Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

Mine safety and quality of life of miner working in underground mines depend to a large extent on mine illumination and communication. The provisioning of reliable, safe, and cost-effective illumination is critical, particularly in underground gassy coal mines. To prevent firedamp explosion by electrical switching operation in coal mining industry requires implementing intrinsically safe illumination circuit. The luminaire design also needs to be certified and installed properly. The current illumination systems installed inside mines require a lot of energy which is obtained from nonrenewable resources. In this work, the design and implementation of solar-powered optical fiber-based illumination are studied and implemented in the Jhanjra underground coal mine, Eastern Coalfield Limited, and a Li-Fi-based communication system for underground coal mines is proposed. Silicate optical fibers of various core diameters and numerical apertures are characterized for illumination applications and their efficiencies are reported. The possibility of achieving optical fiber-based solar, laser, and hybrid illuminations in underground mines is discussed. The design and fabrication of a Fresnel lens-based solar tracker for solar illumination are also presented. The optical fiber-based illumination system is installed in an underground coal mine and the illumination of over 70 lux is achieved at the work plane. Finally, optical fiber-based illumination and simultaneous basic Li-Fi communication are demonstrated and will be beneficial to the underground coal mining industry.

Tungsten is the principal mineral commodity in the Laurel-McGee RARE II area; copper and molybdenum would be recovered as by-products with the tungsten. Indicated and inferred tungsten marginal reserves at the Hard Point Mine (fig. l, no. 10) are 16,000 tons (14,000 t) averaging 1.0 percent tungsten trioxide (W03). The mine is outside the RARE II area, but the geologic structure that it is on extends into the area. Indicated subeconomic zinc, silver, copper, and lead resources at the Lucky Strike Prospect (fig. 1, no. 7) are nearly 6,200 tons (5,600 t) averaging 5.45 percent zinc, 0.5 oz silver per ton (19 g/t), 0.40 percent copper, and 0.32 percent lead. Although tungsten has been produced at the Tiptop Mine (fig. 1, no. 12), resources were not calculated because of the spotty nature of the tungsten mineralization. Additional exploration at the Tiptop and Hard Point Mines could reveal significant resources. The potential for tungsten resources at the Payday Prospect, Tungsten Prospect, and Morhardt Mine is also high. The Pine Creek Mine custom mill, located about 35 mi (56 km) southeast, could process tungsten concentrates from the area. Tungsten production has been recorded from three properties, the Hard Point, Morhardt, ant Tiptop Mines. Output was about 405,000 lb (184,000 kg) of W03, nearly all from the Hard Point.

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

[Executive Director’s note: ISEE is committed to continuing its efforts to ensure that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. In the July/August 2001 issue of the J o u rnal we printed excerpts from “Carbon Monoxide - The Silent Hazard,” an article from the Safety Update, published by Nobel Insurance Services. We also re minded readers of the text from the 17th edition of the ISEE Blasters Handbook in its section on trench blasting as follows: “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underg round and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or N Ox may travel through the strata and find their way into basements of nearby homes or businesses.” While incidents are rare, a number of cases in re c e n t years have resulted from outdoor blasting operations p roducing carbon monoxide gas that has migrated t h rough the earth and accumulated in nearby enclosed spaces. T h e re are steps that a blaster can take to be proactive in preventing incidents. These steps and studies of the occurrence have been expertly presented in several papers presented at ISEE conferences and included in the ISEE Conference Proceedings, available th rough the Blasters Library. In addition, Material Safety Data Sheets provided with explosives used in surf a c e blasting should provide additional information on gases p roduced by detonation. Below, we have reprinted the IME white paper, entitled “Fumes from Blasting Operations.” The paper underscores the unique set of circumstances that combine to contribute to high concentrations of CO measurements in underground, enclosed spaces following the detonation of explosive materials and provides recommendations to blasters

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. "Drilled shafts are being used as foundation support for parabolic solar troughs at the Genesis Solar Project being constructed near Blythe, California. Three types of drilled shaft foundations are required for the project. At project build-out, there will be a total of 23,008 drilled shafts installed at the site. Preliminary designs for the axial and lateral capacity of the drilled piers were based on conventional geotechnical engineering methodologies and soil-structure interaction. The drilled shafts and subsurface conditions were modeled through the use of the computer program LPILE v6.0.Conducting lateral load testing of drilled shafts was considered appropriate to confirm or modify the geotechnical parameters used in the preliminary design. The lateral load testing program was conducted to provide site-specific test data that would allow the design engineers (both geotechnical and structural) to predict the actual performance and adequacy of the proposed drilled shaft foundations and improve the efficiency and hopefully reduce project costs.The lateral load testing was conducted within two solar fields at the site. Three pairs of drilled shaft foundations were installed in each field, instrumented, and laterally loaded to determine load-deflection response. A value-engineered option, proposed by one of the drilled shaft contractors, was also load tested. The results of the load-deflection data obtained in the field was used to modify the soil modeling used in the original L-PILE analyses and adjust the production drilled shaft lengths.Based on the results of the lateral load testing, the in-situ moduli of the subsurface soils were significantly increased over that assumed in the preliminary analyses. Based on the final soil-structure interaction analyses, the preliminary drilled shaft lengths were reduced by 2 to 2-1/2 feet. This resulted in an overall reduction of 55,654 feet of drilled shaft construction on the entire project, a savings of approximately 16.5% over the preliminary"

