Sidbec-Normines operates six large iron ore concentrate regrinding mills in parallel and open circuit at its Port-Cartier pelletizing plant. Grinding kinetics in these mills were characterized for slurry densities varying between 70 and 89% solids, using a lumped parameter size discrete model. Optimum grinding conditions were encountered at 83.5 to 84% solids. Higher densities decreased the normalized selection function and increased slurry short-circuiting, yielding a sharply coarser mill discharge. At lower slurry densities, the normalized selection function decreased and the mill discharge coarsened slightly. The grinding kinetic model predicted particle size distributions within the mill. These were found to vary significantly from the feed to the discharge end. This is likely to cause nonlinear breakage kinetics.

Measurements of the amount of water flowing in many of the larger rivers of the west have been made by the United States Geological Survey, and by this means the daily discharges of these rivers have been computed for a period of over two years. These measurements have been confined mainly to that part of the country commonly known as the arid region, where the rainfall is insufficient for the needs of plants most useful to man, and the supply of water, not only for agriculture, but also for mining and all other purposes, falls below the demands made upon it. In such localities flowing water has a great value, for without it many industries are impossible. Experience has shown that in the western part of the United States, over an area a little less than two-fifths of the whole extent of the country, there are great bodies of fertile land enjoying a genial climate, and in every way adapted to the support of a large population, except in the one particular of water-supply. By utilizing the water available, portions of this rich land can be rendered valnable. In other words, the laud-values rest directly upon the prospects of a continuous artificial water-supply. The same is true of many mineral lands, which require for hydraulic mining, or for the supply of concentrating-works, stanip-mills, etc., a certain water-supply, and are impaired in value if this supply is inadequate or irregular. The pressure of this need upon the mining industry is not so widespread, or in the first instance so severe as upon agriculture; but as different regions become more thickly settled, and the two industries compete for a water-supply not sufficient for both, it, is probable that the miner will suffer. But he can snspend operations with less inconvenience than the farmer. Adequate hardenability has long been recognized as one of the first requirements for producing desired mechanical properties in a heat-treated steel. Since the introduction of the Jominy end-quench test' and the development of correlative information to expand its use, industry has had an effective measure of hardenability. Prediction and control of the hardenability have been made possible by Grossmann's principle2 for calculating hardenability from chemical composition; and Field's conversiona from depth of half-martensite hardening to Rockwell C hardness has made the relation more quantitative. These developments have facilitated the design of new steels and the control of standard grades to the extent that it has been possible to establish tentative hardenability bands for some of the more commonly used alloy steels.4 As the depth of hardening of the Jominy test specimen is usually measured by Rockwell C hardness, it was considered that it should be possible to predict the hardness by a more direct calculation. It has been found that this can be accomplished by the addition of Rockwell C units proportional to the carbon and alloy content, grain size, and position in the Jominy test specimen. The calculation has been found to be fairly accurate, and because of its additive character is relatively simple to use. In principle the method of calculation is somewhat similar to the expressions developed by Herty, McBride, and Hollen-back,5 Burns, Moore, and Archer,= and Burns and Riege1.l The calculation is started from a base that includes the effects of carbon content and position in the Jominy test speimen. Rockwell C units are added to the base in proportion to the alloy content and grain size. This sum represents the Rockwell C hardness up to the level at which a disproportionate increase of hardness is caused by the formation of martensite, and above this level an increment for martensite hardening is added. The effects of alloys are directly proportional to the amounts present and are independent of each other, the carbon content, and the position in the specimen. Furthermore, the factors for determining the martensite increment are dependcnt only on carbon content and are independent of cooling rate and alloy content. It is this absence of interrelation between the different factors that makes it possible to calculate the hardness and makes the method of calculation consistent with the principle that the character of the hardening reaction is governed primarily by carbon and that alloys exert their effect chiefly through control of the critical cooling rate. IN the course of a study of slag-control methods, the authors devised a laboratory technique by which the basicity of basic open-hearth furnace slap could be estimated with sufficient accuracy to make the method of possible interest for slag-control purposes. The process consisted of measuring the slight basicity of an extract of the powdered slag in water. The procedure was presented, for the benefit of those who might care to experiment with it, in a paper submitted in the 1944 McKune Award Contest and presented at the 1944 Open-hearth Conference in Pittsburgh.1 Interest expressed at that meeting and favorable operating experience with the method