The influence of dissolved oxygen and the Pt - Pt-O reaction on the measurement of redox potentials in solutions containing ferrous-ferric couple was examined. Current-potential curves were used to illustrate the shift in measured potentials toward the oxygen potential in oxygenated and deoxygenated systems at low concentrations of ferrous and ferric ions. The ranges of concentrations of the ferrous-ferric couple, in which the interference from oxygen and the platinum-oxygen reactions becomes significant, are illustrated through the mixed potential mechanism.

SINCE the first installation in 1936, the use of rubber-tired equipment for secondary mine haulage has increased rapidly. From August 1936 to January 1944, approximately 750 rubber-tired units were placed in operation. Of these, 650 units were installed after January 1940. During the year 1941, it per cent of the mobile loaded bituminous tonnage was hauled by rubber-tired equipment. This percentage increased to about 20 per cent during 1943. The first rubber-tired units were battery-powered tractor-trailer types. In the year 1938 the battery-powered self-contained car was introduced. In 1939, the cable-powered self-contained car made its appearance. These self-contained units are our modern "shuttle cars." By the end of 1941, approximately 15 per cent of the shuttle cars in operation were cable-powered. Installations made during 1942 and 1943 increased the proportion of cable-powered cars to about 40 per cent of the total number of shuttle cars in use. There is a marked trend toward cable-powered cars, although one need not make many trips to mines where both types are used to discover that opinions are highly controversial as to the relative advantages and field of use of each type. It is natural for mining engineers in the coal-mining industry to have diversified opinions regarding the use and application of coal-mining machinery. Coal mining is not a standardized industry; natural conditions vary from mine to mine. However, it is surprising how many operations in scattered fields arrive at the same conclusions and adopt similar methods. This happens not so much through cooperation and exchange of ideas as through hard, costly experimentation, involving months of low production and relatively high costs. What then, are the reasons for increased use of cable cars? Could it be that present scarcity of materials is forcing their use? True, battery cars require considerably more auxiliary equipment, but during 1942 it was no more difficult to obtain than shuttle-car cable. Furthermore, the trend toward cable cars started before curtailments on mining equipment took effect. Undoubtedly, cable-reel shuttle cars were introduced to produce coal at a lower cost by simplifying trackless mining through the elimination of auxiliary equipment, and by reducing the first cost on equipment. The theory of cable-powered shuttle cars is well based, as can be proved by successful operations. Many operators have weighed the advantages and disadvantages of each type carefully before choosing the type most suitable to their operation. Others have taken much for granted and accepted one or the other without much thought. At many small operations, low first cost is apt to be the deciding factor. But the system of timbering which he describes as used in the levels, stopes, etc., though it must be admitted to be very strong and safe, seems to me somewhat extravagant. The amount of timber required every month for such a system must be enormous; and only where suitable material could be cheaply obtained would such a plan be economically practicable. The first point which strikes me is the unusually great diameter of the timber employed. In the mines of Pfaffenberg and Meiseberg, which are under my supervision, the country-rock consists of argillaceous slates, traversed by innumerable small fissures or joints, dipping at all angles and striking to all points of the compass. Undoubtedly, this net-work has been caused by the upheaval of granite masses in the vicinity. The growth of computer and ground control technology in recent years, combined with an urgent demand for low-cost fossil fuels and mineral resources, has set the stage for full-scale utilization of computers in mine planning. Steeply rising production costs and the need to preserve the environment are placing great demands on engineers to improve their mining efficiencies, which can best be accomplished by applying the full capabilities of the computer. Pressure to develop and perfect programs with an immediate potential for improving mine design, reducing mining costs and extending the viable coal reserves of the country has already come to bear in the form of exploding energy requirements, environmental considerations and the visible limitations of other energy sources.

