. From his observations, the writer is convinced that there are laws governing the primary deposition of ores which, when properly worked out, will be of greatest economic value; and that the application of this knowledge to the development of new mines will mark an advance in the mining industry similar to that following the working out and application of the theory of secondary enriehiment. That there has been a tendency to a zonal distribution in the formation of ore deposits, by which the ores of one metal have been precipitated from tile mincralizing solutiolis at a greater distance from the source than those of another, cannot be disputed; and the nature of this zoning in a given deposit or district has been frequently described.4 But that a selection precipitation of the ores of two or more metals, other than lead and zinc, in successive zones may have taken place in a single deposit within limits economically possible of exploration is not generally recognized or admitted.

Disseminated epithermal gold metallization occurs within a breccia unit interpreted to be a submarine debris flow. Gold is associated with oxidized pyrite, fluorite, and jasperoidal silica. A minimum of 8 Mt (9 million st) of open-pittable mining reserves will be cyanide heap leached as run-of-mine ore at a rate of 0.9 Mt (1.0 million stpy 1. Careful evaluation of the combined results of successive sampling projects has established the pit plan, minable reserves, and process metallurgy of the operation. The sampling procedure utilized for a given test depended upon geological interpretation as well as the procedures, successes, and failures of previous tests. This paper summarizes the sampling and testing procedures of the development effort in light of the project goals and attendant problems in achieving them.

Current knowledge of the substantial resources of zinc that exist in northwestern Washington is reviewed. These zinc-lead deposits are all associated with the Kootenay Arc, a narrow arcuate belt of folded and faulted rocks that dominates the regional structure of Stevens and Pend Oreille Counties and adjacent parts of British Columbia. The deposits of the Arc are only part of a major lead-zinc silver metallogenic province that includes the deposits of the Coeur d'Alene district and the famed Sullivan ore body of Kimberly, British Columbia. Most, but by no means all the zinc-lead deposits of the Kootenay Arc are in carbonate rocks. They occur in several stratigraphic units, and in different parts of the Arc are quite diverse in character. The deposits appear to have undergone a complex geologic history and have not necessarily all been formed at the same time or by the same geologic processes.

Simplified equipment and techniques have been developed to permit cementing a completion interval in a well and recompleting higher, lower, or at the same depth in such a manner as to: 1. Eliminate the need for a conventional drilling or workover rig. 2. Eliminate mud and other cement contaminants which have long interferred with ideal cementing. 3. Eliminate need for drilling out cement. 4. Provide a more satisfactory recompletion. 5. Provide a more economical recompletion. This technique involves the use of a small-diameter, lightweight, tubing extension which is run on a wireline and set in a landing nipple previously installed in the tubing string. Low squeeze pressure and small cement volumes, with their attendant cost reduction, are successfully used when wells are completed and reworked with salt water or other penetrating fluids. Relatively low-water-loss cement is an integral component of the technique which provides that excess cement be reverse-circulated from the well to leave the casing void of cement when recompleting lower or in the same interval. Substantial cost reductions are realized by using the simplified or low-pressure cementing technique, and the ratio of successful squeeze-cement operations has been increased. Squeeze-cementing or recementing is the act of filling a channel behind casing or filling holes purposely placed in the casing. To obtain a satisfactory squeeze-cement job, it is necessary only to fill the channel or the perforation holes with a cement filter cake and to allow it to harden in that position. In the past, the presence of mud in a well has been considered the chief deterrent to obtaining a good cement bond and satisfactory cement job; however, late developments in squeeze-cementing have made it possible to eliminate cement contamination or interference. Since it is possible to form a cement filter cake with a small pressure differential, squeeze-cementing with high pressures may not be necessary in most cases. The amount of cement needed to fill the annulus about the casing and even to fill part of the casing, if necessary, is generally small in quantity. Use of low squeeze-cementing pressures and small quantities of cement provides the following advantages: 1. Longer effective life of well tubing, casing, and other equipment; and less chance of costly equipment failure due to excessive pressure. 2. Monetary savings effected by elimination of retainers and specal squeeze-cementing tools. 3. Monetary savings effected by use of small quantities of cement and fewer squeeze-cementing operations. 4. Future surface squeeze-cementing equipment may be smaller and more economical to operate and maintain.

