When investigating citizen complaints about blast vibration and airblast, it is important to be able to establish the spatial relationships between blasts, blasting seismographs monitoring the events, and complainant structures to assess any directional impacts. The Pennsylvania Department of Environmental Protection (DEP) routinely uses hand-held GPS receivers to document these relationships. The waypoint (structures and seismograph monitoring locations) and tracking (blasting and permit areas) features are used to map a site. These data are imported into the software for editing and conversion to GPS Exchange (.gpx) format.

Productivity is a fascinating concept. Like motherhood or apple pie, we know it as a good thing. Just what it means is not so clear. To a coal miner we assume it means tons of coal hauled from the mine. To the company president it means profit after capital, labor, and other costs have also been reckoned. To the government economist it means output in a balance of payments. What does it mean to the biologist, and can reclamation really be productive? In this paper we discuss productivity from a biological viewpoint, give some yield data for various types of reclamation plantings, and discuss how our demand for or acceptance of differing kinds of productivity is tied up in bigger questions of land use, environmental stability, and resource allocation.

This discussion will present a case study in developing solutions to a metropolitan quarry’s public relations, legal, environmental, and productivity problems. It details an extensive and detailed project to address the blasting practice in a medium sized quarry that is surrounded by residential and industrial zones. The principle work was done over a four-month duration during the normal production season. It included detailed drilling and blasting audits for baseline information. In addition, geologic characterization, seismic modeling, correction of deviations from best practices, and implementation and monitoring of precise electronic timing to provide dramatic solutions for the quarry. The quarry is in the near suburbs of a large metropolitan city. It is framed on two sides by residential municipalities and on two sides by industrial zones. At the start of the project, the quarry was in court as a result of the lawsuit by one of the neighboring towns that was suing to close the quarry. The lawsuit had progressed to the advanced stage where in the Judge had appointed an arbitrator to make the decision of continued operation. This arbitrator was to observe our progress and recommend to the Judge the disposition of the case.

Este trabalho objetivou comparar, por meio de experimentos desenvolvidos em uma fundição, através da adição de três inoculantes diferentes (IM-22 com FeSi-Ba/Zr, G 20 com FeSi-Ba) e IMSR 75 com FeSi-Sr), para observar as características da vida util de ferramentas na usinabilidade das peças, microestrutura e propriedade mecânica. A metodologia da pesquisa se baseou em analisar principalmente pelo processo de fresamento o ferro fundido cinzento GG-25 inoculado diferentemente, denominado de acordo com a Norma DIN EN 1561. As formas de avaliação dos resultados terão como base uma análise quanto ao desgaste da ferramenta, acabamento superficial, análise microestrutural, composição química e propriedades mecânicas do material da peça. Os resultados mostraram que dentre os inoculantes aplicados o com Sulfeto de Estrôncio (SrS) apresentou-se mais estável termodinamicamente que as amostras inoculadas com os outros dois inoculantes, pois ele levou a uma variação da energia livre de Gibbs mais negativa e portanto mais favorável a formação de núcleos com raio crítico (rc) maiores, o que permitirá uma solidificação com nucleação heterogênea. Todavia o respectivo inoculante também foi mais eficiente na formação de uma microestrutura mais estável, com maiores quantidades de células eutéticas e vida útil do inserto mais longa quando usinado.

Selenium (Se) based materials find wide applications in rectifiers, solar cells, photographic exposure meters, data storage devices, xerography and anticancer agents. They are also used in the glass industry to eliminate bubbles and remove undesirable tints produced by iron. In addition, Se is highly reactive towards a wealth of chemicals that can be potentially exploited to convert Se into other functional materials such as CdSe, ZnSe, Ag2Se. Here, we report a review of structural investigations of Se based materials in glassy and nanostructured forms. Glasses having varying amounts of Se and Tellurium (Te) were doped with group IV and V elements such as antimony and tin. Structural changes accompanying the composition variation were characterized with x-ray photoelectron spectroscopy, differential scanning calorimetry and x-ray absorption near edge spectroscopy. At the same time Se-Te nanoalloys were synthesized in aqueous micellar phase using Na2SeO3/Na2TeO3 as the Se/Te source. Morphology change from nanoparticles to nanoribbons was investigated using Scanning and Transmission Electron Microscopy (SEM/TEM) techniques. Structural investigations were also done for well defined morphologies of Se based nano-biomaterials obtained in the presence of water soluble protein bovine serum albumin (BSA).