Fairmount Mineral's Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 381-mm- (15-in.-) diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially available, high-volume/ low-pressure fans combined with a systematic layout of control structures. The recommended redesign was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

ASARC09s continuous tapper for lead blast furnace is described. Its use throughout the company's plants has resulted in higher production rates, lower labor costs, and better working conditions. It has also permitted wide latitude in blast pressures, as well as in charge and slag compositions. The practice of tapping a lead blast furnace has remained essentially unchanged for many years. In principle, it is a batch operation discharging the products from the continuous smelting of lead-bearing materials. As such, it imposes certain restrictions on the proper functioning of the smelting operation. First, it calls for a highly developed sense of timing, and a considerable amount of physical effort on the part of the operator. Dirty and hot working conditions, as well as the hazards of flying metal and slag, usually prevail. These conditions have resulted in higher labor costs, both in rate and in amount. Labor turnover has also been high. Secondly, rigid control of mechanical and metallurgical factors must be maintained. Frequent oxygen lancing of the tap hole is needed to permit tapping, thereby increasing operating costs. Rapid increases in smelting rate, plugged tap holes, or forgetfulness on the part of the operator may permit the molten material to rise above the tuyeies and freeze the furnace. Also, the operator will often blow out the tap hole after draining, filling the area with fume. Composition of charge also vitally affects the tapping. The type of lead-bearing material being smelted will naturally affect the smelting rate, and thus the frequency of tapping. The amounts and types of fluxing materials, which determine the ultimate fluidity of the slag, must be regidly controlled. Finally, the batch tapping of a continuous smelting operation of this type appears to be wrong in principle. The molten material drains into the crucible at the bottom of the furnace where it starts cooling immediately and continues to cool until tapped out. While keeping the lead molten is no particular problem, maintaining a fluid slag at all times is often difficult, and sometimes impossible. These factors all point to the desirability of a method for the continuous tapping of a lead blast furnace. The expected advantages would be more desirable working conditions, lower labor costs, increased production, and a much wider latitude in both blast pressure and charge composition. CONTINUOUS TAPPING Historical. A number of devices, e.g., mechanical tappers, siphons, and lead wells, have been tried in the past in attempting to effect continuous tapping. None proved to be entirely satisfactory for tapping lead and slag simultaneously. It was not until 1955, however, that ASARCO designed and put into operation a successful tapping unit at its East Helena, Mont. lead smelter. This unit is described in detail in U.S. Patent NO. 2,890,951. Continuous Tapping Unit—See Figs. 1 and 2. Fig. 1 is a schematic drawing of the unit in place, showing front and side views. The component parts are identified in the caption. Fig. 2 is an actual photograph, front view, of the tapping unit attached to the base of the blast furnace. Operation. The operation of the tapping unit is quite simple. Essentially it consists of a narrow tapping bay surrounding the furnace tap hole, with a deep notch in the front wall. When the blast furnace is started this notch is open down to the level of the tap hole. Starting the furnace may be accomplished in several ways but the most satisfactory method is to plug the tap hole with clay, permitting metal and slag to build up inside the furnace. Before the liquid reaches the tuyeres, the plug is removed and the furnace is drained to the settler. The blast is then stopped momentarily while the notch in the front wall of the tapping bay is dammed with chrome brick and plastic chrome ore. The blast is again started, and the height of the dam is adjusted so that the liquid in the bay will counterbalance the internal pressure of the furnace. When the desired level is reached the slag and metal will overflow to the settler. It should be noted that the molten material ,is not siphoned from the furnace and that the metal 'acts as a liquid valve controlling the flow of slag through the tap hole. During normal operations the tapping bay is filled primarily with lead, covered with a thin layer of slag. Thus, the heavier lead plays the major role in compensating for variations in furnace pressures. Due to the high specific gravity of lead, changes in the liquid level in the tapping bay will never exceed a few inches. For this reason it is seldom necessary to change the height of the dam due to minor variations in operating conditions. Some turbulence of the liquid in the bay is essential at all times. If you believe that the goal of the space program should be a permanent, manned presence in space, then you believe in space mining. Historically, mining has been an integral part of the frontier. For the space frontier, mining is absolutely necessary. Any large-scale space facility must be built from materials mined in space. The reason is simple: the cost of getting material off the earth overwhelms all other costs. The cost of launching a pound of material from earth into low earth orbit ranges from $5000 to $10,000. Multiply this number by three to get to geostationary orbit. With the added expense of landing on the moon, an object is worth more than its weight in gold. Most space projects are impossible if materials must be hauled out of earth's enormous gravity well. For example, habitats (large structures in free-fall that simulate earth's gravity) and massive solar power satellites will take millions of tons of material to construct. Transportation economics alone dictate space as the source for oxygen, construction materials, and metals, among others. Space mining is not concerned with introducing materials for terrestrial use. The need for materials in space is infinite. The challenge for the mining industry is enormous.

