The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

A thermal neutron irradiation technique using a mCf neutron source has been developed and applied to thp.simultaneous determination of iron and aluminium (expressed as AI2O3) in iron ore fines (-6 mm particle size) on a moving rubber conveyor belt.While the determination of iron with this technique is based on the use of a NaI(TI) detector to monitor the characteristic prompt gamma rays (7.64 MeV) emitted by thermal neutron capture reactions in the iron, the etermination of AI2O3 is based on the use of a second Nal(Tl) detector to monitor the characteristic gamma rays (1.78 MeV) emitted after thermal neutron activation of the aluminium. The second detector is located downstream from the first. Although the speed of the conveyor belt has no direct effect on the iron measurements, it must not exceed about 3 m/min if good accuracy is required for the AI2O3 measurements. Consequently an auxiliary conveyor belt is required in order to avoid interference with normal ore processing.Dynamic trials of the technique, using 1500 kg samples of ore on a 460 mm-wide rubber conveyor belt moving at 1.7 m/min, have demonstrated that the method can achieve accuracies of 0.7% Fe and 0.1% AI2O3. At the present stage of development, it is recommended that lump ore be crushed to a particle size of 6 mm before analysis.In addition to iron and AI2O3 determinations, measurements of total moisture content and bulk density are possible. The determination of Si02 is also feasible, but a separate fast neutron source (e.g., Am-Be) and a separate gamma ray detector are required.

Stillwater Mining Co. (SMC) is engaged in developing, extracting, processing and refining palladium, platinum and associated metals (PGM)from the J-M Reef. This geological formation is located in Stillwater, Sweet Grass and Park counties in southern Montana. Associated byproduct metals include rhodium, gold, silver, nickel and copper. SMC’s current mining operations are near Nye, MT. The company is currently developing a second underground palladium and platinum mine, the East Boulder project, about 21 km (13 miles) west of the Nye operations. A 5,650-m (18,550-ft) tunnel is required to gain access to the ore-bearing horizon (J-M Reef).

The basic objectives of mine roadways are to provide sufficient cross sections in order to meet the needs of accommodation of equipment, transport, personnel travel and ventilation. However, many roadways become damaged to the extent of needing maintenance, generally dinting, and in some cases requiring re-ripping. The damaging of a roadway is a result of several factors including geological properties of surrounding strata, method of roadway formation, type and spacing of support and so on. Among these factors, strata conditions play an important effect on the stability of roadway. Weak rocks cause excessive roadway closures and water softens some rocks and promotes the closure problem. In this paper, a scientific discussion on the effect of water on the stability of roadways is given on the basis of results obtained by means of in-situ investigation and laboratory rock tests.

"The McClean Lake operation is located in the Eastern Shore of the Athabasca Basin in northern Saskatchewan some 700-air kilometers north of Saskatoon. It is operated by Cogema Resources Inc., the major share holder of the joint venture consisting of Cogema Resources Inc., Denison Mines Limited and OURD, a consortium of Japanese utilities.The JEB mill is the first uranium mill to be constructed and licensed in North America within the last 15 years. The mill uses conventional uranium unit process but employs innovative techniques unique to the JEB mill.This paper presents brief descriptions of the various unit processes, the innovations and the commissioning strategies developed to achieve the designed production capacity in the shortest possible time.INTRODUCTIONThe McClean Lake ore body was discovered in 1979, followed by the discovery of the JEB ore body in 1982. From 1985 to 1990, a cluster of deposits named Sue A, Sue B and Sue C were discovered. Environmental Impact Assessment (EIS) of the McClean Lake project began in 1990 under a joint federal-provincial process. Following the public hearings in 1993, the governments gave approval to proceed with the construction of the project, subject to fulfilling licensing requirements.The McClean Lake ores are located in the uranium-rich geological region of Saskatchewan known as the Athabasca Basin, 700 air kilometers north of Saskatoon. The JEB mill is located near the mined out JEB open pit that is now used as the tailing depository.The approved mill has a production capacity of 6,000,000 pounds of U3O8 annually and is capable and licensed to process JEB, Sue A, Sue B, Sue C, McClean Lake, and Midwest Lake deposits. Although the EIS has been approved, Mining of the Midwest Lake deposit has not been approved at this time."

