The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The effects of anisotropy and stratification on flow behavior and production performance of oil and gas wells have been studied by numerous authors.1-3 Lefkovits et al.l studied the performance of totally penetrated, stratified bounded reservoirs with no crossflow. Others have studied a similar problem, but with crossflow; Russell and Prats2 have summarized the findings of these papers. Muskat3 studied the steady-state behavior of liquid flow for a partially penetrating well in an anisotropic system and concluded that the productivity weakly depended on the directional permeability ratios (kz/kr>0.1). Nisle4 used the classical method of point source solution to the diffusivity equation to study the effect of partial penetration on pressure buildup of oil wells in an isotropic system. He found that the theoretical pressure buildup curves consisted of two straight lines, the one at early buildup times having a slope proportional to the flow capacity of the open interval (l-d)k, and the other having a slope proportional to the flow capacity of the entire formation hk,. Later Brons and Marting5 supplemented the findings of Nisle and concluded that partial penetration gave rise to a pseudo damage, which reflected itself as a skin factor in pressure buildup calculations. Using the pseudo skin, they calculated the impairment of productivity of the production wells, which agreed well with the results of Muskat.6 Pizzi et al.,? using an electrical analog of a stratified system, concluded that a high pseudo damage resulted if the reservoir was partially penetrated. Harriss studied the optimum spacing and arrangement of perforations in cased holes. Hantush9 derived an expression for pressure distribution in an unbounded reservoir with restricted flow entry. Seth10 extended Hantush's work to a bounded reservoir. Odehl1 has studied a similar problem for steady-state conditions. The purpose of this work was to investigate: (1) the combined effects of anisotropy, stratification with crossflow, and restricted flow entry on pressure transient analysis of flow and buildup tests, (2) the feasibility of calculating the horizontal permeabilities of intercommunicating stratified systems, and (3) the pressure interference tests in such systems. Respect for mining in Botswana is long-standing. This article looks at Africa's most transparent mining regime and some of its ambitious plans. Botswana's mining industry value is forecast to average 5.2% growth from 2014-2018 with solid growth for the diamond sector and acceleration of coal production. Respect for the country's mining regime is maintained in the Fraser Institute 2014 annual survey where Botswana occupies the 26th position of 122 administrations. The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

In most oil fields, natural gas is the major source of energy causing flow of oil to the well. The amount of gas produced With the oil generally exceeds actual energy requirements, so that in time the gas reserve of the field becomes seriously depleted and the oil production nest be stimulated by some auxiliary means. One of these is to repressure the oil formation with natural gas; or, where a gas supply is not available, often air is used. Although air is a cheap and convenient repressuring medium, its use sometimes is attended with several disadvantages. First, the return air-gas mixture decreases rapidly in fuel value, often until it can be used no longer as a source of power. At the same time, explosive mixtures may result if recycling is used, causing hazards to life and equipment. Second, some fields experience considerable trouble with the formation of emulsions which become increasingly difficult to treat. Although there is no definite proof that air repressuring always causes these emulsions, many operators are convinced that this is the case.

As part of the Bureau of Mines titanium resources examination program, samples of altered rock (saprolite) and unaltered rock from the Roseland anorthosite near Roseland, Nelson County, Va., were tested for amenability to beneficiation by flotation. A flotation technique was developed to produce bulk concentrates of ilmenite, rutile, sphene, and leucoxene. It was necessary to first float apatite using oleic acid as the collector, in an alkaline pulp with dextrine as a titanium mineral depressant. The titanium minerals could then be floated from the apatite tailing, using fluosilicic acid to depress the remaining apatite, morin to depress ferromagnesian minerals (when present), and oleic acid as the collector. A bulk titanium mineral concentrate, analyzing 66.0 percent Ti02 and 0.08 percent P205, was obtained from a sample of the unaltered rock which contained 5.45 percent TiO2 and 2.81 percent P205. Overall recovery in the concentrate was 47.1 percent of the total TiO2 in the ore. About 55 to 65 percent of the saprolite sample was clay and was removed by attrition scrubbing and decantation. The apatite prefloat procedure was applied to the saprolite sands; subsequent titanium mine: 1 flotation recovered 72.2 percent of the Ti02 in a bulk concentrate containing 65.1 percent TiO2 and 0.20 percent P205.

