Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.

A thermodynamic model has been developed to model the desilverising process of lead by the addition of zinc during lead refining, whereby silver-zinc solid solutions are formed, and floats out of the dissolved zinc/silver in the lead bath. The solubility of silver-zinc solid solutions in lead decreases with falling temperature. A number of variations and modifications of the desilverising process are modeled, and applied to a wide range of silver contents in lead bullions in the industry.

River Des Peres Foul water Interceptor (Skinker–McCausland Tunnel) is a gravity sewer tunnel constructed to eliminate dry sewage overflows during high river stages and to improve the wastewater collection and treatment. The original 78-inch (2m)finished diameter Skinker-McCausland Tunnel started as a 21,500 feet (6.5km)interceptor with 13 work, drop and access shafts. The tunnel constructions included soft ground, mixed face and rock tunneling in karst formation with maximum overburden of 175 feet (53m). Due to the success of the project, the tunnel alignment was extended another13,361 feet (4.1 km) and 7 new structures by negotiating two additional segments with the contractor and the designers.

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. A lithological and geochemical study revealed significant lateral variation of the interval over 170 km of strike, from about 30 m at the Union Section to 220 m near Brits. The cumulates also become more evolved and leucocratic with distance from the Union Section both towards the NE (Amandelbult) and SE (Impala, Rustenburg and Brits). It is inferred that the persistent heat flux from a putative major feeder zone near the Union Section impaired deposition of felsic cumulates in the vicinity, delaying crystallisation of successive phases in parts of the chamber near the feeder. New influxes were therefore deposited on a footwall of varying thickness and lithology in response to different degrees of crystallisation and accumulation along strike. "The development of means to maximize the selectivity between galena and sphalerite in lead zinc ores is extremely important to the lead-zinc industry. Two challenging studies recently undertaken by Cominco will be reviewed. The first required an unusually fine grind to achieve liberation between galena and sphalerite. The second contained partially altered galena which resulted in unusual early activation of sphalerite under normal flotation conditions. Means by which lead and zinc separation were optimized in these two ores will be discussed.There are two important factors in the separation of minerals by froth flotation: particle size distribution (grind) and pulp chemistry. Pulp chemistry includes a number of factors including pH, Eh, collector type and concentration, inorganic depressants, organic depressants and activators.Grind is important for two reasons. A sufficiently fine grind is required to optimize liberation. However, if the mineral dissemination is too fine, mineral selectivity in the flotation process is impaired. Due to the hydrodynamic constraints of conventional mechanical flotation cells, flotation works best over the single decade size range between 10 and 100 microns. The majority of new ores treated by Cominco until relatively recently were comparatively simple. The major factor in their treatment was defining optimum grind size. Accordingly, the focus within mineral processing at Cominco was on grind and supporting liberation studies. The relationships between grind, liberation and flotation response are intuitively easy to understand. An idealized relationship is shown in the first figure."

Indonesia is the second largest coal exporter to Japan, accounting for about 30 M tons annually. They produced about 150 M tons in 2005, over 99% of which being from open-cut mines [1]. However, the conditions of surface mining are becoming worse each year: the stripping ratio is increasing, approaching the economic ratio and the infrastructure for coal transportation from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. At present, there are only five small underground mines, three of which are old and the other two have only recently begun mining operations [2]. However, severe ground control problems have been occurring regularly, roof falls in particular. At a new mine developed from the highwall, a large bolted roof fall occurred at the heading face, killing two miners. Unfortunately, mining engineers and/or miners in this mine do not have a lot of experiences, expertise and know-how concerning the operations of underground coal mines. Since 2001, Japan has started a ?five-year plan for coal technology transfer? to fill Japan?s moral obligation as the largest coal importer in the world. The research team for this accident was organized and the on-site investigation was conducted in order to find the cause of this accident and make the solution. This paper describes the roof fall accident at the mine, discusses its causes and mechanism and suggests the introduction of some techniques for improving the current support system considering the strata and stress conditions by means of field observation and finite element modeling.

"Paste backfill as a means of supporting underground mining is gaining popularity. Despite this trend, engineering and design of mine paste backfill systems are still largely based on empirical methods rather than established scientific principles. Because of a lack of sound understanding of mineral paste flow, some degree of trial and error is often involved during commissioning and operating of new paste fill systems. New operations often have to be built with flexibilities and contingencies, escalating the overall project costs.Disciplines that can lend some science to mineral paste flow include slurry transport, fresh concrete rheology, and soil mechanics. This paper reviews the applicability of some scientific and engineering principles found in those related disciplines to mineral paste flows. Examples are given to illustrate important points. The phenomenon of mineral paste flow is examined from new perspectives. Gaps in our understanding of mineral paste rheology are identified and from those some future research directions naturally emerge. Status and problems of the current engineering and design practice are also briefly discussed.INTRODUCTIONPaste backfill as a means of supporting underground mining is gaining popularity. One of the weaknesses of such empirical methods is the lack of scalability and transferability of rheological data from pre-engineering test phases to production phases. It is not uncommon that flow fiction data generated from expensive loop pumping tests turn out to be uncharacteristic of the paste in fullscale production. In such a case the operators have to re-climb the learning curve, sometimes with expensive disruptions to the mining operation."