Among the problems of the flotation of sulphides by the thiol collectors is the dependence and varieties of the flotation starting with the time and oxygen contents in the slurry. For sulphides, the flotation stage follows after the electrocatalytic oxidation of the collector with oxygen on the surface of the conductor minerals. The necessity of the oxygen for sulphide flotation (Plaksin and Bessonov, 1957) is in accordance with a corrosion model of a collector surface sorption (Salamy and Nixon, 1954). As Golikov and Nagimyak (1961) showed, the sulphides possess catalytic activity which provides the autoxidation of the xanthates in the sluny to the dixanthogen. This stage can be rather protracted, which limits the speed of the total process. Disulphides constitute important collectors for the sulphide flotation and the optimal degree of the xanthate oxidation is about 20 per cent for different ores (Abramov, 1978) or, following Chanturiya and Nazarova (1977) the surface compositions for various sulphide ores are different and an optimal oxidation degree is variable from five to 25 per cent according to the ore nature. The optimisation of the surface composition is possible by application of the dixanthogens, or by a partial chemical, electrochemical, or catalytic oxidation of xanthates (Desains, 1847; Schall, 1896; Vigdergauz, 1989). According to Rand (1977) and Vigdergauz (1991) sulphides possess different catalytic activities for oxygen electroreduction. In neutral solutions, for example, the following decrease in the order: FeS2 (Fe,Ni)9S8 CuFeS2 FeS; Cu5FeS4 Cu2S; PbS (Vigdergauz, 1991). For the cases of low catalytic activities of the sulphides, the preflotation oxidation of xanthate could be useful to optimise the process kinetics.

"The basic population balance models for agglomeration processes are reviewed and procedures are described for extending their applicability to systems with size-dependent rate constants and to the formation and growth of porous agglomerates from rigid, solid particles. Simplified procedures for the further extension of the models to include simultaneous agglomerate growth and breakage arc also described. IntroductionThe association of small particles into clusters or agglomerates is a significant factor in many facets of particle processing. Agglomeration processes are widely used to facilitate handling, storage and utilization of fine powders. Processes such as coagulation or flocculation are used to aid solid-fluid separation in dispersed particulate systems. Agglomeration also occurs as an accompaniment, often unwanted, to other particulate processing operations such as fine grinding, mixing and blending, transport and flow.Reliable agglomeration models are needed for improved understanding of the processes in general and of the complex role of numerous, interacting variables as well as for direct application to the design and control of industrial processes such as flocculation, granulation and pelletization. Ideally, the models should account for the primary forces responsible for agglomerate ·formation and growth, the effects of external forces on process dynamics, the development of agglomerate structure and its role in the process itself, and the effects of concurrent processes such as structure modification (e.g. compaction) and agglomerate breakage or degradation.In its most general form, the process of agglomeration involves taking discrete, independent particles, bringing them into contact with one another, promoting (or allowing) interparticle adhesion to occur and then causing structure rearrangement, usually under the action of external forces. The relative importance of these steps varies with the nature of the particulate system being agglomerated and with the kinds of agglomerates being produced. Coagulation or flocculation of particles dispersed in fluids is generally dominated by the contact and adhesion steps. In the granulation of powders, on the other hand, particles are already in contact so that structure rearrangement is the principal step."

