Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

The Roa Opencast Coal Mine is situated at the north-eastern end of the Greymouth Coalfield. It lies on an eastern flank of the Paparoa Range, 16 km north-east of the town of Greymouth on the West Coast of the South Island. Road access is via a sealed road from Blackball to Roa, then by a 5.3 km all weather, gravel road, which gains 340 m in elevation from 190 m RL at Roa to a maximum height of 530 m near the opencast.

"Zn-Pb sulfide mineralization at Abbeytown mine and Twigspark quarry comprise the only known car¬bonate-hosted base metal sulfide deposits in the Sligo syncline, northwest Ireland. Limestone sedimentation occurred uniformly throughout the region during the Early Carboniferous (Mississippian) as observed by field relationships and lithofacies; however, petrographic and stable isotope evidence indicate that host-rock dolomitization occurred under different conditions at localities to the west and east of the Ox Mountains inlier, suggesting significant uplift and geologic isolation of these areas prior to dolomitization. Localized fluid flow systems are thought to be responsible for sulfide mineralization and associated epigenetic carbonate cements. West of the Ox Mountains inlier at Abbeytown, evidence of three geochemically distinct fluids are observed: (1) a lower-temperature, lower-salinity fluid (70°-130-°C, 4-9 wt.% equiv. NaCl); (2) a lower-temperature, higher-salinity fluid (70°-140°C, 15-24 wt.% equiv. NaCl); and (3) a higher-temperature, moderate-salinity fluid (165°-220°C, 8-14 wt.% equiv. NaCl). Similar fluid types were observed at the Twigspark deposit. The source of the higher-salinity fluid is likely seawater evaporated to near the point of halite precipitation. The higher-temperature fluid is thought to have been derived from deep circulation of basinal brines. It is speculated that mixing of the higher-salinity fluid with the high-temperature fluid was vital for ore formation at Abbeytown because fluid inclusions in sphalerite have homogenization temperatures and salinity values that fall along a mixing trajectory of these end member fluids. Also, areas where the high-salinity end member fluid is absent are barren of sulfides. Less complex fluid systems are indicated for sites east of the Ox Mountains inlier where no sulfide mineralization was observed. Data from base metal sulfide prospects in northwest Ireland indicate no connection with the regionally extensive flow system thought to be responsible for Zn-Pb deposits throughout the Irish Midlands.Les minéralisations en sulfures de Zn-Pb de la mine Abbeytown et de la carrière Twigspark sont les seules gîtes de métaux usuels à encaissant carbonaté connus dans le synclinal de Sligo, au nord-ouest de l’Irlande. The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

Interest in the tantalum-niobium minerals has been greatly stimulated in Western Australia by the fact that these rare minerals occur at numerous localities in that State, and in the adjoining parts of the Northern Territory, sometimes in mineable concentrations, as at Wodgina and Greenbushes. A large proportion of the world's tantalum comes from these deposits. The late Dr. E. S. Simpson, in particular, made an extensive study of the chemistry and mineralogy of these minerals, and the following observations are based upon the examination of specimens which he and Mr. H. Bawley, Government Mineralogist of Western Australia, have submitted to me for examination from time to time. The fact that so many of the specimens have been analysed provides a unique opportunity for the interpretation of the phenomena observed in the polished sections.TANTALITE-COLUMBITE SERIESIt has long been considered, on the basis of crystallographic form, chemical analyses, and specific gravity measurements, that ferrotantalite (FeO. Taz05), manganotantalite (MnO. Taz05)' ferrocolumbite (FeO. Nbz0 5), and manganocolumbite (MnO. Nbz0 5 ) form a complete isomorphous solid solution series (Simpson, 1937) and this is confirmed by study of polished sections of these minerals, Pehrman (1929) examined a series of five analysed specimens with Nbz0 5 contents as follows:-

Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

ALTHOUGH MANYSTUDIES HAVE SHOWN an association between operating heavy construction equipment and symptoms of musculoskeletal disorders (MSDs), little research has been performed that systematically characterizes the exposure of operating engineers to ergonomic hazards. This study evaluated: 1) vibration at the seat/operator interface;2) transmissibility of vibration in the Z-axis; 3) psychophysical ratings of vibration level and vibration discomfort; and 4) postural requirements of the job. Results indicate that the digging operation had higher levels of total weighted acceleration than high- or low-idling conditions. Transmissibility data showed that the seat amplified vibration, particularly in the lower frequencies. Seats demonstrated that they may not be sufficient in protecting operators from long-term effects of vibration exposure. High positive correlation was found among subjective ratings (vibration discomfort and vibration level), but moderate positive correlation was found between subjective ratings and quantitative vibration levels. Postural evaluations revealed that the operators were required to assume awkward postures of the neck, shoulder and trunk while performing their jobs. Work-related injuries and illnesses pose a continuing threat to the health and well-being of American workers. The construction industry has been historically recognized as having higher rates of fatality, injury and illness than other industries (McVittie285+; BLS). In 1994, an estimated 218,800 lost-work-day injuries were reported in the construction industry (BLS). Construction also had the second-highest incidence rate for sprains and strains. Although the industry has made progress since then, injuries and illnesses, including MSDs, continue to because for concern.

