Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

The oil fields of Arkansas, all situated in the southern part of the State, have played an important part in the development of petroleum production in the northern coastal plain region of the Mid-Continent area. From the first discovery of oil in southwest Ouachita County in 1920 to December 31, 1930, a total of 480,167,5604/ barrels of crude petroleum has been produced from' this region. Development of the Arkansas fields proceeded rapidly after 1920. The El Dorado field was discovered in Union County in 1921. Drilling in Ouachita County resulted in the discovery of the Smackover field in 1922 and subsequently in the development of the whole southern area. To November 31, 1939,459 / producing wells had been drilled in 25 fields, aggregating 53,7356 acres of proved territory in 6 counties. Peak annual production for the State was reached in 1925, when 80,823,7007/ barrels was produced, resulting largely from flush production from the Smakover field, which rose td an average of 444,9507 barrel daily during that year. This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

The first record of coal discovery in Australia dates back to 1791 when escaping convicts found coal in the banks of a creek just south of Newcastle. Development in the Newcastle Coalfield was the sole source of supply for the colony and for export until the 1850s when mines were established in the Southern & Western Coalfields. The important Hunter Coalfield was not discovered until 1873 when coal was found at Rixs Creek near Singleton: The first exploration drillholes were commenced in 1799 using drilling equipment obtained by Sir Joseph Banks. From 1820 to 1850 several famous geologists (naturalists), including the Rev W. B. Clarke, J. D. Dana and Strzelecki, wrote reports on the coal measures in New South Wales. The first Government Geo- logist, Samuel Stutchbury, was appointed in 1850. The major coal deposits of the State are contained in Permian Coal Measures in the Sydney-Gunnedah and Oaklands Basins. Coal quality ranges from high volatile, high moisture thermal coal at Oaklands to low volatile hard coking coal in the Southern Coalfield. Most coalfields can provide a range of steaming and coking coals.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

This paper reviews the potential hazards posed by the toxic fumes produced by detonating explosives in surface mining and construction operations. Blasting operations produce both toxic and nontoxic gaseous products; the toxic being mainly carbon monoxide (CO) and the oxides of nitrogen (NO x ). The quantity of toxic gases produced by an explosive is affected by formulation, confinement, age of the explosive, and contamination of the explosive with water or drill cuttings, among others. Techniques to protect workers and the public from the potential hazards of explosive-related toxic fumes are discussed.

The United States Bureau of Mines, in cooperation with the National Send and Gravel Association conducted a safety contest in 1929 Among producers of sand and gravel. Only 26 plants were enrolled, as the contest was late getting under way. It is hoped that a ranch larger number of plants will be represented in the safety competition of 1930. Two trophies, both of which were provided by Rock Products magazine, were awarded at the end of the contest; one trophy was given for the best safety record among plants working 100,000 or mare man-hours during the year and the other for the beat record among plants working less than 100,000 man-hours. The trophies were presented to representatives of the winning, companies on January 29, 1930, at the annual convention of the National Sand and Gravel Association at Memphis, Tenn.

Thickening is the most widely applied dewatering technique in mineral processing. Thickeners are used to increase the concentration of suspension by sedimentation, accompanied by the formation of a clear liquid. As the particles get finer the thickening process encounters difficulty due to a significant change in the settling behaviour of particles. The batch settling tests of coal refuse of a coal washing plant which contained 91% particles smaller than 38µm and 0.6% coarser than 75 µm showed that the optimum feed percent solids that provided highest flux (solids handling capacity) was 4%. The flux of the pulp with the plant solids concentration (i.e., 10%) was 60% lower than that of the pulp with 4% solids. A thickener with a diameter of 22m based on the dilution of feed from solids concentration of 10% to 4% was designed. Monitoring of the thickener performance for a period of one month in the plant indicated that on average the feedrate of 25t/h (dry solids) with solids concentration of 10% could be thickened to the underflow concentration of 26.5% with a clear water overflow. It was found that the key component of the successful operation of the thickener is the dilution of the feed without which the overflow loses its clarity and the system ceases to operate under predetermined conditions. Specially designed feeding system which efficiently dissipated the energy of the incoming flow and staged flocculant addition regime are among the main contributing factors in making the design and operation of such thickener possible.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. The organization of the Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely ant accurately many previously published limits.

THE latest metal-mine accident report available for the United States is that of the Bureau of Mines for the calendar year 1919. Quoting from Table 20, p. 53, of that report, we find that there were 468 men killed, 7 permanently totally disabled, 321 permanently partially disabled, 7848 injured seriously (more than 14 days disability), and 23,330 of 1 to 14 days disability. We have no records to show what the average days lost per case of accident is, but the records for the Anaconda Copper Mining Co. show that, leaving out the fatalities and total permanent disabilities, and counting those in which the lost time was one or more days, the actual days lost due to accidents, for the Butte mines and shops for five years, 1917-1921, were as follows: Accident Statistics, Butte Mines and Shops of A. The figure of $70 per case was obtained by dividing the total amount paid by metal-mining companies under Plan No. 1 of the Montana Compensation Law, for the first five years of its operation, by the total number of serious accidents for those years.

DURING the field season of 1938, the Ontario Department of Mines assigned a combined geological and geophysical survey patty to the investigation of the location, genesis, structural relationships, and economic possibilities of the hematite deposits at Steeprock lake. The investigation was carried out by detailed mapping of the rock exposures and a magneto-metric survey of the drift-covered portions of the area. This was supplemented during the winter of 1938-39 by further geophysical work conducted on the ice. Dr. A. A. Brant, of the Department of Physics, University of Toronto, was in charge of the geophysical work for the Department of Mines in the summer and for the Sterola Exploration Company in the winter. The writer supervised the geological examination. Scope of the Paper The present paper is an attempt to acquaint the members of the Institute with the structure and mode of occurrence of the deposits, since many people are of the erroneous opinion that they are analogous to the Mesaba and Michigan deposits. It is hoped that, from this discussion, they may be able to draw some conclusions of their own regarding the nature of the deposits, and the importance and future possibilities of the region.

As the program says -we'll he talking about the expectations of the Management of an Industrial Mineral enterprise relative to the activities of geologists engaged in that enterprise. Industrial Minerals is such a large industry both in tons produced and in value of product -and of such diversity and complexity of participating enterprises, minerals and products that I doubt if anyone person can speak for the entire industry as to the expectations of management with respect to the geologist. I'm sure there are major differences in emphasis between segments of management as to the relative importance of the different aspects of the geologists' role in the scheme of things. However, we will try to generalize concerning what we consider to be important factors and to be more specific perhaps of some of the factors with which we have had direct assessable experience.

With the increased use of mechanized equipment in mining bituminous coal, production panels are mined out rapidly. To keep current with the rapid completion of production panels, development work must be speeded up also. Although the same type of equipment usually is employed in development as in production places in the same mine, past output per man for development usually was less than from production panels. A study of development practices in 14 mines reveals a tendency toward equalization of the output per man between development and production.

Largely because of the strong dependence of coals properties on operating frequency, different sensing methods have to be adopted for different applications. Evaluation of both established and feasible methods is made in this report from the viewpoint of physical set-up, probing depth, and the type of inversion involved.

The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.
