"The mission of the U.S. Geological Survey (USGS) National Minerals Information Center (NMIC) is to collect, analyze and disseminate information on the domestic and international supply of and demand for minerals and mineral materials essential to the U.S. economy and national security. Understanding mineral exploration activities and trends assists government policy makers, minerals industry decision makers and research entities in identifying where future sources of mineral supply are likely to be discovered, the amount and type of these resources and factors that may affect exploration and development.This review summarizes significant exploration trends related to active sites and budgets, mineral commodities and regional factors for the years 2001-2015. Data were compiled by specialists in the USGS-NMIC, and reported annually in the USGS-NMIC Minerals Yearbook series and in the May issue of Mining Engineering magazine. External data for these analyses were derived from industry sources, published literature, and SNL Metals & Mining, an offering of S&P Global Market Intelligence (New York, NY).The USGS-NMIC compiled exploration site data for more than 80 mineral commodities, focusing on base metals, diamond and precious metals. More than $138 billion constant U.S. dollars were budgeted by the minerals industry from 2001 through 2015 to explore more than 16,000 mineral deposits globally (SNL Metals & Mining, 2016a). Annual analyses identified where mineral exploration took place by principal commodity target, ranked the magnitude of activity in each region, identified the factors that most affected changes in exploration activity and highlighted developments that led to changes in global supply or increased diversity of supply to the United States. Geographic classifications noted in this report were Africa, Australia, Canada, China, Latin America, Pacific, Russia, United States and Rest of the World."

Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

Measuring dynamic effects on existing structures such as dams and bridges during earthquakes or blasting is frequently done using strong motion detectors. However, a more comprehensive dynamic structural evaluation requires direct measurement of deflection, strain, and pressure changes during dynamic events. Many existing structures have vibrating wire gages already installed that can be used with modifications to the data acquisition systems to provide direct measurement of dynamic displacement, strain, and pressure. The project described in this paper provided the opportunity to demonstrate the feasibility of using vibrating wire technology to measure dynamic effects on existing structures.

Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

"AbstractThe background to the harmonization of geotechnical standards that has taken place in recent years in Europe has been the move to more economic and political integration following World War II that has led to the formation of the European Union. Prior to 2010 the standards used in the European countries for geotechnical design, investigation and testing and for the carrying out geotechnical work, such as the installation of piles, were the different national standards, which were not harmonized. The harmonization of geotechnical standards in Europe started in 1981 with work on a model Eurocode 7 for geotechnical design that led eventually to publication by CEN, the European Committee for Standardization, of the European Standard version of Eurocode 7 in 2004. In parallel with the work on Eurocode 7, a large number of associated harmonized standards have been, and are being, prepared by CEN and by the International Standards Organization (ISO) for geotechnical investigation and testing and for the execution of geotechnical works. Standards published by CEN must be adopted by the CEN member countries and all conflicting standards withdrawn. Hence all the CEN countries have adopted the same the harmonized text of Eurocode 7, but with National Annexes that allow national choice with regard to Design Approach and partial factor values. The adoption of Eurocode 7 and its associated geotechnical standards has removed the barriers to geotechnical activity in Europe due to the presence of different national standards. It has also enhanced the ability of EU firms to compete in the global market.Background to harmonization of geotechnical standards in EuropeThe initial moves towards the harmonization of geotechnical standards in Europe can be related to the economic and political developments that took place in the period immediately following World War II to revive the economies of Western Europe. Europe at that time was divided by a political and, in many places, a physical barrier, known as the Iron Curtain, into two very different and separate zones: communist in the east and non-communist in the west. In 1952 the European Coal and Steel Community (ECSC) was formed, linking 6 countries: Belgium, West Germany, France, Italy, Luxembourg and the Netherlands, and establishing a common market in coal and steel. The ECSC was the first international organization to be established on the basis of supranational principles whereby negotiated power is delegated to an authority by the governments of the member states. In 1957 the ECSC became the European Economic Community (EEC), also known as the Common Market in the English-speaking world, with the aim to bring about economic integration. With the addition of Denmark, Ireland and the UK in 1973 and Greece in 1981, followed by Portugal and Spain in 1986, this led to the formation of the European Union (EU) in 1993. East and West Germany were reunified in 1990, following the fall of the Iron Curtain in 1989. In 1995, Austria, Finland and Sweden joined the EU, and since then the numbers of countries in the EU has increased to 28, many of which are countries that were formerly behind the Iron Curtain."