The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

An account is given of experimental apparatus for generating a short duration high velocity water jet and the effect of its impingement on various rock samples under air or water cover. The penetration was found to be highly dependent upon the rock structure; in general material with closely interlocking grains was resistant.The damage sustained by a stationary sample held close to the jet did not vary greatly whether the sample was in air or confined under a water layer; but when the sample was translated under the jet there was a marked increase in the damage sustained.Some consideration was given to the possible practical application of a water jet for deep hole drilling and an estimate made of the power requirements and transmission losses for such a system.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Comminution within rod mills has been investigated by use of a matrix analysis of breakage processes. A parameter, the number of breakage stages, has been introduced and comminution within all rod mills has been expressed in terms of the number of grinding stages and a function which describes the feed rate, mill diameter, and mill speed. The effect of variation in feed rate, feed sizing analysis and mill speed on the number of breakage stages is discussed, but no general relation is proposed because more study is needed.INTRODUCTIONRod mills are normally used as the first unit of multi-unit systems for the grinding of metalliferous ores and the cost of operating rod mills may be considerable. For both economic and metallurgical reasons, it is therefore necessary that the mills should be operated efficiently and that a knowledge of the mechanism of the size reduction process within rod mills should be as complete as possible. En ese sentido, el presente texto señala la importancia de los Sistemas de información de operaciones en el sistema de automatización de Cerro Verde - en tanto es soporte de la implementación de un completo sistema de instrumentación y de la instalación de una red de PLC’s que colectan la información y en base a esta, desarrollan una lógica de operación manteniendo interconectados todos los circuitos operativos. Posteriormente, con el uso de software se crea una interfase de conexión entre la red industrial y la red Administrativa, permitiendo adjuntar la información en una base de datos que junto a la otra base administrativa, constituyen un ERP que da vitalidad a nuestra operación. De forma que los sistemas de informacion instalados en Cerro Verde consideran a los sistemas de instrumentación como los ojos del operador de planta.

The only economically significant deposit of dolomite in New Zealand is at Mount Burnett, in north-west Nelson. The dolomite, associated with marbles and schists, is complexly deformed, and is of Paleozoic age.A very large quantity is present, although the recoverable amount is to some extent limited by the difficult terrain.Physically the quality of the dolomite is excellent. It is a tough, durable, fine grained rock. Chemically it is a little more variable. The range and frequency o~ the more important impurities are illustrated by hlstograms, as is the "dolomite factor"-a measure of the amount of the mineral dolomite in the rock. lbe dolomite factor averages 84 per cent, the remainder of the rock consisting largely of calcite. Quarrying, milling, production, and uses are described. In 1966 production reached 13,250 tons.

Six simulations by the Mpnte Carlo method employing both classical and geostatistical techniques are presented for the determination of the probability distribution of the in situ value of a coal seam. To avoid the problem of qualitative estimation of parameter variability in the calculation of an arbitrary seam value, only data values from borehole information were used to quantify the variation in four coai seam parameters.The method which is suggested as being the most appropriate is a particular geostatistical approach that employs the best linear unbiased estimate and the error of estimation for a number of two dimensional blocks. The results indicate that the variance of the coal seam unit value may be much higher than that indicated by the classical approach because of the spatial variability that is properly incorporated in the geostatistical approach.The model used in the Monte Carlo simulation to determine the economic value of a coal seam can be extended to incorporate all those parameters which are necessary for a true estimation of the probability distribution of the coal seam value. A time value concept for discounting can also be incorporated to optimize the economic return of a coal mining project.

This report describes the development, design, fabrication and testing of a port-able, battery-operated, light scattering monitor (henceforth to be designated as ILSDM) for the rapid measurement of the concentration of respirable dust in mining environments. This instrument incorporates state-of-the-art design characteristics and makes use of advanced solid-state components both for light emission as well as for its detection. The use of a pulsed light source combined with synchronous signal detection minimizes drift problems and optimizes the sensitivity of the measurement. Simplicity of operation, reliability and ruggedness, light weight as well as improved performance were salient objectives of this instrument development program. Continuous clean-air flow screening of all critical optical surfaces, and optimized optical detection and electronic signal processing design resulted in about a hundred-fold decrease of noise and drift with respect to precursor instruments. Equivalent mass concentration measurements 88 low as 10 micrograms per cubic meter can be routinely performed with time constants of about 2 second.

Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. Lack of such knowledge can have major consequences for the economics of the operation.

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.

This paper reports the results of a study to determine the effect of process control agent (PCA) on the characteristics of Ti-Mg powders during milling. It has been shown that a 2% increase in PCA content leads to up to a 40% increase in yield of the milled powder but reduces the kinetics of the mechanical alloying process. The introduction of 4% PCA decreases the mean powder particle size by up to 30%, whereas 6% PCA increases the mean particle size by up to 230%. In preparing this paper, the writer hopes to achieve two main objects. Firstly, an indication of the desirable features of coke from the viewpoint of a blast furnace operator should be of assistance and value to those connected with coal and coke research, coal mining, the manufacture of coke and the production of iron. Secondly, it is hoped that the conclusions and opinions expressed herein, which are known to be of a controversial nature, will promote some discussion and thought. In this way, other workers may see fit to contribute and enlarge our general knowledge of Australian coke and its behaviour in blast furnaces.Those properties of coke that are considered to be of importance to blast furnace operation will be examined. Although broadly speaking, the composition and characteristics of coke are inherent in the coals used, any special features of coal preparation and carbonization that affect the resultant coke will be discussed. An attempt will also be made to indicate the effect on blast furnace operation of significant irregularities in these properties.THE FUNCTION OF COKE IN A BLAST FURNACECoke has four important functions in a blast furnace:1. To reduce the oxides of iron and other elements to metal and to provide the carbon absorbed by the iron.2. To supply the necessary heat for the process.3. To provide an open supporting structure in which the descending ore and limestone lie exposed to the action of the ascending gas.4. To provide voidage in the bottom of the furnace, so that iron and slag can accumulate in the hearth.