Edward S. Simpson, Perth, Western Australia (communication to the Secretary): In 1896 the East Coolgardie gold-field was divided into three fields, viz. : Area, square miles. Officia1 Centers. (1) East Coolgardie,. . 634 Kalgoorlie. (2) Broad Arrow,. , 588 Kurawa. (3) Northeast Coolgardie,. 22,960 Kanowna. The whole of the area embraced by the eastern gold-fields is covered with late Tertiary sands and gravel, with occasional beds of clay shales. These mostly overlay granite which occasionally shows through in small round hills. At Coolgardie, Kalgoorlie and other mining centers, belts of diorite, serpentine and highly metamorphosed sedimentary rocks appear on the surface. The rainfall at Kalgoorlie in 1897 was 4.75 inches. That the climate has not always been so arid is evidenced by the recent discovery at Coolgardie (only twenty-five miles away) in the late Tertiary formations of a thick bed of brown coal, containing numerous fossil fern-leaves. As assayer and mineralogist to the Government of Western Australia I have had occasion to examine a large amount of the Kalgoorlie ores, both in Perth and at the mines at Boulder itself. Mesabi ores differ from all other soft hematite-ores of the Lake Superior region in having but little or 110 binder. When exposed to heat, instead of baking into lumpy masses as do the Gogebic, Menominee or Marquette fine ores, they are changed to a sandy powder; and the finer particles, having little or no tendency to adhere together in the furnace, are carried by the ascending gas-currents into the down-comers and gas-mains forming flue-dust of a fine gritty nature. The term " finer particles " is used in this paper to mean ore fine enough to pass through a sieve with 80 meshes to the linear inch. Ore coarser than this is not likely to be carried over except in case of a slip, or an explosion in the furnace. The higher the percentage of fine particles in an ore from this range, therefore, the greater the amount of dust likely to result from its use. This statement, however, does not hold good in case of fine ores from the other ranges, and ores from the older ranges, carrying as high as 20 per cent. of material fine enough to pass through a 100-mesh sieve, have been in successful use for years, and have left no records of their causing trouble in furnace-practice by dust, slips, or explosions, so common since the introduction of Mesabi ores. Mesabi ores containing less than 12 per cent. of material which will pass through an 80-mesh sieve are considered of good structure; from 12 to 18 per cent., fair structure; and more than 18 per cent., poor structure. It was at first supposed that all these fine particles were carried over when the charge was lowered into the furnace, or during a slip, but the presence of partly reduced iron oxides in the flue-dust, even when no slip has occurred, proves that a part of the dust at least must have been low enough in the

INTRODUCTION The Coal Research Bureau of the School of Mines at West Virginia University is presently conducting laboratory-scale tests to determine the technical feasibility of beneficiating pulverized coal and coal fines with high-intensity electromagnetic fields. Interest in magnetic processes for cleaning fine coals was stimulated by results obtained by Yurovsky, et a1 in 1958.1 This work, while not new in concept,2,3 indicated that pulverized coal which had been thermally treated in a rotary drum in the presence of superheated steam and air underwent thermo- chemical reactions. Films of the ferromagnetic minerals magnetite (Fe2O3), hematite (Fe3O4), and pyrrhotite (FeS[3]) were reported to be formed on the surfaces of the pyrite grains associated with fine coal during the foregoing treatment at temperatures ranging from 120 to 360°C. After thermal treatment the coal was magnetically separated in an experimental magnetic device having a field strength of 10,000 oersteds.