The zinc recycling is assuming more and more importance. A lot of zinc secondaries and wastes are ready to be collected and converted to zinc metal. The impurities present in these materials and the technical and economical problems that some traditional ways of treating these materials are facing, call for new technologies. The EZINEX Process, a fully hydrometallurgical process industrially proven to convert oxidised zinc bearing materials directly to zinc cathodes, is an innovative process that can deal with any kind of zinc waste/secondaries in a very powerful way. In this paper the highlights of this process will be shown and discussed to demonstrate the robustness of the process and its economic viability.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). "Agnico-Eagle Mines Limited is located at Joutel in North-Western Québec. The mine is about four miles north-west from the town on the left bank of the Harricana River. The present mining is 1,800 feet deep with an extensive geological development below this level.HISTORY The development of the ore body started sometimes in 1967 and then the operation ceased in 1969 and again reopened in 1973 due to higher prices of gold. During these periods of active development, a considerable metallurgical research has been done by different laboratories and research and design companies.The original capacities of the Mill differed as much as 30%. So did the concept of the ore treatment. The original design of the mill was for 200 TPD of ore with straight cyanidation. The problems with low gold extraction, high reagent consumption and poor filtration resulted in a decrease of the expected mill output to an initial 550 TPD with gold recoveries in the order of 40 to 60%.Although the studies and research work done on the ore varied, all of them had a common conclusion: a very fine grind is needed to expose gold. The mining method (sub-level blast hole mining) now provides the ore that differs from that on which the metallurgical test work was conducted and the original capacity calculations had been done.These variations in the concept consequently led to the conclusion that the size of gold is a determining factor for the process.Kilborn Engineering provided the original design with the Leslie Eng¬ineering completing the design. The metallurgical test work has been done by the Department of Energy, Mines & Resources, Lakefield Research of Canada, Kilborn Engineering and Sidam Incorporated.The new flotation section with secondary grinding has been designed and put into operation by the company in December 1975 with the results yet to be evaluated."

Many technology problems must be solved if we are to continue to produce phosphate at our current rate of consumption. The U.S. produces at least 25% of the world's phosphate, 40 million tons of phosphate rock per annum with most of the production coming from Florida. Of particular concern are improved separation efficiency and the ability to treat new dolomitic resources. Phosphate flotation technology needs include: 1. Simplification of the standard flowsheet 2. Improved recovery of coarse phosphate 3. Selective flotation for phosphate recovery from dolomitic resources Preliminary results, including tests on plant feed from Florida show that these objectives may be achieved with a new collector chemistry depending on the specific circumstances. The effectiveness of the new collector chemistry has been demonstrated by the preliminary results from single stage flotation experiments both at the University of Utah laboratories and at Florida Institute of Phosphate Research (FIPR) laboratories. In the best case, from these experiments with low grade (5% P2O5) coarse feed (16x35 mesh), a single stage phosphate recovery of 95 % was achieved with a concentrate grade of 31 % P2O5. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collector. Based on these results it seems that a one step process may be possible for phosphate flotation and a research program is justified for the development of this new flotation strategy.

"This paper examines the impact of the various assumptions that go into an economic evaluation, and shows how these can be combined to show an exciting result that may not really exist. An example of an embellished case (the kind that one frequently sees when projects are being promoted) is developed and the cumulative impact is analyzed to show the actual project underneath. The paper also points out some areas to watch for overly optimistic assumptions such as prices, inflation, and debt. The concept of a “bare bones” base case is proposed (constant metal prices, constant dollars, no inflation, no debt, no interest, on a project basis, after tax) as a common reference point.As well, the discount rate is examined as one of the fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk."

The Bureau of Mines evaluated 191 composites from the central Mesabi Range, Minn., chiefly by reductive roasting and magnetic separation. After reductive roasting and magnetic separation at minus 325 mesh, 28 composites produced concentrates that contained an average of 66.0 percent iron with less than 10 percent silica. Recovery of contained iron was over 90 percent. Natural magnetic material in excess of 5 percent was present in 142 composites. Trial flotation tests were used to evaluate three samples unresponsive to reductive roasting and magnetic separation procedures, and satisfactory concentrates having low silica contents (averaging 6.6 percent) were achieved.

