This paper deals with the results of a study of the application and development of mining machines for cutting out and removing dirt bands in bituminous coal beds. Face Preparation When one or more dirt bands1 occur in a seam of coal, the problem of elimination of impurities becomes manifest. The degree of completeness to which these impurities arc removed at the face has an important bearing upon labor costs, haulage costs and outside cleaning costs, and often the ash content of the product is markedly affected. Yet, because the present-day miller is paid for the number of tons he loads he often lacks interest in the quality of the coal. To insure a clean product, a system of penalties for dirty coal is enforced, but control of extraneous impurity content in the loaded coal is often inadequate and ineffectual when coal and banded impurity are shot as one. It seems only logical that to reduce the amount of impurities by proper face preparation before the men are permitted to load the coal is the most efficient method of preparation. Many mines with one or more bands of impurities in their seams are able to mine a desirable product with a comparatively small amount of surface preparation. In fact, three companies in West Virginia have recently changed their methods of fact* preparation, with most gratifying results. The first company (in the Kanawha field) after changing its cutting practice with the hope of relieving a sales problem, was rewarded by an approximate 3 per cent drop in ash in the product. Another company, operating in the same field, reduced its ash approximately 4 per cent by a change in cutting practice. The third company (in the Pocahontas field) found the wet washer inadequate in producing a marketable coal, and installed new cutting machines. Three cuts are now being made in each working place, and the results arc so satisfactory that the cleaning plant has been abandoned.

Solid solution alloying increases the plastic properties of aluminum at elevated temperatures by solid solution strengthening, by restraining recovery and recrystallization, and by a Cottrell effect. When binary aluminum alloys are strained and aged at 1940° to 300°K they develop a yield point. This is attributed to a migration of dislocations to solute atoms during aging. IN view of the ever expanding interest in applications of metals and alloys to high temperature service conditions, it becomes increasingly important to be cognizant of the effect of various metallurgical factors on the strength of alloys at elevated temperatures. One problem of wide interest, not only because of its engineering significance but also due to its fundamental scientific importance, is the elucidation of the effect of alloying elements on the plastic properties of homogeneous a solid solutions at elevated temperatures. It is indeed astonishing to note that in spite of its importance, and in spite of extensive random testing of alloys at elevated temperatures, no systematic investigation has been reported yet on the effect of alloying additions on the plastic properties of a solid solutions at elevated temperatures. This deficiency in our knowledge prompted the investigation described in this report. Rather extensive data are currently available on the effect of alloying elements on the plastic properties of a solid solutions at atmospheric and sub-atmospheric temperatures. Such data might be ex- trapolated to higher temperatures and reasonable guesses might be made regarding the influence of such factors as recovery and recrystallization in order to hazard a qualitative estimate of the effect of alloying elements on the plastic properties of a solid solutions at elevated temperatures. The jig may be termed the standard coal-washing machine. Although exact figures on the relative tonnages of coal treated by the various coal-cleaning processes are not available, it is known that a large part of all the coal given special cleaning treatment is handled by jigs. This wide use of the jig warrants a special study of its performance. In this paper are presented the results of an analysis of work done by a three-compartment jig in treating bituminous coal from the Thick Freeport bed in Allegheny County, Pa. Certain systems of washing coal require sizing before washing, while others treat unsized coal. The prevailing practice, however, for the preparation of coking coal from the more easily washed coal is to treat an unsized or natural feed of about — 1 in. size and smaller. Under such conditions, the minimum size of particle that is beneficiated has long been and is still a matter of discussion and conjecture. In a careful laboratory investigation J?ngstl concluded that the practical limit of settling of fine coal is reached at from 0.02 to 0.008 in. On the other hand, Hancock2 has found that single-compartment jigs, used in preparing coal for the domestic market, usually allow most of the heavy (refuse) particles smaller than 1/4 in. to go into the washed coal. He also states that it is impossible with the ordinary coal jig to make any noticeable improvement in the quality of the coal finer than 20 mesh (about 1/30 in.). Because of its importance in coal cleaning, the work described in this paper was undertaken for the purpose of obtaining information on this subject, as a part of the general coal beneficiation program being carried out by the Bureau of Mines.