IT has long been known that the density of a metal usually decreases with cold-work. Thus O'Neilll observed as early as 1861 that cold hammering of commercial hot-rolled copper is accompanied by a decrease of density of 0.2 per cent, and that subsequent annealing restores the original density. The origin of this density change, however, has remained obscure. In particular, experiment has not yet decided whether it is due to the presence of small cavities and an increase in inter-granular surface or to an actual expansion of the lattice itself. This uncertainty in the origin of the change in density is a reflection of our uncertainty as to the changes induced in a metal by cold-working. One school regards cold-working as a breaking up of the original grains into a large number of perfect crystallites somewhat randomly orientated with respect to one another.2 According to this viewpoint, the mere introduction of a large intercrystallite surface induces a net volume expansion. Another school regards cold-working primarily as a distortion of the grains. It is not obvious that this second viewpoint will lead to a net volume expansion. The purpose of the present paper is to show that this is indeed the case, and that this expansion is of the right order of magnitude to explain existing experimental data. The physical basis for the association of an expansion with distortion lies essentially in the variation of the elastic moduli with volume. This variation is considerable. Thus from Table I we see that a I per cent increase in volume for the case of copper will decrease the bulk modulus K by 10 per cent, the shearing modulus µ by 3.8 per cent. If we thus twist a rod through a given angle, we shall do less work upon it if it increases slightly in volume, thereby reducing the torsion modulus that involves as a factor the shearing modulus. A general principle3 in physics states that the rod will so adjust itself as to have a minimum potential energy consistent with the end restraints. It will therefore expand. In order to obtain a quantitative comparison with experiment, we follow Maier4 in comparing the lattice expansion with the latent energy of cold-work. This latent energy has been measured directly by Taylor and Quinney5 on copper rods subjected to torsion, and may amount to as much as 15 per cent of the total work done upon the specimens. AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

The Henderson Mine started production in 1976 utilizing a unique, push-pull, mine ventilation plan. As the mine expands in size, the mine ventilation requirements will increase and a more comprehensive system for maintaining ventilation will be needed. A computer simulation study was completed and has resulted in a revised, systematic, mine ventilation plan which is being implemented as mine development proceeds. Based on the computer simulation study, the new ventilation plan takes into account mining of the orebody simultaneously from both the 8100 and 7700 production levels. Present experience and empirical data indicate that volumes of air needed to adequately ventilate both production levels cannot be obtained utilizing the existing mine layout. The total volume of air needed for the mine excluding haulage tunnel will increase from 708 m3/s (1 500 000 cfm) to 1652 m3/s (3 500 000 cfm), thus a new No. 5 exhaust shaft and connecting drifts are being developed to expand the mine ventilation system to service both production levels. The original ventilation plan for the 7500 haulage level was to bring air from the No. 2 and No. 3 intake shafts and exhaust it through the 94X raise to the 8035 exhaust level and then through the No. 1 exhaust shaft to surface. Control of air volumes in loading drifts was initially planned to be achieved by air doors and air curtains. Air doors on the 7500 level require large cutouts, expensive installations and constant maintenance. The computer simulation study indicates that air- flow in the 7500-level production drifts can be con- trolled exclusively by air curtains which are less expensive to install and more effective in regulating airflows than air doors. Air from the 7500 level can be exhausted through a new raise to the new 7635 exhaust level and then through the new No. 5 exhaust shaft.