at a neighboring plant, as described in a related paper by Michael Tenenbaum and C. C. Brown,2 have encouraged us to present further details of the development, technique, and pitfalls of the method and some additional data not included in our first report. At the outset it must be admitted that this method of estimation of slag basicity is not perfect; neither is any other that we know of. It is subject to somewhat greater errors than would be desirable, but compares favorably with other techniques in this respect. It has the disadvantage that it places the final determination of slag basicity in the hands of a laboratory technician rather than the furnace operator, although it can be operated in a control laboratory adjacent to the furnaces. It requires close attention to certain details, as do most laboratory procedures. On the favorable side, it eliminates the "human factor" of personal judgment inherent in estimation from pancakes or powdered samples. The procedure can be placed in practice much more rapidly and presents much less of a training problem than visual methods of estimation. The principle and operation of the method are so simple that it would not be surprising if others have experimented with the same or similar procedures, but we are not aware of any prior publication of details. Our own shop has been operating fairly successfully for several years with the aid of slag pancakes. Since the past year or two have not been favorable for the expenditure of time and energy where the need was not urgent, we have not introduced the new practice for actual slag control and hence do not have extensive operating data. In presenting this method, therefore, we make no claims as to theoretical justification nor guarantees as to practical applicability, but offer it as an empirical observation. At the time of the discovery of America the old world had a scant supply of the precious metals. Both the northern and the southern part of the new continent proved wonderfully rich in gold and silver and its treasures were eagerly looted; though the looting has lasted four centuries, the mines of its mountain chains are far from being exhausted. Even the later discoveries in Australasia and eastern Siberia could not rob the Western Hemisphere of its position as the greatest gold and silver producing region of the world, though finally the developments in a narrow and circumscribed area in South Africa wrested from the Americas their supremacy in the production of gold. Nevertheless the history of the two parts of the great western continent has been strikingly different. At first the Spaniards extracted vast treasures of silver from Mexico, Peru, and Bolivia, while Colombia arid some placer deposits in Peru yielded a smaller quantity of gold. A couple of centuries later, a stream of gold began to flow from Brazil, the silver production from the countries mentioned above continuing strong in the meanwhile. Later on, the yield of South America diminished, but to offset this there began a wonderful series of discoveries in North America. The gold fields of California astonished the world; and when the cream of these had been skimmed off there began a no less amazing development of the Central Cordilleran gold and silver districts, which soon made the United States the greatest producer of the precious metals. Aided by ever improving technique, extensive exploration, and a system of railroads, the yield was maintained and increased. Still later followed the discoveries of the gold fields of the arctic region and silenced those who had maintained that the zenith in gold production had passed. The Hog Mountain Mining and Milling Co. controls 1658 acres of land and is the only company operating in the district. The principal mine workings are in sections 10 and 15, T.24N., R.22E. The region has been visited by geologists many times, has been briefly described in several papers,' and mentioned in many others. No detailed map of the mine or vicinity has been published. TILE present economic crisis in bituminous coal is substantially the most insidious, and critical, in the modern history of the industry. The large consumption deficit that has gradually developed (almost unawares), has culminated in a situation that has forced home the urgent necessity for prompt and radical remedial measures, such as the various mergers now in course of negotiation. Conditions today are sufficiently comparable with those in the iron and steel industry, preceding the formation of the United States Steel Corpn., to suggest the possibility of a sweeping super-consolidation, that all but staggers the imagination. The important function of the banker in this, and lesser projects, is too well known to require comment, and it is important that we understand clearly just what these functions are. Certain features in banking practice came up for consideration in connection with a rather exhaustive economic study into the prospective future of the coal industry, upon which I was recently engaged for an Eastern bituminous interest. This survey was made for the purpose of effecting a decision on certain pressing questions of policy, involving considerable capital expenditures, that would be compatible with the flattening out in the curve of production in recent years. An examination of the TRANSACTIONS, and the coal literature generally, failed to disclose any pertinent, and authoritative data, on this subject. This was more or less characteristic of the whole survey, which had involved a large amount of original research, and measures were taken to procure the required information. The following notes have been compiled largely from the data thus collected, supplemented with material, suggestions and criticisms, by several of the larger banking houses active in coal, together with personal memoranda of my own.

