During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

Introduction “A Western mine is a hole in the ground owned by a liar. . ." -Mark Twain THE CAPITAL INVESTMENT DECISION Decisions pertaining to a firm's proposed capital investments can have vital short- and long-term consequences on the organization's ability to compete, and even survive.Capita1 investment decisions, in general, center around two fundamental activities: (1) allocating capital funds to specific investment projects or assets, and (2) obtaining necessary financing in such proportion as to increase the overall value of the firm. In essence these activities or decisions describe the science of finance (as contrasted with economics). Fimnce has been described in general terms as the study of how a present, known amount of cash is converted into a future, perhaps unknown, amount of cash (Archer, Choate, and Racette, 1979). Fundamental to understanding the science of finance and the capital investment decision process in general are the basic concepts relating to cash flow transactions, time, income generation (markets), expected returns, and risk. The functions of finance may be segregated into three fundamental decisions which a firm must address: (1) the dividend decision, (2) the financing decision, and (3) the investment decision. These decisions are interdependent and their joint impact on the objective of the firm must be considered. This book primarily addresses the concepts and components associated with the investment and financing decisions as they affect the practice of mine valuation. Responsibilities of Management A primary assumption incorporated in this book is that the fundamental objective of any firm is to maximize its value, or wealth of its owners (stock- holders). Here, the term wealth refers to the total current market value of the firm's assets. In the case of corporations, the wealth or value is considered to be represented by the market price of the firm's common stock. The price of the firm's common stock obviously will be affected by its investment, financing, and dividend decisions. Consequently, an optimal combination of these three decisions should maximize the value of the firm to its stockholders. It is important to point out that wealth maximization is a more appropriate and inclusive goal for the firm than profit maximization. Indeed, there is a difference between the two objectives in most situations. For instance, a firm can always raise profits by selling stock and investing the proceeds in treasury bills or certificates of deposit. This type of activity, however, would rarely cause net shareholder wealth

A necessary condition for a uniaxial stress distribution in compression testing is that the specimen end surfaces make full contact with the apparatus compression plates. In addition all compression surfaces must be machined perpendicularly to the loading axis. In general this condition is not sufficiently fulfilled in a simple apparatus. Therefore on application of the load the compression plate may first touch the specimen at one point only. This may cause crumbling of the specimen if the material under investigation is brittle (e.g., ionic crystals). It also precludes a precise study of the beginning of deformation as the effective cross sectional area is unknown. In addition a complex stress state is set up which renders quantitative work impossible, e.g., on dislocation density and arrangement as a function of stress. To overcome these difficulties a "self-adjusting" upper compression plate is required. A simple and reliable method of achieving this is shown in Fig. 1: A steel hemisphere is placed on the specimen. As soon as the compression plate (which no longer needs precise machining) makes contact with this hemisphere the load is uniformly distributed over the whole specimen surface, and a homogeneous uniaxial state of stress results. An advantage of the method is that the loading is always central, even when the specimen surface is not parallel to the compression plate (Fig. 1, dashed line). Therefore to a first approximation a uniaxial state of stress is maintained if the misorientation of the specimen end surface is small. Two typical stress strain curves of identically prepared sodium chloride crystals are shown in Fig. 2; curve 1 was taken without and curve II with the hemisphere under otherwise identical conditions. The improvement in the accuracy