The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

The realization that there is a limit to our supply of domestic mineral and fuel resources, which have been taken for granted until recently, has stimulated the need for conservation and optimum utilization of the Nation's minerals, metals, and fuels-resources critical to our national economy. The mission of the Bureau of Mines is to develop new technology, improve existing technology, and disseminate information related to mineral resources and industries. Fulfilling the mission is necessary to insure a continuing, adequate supply of minerals and alternative supplies of energy from reliable sources at the lowest possible cost to society and the environment. Established in 1910, the Bureau of Mines under the Department of the Interior is the Federal Government's primary research arm in the mineral field. Since the transfer of the fossil fuels portion of the energy research program to the newly organized Energy Research and Development Administration (ERDA) in fiscal year 1975, Bureau research has been concentrated on increasing mineral production, decreasing energy usage through more efficient processing, and decreasing material losses caused by corrosion. Concurrently, research is being addressed to improved coal-preparation techniques, especially to expanding utilization of low-grade coals and coals difficult to beneficiate, which are essential for reducing the need for petroleum and natural gas supplies and for redirecting our energy consumption. Fluctuations in the availability of foreign sources of minerals, metals, and fuels due to political and economic variability among nations have necessitated intensified investigation into coal mining, uranium-ore processing, and geothermal energy sources-three alternatives that can help to alleviate the dependence of the United States on foreign sources of energy.

Innovations in communications and real-time information systems are providing industry opportunities to improve profitability. Real-time operating data is collected from equipment across a site or even several sites into a central server for secure PC and PDA-based Internet access. This paper includes discussion of how operating staff can use wireless devices to see equipment and processing data from anywhere throughout the mines and concentrators, and how management can view results from multiple mines, all in real time. Additional opportunities enabled through the remote access by equipment vendors or mining consultants is also presented, as well as an overview of typical benefits and current installations.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

Remarks Of Mr. Robert W. Hunt, General Superintendent, Albany And Rensselaer Iron And Steel Company., Troy N. Y. - In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to draw conclusions. There are so many circumstances bearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill * The remarks of the participants in this debate have been written out by the speakers, and are here given without any attempt to retain the order of the dis¬cussion. "Recent innovations in metal smelting technology utilize continuous oxygen-enriched smelting and converting processes which are capable of producing off-gases containing up to 60% SO2 or more. Other SO2 recovery processes, involving solvent absorption and steam or vacuum regeneration, can produce off-gases with SO2 concentrations nearing 100%.Processing of these high-concentration SO2 off-gases in conventional sulfuric acid plants can cause excessively high catalyst bed temperatures and poor SO2 conversion. In order to avoid these problems, a conventional acid plant design must dilute these high SO2 process gasses with dilution air in order to provide the required oxygen to effectively convert the SO2 and provide a heat sink (via the inert N2) such that the exothermic reaction, SO2 + ½ O2 ???SO3, does not exceed the temperature limit of the catalyst or the converter vessel.MECS, Inc. (MECS) has proven that a high SO2 feed gas design can be a viable option which can increase energy recovery, reduce energy consumption and potentially reduce capital costs."

The paper describes the search for mineral deposits in an area of 4,500 sq. miles of south-west Tasmania. The area is one of difficult access and the problem of speedy movement and maintenance of field parties was solved by the use of helicopters. The programme has followed a systematic pattern of the aerial photography of the exploration area with the preparation of photQmosaics and topographical base sheets from these mosaics. Geological maps were initially prepared by photogeological interpretation and making use where possible of pre-existing information. The maps produced were later checked by ground traverses. Geophysical maps were obtained by the use of airborne magnetic, electromagnetic and radiometric methods. Geophysical and geological anomalies were checked on the ground by a campaign using ground geophysical equipment in the former case and geological and geochemical work in both instances. Audio Frequency Magnetic and Induced Polarization techniques were used in an area which was covered by several hundred feet of Tertiary sediments.The campaign has reached the stage of the drilling of specific targets.INTRODUCTIONThis paper describes the activities of Lyell-E.Z. Explorations (L.E.E.), an organization which was formed in 1956 by the Mt. Lyell Mining and Railway Co. Ltd. and the Electrolytic Zinc Co. of Australasia Ltd. to explore for mineral deposits in an area of approximately 4,500 sq. miles in southwest and southern Tasmania. To provide the necessary personnel and equipment for this project the exploration resources of both Companies were pooled and augmented and a headquarters was established in Queenstown. The work was directed by a Committee of four made up of officials from both Companies; a review of this structure has recently been presented by Hall (1959).

The Bureau of Mines conducted an investigation to more exactly define the influence of some end conditions on the laboratory-determined uniaxial compressive strength of rock samples. Limestone, marble, sandstone, and granite were used to provide a range of specimen modulus of elasticity from 2.7 X 106 psi to 10 x 106 psi. Four variables were studied: Nonparallelism and surface texture of specimen ends were the specimen variables investigated; the end platen size and the adjustable or spherical head friction were the machine variables studied. It was concluded that the loading ends of small laboratory models and samples should be prepared with surface irregularities that do not vary from a plane surface by more than 0.001 inch. It was also concluded that nonparallelism of the specimen ends should not exceed 8 minutes for a rigid head load or 15 minutes for an adjusting head load. The measured compressive strength of specimens prepared with these tolerances will be statistically the same with any diameter or thickness of platen and any degree of head friction if initial alinement of the specimen is assured.

