On Bougainville Island in Papua New Guinea, Bougainville Copper Ltd. (BCL) has successfully applied electronic data processing (EDP) techniques to pit operations and mine planning. Though the EDP program is not complete, BCL has realized significant improvements in short and long range mine planning, and equipment and manpower utilization. About 80% of BCL's 4000 employees are Papua New Guinea nationals, and most have little education or training. The operational characteristics of the computer equipment, however, have been quickly adapted by users with low educational standards.

Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. Blast vibration in the highwall from a cast blast in open pit mines or in the hanging walls from a stope blast in underground mines is a common concern. Vibration in such cases is a typical near-field situation where the distance from a blasthole to a point of interest varies significantly compared to the distance between the blast as a whole and the point of interest. Most existing blast vibration models are designed for far-field vibration using a single seed wave to represent all blastholes within a blast and do not simulate wave shape change over the distance. Using the site parameters from the analysis of signature hole vibrations, the present blast vibration model yields reasonable agreement with field measurements in terms of vibration amplitude and frequency. Case studies show that the model has been used successfully to assist field vibration control.

Recurring movements remotely connected with the Murray fracture zone and the San Andreas fault complex, together with the slow northwestward drift affecting the Baja California peninsula, could progressively have accentuated the tensional situation already connected with the anticlinorium in southern Arizona. From the fragmentary data gathered on the Texas lineament, it appears that a very mild curvature, concave to the northeast, may be present along this belt throughout Arizona. Those localities where the successive changes in direc¬tion of the strands of the lineament belt seem to occur do generally coincide with intersections of both north-northwestern and northeastern breaks. It is along the outward, southern fringe of the belt (at such structural centers like Bisbee, Baboquivari, Ajo) that the greatest impact of regional movements could be expected to have occurred through tangential-torsional stresses. Although it si accepted that the north-northwestern and more particu¬larly the northeastern fractures in Southeast Arizona are propitious to or partially responsible for mineralization, it seems undeniable that the Texas lineament belt must have greatly increased the potentialities for ore throughout the Arizona copper province. While intrusive bodies occur near major intersections, with the Texas lineament belt as a common denominator, it seems, the ore deposits are to be found close to one of the intrusive stocks, varying in distance from contiguity (Bisbee) to one or two miles away (Silver Bell orebodies).

This paper will discuss the design, construction, and performance of the support of excavation on the Dulles East and West Automated People Mover Tunnels and Station projects. The elements of the system included drilled soil nails and rock anchors with reinforced shotcrete to the excavated face. We will discuss the geotechnical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the support of excavation system. In consideration of the conference theme, there will be a discussion of the application of the real-time instrumentation monitoring program. The project team worked to design and install approximately 710,000 square feet of shotcrete and 19,000 soil nails/rock anchors as well as excavate over 720,000 cubic yards of rock materials within 15 months and in such a manner as to minimize the disruption to airport passengers and operations.

There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior copper Company, and the works of C:G. Hussey & Co., in Pittsburgh. This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. This session consists of five papers. Three involved research on the properties of grout materials, specifically ultrafine cements and polyurethane grouts. Two papers present the development of soil grouting technology and monitoring methods. Of great interest are the papers on ultrafine grout penetrability testing focusing on the pressure filtration effects encountered in permeation grouting applications (Ericksson, Stille and Mittag, Savidis). The comparison testing of hydrophilic and hydrophobic polyurethane grouts submitted by Vrignaud, Ballivy, Perret and Fernagu assessed the long-term performance of these materials for repairing saturated cracks in concrete, subject to thermal expansion and contraction. Two very practical papers present the development of soil grouting, where permeation, fracture, replacement, jetting and other grouting techniques are utilized. The papers by Lees with Chuaqui and Warner present experience with ultrafine and other commonly used grout materials. Methods to measure and monitor the injection process and verify production progress are discussed.

Barrier pillars created during mine development provide additional reserves during mine closure and can be the sole access to reserves previously abandoned because of mining height or out of seam dilution limitations. The safe and successful mining of barrier pillars requires a thorough knowledge of the magnitude and distribution of the vertical stress field in addition to the strength and physical properties of the coal, immediate roof, and immediate floor strata. Quantifying the vertical stress field is complicated by the combination of the overburden stress, abutment stresses transferred onto the barrier pillar from adjacent gob areas, and in multiple seam mining, stresses transferred from abandoned subjacent mines. These variables make the extraction and development of barrier pillar reserves a site specific consideration. Three case histories are presented in which barrier pillar development and extraction provides; i) an access point and the means to ventilate a large area of low seam reserves left by a prior operator after developing only the thicker areas of a multiple split reserve, ii) the means to increase total recovery of a deep, thick seam longwall reserve, and iii) opportunities for the development and retreat mining of a two mile long barrier pillar in thick seam reserves.