"Owing to the corrosiveness of the untreated brackish cooling water typically used for steel mills (and other environments), it is important to treat the water and monitor corrosion in such systems. Generally, corrosion rates are monitored with corrosion probes inserted into a pipeline or vessel. This has been standard practice for many years, and is widely accepted in industry. Typically, two kinds of probes are used - electrical resistance and linear polarization resistance (LPR) probes.In this study, the effectiveness and accuracy of the LPR technique was evaluated by comparing the electrochemical measurements with the results of mass loss tests using corrosion coupons. The corrosivity of the environment, a synthetic brackish water, was varied by varying the calcium hardness and alkalinity, and to simulate actual plant conditions temperatures of 35°C and 45°C were used. In addition to the corrosion rate measurements, the iron concentration was measured, as well as the imbalance from the probe.The corrosion rates obtained by LPR were from 57% lower to 385%higher than those from the immersion tests. Most probe measurements were higher than the immersion results, and 50% of the probe results were50% or more higher than the immersion results. The best correspondence between the two methods was obtained at low calcium levels, except for one measurement that was 93% higher than the coupon results. There was no clear correlation between parameters such as temperature and total alkalinity and the difference between the results. It would therefore appear that LPR measurements can differ significantly from immersion results, and LPR results should therefore be used with caution in industrial applications."

This paper discusses the progress of the Deep Mill Level Zone (DMLZ) mine from the pre-feasibility study completed in 2005, through commencement of development access in 2008, completion of the feasibility in 2010 and cave initiation in late 2015. This fourth lift of caving in the East Ertsberg Skarn System (EESS) is located 500 m below the currently producing Deep Ore Zone (DOZ) mine and represents approximately half a billion tonnes of ore and around 1900 planned drawpoints, scheduled to be mined at a peak of 80 000 t/d.The paper reviews the mine design, access requirements, planned footprint sequence and major fixed facility installations such as ventilation, oreflow and shops. A discussion of the preproduction development and construction activities and some of the critical technical challenges overcome during this time frame are addressed, as well as the cave initiation process undertaken in late 2015 and the ramp-up of production and progression of caving.CITATION:Casten, T, Priatna, A and Rumbino, H, 2016. Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

Megascopic and microscopic studies of cleats and mining induced cleavage in Ihe first workings at Leichhardt Colliery reveal the presence of four distinct fracture sets. Microscopic studies confirm underground observations of the fracture sets.The most likely order of formation of the fractures is (i) "butt" cleats (ii) facc cleats (iii) shallow dipping faults (iv) mining induced cleavage. Three fracture sets apparently formed by tensiIe failure. Microscopy shows that the mining induced cleavage surfaces have preferred starting or lerminating points at the extremity of a "butt" cleat and a vitrite-dull coal band boundary. It is postulated that the induced cleavage begins at 'butt' cleats which behave as Griffith flaws under high compression around Leichhardt Colliery faces. Instantaneous outbursts of coal and gas are associated with only those workings which are affected by mining induced cleavage and occur at or adjacent to working faces.

It was three years ago when the “storm of the century” had taken a firm grip over the Pacific West Coast and inland areas. At the Big Sky ski resort in Montana on Christmas morning two ski patrollers set out to perform an explosives “hand charge” avalanche control mission that would see only one return. It has been difficult to determine exactly what happened. Investigators do know that there were three separate and consecutive attempts to light a safety fuse, when it had apparently been burning since the first attempt. Time ran out after the third attempt. Although this accident has had a profound impact on North American avalanche control programs, I am sure it pales in contrast to the shock and grief experienced by family members who lost a loved one.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

Long-hole directional drilling for in-seam exploration was introduced to New Zealand at Huntly West Mine in 1989. Following the success of this initial drilling program the Coal Corporation of New Zealand (CoaICorp) purchased its own drilling equipment and proceeded to adopt the technique with in-housetraining. From July 1991 to September 1992 a total of 15 455 metres was drilled at Huntly West Mine. During this period several modifications were made to the drilling technology to suit the ground conditions. The resulting interpretations of the drill information enabled reliable seam definition to be incorporated in mine planning. Since January 1993, the technique has been transferred to the Huntly East Mine to assist with seam definition for the planned development westwards under the Waikato River. The benefits of this drilling technique to coal mine planning are now well documented in Australia and New Zealand as well as other overseas countries. The possibilities of adapting the long-hole drilling technique to hard rock applications has been illustrated recently with successful cross-measure drilling at Huntly East Mine.

THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes. Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. "Over the last 15 years, there has been a number of plant scale sulfide mineral flotation tests organized by this author specifically aimed at understanding how flotation rate varies with reagent type and dosage. With regard to the Interaction of collector dosage, particle size, and frother type, the eight specific trends listed in the paper (Illustrated with data from two specific case studies) are qualitatively the same for almost all plants studied in some depth. The Interaction of flotation rate K and equilibrium (Infinite time) recovery R in the plant has been denoted as the R/K trade-off. The effect of collector dosage on the rate of flotation of specific particle size intervals is particularly interesting and once understood, is quite useful In understanding how industrial flotation plants respond to changing reagent type and dosage. The location and magnitude of the R/K trade-off can be different for various ores and various plant configurations, but the RIK trade-off is almost always present. The purpose of this paper is to clearly describe and illustrate the nature of this very Important flotation system Interaction so that operating engineers have a starting reference point for beginning successful plant Improvement studiesIntroductionIt is well recognized by industrial froth flotation plant operators that improving existing sulfide circuit performance is often difficult due to the self-compensating systems nature of the froth flotation system, e.g. Klimpel (1988, 1989, 1995). Extensive plant testing with existing and new reagents by this author throughout the world has clearly shown that one of the more important self-compensating mechanisms is the Interaction between collector dosage, frother type, and particle size. The term self-compensation in flotation simply means that as the plant operator consistently changes one parameter in the same direction, the nature of the froth flotation system Is such that the circuit will eventually begin to resist this controlled parameter change by automatic (uncontrolled) changes In other parameters and the overall circuit performance will go through a maximum or minimum (hence causing the operator to stop the parameter change)."