This paper presents the system, the strength of column, the design concept, and the applications with four case histories from the past project as the general aspect of Geo-Column (trade mark of single soil-cement column by SCC Technology, Inc.). In the system, it shows the installation process and drilling/mixing tool with the mixing process. In the design concept, it shows how to design Geo-Column against the vertical and horizontal load. Finally, it shows the applications with four case histories, (1) building mat foundation, (2) isolated foundation on the pedestrian bridge, (3) bridge spread footing and slope erosion control wall in the channel, and (4) cut-off wall and shoring wall in the underpass roadway to the railroad.

As a consequence, technology providers tend to focus on automating repetition and complexity, resulting in software that improves individual productivity while failing to address the interdependency of mining functions. For this reason, technology vendors like Gemcom are following partnership approaches with their clients, engaging corporate and operational stakeholders to better understand mining business objectives. This presentation examines some of the approaches that help foster the development of solutions that leverage the information produced during mine operations to improve downstream process control and tactical decision support.

Africa has a long history of mining and has been one’of the world’s greatest sources of gold and other mineral resources since the days of the Egyptian pharaohs. Mining in Africa has been dominated by South Africa since World War II. However, in the past 10 to 15 years, other African countries are beginning to slowly catch up with South Africa. Ghana, formerly called the “Gold Coast” is located on the West Coast of Africa. Ghana has been involved in mining activities for well over 100 years. Most of the mining activities centered on the mining of gold and were to a large extent limited to underground mining methods. With a more liberal economic policy regarding the exploration and exploitation of Ghana’s mineral resources, mining activities are beginning to evolve to a much larger scale. Drilling and blasting which is an important aspect of this evolution is also changing due to the involvement of foreign-based mining and explosives companies.

For research and test data to serve a useful purpose, it is essential that it be derived from some known standard test procedure that allows for comparative analysis as well as independent replication and verification. Fan performance data provided by manufacturers is not absolute, and is influenced by the geometry of the test installation. For these reasons, fan test standards have been prepared in order to establish a clearly defined test procedure that allows for comparison of different fan designs, and also allows for the independent verification of test data. Internationally recognized Standards such as BS848, ISO5801, and AMCA 210 etc. are highly prescriptive, and precisely specify test duct configurations, measurement procedures, measurement planes and instrumentation to be used. Provided the laboratory tests are conducted strictly in accordance with the relevant Standard, the performance data will accurately reflect fan performance within the appropriate tolerances for efficiency, pressure and flow when tested in the defined configuration. Major differences in performance exist between a fan tested in accordance with a Fan Test Standard, and an identical fan installed in a mine ventilation system. The aerodynamic performance of any fan will be influenced by the quality of the fan manufacture, the flow system within which it is operating, the location of measurement planes, and the system stability. The flow distributions present in a standardized Laboratory test are unlikely to be repeated in mine ventilation systems, and this will also disadvantage fan performance. Unless the fan supplier takes all of these influences into account, there will an inevitable reduction in fan aerodynamic performance, and the end user will experience a shortfall in expected flow through the mine. The effect on fan performance can range from minor inconvenience to catastrophic fan failure resulting in major rectification costs and significant loss of mine production.

As longwall shields are lowered in preparation for advance, dust from the canopy falls directly into the air stream with the potential of becoming entrained. Historical dust sampling data from the early 1980s shows that shield advance contributed an average of 12 percent to the airborne respirable dust levels found on longwalls in the United States. Data from the 1990s indicates that shield dust liberation had increased to an average of 23 percent. Increased longwall production levels over this time resulted in the need to move a larger number of shields during each shift, while an increase in air velocities on the face was also occurring. These factors combine to suggest that greater quantities of shield dust are being entrained into the face air. A series of controlled laboratory tests were conducted in a test stand simulating shield dust entrainment to evaluate changes in airborne respirable dust levels at different air velocities. Significant differences in respirable dust entrainment were observed. The test facility, test methodology, and dust sampling results will be reviewed and discussed
