"The Key Lake uranium mill is located in Northern Saskatchewan. It treats a high grade, complex uranium and metal sulphide ore. The plant and process are in many respects unique, because commercial treatment of this type of uranium ore had never been done before. The process and engineering design was based on extensive laboratory test results. A pilot plant testing stage was omitted because of confidence in the test results and time constraints to bring the plant into production.The bench scale testwork on exploration drill core samples along with preparation of the feasibility study and environmental impact statement were carried out between 1976 and 1979. The contract for detailed engineering was awarded to Wright Engineers of Vancouver in late 1980 and in August of 1981 following a public inquiry, approval to proceed with construction was granted.Construction began immediately, and during the winter the foundations for many of the plant buildings were poured and by the beginning of the following winter the buildings had been erected and installation of equipment began. Despite a six month construction worker strike in 1982, the crushing plant started up in June of 1983 and ore processing commenced in October of that year, approximately 3 months behind the original schedule.This paper describes the mill design and compares the expected performance, with the operating experience. Emphasis is directed towards flowsheet and equipment changes made since start-up, operational difficulties encountered and further improvements envisaged. The use of the Scanning Electron Microscope to characterize Coal Mine Dust has been possible because of two circumstances. First, the imaging process of the SEM allows multiple signals (secondary electrons, back scattered electrons, x-ray emission, etc.) to be viewed. Second, the use of a computer to analyze the signals and perform statistical tests on the results. The parameters described are size, shape, chemical composition, mass distributions, and particle thickness. Although the system is intended for particular systems, those of agglomerates (whether tile same or not) are handled by special aspects of the computer programs. The work on fibers is not completed at the time of this report. This work discusses the hardware (developed especially for this process) and software (both on an IBM 360/370 and a PDP 11/20). The latter system allows direct interaction between the operator of the SEM and computer for maximum information at the least time.

"Online elemental analysis is the basis of optimal flotation control in mineral concentrator plants. Traditionally XRF analyzers have been used as the online analysis method. However, online XRF analyzers struggle to measure elements below calcium in atomic number (Z=20). For many processes lighter element assays would be beneficial to improve control of grade and recovery. Processes where elements below Ca are required include P, Mg and Si in phosphate concentrators, Si, Mg and Al in iron concentrators, and S and C in gold concentrators. Laser-Induced Breakdown Spectroscopy (LIBS) based elemental analysis can readily be applied to these processes. LIBS is based on generating plasma in the slurry sample by a high energy laser and analysis of the plasma by optical emission spectroscopy. Capabilities of a new Courier® 8 analyzer based in LIBS technology are demonstrated for elemental analysis starting from lithium (Z=3). Results of a plant installation in a sulfide gold concentrator provide a good agreement with the analyzer and laboratory assays.IntroductionEffective process control can be regarded as one of the fastest paying investments for a mineral processing plant. Process optimization in flotation circuits requires constant feedback of the process state. If only manual laboratory samples are available, this optimization becomes difficult due to the long delay between taking the sample and acquiring the laboratory result. If the element grades are available in online basis, the operator or automatic process control system can make corrective actions in real time.Online X-Ray Fluorescence (XRF) analyzers have been in use at concentrators for decades. The XRF analyzers can provide a fast, accurate and precise analysis from slurry streams. However, the drawback of XRF analyzers is their lack of capability to measure elements below Ca (Z=20) in atomic number. The low energy X-rays of the low atomic number elements get absorbed by water in the sample, protective window of the analyzer, or air between the sample and spectrometer."