The Bureau of Mines conducted a laboratory investigation of copper electrowinning from electrolytes produced by solvent extraction. The purpose of the research was to gain a better understanding of the fundamental relationship between copper electrowinning conditions, anode corrosion, and cathode purity. Processing variables were evaluated in a cyclic semicontinuous system in which the depleted electrolyte was used to strip copper from loaded organic extractant. For the production of high quality copper cathodes, the electrolyte was dosed with cobalt and stripped of organic solvent extraction reagent. An optimum cobalt addition of 60 ppm, and removal of the entrained extractant with activated carbon provided the best conditions for electrowinning copper containing the least amount of lead and controlling anode corrosion. As little as 13 ppm of the entrained organic extractant, LIX 64-N, significantly accelerated anode corro-sion. However, the addition of 1,000 ppm of organic diluent kerosine did not affect anode corrosion. After cobalt dosing and removing the entrained extractant, cathodes containing less than 2 ppm lead were consistently electrowon at widely varied current densities, electrolyte copper and acid concentrations, and temperatures. Dosing of the electrolyte with selected impurities including magnesium, aluminum, manganese, and iron did not affect the cathode purity. However, 0.05 giL of chloride ions markedly increased anode corrosion and the sub-sequent transfer of lead to the cathode copper.

PC-Strand tendons, commonly referred to as cable bolts, have become a major rock reinforcement device for underground mining and civil applications. The most common configuration is a 1+6 strand, which designates a center king-wire, with six outer wires wound around it to form a 0.6-in (15-mm) diameter cable. The capacity of this tendon approaches 30 tons, but the performance is largely dependent on the anchorage medium and the ability of the system to transfer stresses back into the rock mass while reinforcing and suspending the immediate roof. Recent developments to improve the transfer mechanisms of the PCstrand via the anchorage medium by impregnating the individual wires with uniquely designed deformations have resulted in improved anchorage and subsequent cable bolt performance. This paper describes a series of laboratory tests used to develop the initial indentation patterns and numerical modeling simulations that were undertaken to refine and optimize the final designs. The new, indented PC-Strands, offered in both bright and properly galvanized, have been tested in the field and are being used effectively in two new cable bolt products. The results of the laboratory, computer modeling, field testing and in-situ installations provide a glance at the next generation of cable bolts. This suite of testing shows how they will improve the safety and serviceability of openings under adverse ground conditions.

Discussion of the paper of ENRIQUE HAUSER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 521 to 534. GEORGE A. BURRELL, Pittsburgh, Pa. Mr. Hauser determined the influence of inert gases on the properties of fire-damp mixtures, and one might take some issue with his work on the effect of hydrogen, on those mixtures. It is valuable information to have, but as far as the practical application of it goes, it is not of much significance, because one does not find it in mines, at least not in any appreciable amount. Ethylene is formed in considerable quantities as a product of heat reaction, but normally, in the coal mines, as a result of a great many analyses we have made at the Bureau of Mines, we cannot say that ethylene is a combustible gas found in the fire-damp in coal mines.

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

This paper describes mitigating measures and the design of compensation grouting which will be executed from deep shafts of the Amsterdam North/South Metro line project. Due to the specific conditions for TBM-tunnelling in Amsterdam (historical buildings on pile foundations near the tunnel and soft soils with high groundwater levels) tunnel construction necessitates mitigating measures, such as compensation grouting or soil freezing. Züblin developed a special shaft construction method for critical distances to buildings. For the compensation grouting Züblin developed a new software tool, called SOFIA, which controls and visualizes and thus optimizes the entire injection process. This tool significantly increases the efficiency of the injection works while reducing the geotechnical risks.

TransCanada Pipelines, Calgary (TCPL) is one of North America's leading transporters of natural gas through its energy transmission business. TransCanada also operates significant complementary businesses in energy marketing and energy processing in North America and internationally. The main trunk pipeline crossing Canada comprises as many as six pipes, 30" to 48" diameter delivering up to 7.8 trillion cubic feet of natural gas per day. To maintain the maximum operating pressure of 1000 psi, it is necessary to provide compressor stations at 60 to 100 km spacing. One such station is located at Potter, in northern Ontario, some 80 km north of Timmins, referred to as Station 102. The station contains two compressor plants, 'A' and 'B' Each incorporates a gas turbine driven centrifugal compressor unit. 'A' Plant uses an aero-derived gas generator (jet engine) rated at 15 MW (19,000 HP).

