It is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the '(do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co, has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as i'extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment, can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. Safety work in some form has been carried on in and about the mining properties of The Union Pacific Coal Co. since the first mine was opened at the now long-abandoned town of Carbon, Wyo., in 1868. On June 30, 1903, an explosion and subsequent mine fire occurred in mine No. 1 at Hanna, taking 169 lives, and a second explosion occurred in the same mine on March 28, 1908, in which 59 additional lives were lost. Roof control comprises about 35% of direct and indirect underground mining costs. In addition, difficulties in estimating roof control costs for new areas lead to the greatest uncertainties when negotiating coal contracts. And obviously, coal cannot be mined if the roof can't be held. Accordingly, there are strong incentives to attack this problem on as many fronts as possible. One successful geological modeling technique for predicting future roof conditions was recently applied at Peabody Coal's Simco mine No. 5, located in Coshocton, Ohio. Benefits derived from it included: - A better identification of areas where poor safety conditions may be encountered. - Improved roof control cost estimates for contract negotiations. - Estimates of time-duration while mining in bad roof areas. - Labor and materials cost predictions in an existing mine. - Productivity increases through prior knowledge of areas to avoid.

An investigatiott was conducted to study the influence of nitrogen, titanium, and zirconium on the boron llardenabilzty effect in a low-carbon constructiona2 alloy steel. The experimental steels investigated exhibited a significant variation in hardenability, the variation being dependent on the interactions of boron, titanium, and zirconium with the nitrogen. Only the boron not combined with nitrogen was effective in increasing hardenability. Titanium, and with lesser effectiveness zirconium, combined with available nitrogen, thereby protecting the boron. The hardenabil-ity effect mas related to an empirical expression for the "effective" boron content, P, deduced from experimental evidence of these interactions. The hardenabzlity effect reached a maximum at about 0.001 wt pct 0, and decreased somewhat as P increased further. The physical understanding of this relationship is discussed. FOR many years boron has been added to steels to obtain high hardenability. Although a great deal of research has been conducted on boron-treated steels, certain aspects of the boron hardenability effect have not been fully understood. For instance, the magnitude of the hardenability effect has been observed to vary markedly, depending on the steelmaking technique, even when the amount of boron in the steel was essentially constant. Furthermore, the optimum amount of this element to be added has not been definitely established. A better understanding of the boron hardenability effect is essential because too small an addition of boron is likely to be ineffective, while an excessive amount can cause brittleness'' and hot shortness. The findings of earlier investigations have shown that the hardenability effect cannot be consistently related to the amount of boron added or retained in the steel. Grossmann observed that in a 0.60 pct C steel the hardenability increased to a maximum with mold additions up to about 0.0025 pct B and then decreased with larger additions. Other investigators5 likewise reported a maximum in the hardenability at about 0.003 pct B. Crafts and Lamont, however, found that in commercial open-hearth heats of medium-carbon steel the hardenability increased linearly with boron up to 0.001 pct and remained essentially unchanged with larger percentages up to 0.006 pct. Other investigators7,' also observed a rather constant hardenability effect in the range about 0.0005 to 0.0035 pct B. These observations and other evidence suggest that the effectiveness of boron in increasing hardenability probably depends, in addition to the amount, on the form of boron retained in the steel, this form being influenced by the presence of other elements. Both oxygen and nitrogen apparently exert the strongest influence on the hardenability behavior, since, at the temperature of liquid steel, boron readily combines with these elements, thereby losing its effectiveness as most experimental evidence seems to indicate. For consistent recovery of the boron effective in increasing hardenability, it is necessary that the oxygen and nitrogen in the steel be either reduced to extremely small amounts by the steelmaking practice or neutralized by combination with other elements before the addition of boron. The importance of achieving adequate deoxidation prior to the addition of boron in order to realize the full hardenability effect of boron has been sufficiently emphasized by earlier investigators. Digges and Reinhart' and others have investigated the role of nitrogen and have shown that nitrogen also interacts with boron and reduces or nullifies altogether its effect on hardenability. Moreover, their work also demonstrated that the addition of strong nitride formers such as