INTRODUCTION The process of financing mining projects in developing countries has changed greatly in the past 15 years. New methods of financing, notably the use of syndicated Eurocurrency project loans, have appeared, and direct equity financing by transnational mining corporations has become less significant. These changes are of particular importance to developing countries which have many mineral deposits still awaiting development, or even discovery. If major new mines are to be financed, host governments will need to obtain more sophisticated information than has hitherto been widely available as to the various sources of finance currently available and as to possibilities for innovative approaches to financing, such as the combination of several different kinds of financing in a single package. This paper reviews the major sources of mining finance potentially available to developing countries and highlights those problems in obtaining adequate financing that developing country producers have begun to experience in the last few years and that are likely to persist through the 1980s. Section I surveys the major types of mining finance; section II reviews specific financing problems, including (a) the withdrawal of the transnational corporations from developing countries, (b) inflation and the size of new projects; (c) developing country indebtedness, and (d) competition among projects in different countries. SOURCES OF DEVELOPING COUNTRY MINING CAPITAL1/ There is a wide range of financing mechanisms which are potentially available to developing countries with economically viable mining projects., Moreover, these financing mechanisms have not been fully exploited by developing countries, and more aggressive pursuit of financing by the governments of these countries may well reveal greater possibilities in respect of any particular project than may initially have appeared. However, virtually all the funds available from these sources are available only to projects which meet the standards of viability acceptable to lenders and others in the business community. If a project does not, for example, promise to generate a discounted cash flow rate of return of at least 15 per cent on total funds employed, or if it does not appear likely to generate sufficient cash flow in the early years of production to cover debt service requirements with a comfortable margin in reserve, most of the sources of financing will not be available. Only where a government has its own financial surplus (as in the case, for example, of the industrialization program of the Saudi Arabian government) can it effectively undertake projects which do not satisfy the definition of economic viability that is accepted at any given time by the worldwide financial community. Internal Sources In Developing Countries Internal financing capacity in developing countries is restricted to a relatively small number of countries - typically those large enough to support a well-rounded industrial sector, in which mining is only one of a number of dynamic industries. While there are large mining companies in certain other countries, the ability of such companies to finance new projects (or even, in some cases, to generate the cash necessary to maintain existing levels of production) is highly problematical. Within developing countries, the possible sources of internally-generated mining finance are the following: (1) state-owned enterprises; (2) private capital; (3) the banking system, and in particular those financing agencies that have a special involvement with the mining sector; and (4) direct budgetary appropriations.

The past 15 years have seen rapid advances in the metallurgy of materials for drill machinery and bits, but rock drilling itself continues to be largely an art. Jet piercing, roller bit rotary drilling, and rotary percussion are all promising new techniques, but the percussion rock drill, still used for 90 pct of the blastholes in U. S. hard-rock mining, has under- gone no major modification since pneumatic machines were first used successfully in the 1860's. This singular lack of progress stems directly from ignorance of the nature of impact failure of rock and the fundamentals of rock penetration in general. For nearly three-quarters of a century, mining engineers did not know what went on at the bottom of a drillhole.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal, and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multigaussian (MG) approach relies on a grade multivariate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar, and reasonably accurate, estimates for recoverable reserves.