Any attempt to secure a quick answer will yield a figure that very likely cannot be substantiated, and certainly will not yield information in the detailed form now desired. It will be about 10 years before a completely new estimate can be prepared for the coal reserves of the United States at our present rate of progress, though of course, much information will be available in the interim. We would like to present such information as we obtain in the form most acceptable to the industry, and to that end we are working closely with coal resource committees of the AIME, the National Bituminous Coal Advisory Council, and the Bureau of Mines. DISCUSSION G. H. Cady*—Mr. Averitt's description of the nature of the coal resources investigations of the United States Geological Survey and the progress of this work is very timely in view of the general interest in the subject of coal resources. The Federal Survey is obviously taking the "long view" with respect to the appraisal of the coal resources as part of the preparation of the general geological map of the country and the attendant determination of the quantity of all mineral and fuel resources. It is apparently for regional surveys of the conventional type that the detailed procedures employed by the Federal Survey are applicable. Even if so it is somewhat unexpected to find the same criteria for evaluation will be applied to the country as a whole. The work on coal resources appraisal has been proceeding at various rates in a number of coal producing states for various periods. Undoubtedly since there has been no common practice in the method of appraisal the states each have worked independently and independently of the Federal Survey, and each has adopted certain practices to meet local conditions. I do not know how much consideration has been given by the U. S. Geological Survey to these practices. It seems probable that such consideration might result in important modifications of the standards which apparently have been set up by the Federal group in line with local requirements. It is the practice in some state surveys to present the facts in regard to the occurrence and distribution of coal beds and their variations in thickness down to thicknesses of 1 to 1 1/2 ft in relatively narrow stages up to maximum thickness. It is then possible for any one using such figures to compile quantitative estimates of workable coal at various minimum thickness limits. This is a desirable objective where surveys are detailed and information correspondingIy good. However, vast quantities of coal lie in beds that are relatively thin about which little information is available and the quantity of such coal might affect the final appraisal to the extent of several thousand million, depending upon the minimum limitation observed. Thus in the case of Illinois a difference of 1 ft in average thickness of coal in the coal field would make a difference of approximately 35 billion tons in the estimated quantity present. One is dealing with a very large area and small differences in thicknesses are very irnportant in the overall picture. The estimate of 10 years to accomplish the sort of detailed appraisal outlined by Mr. Averitt is viewed somewhat skeptically and certainly would require many more trained geologists than seem to be available. The requisite detailed mapping and study are very time consuming not only because of the geological field work required, which is difficult in certain seasons, but also in order to assemble data from company and personal files, and to study drill records and cores, and to sample and analyze the coal. Unless the staff of geologists could be increased in the order of several hundred per cent the prospects are that the appraisal of the type suggested will require many decades not just one. The permanent value of such appraisal, however, is not questioned and it should be expedited as rapidly as means allow. Satisfactory appraisal is not easily achieved and will vary from time to time. The main function of a geological survey is to collect and present the facts that will make possible appraisal in terms of existing conditions by individuals, particularly engineers, qualified by training and expcrience for making such estimates. Thickness and character of the coal bed, nature of the overlying and underlying strata, position, thickness, and character of "partings," relationship to other coal beds, and a variety of other factors must be assembled by the geologist in order to present a complete picture of the geological setting. The economic and engineering factors are in general outside the field of geological experience. The geologist should see to it that the pertinent geological facts are available; much more information than simply thickness and depth of the coal beds is essential to meet all the requirements of appraisal in the future as well as at present. With respect to the present demand by engineers and coal mine operators and others for a rapid re-appraisal of the available coal resources, in the light of existing practices and those in immediate prospect, the