Today's largest producer of domestic beryllium oxide, Mineral Concentrates & Chemical Co., Inc., has recently disclosed the basic outline of its unique process of beneficiating beryllium ores to high purity BeO. This process, known as the Mincon process, is a thermic-flotation scheme which has reportedly resulted in a recovery ratio exceeding 90% and in allowing up-grading of beryllium concentrates to as high as 33%. Mincon borrowed a step from the iron ore industry by introducing a pelletizing and sintering stage in their flow sheet at the company's mill at Loveland, Colo. This mill, now operating at full-capacity with three-shifts a day, is still undergoing some minor changes and adjustments in the equipment and chemical reagents.

IN considering the valuation of industrial properties in general, and of developed coal properties in par-ticular, it is assumed as fundamental that they have but one true value regardless of the object for which they are appraised. As regards developed coal lands, this value is only very approximately indicated by the recent sale price of neighboring lands, for the reason that it is rarely possible to find a sale of a coal property sufficiently similar in essential mining conditions to the one under consideration to serve as a measure of its value; and if such a one is found there are frequently incidental conditions peculiar to this particular transaction which invalidate the use of the sale price as a measure of general values. The true measure of the value of a coal mining opera-tion is the amount and rate of earnings it will afford with intelligent and experienced management. Prac-tically all of the features of a property which are gen-erally recognized as affecting its value relate either to the cost of producing the coal, or to the price it will bring, and so are intimately associated with earnings. In practice it is customary to appraise those portions of a developed coal property which are produced -by the industry of man-mine plant, equipment, development, town, etc.-at their cost of replacement at prevailing prices of materials, machinery, and labor, with such deductions for age, condition, obsolescence, and lack of usefulness as conditions warrant. At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

The present paper is a continuation of the work on the relationship between the magnetic and the phase transformations in carbon steels during quenching. An account was given by the author in a previous paperl† of an investigation of this relationship during a continuous quench. The experimental difficulties then encountered prevented a conclusive proof of the existence or absence of such a relationship. The conclusions of the previous paper were derived indirectly. The present paper deals with the same problem, but the method of attack is modified. The technique developed by Davenport and Bain2 in their well-known study of austenite transformation at subcritical temperature was adopted in the present investigation. They have shown that the austenite to martensite transformation can be caused to proceed at a relatively slow rate by quenching steels into a hot metal bath. Slowing down of the rate of transformation, together with an observation by Lewis3 that a eutectoid steel can be preserved in the nonmagnetic state by such quenching, pointed out a possibility of a study of both transformations under more favorable conditions than previously described. The preliminary steps were connected with the technique of the hot bath quench. To study this phase of the present work a modification of the apparatus previously described' was used. The modification consisted in the use of a hot quenching bath instead of brine, and in fixing the secondary and the primary coils of the apparatus in a stationary position in and around the bath. Tubular specimens, as in the previous investigation, were heated in a suitable furnace to a temperature in the austenitic range for the given steel and then were dropped into the quenching apparatus. The quenching bath was heated to a series of temperatures within the probable range at which the austenite to martensite transformation was expected to proceed at the slowest rate. Observations

A $5000 contract to explore for asbestos in Marinette County. Wis., has been entered into between the Government and the Star Mining Co. of Madison, Wis. The Government will contribute 90 pct or $4500 to the cost of the project. The United States presently produces about 8 pct of its asbestos requirements. "Sulphur stockpiles are at a minimum for national security arid must not be further reduced," was the warning given by L. M. Williams, Jr., president of Freeport Sulphur Co. He stated that although the long-range outlook is favorable , current sulphur production cannot meet the demand and as a result the United States faces a crisis in the coming months.

AN economist at MIT provided Americans with myth destroying information which should prove effective against the gentlemen of the extreme left. For a number of years they have charged that a small number of companies in each industry has been grabbing more and more of the industry's business. M. A. Adelman has shown that the concentration of business in the hands of big corporations has not shown any sign of growth during the last 50 years. Quite the contrary, there has been a slight decline in this concentration, according to Adelman. There are more small companies per thousand population than ever before. Bearing this out is the fact that International Harvester is now doing 41 pct of the possible market against a former 85 pct; American Can Co. has dropped from 90 pct to 50 pct; American Smelting is down to 31 pct compared with 90 pct; and lastly, U. S. Steel which has plummeted from 65 pct to slightly more than 30 pct of the steel market. Declines of the same proportions have hit big companies in other industries. Price cuts on Detroit's 1953 automobiles indicate that even among the biggest competition is still one of the most important household gods. Big business is still slugging it out for the attention of the American consumer. It's a battle which can only have one result-benefit to the man who buys.