THE MIDLANDS of England contain large areas of important oil lands, which, however, will not become of commercial importance for at least 5 years, because the ownership of the oil has become a political issue. In Great Britain, except in certain special areas, all minerals, except for gold and silver, belong to the surface owner. The leasing of minerals on the large estates is a very complicated business, as the family solicitors have many forms and formalities that must be observed. In the case of one of the large estates, the principal revenues of which for several hundred years have been from coal leases, the average time between the agreement on terms for a coal lease and the signing of the same has been 8 years. In 1916, one coal lease on this estate had been pending for 15 years, and was still unsigned, although the important terms had been agreed upon 15 years previously. Under war conditions, and considering the extreme importance that the production of petroleum in England would have had, such delays could not be tolerated. Most of the British landlords, relying on the almost, universal opinion of their own countrymen that there were no commercial deposits of petroleum in Great Britain, were prepared to give all their oil rights to the government, but they feared that such action might establish a precedent with respect to coal. For years the Labor Party and extreme radicals have protested against the payment of royalties to landlords on coal. The government, therefore, introduced a bill taking over all the oil rights and providing for the payment of a small royalty to the landlords, to safeguard the principle of compensation in case the coal mines should ever be nationalized. The provision of this bill, with respect to the payment of royalty to landlords, was defeated by a vote of 44 to 35 in a night session of the House of Commons on Oct. 25, 1917, when most of the members were absent, but when a group of labor members and extreme radicals were present. The resubmission of the point to the House of Commons was prevented by the labor members of the coalition government, who reminded the cabinet that the agreement

THE work herein reported shows that galena in certain organic solutions of fatty acids becomes coated with lead soaps, and that this coating is not only highly water-repellent but is also repellent to certain organic liquids, particularly those [ ] of high surface tension; i.e., nitrobenzene, diphenylmethane. WETTING PROPERTIES OF GALENA IN NONAQUEOUS FATTY ACID SOLUTIONS When a "captive bubble"1 is withdrawn from a polished, plane galena surface under a nitrobenzene solution of stearic acid, the air bubble shows a decided tendency to "cling" to the mineral surface. The contact angle, therefore, was greater than zero, although it was not large enough to be measured quantitatively by the captive-bubble method.* [ ] When pure nitrobenzene' was substituted for the nitrobenzene-stearic acid solution, no clinging of the bubble was observed; viz., contact angle = zero. Although the contact angle developed in air-galena-nitrobenzene-fatty acid solution was small, the organic solvent repellency of the galena surface was great enough to enable good recovery in a laboratory flotation cell.2 In Table I are given the results of flotation experiments using several different fatty acids dissolved in nitrobenzene.