It is proposed that a waste rock dump be constructed on slopes consisting of soft colluvium and weathered Chim Formation mudstone at the Porgera Gold Mine, in Enga Province, Papua New Guinea (PNG). Geolog- ical, geomorphological and geophysical investigations were conducted in support of geotechnical studies to assess the physical character of the 6km2 site. Geomorphological studies focused on the extent and nature of colluvium cover and landslide activity. Detailed ground traverse mapping resulted in classification and delineation of eight terrains and seven material types. Seismic refraction and resistivity profiling, combined with drilling, provided subsurface data. Results were presented as standard profiles, coloured contoured sections and plans. Subsurface features, including deep colluvial channels, buried cliffs, slump blocks and buried alluvial channels, were identified. Results of the combined investigations allowed designers to model the colluvium/ bedrock surface and identify critical areas of deep, mobile colluvium and weak bedrock. A design approach was developed which accounted for the morphology of landslide systems and distribution of colluvium types.

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

Mr. Natta graduated in 1973 from Colorado School of Mines with a B.S. in Metalurgical Engineering and a M.S. in Mineral Economics. Since 1974, he has been employed by Utah International having spent 5 years in San Francisco as Senior Market Analyst. In this capacity he was responsible for market development efforts for Utah's U. S. coal reserves. Recently, he was transferred to Craig, Colorado, as Administrative Manager of Utah's Trapper Mine. In this position, he is responsible for purchasing, warehousing, accounting and sales contract administration. The second speaker was Brucks Mitchell, President, Human Resources Management, Inc. Richardson, Texas. Subject-"Making Unions Unnecessary in the Coal Industry." Mr. Mitchell has a B.A. degree in English-Oklahoma State University. M.B.A. degree in Organizational Behavior-Southern Methodist University. Ph.D Candidate - Organizational Behavior - North Texas State University. Mr. Mitchell formed an Association of Consultants to perform assignments in Industrial Psychology and Human Resources Management. Particular emphasis has been to establish policies and procedures to make labor unions unnecessary. He has been consultant to various industrial and municipal organizations.

The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

MR. Woo's succinct description of the mining and smelting of silver-lead in Mongolia, with the roasting-and-reduction process and cupellation, has much interest as a picture of methods that not only may have been in use, as he suggests, a thousand years ago, long before the existence of mining schools or chemical laboratories, but probably vary little, if at all, from the practice of prehistoric times, when King Priam's handsome silver vases, cups and bowls were formed. For it is highly improbable that such large objects were made from comparatively rare native silver, and the metal must have been smelted from ore, and most likely in great part from galena,, with cupellation of the lead. Dr. W. A. P. Martin, in his excellent book on the Lore of Cathay, points out that Chinese alchemy is over 2000 years old, antedating the European by at least six centuries; and he infers that the Chinese skill in metallurgy and many branches of practical chemistry owes its origin to " those early devotees of the experimental philosophy who passed their lives among the fumes of the alembic." Those alchemists, however, may have more likely derived some of their leading ideas from the mys terious, and at that time wholly unexplainable results observed in already very ancient metallurgical processes; in which, for example, certain stones were transmuted, as it were, into metals widely divergent in character from their ores, and even silver and gold were obtained from the most unlikely-looking mate rials. It is therefore, in any case, not improbable that the Chinese may have preceded western nations in the discovery of metallurgical methods. At all events, it is now evident that the Japanese acquired these arts from China, the former source of all their higher civilization. [The purpose of the study is to investigate cases of subsidence over abandoned mined-out areas of the Pittsburgh Coal identified from published and unpublished sources and to determine through a consideration of the geology, topography, climate, mining activity, and evidence at ground surface, what mechanisms control subsidence .and under what circumstances it takes place. The study wan performed it two phases, the first to identify all documented incidents of subsidence in mined-out areas of the Pittsburgh coal Region; and the second, to study a particular portion of the region in detail, collecting pertinent data relative to the sites within, characterizing roil the nature of the subsidence and its economic consequences, and determining the applicability of the findings to other areas whore similar problems with the collapse of abandoned miner have been encountered.]

Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

The recent evolution of the piling market clearly shows a growing demand for screw piles with soil displacement. The recently developed Omega Screw pile ful-fill these new expectations, combining the advantages of vibration-free systems and the behaviour of a displacement pile. The paper describes recent experience and new applications with this very promissing pile. Full-scale load tests were carried out in different countries as U.K. or Sweden. A very attractive and innovative piled embankment is also described, using geogrids in order to transfer the loads from the superstructure to non-reinforced Omega-piles.

These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

COAL'S importance in the metallurgy of zinc may be gauged by the fact that approximately a million and a half tons is so employed annually in the United States. This brief paper will show in what way the various steps in the treatment of zinc ores utilize this fuel, either in its primary form or as coke or gas, and to what extent. The first step in zinc metallurgy that requires the use of fuel is roasting the sulphide ore, which is the type of ore in which zinc commonly occurs. Since the roasting is nearly or completely autogenous, however, this use of fuel is too minor to warrant further attention. Concentration of zinc ores is usually carried out by conventional milling methods, but a pyrometallurgical method, the Waelz process, is used to concentrate certain low-grade ores, and to recover the zinc content of certain residues in concentrate form.