Introduction In situ leaching (ISL) is an alternative method of mining uranium from deposits that are low-grade, deeplying, and water-saturated. ISL recovers uranium by transporting fluids through rock rather than by moving rock, a concept the Chinese developed over 2000 years ago for water production. This technique eventually evolved into production systems for oil, gas, sulfur, and salt. More recently, in situ methods have been developed to produce shale oil, gasified coal, geothermal energy, uranium, and copper. ISL uranium operations began in the early 1960s with Sabine Production Co. in south Texas. About the same time, Utah Construction and Mining Co. (Anderson and Richie, 1968) started similar operations in Wyoming's Shirley Basin. During the 1970s, six commercial operations were started in south Texas, (USBM, 1978) and a number of pilot operations were in various stages of development in Colorado, Wyoming, and New Mexico. This paper reviews some of the technical and economic aspects of the ISL process and briefly discusses key subsurface engineering functions as¬sociated with well pattern design and operation. While flow characteristics of a deposit are of prime importance, the following information is also needed: Depth, ore grade, total contained metal, ore thickness, flow conductivity (permeability), void space in rock (porosity), mineral type and distribution, natural groundwater flow, and structural features. Solvent selection, which is important to the economic success of the operation, takes these factors into account: Composition, rate of metal solubilization, interaction with gangue minerals, impact on rock permeability, impact on materials of construction, trace metal solubilization, cost, availability, and handling problems. Overview of ISL An ISL operation consists of these functions (Fig. 1): 1. Chemicals to dissolve and maintain uranium in solution are prepared at the surface extraction facility. 2. A set of injection wells forces the solvent into rock pores of fractures using pressure in excess of the deposit's hydrostatic pressure. 3. Solvent travels through the rock and reacts with uranium minerals to dissolve them. The solvent usually consists of an oxidant and a complexing agent in an acidic or alkaline medium. 4. A set of production wells creates a low-pressure sump where metal-enriched solution is collected for transport to the surface. 5. The enriched solution is processed to recover uranium and to separate the leaching solution for recycling through the system. The economic performance of an in situ operation may be estimated by integrating these related factors: (1) the flow rate of solution processed through the system, (2) rates of fluid injection and production from wells, (3) the rate of mineral solubilization in the liquid phase, and (4) the volume of rock swept by the fluid. As these factors reveal, ISL involves the technical disciplines of petroleum engineering, ore deposit geology, and hydrometallurgical processing. Wellfield Design Just as mineral engineers use drillhole information to plan a conventional mine, in situ engineers use similar information to design a well field. During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

Gob gas ventholes (GGV) are used to control methane inflows into a longwall operation by capturing it within the overlying fractured strata before it enters the work environment. Thus, it is important to understand the effects of various factors, such as drilling parameters, location of borehole, applied vacuum by exhausters and mining/panel parameters in order to be able to evaluate the performance of GGVs and to predict their effectiveness in controlling methane emissions. However, a practical model for this purpose currently does not exist. In this paper, we analyzed the total gas flow rates and methane percentages from 10 GGVs located on three adjacent panels operated in Pittsburgh coalbed in Southwestern Pennsylvania section of Northern Appalachian basin. The ventholes were drilled from different surface elevations and were located at varying distances from the start-up ends of the panels and from the tailgate entries. Exhauster pressures, casing diameters, location of longwall face and mining rates and production data were also recorded. These data were incorporated into a multilayer-perceptron (MLP) type artificial neural network (ANN) to model venthole production. The results showed that the two-hidden layer model predicted total production and the methane content of the GGVs with more than 90% accuracy. The ANN model was further used to conduct sensitivity analyses about the mean of the input variables to determine the effect of each input variable on the predicted production performance of GGVs.

This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines, An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

On November 15, 1972, the Bautsch mine, a lead-zinc mine in Paleozoic dolomites, experienced a massive rock failure involving 3 to 5 million tons. Because this failure was large and extended to the surface, it was included in the Federal Bureau of Mines investigations on "Massive Rock Failures." Analysis of the rock mechanics and mode of failure revealed that failure at the Bautsch mine was the result of the interrelationship of many factors. Factors related to the failure were found to be external and internal to the mining environment. Unlike internal factors, external factors were not apparent and, therefore, many external factors were investigated; some of which are not normally considered in rock mechanics analyses. External and internal factors determined to be of significant importance were: (1) precipitation, (2) fractures, (3) plastic clay layer, (4) topography, (5) rock alteration, (6) bedding, and (7) mining zone dimensions. Because of the conditions at the mine, failure could have been predicted without extensive instrumentation. Application of basic geologic and engineering principles to the internal and external factors could have predicted failure. Alternately, failure would, in all probability, have been delayed by years if, after 1962, mining had been curtailed in the area of failure.