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

"Abstract Large scale In Situ Barrier Wall Construction projects, specifically those related to earth dams, dikes, and levees, frequently require stringent quality control measures to ensure the success of the wall. This presentation discusses the applications of Geographic Information Systems (GIS) technology to capture information from multiple data streams and provide geotechnical feedback, quality control, and project control feedback. Techniques used to geospatially analyze verticality data from secant piles and panels will be demonstrated. Examples will be presented from barrier wall installations at two sites owned by the U.S. Army Corps of Engineers (USACE): the Wolf Creek Dam in Kentucky, and Center Hill Dam in Tennessee.IntroductionDeep foundation installations require contractors to collect a substantial amount of information over the course of a project, both for internal quality control of construction progress and for demonstrating compliance with customer or owner specifications. Methods of collecting information are constantly improving, bringing with it the need for a systemic approach to managing the increasing amounts and types of data. Handling these diverse types of data presents challenges with both budget and schedule demands. This paper discusses some techniques for adding or increasing quality control in barrier wall constructions by consolidating, visualizing and analyzing data using relational database and Geographic Information Systems (GIS) technology, collectively referred to as Information Management System (IMS) development. The IMS concept is designed to facilitate the collection, transfer and processing of data and provide an easy way to remotely access and visualize construction progress.The remainder of this paper presents the needs and objectives of an IMS applied to quality control in barrier wall construction, the components and data flows involved, the capabilities and user interfaces of the systems and the benefits for the end users. Examples are presented throughout from case study projects including: a pile barrier wall applied in the rehabilitation at the Wolf Creek Dam in Kentucky (under contract to the Treviicos-Soletanche Joint Venture), and a secant pile barrier wall currently under construction in the rehabilitation of the Center Hill Dam in Tennessee (under contract to Bauer Foundations Corporation) (both owned by the Nashville District of the USACE)."

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

The research described in this report is the first phase of a comprehensive program for the development of a characterization for the structural properties of rock masses. The mathematical expression of the characterization is especial' tailored for use in conjunction with modern structural analysis procedures. The objective of the first phase of the project is to determine the feasibility of representing the structural properties of rock masses in terms of the analysis of an appropriate "representative volume" the results of this investigation are described in detail in the body of the report. The current state-of-the-art concerning the understanding and description of the fundamental mechanisms of rock behavior are determined from a survey of existing literature. The development of a representative volume that captures the most important of these mechanisms is described, In order not to unduly obscure the fundamental aspects of this development, the mathematical analysis of the representative volume is limited to plane strain conditions. A subroutine for the numerical evaluation of the proposed model (i.e., the analysis of the representative volume) is presented. The steps necessary for the incorporation of the subroutine directly into existing two-dimensional finite element structural analysis programs are described. Comparisons between the predictions of the proposed characterization and published results of simple laboratory tests are presented and discussed. Finally recommendations are given concerning suggested improvements of the model and the extension of it to the general three-dimensional case.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. S. Bureau of Mines in cooperation with R. M. Lambie, chief of the Mining Department of the State of West Virginia who assigned L. W. "The Pogo project is located on the Goodpaster River, 38 miles north of Delta Junction in east central Alaska. Sumitomo Metal Mining and Teck Corporation are planning to develop a 2,500 ton per day underground mine and mill at Pogo. A preliminary resource of 5.5 million ounces of gold has been identified in two flat lying lenses. An underground adit has been developed to facilitate underground drilling of the deposit and to provide samples for bench and pilot scale metallurgical testwork.Flowsheet development included the evaluation of several processing options. The final flowsheet selected includes SAGhall mill grinding, gravity concentration with intensive cyanidation and direct electrowinning, sulfide flotation with ultrafine regrinding, and cyanide leaching and CIP gold recovery from the flotation concentrates. Flotation tailings will be filtered for placement in a dry stack storage facility or disposed of as paste backfill underground. All of the CIP tailings will be disposed of underground as paste backfill. A pilot plant was carried out to evaluate the proposed flowsheet described above and to confirm the gravity recovery predictions.Great care was taken in the development of the flowsheet and site layout concepts to mitigate the environmental impact of the proposed operation. An overview of the site water management concepts is presented and the impact of water issues on the process flowsheet is discussed."

This Bureau of Mines publication contains analyses and related source data for 349 natural gas samples from 26 States and 2 foreign countries. The 3 samples from foreign countries and 339 of the U.S. samples were collected during calendar year 1983. The remaining seven samples were collected earlier, but releases granting permission to publish were not received until 1983. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-seven publications have presented the results of 13,332 gas analyses made prior to 1983. The first three bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-27) containing 8,104 analyses of sam¬ples collected since 1960.

During the last 125 years, the steel industry has witnessed revolutionary changes in the process of steelmaking. The Bessemer process was the predominant steel production technology during the last two decades of the 19th century. The open hearth process accounted for the lion's share of world steel production for six decades from 1910 to 1970. With the appearance of the LD process on the industrial stage in 1952, the importance of open hearth process declined and currently the basic oxygen processes are contributing more than 60 per cent of the world steel production. The LD process also led to the development of several other oxygen blown processes such as LDAC, OLP, OBM, QBOP, EOF, Clc.

The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.

Roof falls are one of the leading ground control problems that adversely influence productivity and worker safety in underground mines, construction sites, and nuclear waste repositories. To control roof stability problems, the operator needs to have practical methods for measuring changes in strata conditions and criteria for defining the timing of secondary support installation. The objective of this study was to develop measurement techniques and criteria for assessing roof conditions at the mining face. An integrated rock deformation and tomographic imaging method was developed and applied at two sites in a western U.S. trona mine. It was shown that rock damage occurred at a deformation of 30 to 60 mm (1.2 to 2.4 in) (2 to 4 pct strain) and was associated with a significant (16 pct) reduction in wave velocity. Thus, supplementary support may be installed when there is a measured change in wave velocity of at least 16 pct. Tomographic measurements can be obtained in rocks rapidly, thus providing a powerful tool for analyzing growth of failure and for installing supplementary support systems in a timely manner.