It was shown through high-pressure experiments that tin loss by volatilizatim is necessary for the degrada-tion of the superconducting transition temperature of Nb,Sn associated with high-temperature annealing. Crystallochemical analysis of the degraded Nb3Sn showed that it constitutes a new phase with ordered niobium-site vacancies, created by the migration of niobium atoms to vaccnt tin sites. This new phase was found to form when 4 pct Nb-site vacancies were present. It has a transition temperature of 6'K and a lattice parameter of 5.283A. A similar degradation effect was observed in Nb,Al. Its superconducting transition temperature dropped from 16.5" to 8" K following a high-temperature annealing. The superconducting temperature degradation in these 0-tungsten structure compounds is attributed to the disruption of the interchain d bonding by the periodic interruption of the niobium atom chains. By annealing the degraded Nb, Sn at 1000 C in nitrogen its normal superconducting behavior is restored most likely due to the incorporation of nitrogen atoms causing the elimination of the ordered vacancies. HANAK et al.' have observed low superconducting transition-temperature values (T, - 9"K) in some NbsSn samples deposited from the vapor phase. They attributed such low T, values to disorder in the 0-tung-sten structure. Much lower T values (down to 5.6"K) were reported by Reed et al.zC for NbsSn samples annealed at high temperatures. These authors also attributed this degradation effect to disorder (random occupation of the A and B sites by niobium and tin) but pointed out that such disorder could be brought about (by high-temperature treatment) only in samples containing niobium in excess of the stoichiometric composition NbsSn. Both groups reported that the normal superconductivity behavior could be rever-sibly restored by appropriate heat treatment. Courtney et al., also found that degradation in NbsSn requires excess niobium brought about by the loss of tin during the treatment. However, these investigators proposed that the degradation is due to niobium-site vacancies resulting from the migration of the niobium atoms to the vacated tin atom sites. They did not consider the reversibility of the effect. The present study attempts to establish the nature of the above degradation phenomenon. EXPERIMENTAL PROCEDURES All compounds prepared for this investigation were made from the powders or filings of the elements which were intimately mixed, cold-pressed into a cylindrical pellet at approximately 50,000 lb per sq in., and then submitted to the desired heat treatment. The samples annealed under high pressure were placed in a MgO sample container which was mounted in a pyrophyllite tetrahedron designed for a tetra-hedral-anvil press. Details of the experimental arrangement are given elsewhere. This setup allowed heating at 1800°C or above under pressures in excess of 30kbars for 3 hr. The samples annealed in a vacuum were prepared in a high-temperature vacuum furnace which could reach temperatures up to 2400°C under a pressure of 2 x lo-' Torr. For annealing in a reactive atmosphere, a quartz tube was placed in a clamshell furnace and the desired gas ambient passed through the tube. Lattice parameters were determined using a Debye-Scherer 114.6-mm camera. Cohen's method, programmed for the IBM 7094 computer, was used to calculate the lattice parameter from the measured d spacings. X-ray integrated intensity measurements were made on several samples. These samples were ground to -400 mesh and the powder mixed with a solution of collodion in amyl acetate. The mixture was poured into a depression milled in a bakelite disc. When the mixture dried, the surface of the disc was ground flat leaving a diffraction surface defined by the face of the disc. The disc was mounted in a Philips rotating specimen holder which allowed the rotation of the sample in the plane of the diffraction surface and the integrated intensity measured using a scintillation counter and a pulse-height analysis sys-tem. The superconducting transition temperatures were determined by means of self-inductance techniques.' EXPERIMENTAL RESULTS AND DISCUSSION The Role of Tin Loss in the Degradation of Super-conductivity. The loss of tin during high-temperature annealing can be effectively suppressed by annealing under high hydrostatic pressures. Accordingly, a series of experiments were performed under pressures of approximately 30kbars. This pressure was the minimum under which high-temperature experiments could be safely performed in the particular pressure apparatus employed. Experiments were also designed to test high-pressure effects on the superconductivity behavior of NbJSn. The results of the high-pressure annealing experi-ments are summarized in Table I. There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is' used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.