For perhaps one hundred years scientists have been engaged in attempts at devising a satisfactory method of classification of coal. During this time many charts, tables and graphs have been proposed, some of which have had considerable merit, but no one system has been found to be applicable to all ranks of coal, nor has any one system received general acceptance. In many of the proposals, water eliminated between room temperature and 105" C. has been regarded as extraneous matter and calculations have been made to the air-dry or water-free basis. Such methods of calculation do not lend themselves to satisfactory grouping of the high-moisture coals.1, 2 A consideration not only of the properties of the high-moisture coals and their behavior on drying but of the generally accepted ideas of the coalification process and the role of water in this process indicates that water is an essential constituent of all coals and therefore should not be neglected. For example, in such low-rank coals as the lignites of the Northern Great Plains' deposits the inherent moisture of the lignite as mined plays a very important part in the physical properties thereof. Freshly mined lignite contains upwards of 30 per cent water and is extremely tough and resistant to shock. Upon exposure to the atmosphere, the lump loses part of its moisture and checks and splits, leaving a friable and broken up residue. So far as we have been able to determine, water is the only thing lost in this process and we are forced to the conclusion that moisture plays an extremely important part in the structural properties of the original lignite. With reference to the coalification process, Mack and Hulett3 pointed out in 1917 the important part that water played therein. They observed that water cannot be removed from peat or coal by pressure alone, but only as the result of chemical reaction, and suggested that peat in its early stages may be largely a hydrosol. Slow chemical changes occur over a long period of time until finally the mass becomes more largely a hydrogel. These views are substantiated to some extent by the experi-

THE development of effective and dependable methods for drilling through the so-called "heaving-shale" horizons, particularly in the Gulf Coast area, is believed to comprise a major contribution to drilling technology, and to the task of finding and developing our undiscovered oil pools. Many mechanical remedies have been proposed and are in use in troublesome areas for combating heaving shale. However, in conducting a research program it was concluded that the physical and chemical properties of shales should be investigated, and the effect of added chemicals on such properties determined. As a preliminary step, the effect of chemicals on bentonitic suspensions was determined in accordance with recent contributions in the field of ceramics. The most plausible theoretical explanations for the behavior of the clay minerals involved are offered in the paper that follows. It is hoped that subsequent investigation of actual shale from troublesome wells will be aided by the initial work done on bentonitic suspensions of known composition. INTRODUCTION Formations variously designated as "heaving shale," "sloughing shale" and "caving shale" impede and may even preclude drilling of oil wells, particularly in certain parts of the Gulf Coast. In a previous paper1 it has been stated that the development of effective and dependable methods for drilling through these troublesome beds is believed to comprise a major contribution to drilling technology, and to the task of finding and developing our undiscovered oil pools. Since the attack on the heaving-shale problem by mechanical means was principally a matter of field investigation, it was concluded that a research program should be concerned with the physical and chemical properties of heaving shales, and the effect of added chemicals on such properties. It was realized that a study of shales required an advanced knowledge of the behavior of the individual clay minerals. A thorough review of the literature led the authors to the conclusion that very recent contributions2.3 in the field of ceramics furnished the most plausible theoretical explanations for the behavior of clay minerals. Accordingly, these fundamental ideas will be used in an attempt to explain the behavior of more complex systems whose composition and replaceable ions are known. In order to obtain comparable results it was deemed important to select an easily procurable clay of uniform characteristics. Accordingly, Wyoming bentonite, which is marketed under the name of "Volclay,"* was used for the preliminary investigations. The chemical analysis reported by the distribution is given as follows:

The behaviour during reduction of iron-ore pellets and sinters was investigated. Several methods for the preparation of agglomerates and their reduction were tried. Commercial agglomerates from world-wide sources as well as experimental samples were tested. The effect of coke additions to pellet and sinter plant feeds was given special consideration. An analysis of the test results has helped to explain many of the phenomena associated with the reduction of iron-ore agglomerates such as swelling, loss in strength and wear resistance, changes in porosity, changes in mineralogy and the formation of metallic iron and slag. A double-layer pellet with all of the coke concentrated in the core proved particularly interesting. Although large quantities of coke showed that partially reduced agglomerates containing metallic iron could be produced in the laboratory, the problem of producing reduced pellets and sinters by the existing agglomerating processes still remains.

