At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year. It cannot be said that the development of processes for roasting in Utah has been evolutionary. Some of the best systems were contemporaneons with smelting here, and one of the most primitive methods, pile roasting, is still entrenched, to the exclusion of all others, at one works. This is certainly not because we have not had sulphur, in place and out of place, to contend with, but rather because roasting has not been a necessity, we having, like most other smelting districts in America, a good share of oxidized ores.

10.2-1. Equipment Scheduling. In any earth-moving operation, more profit may be earned or lost by equipment scheduling than by any other single facet of the project. Many now-defunct earth movers would have survived the cost-profit squeeze had they followed an efficient, cost saving, equipment scheduling program. The ideal program would have every item of the equipment fleet working all of the time. In practice for many obvious reasons, principally mechanical conditions, operating conditions, and human nature-this ideal situation is not possible. The cost-conscious organization strives to keep as many pieces of equipment of the fleet working efficiently as much of the work day as possible. Operating efficiency requires the minimum equipment to move the predetermined tonnages in the prescribed period of time. In the case of a shovel-truck operation this would mean the scheduling of the minimum shovel and truck shifts to excavate and transport the necessary tonnage to the processing plant or waste dump. To accomplish this goal, the operator must work from the predetermined production established by the requirements of the plant, stripping ratio, mine plan, etc. This production schedule may be in terms of tons or yards per year, per month, or per hour, but must eventually be translated into tons or yards per ma- chine per unit of time. In this regard, the reader is referred to Sections 8.0, Excavation and Loading, and 9.0, Haulage and Transportation. The trend to larger and faster, and as a result more costly, equipment requires that the operator consider every possibility to keep the equipment operating around the clock, seven days per week. In some areas seven day operation may not be feasible economically, because of premium pay for Sunday work. Mine labor agreements are generally written without premium pay penalties for weekend work, and such scheduling is possible and most often desirable.

Means and relative standard deviations were calculated for eU, eTh, K, and their ratios for aerial gamma-ray spectral data in 29 quadrangles at 1:250,000 scale. Known or suspected uraniferous provinces were characterized by: 1) Higher eU, eTh, and K means (due to generally higher radioelement concentrations); 2) Higher relative standard deviations for eU, eU/eTh, and eU/K (reflecting the presence of local uranium enrichments); and lower mean eU/eTh and eU/K values (showing uranium loss from "average" rocks to form local enrichments). "Uranium favorability indexes," i.e., combinations of the sensitive variables, show an excellent qualitative relationship to known occurences and geologic favorability. Results appear to confirm the existence of long-term crustal uranium provinces formed at the time of emplacement of the oldest known rocks.

PRACTICAL or applied geophysics-as we designate the border region between physics and geophysics on one hand and practical geology on the other-has as its object the application of physical or geophysical methods of investigation to problems of practical geology. Its field of operation comprises all methods of physical measurement that are used in the problem of determining, from the geophysical influences of the subsoil that can be measured at the surface of the earth, the special characteristics of the association of strata, faults, etc., to detect the presence of deposits and to investigate underground structures. It therefore repre-sents an aid, a physical method of research in practical geology, and is inseparably connected with geological studies; for this reason, it is also called geophysical prospecting. Formerly research methods of practical geology were based on observation exclusively: first, on the observation of the strata and formations at accessible parts of the surface of the earth, especially in shafts, borings and mines if such were available; then on the observation of the tectonic conditions in so far as these were already known at places directly visible; and finally, by estimation of the importance of formations of the terrane. Later, there were added in special cases, analytical chemical crystallo-graphical, petrographical and similar investigations of rock samples which were taken from the places under consideration. The knowledge thus obtained is of value and is expanded by hypotheses and constructions that are supported by geological theories of origin and by laws of the sequence of formations and rock systems, which are based on long experience.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

THE outstanding fact in connection with dust disease in. the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some. of its better organized centers, but the average independent non-. union workman continues, as of yore, to suffer the toll of disability and. even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of. dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Pronounced non-linear behaviour of mine backfill arises from the influence of confining pressure, cementing agent content, curing time, void ratio and water content. Past research into backfill behaviour under stress is reviewed and related to the needs for constitutive laws which can be integrated into numerical modelling for mine design where structures employ backfill support. A method for representing non-linear backfill behaviour is proposed, which is based upon numerical regression treatment of triaxial laboratory data. The non-linear behaviour observed from a program of laboratory triaxial testing of cemented hydraulic backfill is presented. The particular influence of confining stress and curing duration is high- lighted. The paper concludes by considering the alternative means of accounting for such behaviour in mine design.

The Bulletin. As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the Institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will be: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. A supplementary session of this meeting will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the further discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. The XCVIIth meeting will be held on the Pacific Coast, including a visit to the Exposition at Seattle, and various other points en route going or coming, depending upon the route and program finally adopted. More definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

Elburt F. Osborn's scholarly look doesn't prevent his keen insight into human beings and practical affairs of the world from coming through strong and clear, as it did in an exclusive interview with this reporter a half-hour after Dr. Osborn was sworn in as director of Interior's Bureau of Mines. An internationally recognized authority on geology and mineral resource development, Dr. Osborn won his Ph.D. at the California Institute of Technology. Since 1959, he has been vice president for research at Pennsylvania State University, where he originally joined the staff as professor of geochemistry in 1946 and also served for six years as dean of the College of Mineral Industries.

When Professor Silliman made his first examination of the newly-discovered Pennsylvania rock oil in 1859, he noted that different rates of heating produced different results in fractionation—longer heating produced larger percentages of light fractions. In 1862, it was found that when petroleum vapors are condensed in the still crown and dropped back into the hot liquid, the result of the distilling operation is materially modified. These early dates mark the beginning of what is called cracking petroleum and is explained as separating the component parts of the hydrocarbon molecules into more and smaller groups of the same elements. The phenomena were utilized for the next 30 years to increase the yield of burning oil. The procedure was that regularly practiced today in dry or destructive distillation. Considerable scientific study was given to the subject from 1862 to 1905, and a number of patents were obtained, but the work done was not continuous or intensive until about 1905, when the increasing demand for gasoline attracted attention of petroleum refiners to the possibilities of cracking. The first equipment built and operated essentially for cracking petroleum on a large scale was placed in successful operation in 1912. The commercial practice is, therefore, less than 15 years old. Comprehensive intense study of the controlling factors during this period has resulted in rapid increase in our knowledge, and material improvement has been made in the practice of the art. It is the purpose of this paper to outline briefly the state of our knowledge and to suggest some of the questions which are attracting attention of researchers at the present time. The major purposes for which petroleum hydrocarbons, including natural gas, are or have been cracked are: 1. To obtain products used to increase the heat value and illuminant content of artificial gas. 2. During the World War, to increase the supply of toluol. 3. To increase the amount of products capable of conversion into industrial chemicals. 4. To produce pure carbon.

It is to the credit of management, engineers, and others that in the vast majority of cases, the outcome of their work has been technically sound and economically rewarding. Until four years ago the market price of oil securities moved directly and immediately with the general list. This point, was first developed by the senior author in 1924 while making a statistical study of the relative movement of oil securities and the general market. Plotting the monthly averages of 17 oils against 233 industrials disclosed the sur- prising relationship shown in Fig. 1. The traditional vagaries of the oil business, the wide fluctuations in current supply and resulting abrupt changes in crude prices nevertheless produced no movements in the market price of oil securities as a group, which departed notably from the movements of the general market.