The demonstrations of the "Silent Sentry" by Union Carbide Corp. in 1957 and of a special tractor-plow by Allis-Chalmers in 1959 ushered in the technology era of fuel cells. The idea for direct conversion of chemical to electrical energy, first published in 1801 by Davy in England and Ritter in Germany, has been kept alive by a few people through 150 years: Grove built the first hydrogen-oxygen fuel cell in 1839; Mond and Langer made electrolyte contributions around 1890 that are still used today; Baur worked on coal-based cells from 1900; Bacon started his work in the '30's, which resulted in the first multi-kilowatt unit in the '50's; Davtyan studied molten-salt electrolytes in the '40's, followed by Ketelaar in the '50's; and Justi developed highly active electrodes in the '50's, to name only some of the pioneers. Despite the tremendous increase in research and development of fuel cells, these direct energy converters are still in their infancy. They will find their functional application in space, where power density must be maximized and product water utilized. These early systems will provide valuable experience in system engineering and reliability.

Research studies have shown that the flow within feedwells displays a vortical structure and high velocities at the locations where standard tangential inlets force its way into the feedwell swirling flow, producing high local shear rates and flow non-uniformities. These hydraulic deficiencies can be attributed to the discrete feeding through a few entrances, usually one or no more than a few tangential feedpipes, which practically project jets into the vortex within the feedwell. The main consequences are unequal flocculation with aggregates subjected to different amounts of shear and a non-uniform discharge from the feedwell. This paper presents results on the application of CFD and small-scale models to develop a new design that overcomes these problems by using an involute shaped inlet that converges around the feedwell. The result is a new feedwell with enhanced hydraulics that perfectly couples with the FLSmidth E-Duc® Feed Dilution system by protecting the flocculated aggregates that have been carefully produced upstream, and that favors uniform sedimentation conditions within the thickener thanks to a uniform discharge, while maintaining a practical and trouble-free geometry with excellent turndown.

Etchants containing hexavalent chromium and sulfuric acid are used in a variety of surface-finishing operations. When the resultant spent solutions are discarded, substantial quantities of chromium are lost and pollution prob¬lems are created. To minimize the undesirable environmental effects while improving metal and minerals recycling technology, the Bureau of Mines is con¬ducting research on a method for the economic inplant recycling of these waste etchants. Trivalent chromium, produced when the etchant reacts with a substrate, is oxidized in the anode chamber of a diaphragm cell; other metals, dissolved during the etching operation, are transferred to the catholyte. When waste brass etchants are treated in this manner, all of the trivalent chromium is oxidized and more than 40 percent of the copper and zinc is removed. Similar copper removal and chromium oxidation are achieved with waste printed circuit board etchants and rinse waters from plastic etching operations. The electrical energy needed to regenerate 1 kg sodium dichromate is less than 9 kwhr. Regenerated brass etchants evaluated by two companies equaled or exceeded the performance of fresh etchants.

Laboratory heats of an 80 percent copper high-leaded tin-bronze alloy, similar to Brass and Bronze Ingot Institute (BBII) alloy 3A, were made with reduced tin content to determine whether an alloy comparable to BBII alloy 3A could be produced using less tin to aid in conserving this strategic metal. The tin content was lowered from 10 percent to 8 percent and 5 percent (nominal values), respectively, and the reduction in tin was offset by either increasing the lead content or adding zinc. Mechanical properties, machinability, and corrosion characteristics of the resultant alloys were investigated, and the mechanical properties were compared with BBII typical values and American Society for Testing Materials (ASTM) minimums for high-leaded tin-bronze alloy. Results indicate that the tin content of this alloy could be reduced approximately 1 percent (difference between the 8.4 percent actual tin composition obtained and the 9.3 percent BBII minimum) without seriously affecting the desired properties. Results also show the tin content could be reduced without significantly increasing the chances of rejects for mechanical property failures, which might result from normal variations in the casting process.

This report presents the results of a study of Kennecott Copper Corporation?s Chino leaching dump at Santa Rita, N. Mex. The stability studies described herein were performed on only one cross section of the leach dump, utilizing data obtained from drilling, sampling, and testing, which was limited in nature. The first part of the report contains a discussion of site geology and seismicity, pertinent information on the waste material disposal system and leaching method, a discussion of the waste embankment characteristics, a summary of the engineering analyses, and a bibliography. The second part (appendices) contains basic geologic and engineering data supporting the discussions in the first part.

Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the theory of sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of along chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals, and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even lognormal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.