of defining the beginning of elastic and plastic deformation is clearly indicated. THE purpose of this study was to measure the vapor pressure of silver as the first step in the determination of activities in silver alloys and to test the limitations of the method adopted. In order to work at low pressures, below 2x10-2 mm of mercury, the orifice effusion technique was employed. To shorten the time of collection of silver from the atomic beam, radioactive silver (Ag110) was used as a tracer. The rate of effusion of a monatomic vapor from an "ideal" orifice, where the thickness of the orifice edge is negligible compared with the orifice diameter, can be readily calculated from the kinetic theory of gases, G = vM a p/v2pRT where G is the weight of material effusing from the orifice per unit time; p is the vapor pressure at oven temperature, T; R is the gas constant; M is the molecular weight of the vapor; and a is the orifice area. Consolidating constants and expressing as the weight of material effusing from the orifice in a period of time, t, (5.83)(10-2) (vM) (a) (t) (p)/vT where GT is total weight of monatomic vapor effused (g); M is molecular weight of the effusing tracer vapor; a is orifice area (cm2); t is time of effusion (sec); p is vapor pressure of effusing material (mm of Hg); and T is oven temperature (OK). The vapor effuses from the orifice in a hemispherical pattern, and the intensity of the beam in any direction is given by the cosine distribution law.' Considering this, the weight of effused material can be calculated from the amount of material passing through a circular collimator intersecting the beam. Coal is one of our oldest known commodities. Historic evidence indicates that this fossil-formed fuel was used in China and in Wales some 3000 to 4000 pears ago. Coal was discovered in North America in 1679 by French explorers in northern Illinois, and in 1700 a colony of Huguenots came across bituminous coal in Virginia. One might think by this long history of a single commodity that the string was about played out. Quite the contrary, coal is in greater demand than ever before and coal mining today is a modern industry. It is in an unprecedented growth period as the nation-and the world-demands more and more energy coincident with dwindling reserves of other fossil fuels. By the year 2000 the demand for coal is expected to at least double the current level of some 600 million tons annually despite the advent of nuclear power. To meet this challenge, the coal industry is vitally in need of an increasing supply of technically trained and progressive manpower. And, coupled with a serious shortage of engineers and technicians, it represents a rich vein of occupation opportunities-all the way up to top career levels. Today, coal mining is a complex, highly specialized industry concerned with more than just getting coal from the earth and putting it into the furnaces of the consumer. The industry is concerned with the environment, with maintaining a viable ecology. Recognizing the ramifications of global economics, the industry is very much aware of its important position in contributing to a constantly rising standard of living throughout the world. The key to rewarding employment in the coal industry is skill-skill that has been developed by education, training, and experience. None of these alone is enough; all three are necessary today to produce the skill needed to meet the employment requirements of the coal industry. Routine manual labor will no longer do the job in coal mining. This paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. Fundamental Valuation Principles Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to be negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed' coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the same district have been sold recently. To give a few reasons why such a measure of value can not be strictly applied, it may be noted: a. That sales are often forced by circumstances at times when the coal business is depressed and buyers can be found only for properties that are offered at figures far below their true value. b. That conversely, during periods of unusual prosperity, abnormally high prices are paid. Such conditions obtained several years ago when coal brokers, with very profitable contracts but no sure source of supply, were bidding against inexperienced or shortsighted operators for proper-

