A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

"Tungsten skarn deposits on the Clea property in the Selwyn Mountains, Y. T., are related genetically to a quartz monzonite stock, about 500 metres in diameter at the surface. Lower Paleozoic sedimentary rocks are metamorphosed for a distance of 3 km from the stock. Tungsten-bearing skarn mineralization within the altered sedimentary rocks is of two types: sulphide-rich pods and calc-silicate beds. The most significant scheelite concentration is in calc-silicate beds near or adjacent to the quartz monzonite stock. Discordant K-Ar and Rb-Sr isotopic dates indicate that the stock is probably of early Late Cretaceous age, 94 Ma or slightly older, and that it cooled slowly. High initial 87Srl86Sr ratios and disequilibrium relationships between K-jeldspar phenocrysts and groundmass minerals in the porphyritic phase of the granitic rock , and between different granitic rock specimens, indicate contamination of crystallizing magma by old sialic continental crust which extends westward under the Selwyn Basin.This study is significant to regional tungsten exploration. Granitic rocks associated with tungsten deposits, in this part of the Canadian Cordillera at least, appear to have specific isotope characteristics that indicate they were generated at a specific time and in a particular way.IntroductionThe Clea tungsten skarn property (Fig. I) is owned by Canex Placer Limited, and lies in the Selwyn Mountains (Bostock, 1948) near the eastern margin of the Selwyn Basin (Wheeler and Gabrielse, 1972), Yukon Territory. The property covers a 20-square-mile area centered near latitude 62°47 ' north and longitude 129°52' west, and is accessible by helicopter. An airstrip and the terminus of a summer-use gravel road at MacMillan Pass, Yukon, are about 20 miles to the northnorthwest.This paper deals mainly with the geochronemetry of granitic rocks from a stock associated with tungsten mineralization on the Clea property. We show that these rocks have specific characteristics that not only define the genesis of this stock, but also have significance for regional tungsten exploration around plutons in the Canadian Cordillera."

Forecasts prepared by the B.C. Research Council for the National Harbours Board suggest that mineral shipments through B.C. Lower Mainland port facilities will increase more than four-fold, from 6 to about 25 million tons, during the decade 1965 to 1975. The longer term outlook is for a six-fold increase to about 35 million tons by 1985. In 1967, minerais accounted for more than one-third of the total deep-sea traffic tonnage, nearly as much as grain. By 1975, the minerals' share will be about half the total. The principal items are exports of potash from Saskatchewan, and of coal and sulphur from Alberta and British Columbia. Additional exports include copper and other mineral concentrates and propane. Imports are chiefly salt and phosphate rock. Coastal traffic in such items as cement, sand and grave!, and limestone totalled 3.3 mil-lion tons in 1967. They will continue to be of major importance, but do not have the spectacular growth potential of the deep-sea traffic.

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.

"Guests and Members of the Rocky Mountain Coal Mining Institute: "It gives me a great deal of pleasure to call the Fifty-Second regular meeting to order this morning. "I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. "I do not mean to infer that we coal people are out of the woods by a long way' so far as holding and regaining markets, for our coal. The captive operators, which are well represented here, have not lost their market for coking coal, since coke is still a necessary

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. Environmental, social and governance issues (ESG) have become a defining feature in the marketplace to differentiate preferred investments. With the sustainability commitment and reporting landscape anticipated to evolve exponentially, it is now imperative to rapidly develop the approach taken by mineral companies to adequately identify and address ESG risks and opportunities in the reporting of Mineral Resource and Mineral Reserve (MRMR). MRMR cannot be effectively reported as technically and financially assured and realistically executable, if ESG is not integrated into the strategy, business model, input assumptions and process that defines and drives robust MRMR public reporting. Regulatory reporting codes across the globe are presently in various stages of being updated and modified to ensure ESG factors are appropriately covered as a key part of diligent and transparent disclosure. Security exchanges are making it clear that companies must not omit ESG risks from reports to investors. This paper discusses associated challenges for MRMR reporting and suggests avenues for improvement. Key themes include: the importance of procedure rather than prescription and checklists; how ESG criteria impact Modifying Factors and determination of Reasonable Prospects for Economic Extraction (RPEE); the need for financial models to account for material ESG commitments; the uniqueness of each mineral asset; the need for education, upskilling and accreditation of both ESG experts about MRMR reporting and equally Competent Persons in ESG matters; and the need for clear and balanced reports that meet the needs of end users. (RPEE is adopted here for simplicity and consistency, recognising that some reporting codes still include ‘Eventual’ in the term (ie RPEEE). Whilst RPEE and RPEEE are subtly different the intent is to point to the process of assessing ESG factors in determining reasonable prospects.) The principles of transparency, materiality and competence remain paramount when considering the impact of ESG matters on MRMR reporting, and this necessitates an inclusive, cohesive, and integrated approach to assessing ESG issues to ensure the necessary expertise and diligence is applied.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