Coal reserves of the Rocky Mountain area are vast and are more than adequate to meet significantly increasing demands in the immediate future. Practically all of the increase in coal demand for the next decade or so will be in the electric power utility sector. All ranks of coal are available in the area, and from a technological viewpoint, all are suitable for electric power generation. Location of economically recoverable coal deposits, location of generating plants with respect to power demand areas and sources of cooling water, and availability and price of other fuels are the major factors which, individually or in combination, will determine the ultimate selection of Western coal deposits to be developed for electric power generation. The low sulfur content of most western coals and the non-urban location of many power plants should tend to minimize problems of air pollution. If projections for nuclear power prove correct, increases in demand for Rocky Mountain area coals beyond about 1980 will depend primarily on the extent of commercial development of synthetic fuel processes. Current research activities on the conversion of coal to liquid and gaseous fuels are promising. Most western coals range in rank from lignite through high-volatile bituminous coals and are particularly amenable to conversion. Vast reserves of Rocky Mountain coals have long lain dormant primarily because of their remoteness from major market areas. Recently, however, innovations in coal transportation and electric power transmission methods, combined with unprecedented demands for electric power in the West, have resulted in large-scale development of some of these coals. In the past few years, announcements of coal mine openings and transportation plans in the Southwest have been filled with superlatives: The Navajo mine in northwest New Mexico is expected to be the largest mine in the country in the near future. The largest single coal agreement ever made provides for coal shipment from northeast Arizona to Nevada via the largest and longest coal-slurry pipeline ever used. An 1100-mile haul of coking coal from northern New Mexico to California by unit train began last year. It is the purpose of this report to evaluate the coal resources of the Rocky Mountain area, and to project their potential utilization. In projecting energy demand levels on a national basis, the Bureau of Mines has developed some rather complex techniques to cope with uncertainties. Using these same techniques, an estimate has been made of consumption of Mountain area coal in 1980. No attempt was made to estimate coal consumption beyond 1980, but new market potentials are discussed briefly. The present and potential coal-producing fields of the Rocky Mountain area are in six states comprising the Mountain Region - Arizona, Colorado, Montana, New Mexico, Utah, and Wyoming. IN reverberatory smelting, fuel is the chief item of expense, as it commonly is in processes using large percentages of it. Hence the most suitable supply is eagerly sought; that is, the supply which, in the end, yields the greatest net profit. The better grades are not infrequently bought, even at an advanced price, because they are apt to be decidedly more economical. High price, of itself, however, is no merit, for freight is generally the largest part of the cost of fuel, and the nearby supply may yield as high efficiency as that from a greater distance. If a poorer grade is reasonably good, and if its cost is low enough to more than offset the decreased technical efficiency, it is of course the more suitable. Any smelting, operation depends for both efficiency and economy on raising the furnace atmosphere considerably above the "critical" temperature; that is, above the temperature at which smelting is completed. If this temperature is not exceeded, smelting stops, no matter how much coal is burned; and the real value of a fuel depends on the number of degrees that the temperature is continuously kept above this point. For example, if one fuel maintains 2,500° F. and another only 2,100° F., while the "critical" temperature is 2,000° F., the first is worth at least five times as much as the second, although the increase above atmospheric temperature is only one-fifth more in one case than in the other. This "margin of temperature" above the smelting point is much more significant than the total number of heat units developed from the fuel. The case is parallel to that of water flowing from a pipe. The reservoir may contain a billion gallons of water; but, even though the fluid has come to the nozzle, not a drop will run out, where it can be of practical use, unless the level in the reservoir is higher than the nozzle; and the speed and volume of flow depend on how much higher the level is in the reservoir than at this point. If the temperature inn a furnace is not above the critical level there will be no slag to flow over the skimming plate, even though there are enough heat units to bring an unlimited quantity of charge up to the point of slag formation; and just as the value of a water supply for the purpose of putting out a fire depends largely on the effective head, so the difficulties of furnace management

In 1975, the US produced 10 900 tons (12,000 st) of U3O8 from ores whose grade ranged from a low of 0.160% to a high of 0.196% U3O8. By the early 1980's if the current mining projects described here are allowed to go on stream, Australia will be able to produce at least 10 900 tons of U3O8 annually from ores whose grade ranges from a low of 0.150%to a high of 2.300%. As pointed out in the previous article, this initial rate of production could have been reached now-giving an immense boost to the depressed Australian economy. So, let's have a close look at current mining projects.