Federal procedure of systematic mapping and appraisal is scarcely in line. It will be necessary for those particularly interested in having such an estimate made to establish standards with respect to the various factors involved so that the scope of the geological work can be definitely restricted for the various coal fields. There is little use in setting up general standards since no such standards will be applicable to all fields. Thus it is folly to establish a standard minimum thickness to be generally applicable which is one-half to one-third the minimum minable thickness in some fields. The greatest difficulty in appraisal of the presently actually workable coal bed lies in the variation in the importance placed on roof, floor, structural conditions, bedded impurities. sulphur content and other factors that affect judgment relative to the value of a coal bed. It is doubtful whether any appraisal will have universal approval in view of the variable factors involved. For this reason if none other, the facts should be carefully and painstakingly assembled after the manner of a systematic geological survey such as that advocated by Mr. Averitt. Only upon the basis of sucb information can reliable estimates be made in line with selected conditions. Paul AveRitt (author's repty)— In this paper I discussed, but did not define as such, two major phases of our activities on coal, which are closely related, and which normally we in the U. S. Geological Survey see as an integrated whole. It is understandable, therefore, that Dr. Cady should assume that my remarks applied only to the current work on coal reserves with which I am directly concerned. In view of Dr. Cady's discussion, however, I think a brief summary of the two phases of U. S. Geological Survey activities on coal will be appropriate. The long-term function of the U. S. Geological Survey on coal investigations is to make detailed geologic studies, involving the preparation of detailed geologic maps showing the outcrops and correlations of coal beds, direction and dip of coal-bearing rocks, nature and thickness of overburden, location of faults and fold axes, and similar features. Such studies also yield many measured sections of coal and associated strata, which show variations in the thickness of the beds, and the intervals between coal beds. Taken as a whole, detailed geologic studies provide much useful information for mine operators and engineers. As Dr. Cady points out, this type of geologic work is arduous and time consuming, but it provides the basic data that are necessary both in the development of our coal fields, and also in the preparation of coal-reserve estimates, which are discussed in the next paragraph. THE vanadiferous shales of southeastern Idaho and southwestern Wyoming constitute the largest known reserve of vanadium in the United States.1 These deposits have never been exploited except for the relatively small amounts of vanadium recovered by the Anaconda Copper Mining Co. in the treatment of phosphate rock from southeastern Idaho. The major domestic source of vanadium has been the sandstone ores of southeastern Utah and southwestern Colorado. Early in World War II, it appeared that these ores could not meet the greatly increased demand for vanadium, so the investigation described in this report was undertaken to develop processes for the recovery of vanadium from the Idaho-Wyoming deposits. The utilization of these deposits became unnecessary, however, because of greatly expanded production from the Utah-Colorado sandstone ores and the continued availability of vanadium from other sources, chiefly Peru. The major use of vanadium is as an alloying agent in the manufacture of high-quality steels. Vanadium constructional steels usually contain 0.05 to 0.20 pct vanadium, which refines the grain and increases the strength, elastic limit, and resistance to shock and fatigue. Vanadium tool steels not used in high-speed work contain 0.10 to 0.60 pct whereas high-speed tool steels contain 1.0 to 4.0 pct. Vanadium compounds are used as catalysts (principally for the oxidation of SO2 to sulphuric acid and of naphthalene to phthalic acid) and in the paint, chemical, ceramic, dye, and printing industries. The selection of the particular ore deposit to be exploited would involve consideration of many factors besides the metallurgical results that might be obtained. Chief among these would be the reserves of ore available, the grade of the ore, and the mining costs. As very little was known about any of these factors, it was necessary to investigate methods of treatment of all the ores under consideration, working with samples obtained in the course of the exploration work, even though they were not positively representative of the whole deposit from which they were taken. Because of wartime conditions prevailing when this investigation was started, first consideration was given to processes that could be put into operation most quickly and would involve minimum use of strategic materials, even though these processes might not be the most economical.