INTRODUCTION Spoil pile slope failures can have costly consequences. In- stability in the form of a single major event or as a recurring problem can 'mean lost production, lost resources and damaged mining equipment. In extreme but not uncomnon cases, a major spoils slide can force the closure and abandonment of a pit. Slope stability is affected by mine operating practices as we1 l as geologic conditions and material parameters. Mine operators can enhance spoil pile stability through constructive changes in their operations. Attention to the causes of in- stability can lead to development of operating practices tailored to site specific problems. Action aimed at limiting future instability is frequently more cost effective than continually "coping" with unstable spoils. The effect of mine operations on material properties is often overlooked because the "data" are not easily quantified nor input directly into stability analysis equations. We have found, however, that miners' experience with their own operation, as well as data pooled from similar operations, yields relation- ships which can be utilized to solve stability problems. The repetitive nature of area type surface coal mines with successive spoil pile rows further enables the development of useful site specific relationships. Stability problems can be mitigated by applying these relationships.

IN this survey of the progressive development of education for the mineral industries throughout the United States, the review of the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. PHILADELPHIA Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1853, when the Pennsylvania Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1850-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

The permeability of an oil or gas sand is its capacity for transmitting fluids, either liquids or gases, under pressure. The permeability of a sand depends upon the size and shape of the openings in it and the extent to which these communicate with one another, as well as upon the ratio of their volume to the total volume of the sand. The apparatus employed and the method of procedure used by the authors in conducting the permeability tests have been described in a previous pub1ication.l For the tests described here 1/2-in. cubes were used. They were set in the lower end of a 1-in. union, inserted in a square hole cut in a hard rubber stopper which fitted into the lower end of the union. In the tests with air, volumes were measured with a wet American gas meter of 100 cu. ft. capacity. In those with water, distilled water at room temperature was employed, unless otherwise noted. DescRiption of Sands Tested The tests described in this paper were performed upon 18 samples representing typical oil and gas sands from 7 localities in northwestern Pennsylvania. For purposes of identification, the cores from which the samples came have been designated by capital letters, the sequence of the samples in the cores by numerals, and the individual cubes by small letters. All cubes from the same samples came from adjacent portions parallel to the bedding. Core A of the Bradford sand came from the north central part of the Bradford field, from an area where water-flooding operations have proved highly successful. Core B of the same sand was obtained from the southern part of the field. This core contained a so-called "loose streak," 7.5 ft. thick, in the middle portion of which B2 is a representative sample. The "loose streak" has given trouble in water-flooding but responded favorably to an air-drive, using a pressure of 300 lb. Graphic methods have long been used to advantage in dealing with diverse phases of fuel technology and research. Not only are graphs convenient for presenting data and making calculations, but they are invaluable for deriving generalizations from a mass of data. This is particularly true when relationships are obscure and numerical correlation is poor. This paper describes a new form of graph, the Multibasic Coal Chart, which has been developed to facilitate the study and comparison of coals of all ranks from peat to anthracite on any moisture and purity basis. This type of chart is of unique value for coal classification purposes, since it permits a direct visual comparison of the results obtained when coals are classified by the various systems which have been proposed. Coals are highly variable in character as a result of wide differenees in original vegetal ingredients, degree of metamorphism, and nature and amount of associated impurities. For nearly 100 years, attempts have been made to devise a satisfactory method of classification, and many tables, formulas, ratios and graphs have been suggested. Many of the suggested systems possess considerable merit and have found a limited use, thus promoting a better understanding of coal. However, objections have been raised against each system, and none has received general adoption. When the various systems of classification are compared, it is found that there is an apparently almost hopeless confusion due to: 1. Serious lack of agreement as to the proper moisture and purity basis on which to classify coal. More than ten different bases have been proposed, each of which requires complete recalculat.ion of the analysis data used. 2. Lack of agreement as to what chemical and physical properties are most important and best to use for classification purposes. There is too little knowledge of the degree to which these properties can be correlated.

Secondary blast holes are now being pierced in quartzite and sandstone quarries, using multiple hand-operated Jet-Piercing units supplied with oxygen, fuel and water from a compact mobile carrier. A unit of this type, operating in a Canadian quarry, enabled four Jet-Piercing blowpipes to pierce blast holes for two hours without shutdown. The piercing blowpipes used were developed by Linde Air Products Co., a division of Union Carbide and Carbon Corp. The mobile supply carrier was constructed by the quarry from specifications supplied by Linde and modified by the quarry operators for their particular use. Employment of the new self-contained unit, which allows up to four operators to pierce approximately 450 ft of blast hole without shutdown, accelerates rock removal operations. Normally, only two blowpipes are in operation at one time. Large boulders or ledges, which sometimes remain after primary blasting to hamper loading operations, can, in the case of certain hard rock, be prepared for reduction more rapidly with these new units than by any other means. A special feature of the new manual Jet-Piercing unit is the mobile gas and fluid supply carrier. It consists of a standard truck chassis fitted out with four banks of large standard-capacity oxygen cylinders, a steel-holding tank for fuel oil, and a gasoline-driven air compressor and tank for pressurizing the fuel oil tank. Cooling water for the blowpipes is supplied to the unit from a hose extension to the quarry supply line. Feeder lines from the oxygen cylinder manifolds and the oil and water tanks terminate in four sets of take-off stations on the control panel at the rear of the truck. As many as four hand Jet-Piercing blowpipes can be connected to the take-off panel by high-pressure rubber hoses. The hand Jet-Piercing blowpipe used with the mobile supply carrier is a highly portable device which can be manipulated comfortably by one operator. The blowpipe can pierce blast holes at rates up to 60 ft per hour, depending on the properties of the rock. Blast holes can be pierced at any angle from the vertical to the horizontal, making it necessary for the operator to drill from the top of the boulder. Hole diameter is held to approximately that which allows the use of a standard 11/8-in. diameter dynamite. The manual Jet-Piercing blowpipe has these important design features: a burner from which the combustion gases emerge at supersonic speeds (in excess of 6000 ft per sec); a hole-sizing shell which controls the minimum size of the hole and protects the copper burner; and a sliding shield which protects the operator against the steam and spallings ejected from the hole during the piercing. The Jet piercing process has been applied successfully in United States and Canadian quarries within the last several years as an advanced method of "drilling" blast holes.