In the hope that a brief description of the conditions that are favorable or unfavorable to success in the practical treatment of titaniferous ores in the blast-furnace may not be without interest to the members of the Institute, the present paper is submitted. The class of ores of which I speak may be described as magnetites, with a gangue of siliceous matter, in which a portion of the silica is replaced by titanic acid. Professor Dana, in his System of Mineralogy, gives a long list of representative analyses of titanic iron ore in which the percentage of titanic acid varies from 59 down to 34. If the percentage is below the latter figure, the ore is no longer recognized as a "titanic ore;" although, according to my experience, titanic acid is present, in small quantities, in almost all ores. In the methods followed in ordinary analysis it is usually included with the "insoluble matter," unless special search is made for it. In the ores usually regarded as "titanic "the proportion of titanic acid frequently assumes quasi definite percentages, such as from 4 to 5, 8 to 9,12 to 13, and so on, in an ascending scale to those higher percentages that do not at present concern us. The proportions quoted characterize large masses of ore that are now accessible to market and are lying idle only on account of the titanic stigma. My experience with titanic acid in the furnace began in England, fourteen years ago, with my being employed as chemist by the manager of the Norwegian Titanic Iron Company, which was at that time smelting, without mixture, ilmenite from Norway in a furnace 16' X 50'. The process, regarded as a process, was a perfect success; but the enormous quantity of fuel required, the small quantity of iron in the ore, and the cost and uncertainty of importation militated seriously against its commercial success, and a few years saw the attempt abandoned. A computer model for the leaching of oxide copper heaps is developed and verified in laboratory tests. The model can be used to scale-up laboratory test data and to simulate the results of various operating philosophies on heap leaching. The model is applicable to leaching processes where the rate of leaching is controlled by a deficiency of reactant or diffusion of a reactant through the leached rock. Several examples are presented showing the sensitivity of the recovery vs. time curve to the variables in leaching.

One of the most unexpected and unusual mining disasters which have ever been recorded in the Pennsylvania anthracite region, or, in fact, in any coal-mining district, occurred in the northern anthracite field near Nanticoke, Luzerne County, about 10 o'clock on Friday morning, December 18, 1885. This accident caused the death of twenty-six persons, a larger number than had perished in any catastrophe in the anthracite mines since that which occurred at the West Pittston mine in 1871. The Nanticoke disaster resulted from a " cave-in " in the roof of a portion of the Ross coal-bed workings from Slope No. 1 of the Susquehanna Coal Company, by which a large body of quicksand, gravel, rock- and coal-boulders, and water broke through the roof of the mine, filling up a large extent of the workings, until not only the water, but also the rock material, flowed out at the mouth of the mine. Immediately over the point where the "cave-in" occurred, was located a large pile of refuse coal and slate, taken from Slope No. a. After the occurrence of the accident, I made a very careful examination of the ground in the vicinity of the "cave-in," in conjunction with a study of all the maps, sections and other mining data in the possession of the Susquehanna Coal Company, which were placed at my disposal by Manager Irving A. Stearns. The accompanying map, Fig. 1, was compiled from the Company's map, and from special maps made by the Geological Survey under the direction of my assistant, Mr. Frank A. Hill. This map shows the relative position of the mine-workings, the surface features and the "cave-in," and other points to be specially referred to hereafter. The method of measurement of surface on quartz particles was given in a previous paper.' With such a method the relation of surface produced in crushing quartz can be compared to the work in crushing without recourse to sieve sizing or microscopic measurement. In crushing, the work input must be known with a fair degree of accuracy. With crushers, rolls, ball mills, and similar apparatus the measurement of the work in crushing is subject to possible errors, due to friction in the transmission as well as in the machine itself. Moreover, relatively large quantities of material must be crushed to get an average figure. In the selection of a method of crushing, simplicity in design and operation was desired and this was most readily obtained by the use of a free-falling body. A description of the apparatus embodying this principle is given herewith. The Crushing Device The apparatus used is shown in Fig. 1 and in cross-section in Fig. 2. The material to be crushed is placed in the crushing chamber C in the steel mortar M. The mortar is 3 in. dia. by 3 in. high. Two mortars are used, one having a crushing chamber 1 in. dia. by 36 in. deep, with a capacity of 4 g. of quartz, the other having a crushing chamber 1 1/2-in. dia. by % in. deep, with a capacity of 12 g. of quartz. The position of the mortar is adjusted by means of three centering screws A. The steel plunger P, which fits neatly into the chamber, is placed on top of the material to be crushed. Plungers of different lengths were tried and as they were found to give practically identical results the length adopted was equal to the depth of -the chamber. The mortar rests on a solid steel base B but is separated therefrom

This question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. This interest requires, at least, that no unnecessary waste of