Cr-Ni-Cu¦PGE deposits are known to occur in early Archaean mafic-ultramafic rocks. Early Archaean mafic-ultramafic (MUMF) rocks occur in the western Dharwar craton and range in size from small pods to schist belts. These MUMF pods consist mainly of meta-peridotites, tremolite-actinolite schists, serpentinites, amphibolites and metabasalts. Spinifex, nodular and ocelli textures are also present. The rocks have been subjected to greenschist and amphibolite facies metamorphism. Geochemical studies were undertaken to evaluate the possible occurrence of economically important elements in the mafic-ultramafic enclaves around the major Arsikere-Tavarkere lineament and surrounding gneissic terrain adjoining local shear zones that occur as discontinuous pods between Arsikere and Chennagiri. Talc-serpentine and tremolite- actinolite schists contain chromite which is rimmed by ferrit-chromite. A notable feature of these MUMF rocks is that they exhibit high MgO (22 - 40 per cent), total iron (8.34 - 10.01 per cent), Ni and Cr (~3000, 2800 ppm) contents, with some samples showing komatiitic affinity. The rare earth elements (REE) data show slightly fractionated patterns with enriched LREE (LREE/HREE ~5.0) and negative europium anomalies. The Pt and Pd values reach 6500 and 191 ppb. The MUMF rocks, especially those exhibiting high chromium contents and occurring near shear zones, are potential hosts for economic platinum group element (PGE) deposits.

It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.

It is important to recover and reuse the metal values contained in various industrial wastes in a viewpoint of environmental preservation. Most of industrial products are made through the processes to separate impurities in raw materials, solid and liquid wastes being necessarily discharged as industrial wastes. Chemical methods such as solvent extraction, ion exchange and membrane, and physical methods such as heavy media separation, magnetic separation and electrostatic separation are considered as the methods for separation and recovery of the metal values from the wastes. In this paper, some examples of the application of solvent extraction to the treatment of wastes are introduced. The treatment of solid wastes such as Ni-Co alloy scrap, Sm-Co alloy scrap, fly ash and flue dust, and liquid wastes such as plating solution, the rinse water, etching solution and pickling solution are accomplished using solvent extraction technique.

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

The request for proposal from the U.S. Bureau of Mines outlined the purpose of this study in the following terms. "High grade near surface deposits are largely a matter of history. Most of the current mineral production in the united States is from large low grade ore deposits mined by large scale methods. It appears likely that exhaustion of near surface deposits and public resistance to open pit mining will tend to reverse the present trend toward open pit mining and lead to increased reliance on large scale underground mining. In view of the long lead time needed to improve basic technology, an in-depth study of the major underground mining methods is needed. "This study is intended to provide a systematic review and analysis of large scale non-coal underground mining technology with particular emphasis on current practices and problems, needed technological improvements, existing or potential environmental conflicts, and possible modifications or innovations that will assist in the satisfaction of projected national mineral supply requirements."

A high explosives shock tube has been constructed and developed to test blast resistant windows with pressure versus time waveforms similar to waveforms generated by arena testing. Calibration of the high explosives shock tube, or Large Arena Test Simulator (LATS), included numerous tests performed by detonating varying charge weights at different distances from three piezoelectric pressure sensors located at one end of the shock tube (where the test subject would be installed). The maximum reflected pressure and positive phase impulse were calculated for each waveform generated in the tests. Pressure versus distance and impulse versus distance graphs were generated. Results have been graphed in order to predict charge weights and distances that correlate to the desired pressure and impulse at the end of the tube for future tests. This is a valuable tool when testing expensive, job specific components so the loading requirements are met on the first attempt.

Previous work done by the authors of this report indicates that hydraulically-placed backfill can be strengthened several fold by various placement methods. Sunshine mill tailings were tested by these placement methods and strength increases up to thirty times were achieved over the ordinary placement methods. A computer simulation study of the test stope in the Sunshine Mine showed that a high-modulus fill absorbs up to 27% of normal stresses versus 7% for "normal" fill while reducing maximum convergence 28% versus 8% for "normal" fill. Although high-modulus fill was not placed in the test stope during this contract, various instrumentation was purchased, designed and built to record necessary data in the stope. Stress gauges were placed in the pillars and recorded data corresponded quite closely with theoretical projections.