titanium and zirconium reduce the deleterious effect of nitrogen on boron hardenability by combining with nitrogen to form stable nitrides. Another element which has a pronounced influence on the boron hardenability effect is carbon. It has been shown7'10 that the hardenability effect of boron diminishes with increasing carbon content, and becomes almost negligible at the eutectoid composition. This observation is useful in comparing the potential increase in hardenability from boron of steels with different carbon contents, but is not relevant to a study of the effects of normal steelmaking variables. The amounts of oxygen and nitrogen in steel vary with the steel composition and steelmaking practice employed. Most commercia1 low-alloy steels are fully deoxidized by the addition of silicon and aluminum, or other strong deoxidizers, which adequately protect the boron from oxidation. In addition, one or more of the elements such as titanium or zirconium are usually added, either separately or in combination with boron, in the form of complex ferroalloys, to protect boron from combination with nitrogen in the steel. However, the actual amount and type of addition employed for a given processing requirement are usually selected by trial and error, and have a rather limited range of applicability. As a result, substantial variations in the hardenability of boron-treated steels are often observed in practice, particularly when the nitrogen content of the steel is a significant processing variable. These variations might therefore be reasonably attributed to the interactions between boron, nitrogen, and titanium or zirconium present in the

May different kinds of dislocation structures have been observed in strain-cycled metals and alloys. In order to understand their pattern and causes, an experimental program has been carried out to determine the influence on the dislocation structures of the three variables: 1) slip character of the material, 2) test temperature, and 3) strain amplitude. The results show that at high strain amplitudes cell structures me formed when the slip character is wavy, and that these are progressively replaced by uniform distributions of dislocations as the stacking fault energy is decreased. At lower strains, dislocation debris is formed which consists primarily of dipoles in wavy slip mode materials and multipoles in planar slip mode materials. Temperature merely acts to change the scale of the structure, smaller cells, and clumps of dislocation debris being associated with lower temperatures. It is shown that the results for many metals fit this pattern, which Parallels that occurring in unidirectional deformation. DISLOCATION structures produced by cyclic strain (fatigue) have been examined in a number of metals by transmission electron microscopy. These studies have produced a variety of interesting and often seemingly conflicting results. For example, different investigators have reported such structural features as cells.le4 bands of tangled dislocations,4'5 dense patches or clusters of prismatic dislocation loops, planar arrays,4'10 and various combinations or mixtures of these different structures. Most of these observations have been made on materials which were initially annealed and cyclically strained at low amplitudes resulting in long lives. Recently we have reported observations of the dislocation structures produced in copper and Cu-7.5 pct Al cycled at large amplitudes, resulting in lives of less than 104 cycles.4 These results, examined in combination with those in the literature, have suggested that a common or consistent structural pattern exists. Variations in this pattern appear to be determined chiefly by the three variables, namely, the slip character of the material,4,11 test temperature. and the strain amplitude. To verify this interpretation, we have studied [he influence of the above three variables (in different combinations) on the resultant structures in cyclically strained metals. Copper, fatigued at room temperature, was chosen as a reference state to which all other observations can be compared. The effect of slip character has been investigated by employing fcc metals of different stacking fault energy. Thus aluminum which has a more wavy slip character than copper, and Cu-2.5 pct A1 having a more planar slip char- acter, have been examined. The aluminum samples were fatigued at 210°K thus making their homologous temperature equal to that of copper at room temperature. The influence of temperature has been evaluated by examining the structures in copper at room temperature and 78°K. Finally the effect of strain amplitude was studied by looking at the structures at amplitudes giving lives ranging from 104 to 107 cycles. All of the specimens were examined at the 50 pct life level at which stage the structures have reached a stable configuration.12 I) EXPERIMENTAL PROCEDURE Strip specimens, 0.006 in. in thickness, were prepared from base elements of 99.99 pct purity or greater. Specimens were fatigued by cementing the strips to a lucite substrate which was subjected to reverse plane bending. This method of testing has been described e1sewhere.7 After fatiguing, specimens were thinned and examined in a Philips EM 200 which was equipped with a goniometer stage capable of ±30-deg tilt and 330-deg rotation of