The history of this State is that of one generation. Thirtysix years only have elapsed since the birth of that beneficent industry whose footsteps were the first to traverse the wilderness of the prairies and penetrate the solitude of the mountains. So soon is history made. The men who halted on the rolling plain where Denver now stands and gazed westward at the snow-clad ranges in eager questioning of their possibilities of golden wealth, have lived to see a noble city built where once their camp-fires burned, and have participated in the discovery of a magnificent series of productive mines amid the mountains which seemed at that time the Ultima Thule of their pilgrimage. To those who investigate the workings of our complicated mining and metallurgical industries, the story of their evolution from humble beginnings will appear an instructive romance. The record that tells it presents features common to the growth of modern mining regions, but also bears aspects peculiar to

THE work of a consulting engineer or manager, when controlling mining-operations, requires that he have all the information concerning the mine in as concise a form as possible, and as the ore-reserves and their depletion and enlargement are the vital points to be studied, it is well to have them kept up to date and in some convenient form. The present paper describes a method adopted by me, which shows in a very clear manner the ore-reserves in a mine. The case illustrated is that of a vein near enough to the vertical for the vertical elevation of the mine to be the main working-map. A flat ore-body would be represented on a similar plat, but instead of the horizontal thickness of the vein being shown in the circles, the vertical thickness would be inserted. Fig. 1 represents an ideal longitudinal elevation of a mine, plotted in the ordinary way, using 100-ft. blocks and section-lines. In a mine where the block-numbers are posted by the engineer underground, the system of keeping the ore-tonnages extracted from the different blocks is easily maintained, and the actual tonnages of ore extracted can be kept so that the surveyor can have a check on his estimate from time to time. The ore-reserve sheet, Fig. 2, should be the same size as the map it is to accompany. Each square is used for the description of the ore-reserve in the block it corresponds to on the elevation. Where the section-lines cross the levels a circle is drawn, in which are written the widths of ore at that point, these widths being used in the calculations of each block cornering in the circle. It has been found convenient to show the figures in black in the lower half of the circle when the actual widths of ore are known, and when it is necessary to make up the figures of probable ore, as at the time of making

Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

The classical approach to room-and-pillar mine design in flat-lying, tabular ore bodies limits itself to the special case of an extensive and uniform system of pillars. Each pillar is then assumed to carry the same load, and this load is readily calculated from the extraction ratio e and the weight of the overburden : average pillar stress = [ ] where H is depth below surface, p is average density of overburden, and g is acceleration due to gravity. The average pillar load does not, in this case, depend on the mechanical properties of either the pillars or the surrounding rock mass. The only relevant physical property of the pillars is their compressive strength, (i.e., the maximum load-carrying ability) and the criterion for design is that the average pillar stress should not exceed this strength. The wider the pillar, the greater its strength, and the design of the system is concerned with reconciling this increase in strength to the requirements of roof control so as to optimize extraction.l Any departure from a uniform distribution of pillar loads invalidates the classical approach. Such departures may, for instance, be brought about by: (1) a nonuniform layout of pillars and remnants resulting from selective mining, (2) variations in geology which result in gross changes in the properties of part of the seam or the host rock, (3) deliberate use of abutment support in narrow panels, and (4) the use of yielding pillars for local roof support in conjunction with barrier pillars to carry the overburden load.