This general report considers what promoters of deep basement projects want from their teams and whether they get it often enough. Most large projects are based on complex financial models where the funding is related to a future income stream. Project delays and cost over-runs can critically affect the financial model. Too often, delays and cost over-runs originate in the substructure and foundations. We must take positive steps to improve our industry's reputation for reliability.

Recent advances in digital cameras and image processing allow photographers to produce excellent high-resolution action shots in low light and high contrast conditions commonly encountered underground. Digital photography is often used for construction and inspection documentation for underground structures. Designers, owners, and contractors benefit from quality photographs that document incremental progress and project milestones. Documentation photos serve as a lasting record of as-built conditions, are an important marketing tool, and help the owner build public support for expensive public works projects. When the project is complete, the only mementos that the participants will hold onto are the photographs.

The technology of percussion drilling is well mastered. The lower cost of percussion drilling allows more holes to be drilled for the same budget. However significant differences are often observed between percussion and diamond drill assay data. This is due to the increased level of contamination associated with the percussion drilling process. Statistical studies on twinned drillholes show that diamond and percussion assays cannot simply be merged in a traditional kriging approach. The question then arises on how to use both types of data to produce reliable resource estimates. To take into account the lower reliability of the percussion assays, a noise characterized by a variance is added to these data. The methodology consists of two steps: 1. Cokriging of the equivalent diamond value at the percussion assay locations. 2. Block kriging using diamond assays and equivalent diamond values, calculated previously, adding to these data a noise, whose variance is the cokriging variance of step 1. This particular way of achieving kriging is called kriging with variance of measurement error. The paper illustrates this innovative methodology with an application on an iron deposit. The results of this method is compared to block kriging using only diamond assays and the gain in precision is quantified. An extension of that approach to multi-element cokriging is also presented.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

Grindability or resistance to fine comminution is the fundamental issue involved in the application and sizing of grinding mills. Over the years, many theories for determining the amount of energy required for size reduction to a specified fineness have been proposed. The first published theory, introduced by P. R. von Rittinger in 1867, stated that the energy required for crushing or grinding is proportional to the increase in surface area produced. The surface area of a ton of particles of diameter (d) is proportional to (1/d), therefore the work input per ton for particles of diameter (d) would be proportional to (1/d). The second significant theory is that of F. Kick published in 1885. Kick said that the work required is proportional to the reduction in volume of the particles concerned. If (f) is the diameter of the feed particles and (p) is the diameter of the product particles, the work input relationship would be: [W =Ioq(f/p) 9] The "Third Theory" of F.C. Bond, introduced in 1951, states that the work required is proportional to the length of the new crack tips produced in particle breakage during crushing or grinding and equals work represented by the product minus that represented by the feed. Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

The choice of ventilation schemes in the Northern Mujsky railway tunnel and definition of the nec-essary quantities of air ensuring regulated radiation conditions in the tunnel system has been accomplished. The influence of natural draught on the stability of tunnel ventilation has been estimated. The design of a portal venti-lation gate allowing minimal influence from natural factors is described. The dependence of pressure loss in the sliding ventilation gates on their spanning value of the vehicle tunnel section has been determined. The selection of parameters for an atmospheric air heating system in winter has been carried out. The operation regimes of air heaters, dependent on the temperature of atmospheric air, have been established.

Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau's Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI's 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today's economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

Several aspects of coal mine safety-ground system operation are studied. Evaluations of two sophisticated ground-wire monitors are presented, along with a detailed report of development work on a modular ground-wire monitor. A portion of the report covers stray current flow in the safety-ground system, analyzing in detail conditions surrounding the generation of both dc and ac ground wire current. Considerable detail is provided concerning studies of mine ground beds. Additional progress is reported in the development of a. continuous ground-bed monitor, and new techniques are developed for the design of ground beds and their resistance measurement. New methods of accurately measuring electrical parameters of finite layered conducting structures are also reported. The effects of stray currents in ground beds is included. Touch-and step-potentials associated with mining equipment are analyzed, and methods are presented for determining earth voltage gradients around structures contacting earth. Instrumentation to determine gradients easily is suggested. Finally, an extensive effort is described dealing with lightning transients on open-pit coal mine ground systems. The nature of the transients, their expected frequency of occurrence, and the ways in which they damage equipment are analyzed in detail.