the specimen. On the basis of separate calibrations,13 allowances were made for the relative rotation and inversions between the bright-field images and the diffraction patterns. II) RESULTS AND DISCUSSION The life behavior of the materials under different test conditions is shown in Fig. 1 in the form of plots of total strain range vs cycles to failure. Comparisons of structures produced in the different materials were made at amplitudes which produced equal numbers of cycles to failure. The influence of strain amplitude on the structures produced in the reference state material (copper tested at room temperature) is shown in Fig. 2. At the 104 life level the structure produced comprises cells similar to those previously observed.3,4 They are approximately 0.5 p in diam and the cell walls are generally more regular or sharper than those produced by unidirectional deformation.14 At the 10' life level the

I DESIRE to call the attention of the Institute to a novel system of dredging, which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at least of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circumstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges ; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action ; and, so long as holes could be bored and fired in solid rock, this process was effective enough. The results of this investigation show that in the system SnTe-PbTe l) the solid solutions have small exothermic heats of formation relative to the binary compounds, 2) solid-solution hardening is almost absent, 3) the tin and lead atoms are .randomly distributed on the sublattice occupied by them and do not undergo an ordering transition during a thermal treatment designed to promote such a transition, and 4) the lattice parameter changes linearly with composition. These findings suggest that the solid solutions of tin telluride and lead telluride approach ideal behavior. THE binary compounds SnTe and PbTe form a continuous series of solid solutions.' Information on several physical properties of these solid-solution alloys has been published.1"3 In the work reported here, the heats of formation, microhardness, and lattice parameters of these alloys have been measured and the possibility of an order-disorder transition has been investigated. Order-disorder transitions occur in some solid solutions of binary compounds. In the system Bi2Te3-BizSes, for example, the electropositive bismuth atoms and the electronegative tellurium and selenium atoms always occupy separate layers. In the disordered alloy Bi2Te2Se, the tellurium and selenium atoms are randomly distributed on the layers occupied by them, while in the ordered alloy they occupy distinct layers.4 The NaC1-type (Bl) structure of SnTe-PbTe alloys consists of two sublattices, one of which is occupied by the electropositive tin and lead atoms and the other by the electronegative tellurium atoms; any ordering would be expected to occur in the sublattice occupied by the tin and lead atoms. PREPARATION OF SPECIMENS Polycrystalline specimens of PbTe and Sn1-xPbxTe (x = 0.25, 0.50, and 0.75) were prepared by melting stoichiometric amounts of lead (99.999 pct), tin (99.98 pct), and tellurium (99.999 pct) in evacuated and sealed Vycor tubes. Because of the deviation of tin telluride from the stoichiometric composition5 this compound was prepared by melting 49.8 at. pct Sn and 50.2 pct Te. The tubes containing the melts were quenched into water; the solidified ingots were removed from the tubes and annealed for 2 weeks in vacuum (PbTe approximately 100°C below its melting point, the three alloys 100°C below their solidus tem-

INTRODUCTION This paper is intended to fulfill three major purposes. The first of these purposes is to narrate the improvements to the ventilation of Northeast Churchrock Mine and the subsequent reduction of the radiation levels. The second major objective is to pass on to persons unfamiliar with the ventilation of radon and radon daughter producing mines some of the most important characteristics of airborne radiation and the control thereof. The third objective is to describe the use of a computerized digital mine ventilation simulation. This description is not only of the usage, but also some of the important methods and techniques involved in the usage. This paper is not intended for the persons with extensive experience in these areas. However, to those persons who are just becoming involved with either ventilation of mines with airborne radiation problems or persons interested in computer simulation, this paper should be of some interest. It is the author's experience that most of the information on either computer simulation or airborne radiation control either assumes an extensive knowledge on the part of the reader, or does not address the direct application of the information contained in these articles. It is for that reason that this paper intends to concentrate on the actual application of the topics covered. INITIAL STATUS In the first quarter of 1980, the author and others became involved with the ventilation effort of the Northeast Churchrock Mine. At this time, this team began an investigation of the mine ventilation with the intent of reperforming a mine pressure survey. During the course of this investigation, it was determined that the ventilation system