The general principles of the gas-lift will not be described in this paper. Only specific details that have not been fully discussed in previous papers, or results that do not fully coincide with conditions previously described, will be dealt with. The principal points to be emphasized and for which supporting data are furnished are as follows: 1. Gas-lift installations usually have comparatively high efficiencies as compared with standard pumping equipment, when reduced to a basis of barrels produced per horsepower installed. 2. Advantages of high-pressure plants from the standpoint of operating efficiency and for the application of the gas-lift early in the life of flowing wells. 3. Evidence of increased ultimate yield through conservation of gas by the gas-lift. 4. Possibility of development of new equipment to increase efficiency of the gas-lift. 5. Indications of the advantages of repressuring as a means of stabilizing gas-lift wells and as a means of increasing ultimate yields. TyPes of Installation The gas-lift installations of the more important companies in California have been of the central-plant type wherever field conditions would permit. This has resulted in greater flexibility and lower installation costs per well than could be obtained with individual well units. In general discussions of the gas-lift method of production, the installation costs are frequently referred to as being too high for economical operation. If the field conditions are carefully analyzed and the plant designed with the idea of obtaining high operating efficiencies, the installation cost per well can be lowered sufficiently to compare favorably with individual well-pumping units, when the operating advantages are considered. Much greater production per horsepower can be obtained with the gas-lift than is possible with pumping equipment. Unitization—in some form from simple agreements among operators to complete consolidation of ownerships—is a means of obviating the wastes of unrestrained competition among owners in extracting oil and gas from a common reservoir, as well as of adjusting its output to the current needs of its owners. It offers opportunity for application of improved production methods which are expected to increase recovery, decrease developing and operating costs, and assist in stabilizing output.

FIRST indications that mineral industries expansion is beginning to show results are contained in the report by Defense Mobilizer Charles E. Wilson, The Battle for Production. The report, submitted to the President early this year, says that the United States has reached a $2 billion-per-month rate in military deliveries-three times that of 1950. Plant expansion in 1951 totalled $11.1 billion, the report states. Certificates of accelerated amortization have been approved to cover $11.4 billion in proposed plant construction. In reference to plant expansion significant to the mineral industry, the report states: •Steel industry goal is 120 million ingot tons by 1954, compared with present 108 -million ingot ton capacity. •Taconite beneficiation should result in 15 million tons by 1955. •An existing annual aluminum output rate of 860,000 tons. •An estimated 500,000 tons of sulphur by late 1953 •Manganese production up 50,000 tons as- the result of new projects in 1952. •Montana tungsten project coming into production in 1952. •Present zinc production expansion projects to add an estimated 150,000 tons to the 1951 production figure in 1953. Information gathered from official sources, other than Mr. Wilson's report, indicates an increase in the annual capacity of other segments of the industry by 1955, as shown in Table I. [ ]

(Presented by invitation at a meeting of the Spokane Local Section of the institute, Feb. 17, 1912.) THE Pilares de Nacozari mine is located in Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps Dodge Co. The ore-deposit occurs in the form of a large ellipse with a major axis of approximately 2,000 ft. and a minor axis of about 600 ft., the major axis bearing about 90 W. of N. The whole of this ellipse is more or less mineralized; the surface being principally an iron gossan with some occasional copper-stains. Below the oxidized zone, which is not more than 50 ft. deep, the minerals are pyrite and chalcopyrite, with occasional seams of chalcocite, the latter being rare. There appears to be no well-marked zone of secondary enrichment, the oxidized gossan over the greater part of the deposit changing suddenly to what is apparently the original unaltered ore. The copper-values are concentrated around the perimeter of the ellipse, and it is principally around this perimeter that the mining is done. The ore mined averages a little more than 3 per cent. of copper, with a small amount of silver, less than an ounce per ton. Some ore of considerably higher grade than this has been shipped, however, but the above average is of the mill-run. The ore is wider near the two ends of the ellipse than along the sides, and is mined in some cases to a width exceeding 200 ft. FOR the first ten months of 1942, on which data are available at the time this is written, the coal-mining industry achieved a most creditable safety record, and ha1 figures for the year may show a record surpassing that of 1941 in which the industry reached the best accident rate in its history. The ten- month accident rate for both bituminous and anthracite mining in 1942 was 2.197 fatalities per million tons of coal mined, compared with a revised rate of 2.271 for the same months of 1941. The bituminous rate decreased from 2.139 in 1941 to 2.039 for ten months of this year, and the anthracite rate shows a reduction from 3.707 to 3.699 for the same period.