The development of long-term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, sometimes creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, and washability) can be considered by including the appropriate blending constraints to meet contract requirements.

In the discussion which followed the paper, it was stated that the charcoal furnaces of the Lake Superior District have used imperfectly burned charcoal with success, and that these furnaces have given the best results in fuel economy on record. On consulting some of our well-known metallurgical authorities the writer finds that the question of the use of red charcoal, or other imperfectly burned charcoal, or charred wood, is not at all new. Hydraulic filling was probably first used as a means of ground support in 1864 in an anthracite mine at Shenandoah, Pa. In the nearly 100 years since that time it has gained widespread acceptance, but surprisingly little study has been made of the basic features of the process. The investigations that have been made primarily concern the design of preparation processes and transportation systems, while little attention has been paid to ensuring that the fill does its job adequately after placement. Both permeability and compressibility of fills have been studied in the laboratories of the Department of Mining at The Pennsylvania State University under the sponsorship of the Mineral Conservation Section, formed to promote efficient utilization of the state's resources. Results of these studies form the basis of this article.

CAN the auriferous slate deposits of the Southern mining region ever be successfully worked? is a question that has been often asked me by persons seeking investments in Southern mines. As the subject is one that has given me much thought during the past few years, I have decided to present my conclusions to the members of the Institute for their consideration. Those who have had the opportunity of exploring the region mentioned above, will readily recall to mind numerous localities, to which their attention was directed by would-be miners, as "rich and desirable properties," in which there were but few quartz seams running in every direction through fine-grained talcose slate. Most of the gold in sued formations was always found disseminated through the slate, and but a small percentage contained in the quartz. Such are the deposits I propose to discuss in this paper. Of course there are many excellent quartz mines in the South that are paying the owners good profits, and many more to my knowledge, that are not being worked for obvious reasons. But it is out of the question to suppose that these slate deposits can be practically

The Long Island Lighting Co. has operated an extensive monitoring system for over three years. Nearly 900,000 separate pieces of information have been recorded for a land area of some 600 sq miles, 15 miles north to south by 40 miles east to west. The data are composed of about a half million sulfur dioxide measurements at various locations, 290,000 of which were by the West-Gaeke method, about 160,000 pieces of weather data, and 220,000 measurements of sulfur dioxide as emitted from each of the power plant stacks on the system, all measured on an hourly basis and stored on computor cards and tapes. The computor has been programmed to collate stack emissions, weather information, and ground level sulfur dioxide measurements. The analysis shows that emissions from tall stacks do, indeed, contribute very little to ground level sulfur dioxide. For example, LILCO shows that its Northport plant contributes less than 2 ppb, hourly annual average. They also state that the plant converted to 100% natural gas or shut down, would reduce ground level sulfur dioxide by no more than 2 ppb.

The most realistic mine pillar design is based on observations and measurements in situ. Low-cost reliable instrumentation has made this approach possible. At the White Pine mine, with its thousands of pillars of all shapes and sizes under all kinds of loading conditions, practical pillar design criteria have been developed. The pressure arch theory is explained and work in two test panels o f the mine is described. The pressure arch mechanism, which relies on lateral stress for support, can be applied to puzzling roof and pillar conditions in other mines.

HODGSON.-As to ".Safety First," I did not deal with that, but I will say that in 1913, the number of .men killed was nine, and that year the "safety first" program was commenced; the next year, 1914, the number was reduced to five. In 1915, I am pleased to say that the number was reduced to two in the Copper Queen's entire property, and we have none so far this year. THE CHAIRMAN (G. F. G. HERMAN, Bisbee, Ariz.).-I can say, further, that we have from eight to nineteen men per month incapacitated for more than 14 days. Those are classified in this State as serious accidents. The number of men injured has apparently increased, -but that is clue to our improved method of recording and classifying accidents, no matter how slight. C. W. Calculating machines permit the use of the more rapid cotangent and semigraphic solutions of plane triangulation. The results of these methods are as accurate as those of other methods. Simple adjustment of the net, and ease of calculation encourage more complete field work. Errors in field work or in computation are easily localized.

The following paper deals with technical aspects of terminal facilities for western coal pipelines. The information is taken from the Ohio and Black Mesa pipelines and the proposed one in Wyoming. This paper first discusses the feed terminal, the product that it must produce, and the reasons for coal cleaning. Then in the delivery terminal section, the various methods of dewatering the coal and some recent innovative ideas on bunkering the dewatered product and storing the dewatered coal in large outdoor piles are discussed.