SOME years ago, the writer described heat checks or thermal. cracks that occur in die-casting dies.1 The life of dies was considered in relation to the casting temperature, the material used for the die, and the heat to be absorbed by the die per unit volume of casting made. The mech-anism of the action that results in thermal failure of dies was described. In the present paper the writer proposes to describe some additional observations in regard to heat checking, make one or two suggestions as to the method or methods for further attack of the problem, and give the results obtained on some work carried out along these lines.

Having been requested to prepare a paper referring especially to my patents as applied to blast furnaces, I shall confine my discussion to those improvements and inventions pertaining directly to the blast furnace itself, omitting a number of patents pertaining to blast furnace operations. I spent the early part of my life in the construction of blast furnaces, from rivet-heating to drafting and designing, much of the work relating to repairs and rebuilding. Later, as I became more interested in maintenance and operation of a group of blast furnaces, one fact especially made a lasting impression on me; namely, that a very expensive piece of equipment was very short lived, and the expense of replacement, relining, etc., in many instances consumed most of the profits made while in actual operation. As far back as 1910, I began to lay plans to build with a view to permanency and not merely for a blast, the common expression at that time, which really meant only one or two years in southern practice. Since we did not then blow so hard most failures occurred in the bosh and hearth. The failure of either generally meant a complete new lining, as the inwall did not look good enough to last another blast. At that time we were using two types of hearth, one of heavy steel plate protected by well and sprays on the outside, and one of heavy cast iron, made in sections and bound together with wrought-iron bands. The former type proved dangerous, for if the iron should come through, as it frequently did, it would cut away the steel plate, quickly turning large quantities of molten iron into the water, causing a severe explosion and costly repairs. The cast-iron type gave trouble also by the iron finding its way through the joints between the sections, which was not so serious, since the iron would not cut a way the heavy cast-iron sections very quickly, and generally caused only small damage, and repairs were easily made. Both types have been improved; the former by the introduction of cast-iron water-cooled plates, placed on the inside of the steel jacket. This has proved to be very good construction, but has no real claim to permanency. As the cast-iron plates cannot be replaced from the outside, the operator must assume that some time, at no late date, he must replace them from the inside, which will mean a blowing out of the furnace. MINE power systems are quite different in many respects from those usually found in industrial plants. Wide areas are served, usually by a circuit which is connected continuously throughout the mine. In some mines one circuit may run for several miles. There are usually a small number of branch circuits involved considering the areas covered. In all mines circuits are sectionalized at approximately 2500 ft by means of switches. All, or at least most branch circuits, are sectionalized by manual switches. In some mines automatic sectionalizing gear is used to give automatic overload protection at various strategic points in the system. However at the present time this practice is by no means general. Circuit hazards in mine electric systems are much greater than those encountered in industrial installation. Falls of roof or coal form a prominent hazard which may break the wire and may cause ground faults or partial ground faults. Ordinarily electric cables in mines cannot be insulated, there- fore n fall can easily cause a short circuit. The humidity in most mines is greater than 95 pct and at many points the floor is wet and water may be dripping from the roof over insulators, increasing the difficulties at that point. All electrical circuits must be contained in the mine entries and space must also be provided for moving equipment and men. Consequently, because of the proximity of the power circuit to the locomotives and other moving equipment a considerable hazard is introduced. Mine haulage track is not always good so that wrecks are not unusual. A wreck frequently does consider- able damage to the power circuit. A ground fault frequently results in heavy arcing which may be sustained. If the damage to the circuit is mechanical it may mean that a trip of coal has wrecked and a great deal of coal dust could be thrown into the air as a result of the wreck. The arc resulting from the ground fault could ignite the coal dust and a mine explosion would result. A continued ground fault, even if high in resistance, also may ignite the coal which may be on the bottom of the entry and a mine fire may result. The fire hazard is one of the most serious hazards in any coal mine. Since the mine circuit is completely interconnected, any power interruption resulting from a fault seriously affects the whole operation. Unless the mine is completely sectionalized the whole mine will be shut down until the fault is located and the proper switches are opened to isolate the fault; even then large areas may still be without power if they are supplied by a single power circuit which may be opened in isolating the fault. Further, mine power is usually supplied from a relatively small number of substations and the fault may be on a stub feed circuit, in which case power cannot be restored until the fault has been cleared. Practice varies widely with respect to placement of substations. Usually they will be spaced from I to 2 miles in 500V operations, and at 1 mile intervals or less, in 250 V operation. Actual mining operations govern substation placements and no general rules can be followed.