Success in this operation is much promoted by adhering to a definite plan. Random work is of little account. In general, anything done that will enable the blast to pass through the obstruction, providing the melted products can be got away from the tuyeres, is all that is necessary. Hence the utility of high explosives in breaking up the chilled mass in the hearth. (This, by the way, should be done with the wind on, so as to prevent the filling of the tuyeres with the usual rush of cinder following the explosion.) If from any cause it is not expedient to use explosives, the simple but very effective instrument known as the kerosene or hydro-carbon blow-pipe can be depended upon to perforate the contents of a blastfurnace hearth to any extent required. It consists, as used in the Champlain district (first by Mr. Charles H. Foote), of several pieces of gas-pipe, liberally supplied with elbows (five in number) so as to be flexible; one end being connected to a tuyere-stock and the other brought to bear upon the place to be melted out. A 1/4-inch pipe leads from the last length, or blow-pipe proper, to a reservoir of kerosene or crude oil, set high enough to overcome the blast-pressure, This 1/4-inch pipe should have a valve conveniently located to regulate the flow of oil, and also another next to the reservoir. With a good hot blast and a surprisingly small quantity of oil, this apparatus will melt, burn or mechanically dislodge anything around a blast-furnace hearth excepting firebrick and water-cooled castings or plates. It may be helped by vigorous prodding with a suitable steel bar, to detach the fused but sometimes sticky material. INTRODUCTION Coal characterization involves a variety of analyses which are designed to yield as much information as possible about the properties of coal. The types of analyses which are now regarded as necessary for any truly quantitative assessment of coal include the following: 1. proximate analysis 2. ultimate analysis 3. petrographic analysis The two traditional forms of analyses are the proximate and ultimate types. A proximate determination reveals the amount of moisture, volatile matter, fixed carbon, and ash which are present in the coal. Nowadays, a sulfur determination is usually included in the proximate analysis. The ultimate analysis, in contrast, includes a major alkaline oxide determination, which tells how much sodium, calcium, and potassium are found in a sample. Sulfur forms, i.e. sulfide and sulfate vs organic sulfur, are also identified as well as carbon, hydrogen, oxygen, nitrogen, and trace element concentrations. Proximate and ultimate analyses have been used for many years. The petrographic analysis, one which identifies and quantifies organic microcomponents of coal, is a comparatively new technique of coal characterization. Petrography adds great detail to a coal analysis and, to be sure, is a necessary component of any complete analysis. Coal is not at all uniform in its composition. IN the past few years many men, including technically trained engi-neers, have been asphyxiated in metal mines, coal mines, tunnels and surface wells where a few relatively simple precautions with regard to ventilation and air testing would have saved them. Death from mine gases is analogous in some respects to death from poison and from drowning. The respiratory passages of a victim who has breathed oxides of nitrogen from burning explosives are badly irritated and a few hours or even a day after exposure he may develop a quick and fatal pneumonia; if, however, he enters without respiratory protective apparatus an atmosphere deficient in oxygen (a condition that may occur in unventilated or poorly ventilated parts of all underground mines) he collapses and if not rescued dies more quickly and surely than a lone nonswimmer who falls suddenly into deep water. An example of an atmosphere virtually without oxygen was demonstrated by an air sample taken by a Bureau of Mines engineer wearing oxygen breathing apparatus in a Cripple Creek shaft some years ago, during the recovery of the bodies of two victims of asphyxiation; analysis of the sample by the Pittsburgh laboratory of the Bureau showed the presence of 18.40 per cent of carbon dioxide, 0.27 per cent of oxygen, and 81.33 per cent of nitrogen, although the atmosphere apparently was clear and normal. In a mine one can pass from good, breathable air to an atmosphere that will kill as quickly as one can dive from a board to deep water below.

PREVIOUS investigations 1,2 of Fe3P described by pearson3 and schubert4 show that Fe3P has a bct unit cell having four Fe3P tetrahedra centered around each lattice point. The space group is 14, No. 82, and all atoms occupy general positions 8(g). The cell dimensions3 are: a = 9.090, c = 4.446 kX, with an axial ratio of c/o = 0.4891. We have measured the lattice parameters of Fe3P, using a Fe as an internal temperature standard, at 23°, 414°, and 678°C and computed the thermal expansion over this temperature range. The Fe,P was prepared by melting under vacuum (after flushing with argon) a commercially pure iron and "ferrophosphor" in a high-frequency induction furnace. Part of the ingot was crushed for X-ray examination and for chemical analysis. X-ray diffraction and light microscopy indicated iron phosphide (Fe3P) present as the major constituent and a small amount (about 5 pct) of a Fe. Chemical analysis showed 0.05 wt pct Si, 0.008 wt pct N, 0.018 wt pet C, and less than 0.02 wt pct each of other metallic elements. Flotation of rutile with N-benzoyl-N-phenyl-hydroxyhmine (N-BPHA) has been investkated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable at pH 2-4 with N-BPHA concentration between 2 x 10-3 mol/L and 2 x 10-2 mol/L. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti (SO4)2 to which N-BPHA was added. I. R. spectrometry of the rutile before and after treatment with N-BPHA solution confirmed the presence of this compound on the rutile surface. Adsorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U. V. technique. A hypothesis on the way N-BPHA is adsorbed on rutile is presented.

PENNSYLVANIA ANTHRACITE LOCAL SECTION On Saturday evening, Jan. 31, 1914, about 40 members of the Institute met at the Hotel Sterling, Wilkes Barre, Pa., for the purpose of discussing plans for the formation of a local section in the Pennsylvania anthracite region. President Rand; Prof. Joseph W. Richards, of the Board of Directors; Dr. H. M. Chance, Chairman of the Committee on Coal and Coke, and Secretary Stoughton were among the guests present. R. V. Norris acted as Master of Ceremonies, and the arrangements were all made in advance by a Committee under the leadership of Charles Enzian, to whom an enthusiastic vote of thanks was accorded at the dinner. An address was made by President Rand, followed by .Professor Richards, who outlined the procedure necessary for the formation of a Local Section. Addresses were then made by W. J. Richards, F. W. Chase,. C. F. Huber, R. J. Foster, F. A. Hill, H. M. Chance, Bradley Stoughton, and others, after which a rising vote was taken, and it was unanimously decided to petition the Board of. Directors for the establishment of the Pennsylvania -Anthracite Local Section. More than the required number of members then signed -the petition, and President Rand announced the appointment of a Committee to organize the Section and arrange for a meeting in accordance with their By-Laws, consisting of R. V. Norris, W. J. Richards, R. J. Foster, Edwin Ludlow, C. F. Huber, Charles Enzian, Douglas Bunting, F. A. Hill, and J. M. Humphrey.

An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J.