Probably no aspect of underground excavation is as important or as neglected as the environment. The Committee on Rapid Excavation, formed by the National Academy of Engineering to study the technological needs for "rapid" underground excavation in tunnels, shafts, and mines of the future, encountered a blank wall in attempting to evaluate environmental needs. In fact, so little quantitative information on the extent of present-day hazards is available that projection of future environmental-control demands must await more adequate assessment of current hazard levels. Further, there are not even accepted tolerance standards for many environmental conditions, such as heat, noise, and illumination. Only certain atmospheric contaminants have been satisfactorily catalogued. Any technical study, therefore, which purports to examine the state-of- the-art on underground environmental control must, in reality, settle for a cursory survey of a rather nebulous subject. ENVIRONMENTAL HAZARDS To contend adequately with hazards in the underground environment requires some knowledge of their nature and characteristics. In this regard, it is helpful first to identify our concern: when, where, and to whom or what may environmental conditions constitute "hazards"? Table 1 summarizes considerations that are important in this regard. For the purposes of this Conference (and book), primarily directed toward the excavation process itself, the hazards of consequence occur during excavation (item A) and primarily within the excavation (item B). However, some attention must be given to external hazards as well, since these may affect excavation. C.-From a metallurgical standpoint, there are several ways in which a reduction of the tin consumed in commercial non-ferrous and white-metal alloys can be effected. First, a reduction of the tin, content of the alloy; second, substitution of part or all of the tin content by some other metal; third, a substitution of a different type of alloy, which in some cases also involves a change in mechanical design. The Bureau of Standards has been studying these methods of conservation for tin alloys, particularly in regard to babbitts and bearing metals, bronzes, and solders. Much of the information secured by the Bureau was obtained from answers to questionnaires sent to manufacturers and users of these materials, so that, in general, any of the following suggestions or recommendations can be considered as being practical and as having already been thoroughly tried. The effect of stress on the austenite to ferrite transformation in carbon steel was studied by X-ray diffraction techniques. Tensile stress was found to cause reorienta-tion of austenite above the transformation temperature, to accelerate equilibrium conditions at the transformation temperature, and to cause precipitation of large carbides at a critical value of stress. IN the past, a number of papers' have discussed the effect of stress on the austenite to martensite transformation at relatively low temperatures. In general, it has been shown that tensile stress induces some transformation at a given temperature, while compressive stress retards the transformation. Very little work has been reported on the effect of stress on the transformation from austenite to ferrite plus carbide near the A, point in steel. One of the few papers in the literature2 reports an increase in A1 of about 1°C in pearlitic steel upon the application of tensile stress. THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February I94I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. 18 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

Western Australia is the home of much that is new and interesting in the gold-mining industry. Some of the gold deposits are outranked for size and value by nothing yet discorered, while the value of the ores is, in many cases, rivaled only by their complex character. As in all parts of the world, many of the ore-bodies occur in ways which tax the skill of the miner in following them; and among these the writer considers the case of the East Murchison United more interesting than the average. This is one of the leading gold-mines of the colony in point of production, and is situated near the town of Lawlers, in the East Murchison district. The country for several miles around the mine is mainly granite, and the line of outcrop on which this mine is located can be traced for a long distance. As will be seen from the accompanying plan (Fig. I), there are, at the water-level, two nearly parallel veins running slightly north of west. Structural Features.—The most striking peculiarity of these veins, and the hardest to understand, is their tendency to send out horizontal stringers or side-veins. These vary in size from a veinlet an inch thick to a veil] several feet in width, and they extend with great persistence into the wall-rock on either side of the vein. This tendency is shown in Figs. 2 and 3. The usual signs of a movement of the wall-rocks, such as a ribbon-structure of the quartz and a well-defined gouge or seam of clay along the walls, are in many places lacking, while in other places they appear strongly marked. They seem more in evidence below water-level than above. It is a commonlly accepted idea that when a gold-bearing vein loses in width, it often gains in value. In this instance, however, the direct opposite is the case; for in many stopes it has been possible to leave the narrow portions of the vein to act as pillars, and to extract only the wide portions, which are

ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. In the Humble Oil & Refining Co. there is an Executive Development Program; maybe it might better be called a Program of Development for Executives.