was inadequate. During this first quarter, the responsibility for ventilation of the mine was transferred to the author and his team. It was determined that the system that was in use was that of the single entry or haulage return type. In this type of system, there is very little direct control of the airflow, and it is not an effective type of ventilation for mines that experience problems due to airborne radiation. In a single entry, or haulage return, system there is no separate return system provided. In the system, as we found it, the only source of intake air to the ore level working areas was from the track level. This intake air was forced into the ore level, or stope level, via bulkhead fans installed on raises from the track. This air, after being used in the working areas, was then allowed to find its own way back to the exhausting vent holes. There was essentially no control of this air from the bulkhead fan discharge to the vent hole. The only control used was by the sizing of the fans on the raises. The main portion of this air used the haulage and access drifting for return. Due to the large horsepower used in these bulkhead fans and the large resistance both between the areas to the vent holes and inadequate intake ducting, the stope level pressure was higher than the track level. This pressure differential caused a severe recirculation between the stope level to the track level. This recirculation also caused a severe pre-contamination problem to the supposedly fresh intake air, making his air nearly unusable for working area ventilation. [ ] It was found at the time our ventilation effort began, that the radiation levels were high enough to make compliance with the four working-level month per year standard impossible. For this reason, we had to spend several months driving costly development drifts to implement a completely different type of ventilation system. Before describing the system that was implemented to solve the problems that were discovered during our initial investigation, some discussion of the characteristics of airborne radiation due to radon and radon daughters is needed. RADON CHARACTERISTICS AND RELATED TECHNIQUES One of the most notable characteristics of radiation contamination caused by radon and radon daughter decay is that once the contamination has entered the airstream, the radiation levels as measured in working levels will continue to rise without any further contamination. RECENT developments in iron alloys containing nitrogen have indi-cated that this element may exert a considerable influence on the proper-ties of the metal. This influence is not always in an undesirable direction and the indications are that nitrogen should be regarded as an alloying element, the amount of which should be subject to control, rather than as an inherently deleterious impurity. In controlling this element in liquid iron to the best advantage, it is necessary to have a reliable background of fundamental data pertaining to solubilities, rates of solution and chemical reactions of nitrogen in liquid iron. Obviously, the first step in such an investigation is the determination of the solubility of nitrogen in pure iron, and this has been the object of the experiments described in this paper. The solubility of nitrogen in solid iron has been measured by Jurich,1 Sieverts,2 Martin,3 and Iwasé4 and the agreement among the first three inspires confidence in their results. No accurate determinations of its solubility in liquid iron have been recorded though several investigators have obtained approximate results. Strauss5 was able to introduce 0.03 to 0.04 per cent nitrogen into steel by the action of either ammonia or nitrogen on the liquid metal. This was accomplished by Eilender and

THE property of Eureka Corp. Ltd. is located in the approximate geographic center of Nevada, 2 miles from Eureka, the county seat. The great sources of power, the Colorado, Snake, and Salmon Rivers and the rivers of northern California, are 300 to 500 miles distant, and no lines serve areas closer than 150 miles. Fuel for diesel and steam generation is available in Utah, 300 to 400 miles to the east. Eureka's railhead is 80 miles north where two trunk lines cross the county. A spur line serves Ely, 77 miles east. Good highways connect Eureka to the railheads. Activity in the Eureka mining district began in the early 1870's. The oxidized high grade lead-sil-ver-gold ore terminated against the footwall of the Ruby Hill fault, and in 1890 the main operations ceased. In 1938 Eureka Corp. Ltd. discovered ore in the hanging wall of the fault by diamond drilling. The history of Eureka in the late 1800's indicates that there was some water at 600 to 800 ft in the old workings, probably accumulations above the water table which did not seriously interfere with mining operations. Both the Locan and Richmond shafts were sunk to a level below the table, but apparently the only serious difficulty with water occurred in the Locan. The steam pump used when the last work was done on the 1200 level in 1923, many years after exhaustion of the main orebodies, is still installed on the Locan 900 level. The capacity was about 500 gpm, lifting 750 ft to the 100 level, which connected with the surface. In addition to this. bailers were used to keep the 1200 level free of