"As a powerhouse, a transformer or a valve chamber, large underground caverns are a major element of hydropower plant. On the contrary to galleries and shafts which are linear and long underground structures, large caverns are designed with often complex geometries and large spans. Moreover, as these caverns are generally located on the foot of the hydraulic scheme, the high overburden is often responsible of a high stress state. Thanks to current experiences in France and around the world, the Hydro Engineering Centre (CIH) of EDF has defined great principles in the design of caverns leading to a more general methodology. The project of Tehri in India is an example of difficult ground, with in the same time a high overburden, a ductile material and an important schistosity. These physical realities are attempted to be approached in numerical modelling thanks to a constitutive law with softening behaviour and an oriented criterion integrated in the continuum model. As a result, a flexible support is advised, based on a high density bolt system and a thin lay of shotcrete. This methodology has been developed in the case of Gilboa in Israel, except the schistosity which has not been observed in situ. At last, the example of Gavet (France) illustrates a discontinuous case of numerical modelling for a good quality but fractured rock mass.PRINCIPES ET METHODES DE CONCEPTION DE GRANDES CAVERNESHYDROELECTRIQUES SOUTERRAINESRESUME Les grandes cavernes souterraines abritant les turbines, les transformateurs et certaines vannes sont des ouvrages majeurs dans les aménagements hydroélectriques. A la différence des galeries et des puits qui présentent de longs linéaires, les grandes cavernes sont des structures à la géométrie souvent complexe et avec des portées conséquentes. De plus, ces cavernes étant généralement situées en pied du circuit hydraulique, la grande couverture rocheuse peut se traduire par un état de contraintes important. Forte de ses expériences récentes en France et dans le monde, le Centre d’Ingénierie Hydraulique d’EDF a identifié de grands principes de conception des cavernes permettant l’élaboration d’une méthodologie plus générale. Le projet de Tehri en Inde est un exemple de terrain difficile, présentant à la fois une forte couverture, un matériau ductile et une schistosité marquée. Ces réalités physiques sont approchées au mieux grâce à la prise en compte dans les modélisations numériques d’une loi de comportement radoucissante avec un critère orienté intégré dans un modèle continu. Les résultats ont conduit à privilégier un soutènement souple basé sur un boulonnage systématique relativement dense associé à une fine couche de béton projeté. Cette méthodologie a ensuite été reprise pour le projet de Gilboa en Israël, exception faite de la schistosité puisque non observée sur site. L’exemple de Gavet (France) enfin permet d’illustrer un cas de modélisation numérique discontinue d’un massif rocheux de bonne qualité mais fracturé."

The Bureau of Mines conducted an investigation of the Nightingale tungsten deposit about 38 miles north of Fernley, Nev., from September 1939 to March 1940, to determine possible resources of tungsten ore. The property was owned by the Gold, Silver & Tungsten, Inc., which maintained its offices in Boulder, Colo. Ore was discovered in 1917, and some ore was mined in 1918 and treated in a mill at Toulon, a station on the Southern Pacific Railroad, 40 miles east. Same shipments were made since 1918, but no production figures are available. The ore is mined from nearly vertical tactite bodies at the limestone-granite contact. The Bureau of Mines excavated 944 linear feet of trenches, drifted 52 linear feet, sunk a shaft 20 feet in depth, sampled the underground workings by cutting 743 linear feet of channels, sampled the surface trenches by cutting 415 linear feet of channels, and drilled 9 diamond-drill holes, totaling 3,000 feet. The ensuing sections note the location and physical features of the district and specify the property and ownership. The history of the mine is briefed, and the geology and mine workings are described. The work done by the Bureau of Mines is summarized and supplemented in detail by assay maps, logs of diamond-drill holes in appendix A, and a table of sample analyses in appendix B.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 2,368 samples, 319 items, and 113 brands; premium-price, 2,172 samples, 289 items, and 106 brands; third-grade, 4 samples, 4 items, and 4 brands. Electric arc furnace dust (EAFD) generated during the recycling of steel- scrap is classified as a hazardous waste for landfilling. This is because it contains leachable heavy metals such as zinc, lead,... Recovery of these metals could result in both resources conservation and resolving waste disposal problems. A study of the thermal reduction of a sample of EAFD was carried out in an inert gas atmosphere using coke as a reducing agent. Preferential volatilization of zinc and lead was achieved during the reduction process at about 800 "C. More than 96 % of both zinc and lead were removed from the dust and were recovered in the condensates. The treatment residue was essentially composed of iron oxides and almost free from heavy metals.

High-water rapid-solidifying material, called æhigh-water materialÆ, is a new material developed by the authors over many years. The material can solidify nine times its volume of water into solid. The material is a fine kind of binder with special properties. The solidifying body of high-water material with water has quite a high early strength. The compressive strength of the material within three days can reach the same strength as conventional Portland in 28 days. One ton of the material can replace three tons of conventional Portland cement as binder. Some important achievements have been made in application of high-water material. In metal mines, based on the material, a new full-tailing cemented backfill technology has been developed. The characteristic of the new technology is that high-water material is used as binder and full tailing or alluvial sand is used as backfill aggregate. Because of the application of the new technology, major technical problems in backfill technology such as classifying of tailing, dewatering, transportation of pulp, low strength of backfill body, environmental contamination and so on, have been solved.