ONE of the most important subjects to the blast-furnace engineer is a thorough knowledge of the conditions affecting the temperature in the different portions of the furnace. All efforts to decrease the consumption of fuel and improve the working of the furnace must be based upon it, and I may, therefore, be permitted to place before you the results of my observations, and detail the conclusions to which they have led me. Tracing the thermic conditions from below upwards we have at the bottom of a blast furnace making No. 3 iron a temperature of 2900' F., which increases slightly to a point a little below the tuyeres. In the immediate vicinity of the tuyeres the temperature is somewhat lower, owing to the entering blast; but a short distance above the tuyeres, where all the oxygen of the blast has been converted into carbonic acid, the highest temperature in the furnace must be attained. This carbonic acid is, however, almost as soon as formed, converted by the glowing coal into carbonic oxide, a process which absorb, heat, reduces the temperature, and provides the active agent for the reduction of the iron ores. In its ascent the hot carbonic oxide gradually parts with its heat, first melting the descending iron and earthy materials, which drop down to the hearth of the furnace. The limit of this zone of fusion is rather sharply defined, and the temperature above this zone suddenly decreases. In its further ascent the hot gas drives off the carbonic acid from the limestone, which causes a further absorption of heat, and finally the gas escapes at the top, at a ternperature of about 250' F. if the furnace is working well. The design of a longwall entry system is discussed in this Bureau of Mines paper. This is done primarily through the results of an in-mine case study made of two sets of longwall entries utilizing the stiff- yield pillar design concept. The rock mechanics instrumentation plan used in this case study is shown, including a description of the instrumentation layout and the types of instruments used. The analysis of the stress changes in the abutment and yield pillars is presented in detail as the longwall panels were mined. Conclusions concerning when the pillar first started to experience significant stress, pillar stress history as the longwall face approached and moved past the pillars, stress distribution within the pillars and relative stress changes between yield and abutment pillars are discussed. The paper concludes with a discussion of the redistribution of stress in the vicinity of the long- wall panel.

When the skip-hoist was first tried as a means of filling the blast-furnace it made a great many enemies and very few friends among furnace managers. This state of affairs continued until the Duquesne furnaces were built, which demonstrated not only the possibilities of a furnace-stack in the way of production, but also the ability of the skip-hoist to charge the materials necessary to produce the large tonnlage obtained. Every furnace manager, who has operated stacks fitted with the vertical hoist and the hand-barrow system of filling, remembers that the momentous question about the furnace, particularly during a good run, was: "Are you keeping her full ?" and many a good run has been spoiled by the furnace " getting away from the men." With the new birth of the skip-hoist this trouble was eliminated ; but alas! Other and more important difficulties arose. The distribution of the stock, the importance of which is never learned until many different ores and fuels have been tried, demanded closer attention. With all the defects of the hand-barrow system, the distribution—When the top fillers were conscientious in carrying out the scheme of filling arranged after thoughtful consideration by the manager—mas above criticism. It is said that the modern skip-hoist, equipped with an elliptical hopper and receiving-cylinder, and discharging over a small bell into the main hopper, will give just as good results as those obtained with hand-barrow charging, but I cannot agree with this statement. A metallurgical process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the distillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working blóck must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retorting plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties. Amarillo Silicon Carbide Retorts At the Amarillo plant of the American Smelting and Refining Co. a retort made of a suitable plastic clay grogged with silicon carbide has been found to best meet the present-day requirements. Retorts of this kind have been in use at Amarillo for 8 years and have shown an average furnace life of approximately 175 calendar days. The Amarillo retort is cylindrical in shape and after burning is approximately 83/4 in, inside diameter by 60 in. over-all length. The wall thickness is 136 in., except for the butt of the retort, which is approximately 2½ in. thick. The retort mud has a shrinkage of 3 per cent, or approximately % in. per foot. The silicon carbide retort after being properly dried weighs about 211 lb. When the retort is fired and ready to go into use the weight decreases to approximately 203 lb.

A MINERAL can best be defined as a phase,' where the term "phase" is described as a homogeneous,* physically distinct, and mechanically sep- arable portion of a system. If one phase develops from another, certain nuclei must first be available.2.394 The manner in which new material is added to these nuclei, and the subsequent structural and other characteristics of the phase, is often markedly influenced by factors other than its temperature, pressure, and gross compositional environment. Rates of growth, presence of impurities, the availability or lack of oxygen, the pH of the system, and percentage of completion of the often determine which modification will develop. Many transitional phases develop when a relatively insoluble precipitate is formed from solution. Different modifications are formed, depending on the speed and percentage of reacting solution added. Some of these "forms" are stable and do not "age" or transform into the so-called stable modifications. These modifications are difficult to treat in terms of equilibrium diagrams for the simple reason that these minerals do not represent an equilibrium situation described by only two (temperature and composition) or three terms (when pressure is considered). Many crystals exist as stable or meta- stable phases in nature in environments much different from those indicated by certain equilibrium diagrams.