water. It is said that pumping in 1923 lowered the water in the Holly shaft, about a mile and a half away, but this seems doubtful. The pumping was of short duration because no ore was found. When work at the new Fad shaft was started in 1941 Eureka Corp. Ltd. engineers were fully aware of the probability of encountering water in large volume. Their primary exploration and development had to be carried on at the 2250 level. The first water was encountered at 300 ft. This was undoubtedly surface drainage in the bedding of the Pogonip limestone and was less than 100 gpm. The fractured, loose Hamburg dolomite at the water table was not well cemented, and relatively little water, 300 gpm, percolated through it with difficulty. At 1350 ft well-cemented dolomite containing some open fractures was encountered. These fractures produced the first water of consequence, 750 gpm. At 1700 ft the volume was 1000 gpm increasing to the maximum during shaft sinking, 1600 gpm, at the 2000 level. Secret Canyon shale, a dry formation, was entered at 2100 ft, where a concrete water ring was placed to catch all of the water. The volume decreased rapidly to a constant flow of 1200 gpm. Below 2100 ft the shaft and stations remained in the shale and water was not a problem. Several faults of moderate displacement, including the reverse Martin fault, had been intersected during the traversing of 1000 ft of wet Hamburg, but no undue quantities of water were encountered. Observations in the diamond drill holes in the ore zone area showed a rapid lowering of the water table. The shaft was flooded when it left the dry shale and entered the water-bearing Eldorado dolomite on the 2250 level, crossing a fissure which paralleled the Martin fault. High pressure water doubled the volume then being pumped. Pipe failure through a water door bulkhead was a contributing factor. Immediately following this flooding in March 1948 preparations were made to recover the shaft as rapidly as possible by increasing power and pump capacities as needed. Measurements before flooding indicated the water could be lowered at a fast rate. However, the water table did not recede as rapidly as expected and volumes required to lower the water in the shaft were higher. Obviously the size of the main water channel on the 2250 level was increasing because of erosion, allowing greater volumes to enter the workings and draining beyond the cone originally being drained during shaft sinking. Eroded material was being deposited in the shaft below the 2250 level in serious proportions. In December 1948 a second flooding of the Fad shaft was allowed for the purpose of reassessing existing conditions and studying alternate methods of attack. The detailed geology of the Eureka mining district, see Fig. 1, has been described during the past 75 years by many geologists.' Only the general features and those which seem to affect the drainage problem will be discussed. The old ore zone, mined between 1870 and 1890, is located in a wedge-shaped block of Eldorado dolomite between the footwall of the Ruby Hill fault and the underlying Prospect Mountain quartzite, see Fig. 2. Production of high grade oxidized lead ore containing high values in gold and silver has been variously estimated at $50 to $90 million. The tonnage mined was probably close to 1,500,000, nearly all of which was found above the water table. It is well that the usual system for supplying water at high pressure purposes of hydraulic mining possesses serious disadvantageense, delay and large annual repairs. FOREWORD-In an interview published in the May 1975 issue of MINING ENGINEERING, one of the world's most respected scientists, nuclear physicist Hans Bethe discussed the reliability of nuclear power plants and their unmatched safety record. The Nobel laureate also refuted the anti-nuclear lobby's claims that nuclear plants emit harmful radioactive effluents. When asked whether the US has sufficient uranium resources, Dr. Bethe replied that "it depends on the time of introduction of the commercial and advanced breeder reactors which, in effect, can generate more nuclear fuel than they consume." The United States has enough U3O8 to last until the breeders can take over in 1995, said Dr. Bethe. But lie warned that extensive environmental damage would be caused if "environmentalists" succeed in delaying the development of the breeder. Any such delays, he noted, would vastly increase the demand for U3O8 in conventional reactors; this, in turn, would impose an immense burden on the US uranium mining industry, which would then have no alternative but to mine the low-grade Chattanooga deposits.

Geothermal energy can substitute for and compete with other fuels, but until now it has been used only in special situations where it costs much less than alternate fuels. Geothermal heat is expected to be developed where it can: (1) compete with alternate fuels, (2) replace scarce fuels, (3) be more environmentally acceptable, or (4) is especially adapted to local needs. Economic problems in development include the often high capital costs of wells and gathering systems and the long lead-times required for electric generating plants. The large investment and long payout times for large industrial uses adversely affect the economics.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.