The nature of adsorbed calcium carboxylates (oleate and stearate) has been investigated by in-situ/ex-situ Fourier transform infrared internal reflection spectroscopy (FTIR/IRS). Previous spectroscopic studies in alkaline solution have shown that adsorbed carboxylate is characterized by a C-O stretching vibration at about 1550 em?1 for less than monolayer coverage. Similar results were found in this study. More specifically, in this study such a singlet at 1550 cm-1 was found for LB monolayers of calcium distearate transferred as a condensed layer at a high film pressure to the surfaces of fluorite and germanium. Normally the spectrum of bulk calcium distearate reveals a doublet at 1575 and 1540 cm-1, characteristic of a three dimensional 7-fold coordination for calcium carboxylate complexes. This doublet is generally found for carboxylate multilayers formed by spontaneous adsorption at the surface of calcium minerals. In this regard, the spectral evidence suggests that whenever the calcium dicarboxylate is constrained at a surface as a condensed layer, the 7-fold coordination can not be satisfied and the surface carboxylate is forced into a two dimensional symmetrical coordination with a singlet at 1550 cm-1. On the other hand, if the Langmuir-Blodgett (LB) monolayer calcium distearate film is transferred at a low film pressure the doublet is observed. This analysis is further confirmed by the spectral results for LB transferred calcium distearate monolayers at a hydrophobic silicon surface. Even though these are condensed monolayers formed at high film pressure, the carboxylate group, oriented away from the surface, is no longer constrained by the surface force field, and thus exhibits the characteristic doublet of the bulk calcium distearate salt.

The composite nature of titanomagnetites found on the west coast of the north island of New Zealand is an important parameter in the beneficiation of the black beach sands for export to Japan. To investigate this composite nature, borehole and plant samples from the Waipipi Ironsands Ltd property were subjected to a series of separations in heated Clerici solutions at densities varying from 3.2 to 4.6 g/cc. The resulting density fractons were analyzed magnetically and a set of distribution curves for composite grains proposed. In addition the experi¬mental data was plotted to produce titanomagnetite sand 'washability curves" which illustrate the possible problem areas in beneficiation that may arise due to composite titanomagnetite grains. From this data a set of guidelines are suggested for interpreting the curves in terms of ease of gravity concentration. The composite nature or liberation of titanomagnetite grains is shown to favor high and low grade composites with few intermediate compositions being isolated. The relationships between grain size, borehole depth and liberation are examined and related to beneficiation procedures for the black sand deposit.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

Blast vibration induced by mining activities, such as stope production blasts, could lead to the initiation of seismic events that inflict damage to mine openings. In this paper, the effect of stope production blasts on nearby fault is examined. First, validation of blast vibration attenuation is performed with a numerical model representing a single blast hole through comparison with that calculated from charge-weight scaling law derived from in-situ data. Subsequently, a mine-wide scale model with a fault parallel to a steeply dipping, tabular ore deposit that is mined out with sublevel stoping method is generated, and the stopes are extracted and backfilled with static analysis to simulate burst-prone conditions on the fault. Based on the stress states, dynamic analysis is performed, in which blast vibration is applied to grid points on a stope wall on the hanging wall side. This assumes 9 blast holes located close to the wall, and blast-induced particle velocities that consider the positional relationships between the assumed blast holes and the stope wall are applied. During the dynamic analysis, blast sequence is considered, and stress states and shear displacement on the faults are examined. It is found from results that, after a rise in normal stress on the fault due to compressive waves induced by the blasts, the normal stress decreases because of the reflection of the compressive waves on the fault. The reduction in the normal stress due to the reflected waves is found to be large enough to cause the fault to slip. The results also show that the level of normal stress eventually keeps decreasing with time as the blast sequence proceeds and that an increase in shear displacement on the fault is accompanied by a decrease in normal stress. This study clarifies the mechanism by which blast vibration causes the fault to slip. In addition, the simulation technique to apply blast vibration that takes into account blast sequence and the locations of blast holes to a stope wall is developed.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."