A survey of 120 recent NI 43-101 technical reports was conducted to evaluate the current state of practice regarding resource classification techniques. The most common classification techniques are based on search neighbourhoods (50% of recent reports), drill-hole spacing (30% of recent reports), and/or kriging variance (6% of recent reports). Two new techniques are proposed. The first is based on kriging variance and involves removing one or more drill-holes with the highest weights while performing kriging and using the resultant kriging variance for classification. This technique has the advantages of variance-based techniques and reduces artifacts. The second technique is based on conditional simulation and uses a moving window approach for classification at the desired selective mining unit resolution based on larger production volume criteria. This technique has the advantage of accounting for heteroscedasticity, which is a common characteristic in mineral deposits, and also reduces artifacts since a production volume scale is considered for the actual classification. The drill-hole spacing, search neighborhood, kriging variance, and simulation-based techniques are described and compared for 2D and 3D examples with regular and irregular drilling patterns to highlight the advantages and disadvantages of each method.

"The Dumont deposit is a large (1,179 Mt proven and probable reserve) low grade (0.27% nickel), nickel sulphide project located in the Abitibi region 25km west of Amos, Quebec. Royal Nickel Corporation acquired the project in 2007 and has since taken the project from a scoping study in 2010 through to completing the feasibility study in July 2013.The Dumont deposit in a nickel deposit with the recoverable nickel contained in three minerals; pentlandite, haezlewoodite and awaruite. The minerals are recovered by a combination of flotation and magnetic separation. Over the course of the studies many flowsheet design decisions and changes were made. This paper outlines an overview of the project, flowsheet design including the comminution circuit, desliming and awaruite recovery. The overall resulting flowsheet that was used for the feasibility study is then presented along with the confirmatory locked cycle testing that showed the feasibility design basis was able to produce the predicted concentrate grade and recovery.IntroductionRoyal Nickel Corporation (RNC) is a mineral resource company headquartered in Toronto, Canada, primarily focused on the exploration, evaluation, development and acquisition of base metal and platinum group metal properties. RNC's principal asset is the Dumont Nickel project (Dumont project) located in the established Abitibi mining camp, 25 km northwest of Amos, Quebec. RNC acquired a 100% interest in the Dumont property in 2007. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are developing a coal pillar rib rating (CPRR) technique to measure the integrity of coal ribs. The CPRR characterizes the rib composition and evaluates its impact on the inherent stability of the coal ribs. The CPRR utilizes four parameters: rib homogeneity, bedding condition, face cleat orientation with respect to entry direction, and rib height. All these parameters are measurable in the field. A rib data collecting procedure and a simple sheet to calculate the CPRR were developed.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

The construction of the La Joya hydropower plant (Costa Rica) was awarded by the Spanish power company, Union Fenosa, to the Italian Joint Venture formed by the companies SELI SpA and Ghella SpA. The project, located in a mountainous region of central Costa Rica, includes a 7.9-km-long head race tunnel having an excavation diameter of 6.18 m. A double-shielded TBM was selected to perform the tunnel excavation, which involved mainly volcanic rocks in variable but generally very weak conditions. The tunnel crossed long and continuous sections in completely weathered rock masses with no residual cohesion and with high water inflows. The paper describes and analyzes: The special methods adopted to overcome these sections with the TBM includ-ing face stabilization by chemical grout and foams as well small by-pass tunnels in the crown combined with TBM advance/support The grouting design and the grouting method that was implemented to meet the waterproof design specifications and restore the original groundwater level in the mountain The additional geological investigations performed to improve the knowledge of the rock mass in front of the TBM and the outcomes of these investigations The performance of the TBM in different ground conditions and on average along the entire tunnel Finally, the author’s comment about the possibility of implementing and improving the technologies experimented with in this project in future similar applications.

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.