As part of a $3.5 billion program to improve the antiquated waste water system in the city of Atlanta, the Nancy Creek Tunnel is being constructed across the northwest portion of the city. This tunnel is over eight miles long and is being constructed using Tunnel Boring Machines (TBM) for the majority of the tunnel and conventional drilling and blasting for three shafts, starter and tail tunnels and four connecting tunnels, totaling 2400 feet in length. An extensive public relations program was developed for this project. A group effort by the owner, engineer and contractor produced a public relations program that both informed and educated the public of the anticipated perceptions and effects of the blasting and TBM activities.

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. FORM OF A FLOTATION MODEL A suitable form for mathematical expression of the flotation process is an equation involving rates, when each of the components entering into the separation can be treated independently by a rate equation. LKAB’s Kiruna Mine, located in northern Sweden, produces about 24 Mton of iron ore yearly using sublevel caving. For efficiency, the mine must deliver planned quantities of three ore products. We use mixed integer programming to schedule Kiruna’s operations, specifically, which production blocks should be mined, and when they should be mined to minimize deviations from planned production quantities while adhering to mining restrictions (e.g., sequencing). A new production block database and a well-formulated mixed integer programming model dramatically reduce the size of the original problem; in less than ten minutes we generate five-year schedules with time fidelity of months.

Blasting conducted in the USA using the new Electronic Initiation System developed by Altech has shown that an accurate delay system will benefit the customer. Results from test work clearly showed that improved fragmentation was effected and blast vibration was at least similar to that currently found at the test venue with improvements possible.

Shallow seam coal field has the largest coal reserve in China. Mining in shallow depth causes serious problems. One of them is subsurface dewatering. In this paper, the physical simulating model was performed to study overburden movement and aquiclude stability in the shallow seam mining of Yushuwan coal field, China. According to the characteristic of clay aquiclude in the overburden, the proper simulation materials and proportions of mixture for simulating the plastic clay aquiclude layers and brittle bedrock layers were determined by the stress-strain tests. The physical simulating model was carried out to simulate the failure and caving process of the roof and overburden. Based on the simulating tests, it was found that the movement of clay aquiclude follows the movement of the underlying bedrock layers. The basic caving mechanism of the overburden roof strata was also presented. The tests also showed that the best way to control the stability of aquiclude is to reduce the subsiding gradient Ts. This research provides a foundation for further study on mining dewatering and water conservation.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. It is also used as feed stone or lime kilns. Soft-burned lime is a popular raw material for BOF steel production. It is also used extensively in insulating glass fiber manufacturing. The present paper gives more on analyses of the gases leaving the top of the charge and on accretions formed on the walls of the blast furnace. New data are presented to show the effect of the temperatures at the tuyere zone on the lead content of the slags made. The greater part of this paper, however, deals with a much debated subject, namely air used in lead blast furnaces. Original data are presented to show the effects on smelting lead 'products when air is supplied to a lead blast furnace under volume versus under pressure control.

When zinc is electrowon from concentrates or residues of high manganese content, the zinc sulphate electrolyte may contain high levels of manganese. The manganese level is usually controlled by removal of manganese at the anode as the dioxide during the zinc electrodeposition stage.By increasing the temperature of an electrolyte containing 8 gll manganese from 35°C to 90°C, decreasing the acidity from 100 gll to 30 gll, reducing the current density from 432.A.m-2 t6 286 A.m-2 and using new lead anodes containing over 0·75 per cent silver, the current efficiency for manganese dioxide removal was .increased from less than 1 per cent to over 20 per cent.At the same time the current efficiency for zinc deposition was maintained above 90 per cent by additions of high molecular weight cationic polyacrylamides to the cell. By utilization of these conditions in a small number of cells, the manganese level in the circuit could be economically concrolled to any desired level.With these conditions the formation of the dioxide changes from an indirect route, via Mn04-, to a direct oxidation of Mn2+ to Mn02.The incorporation of impurities such as Pb, K, NH4, Cu, Ni, or Fe makes the deposit unsatisfactory for direct use in Zn - Mn02 dry cells. The deposit structure changes from cryptomelane at low temperature to y3-Mn02 at high temperature.

As expected from similar crystal structures and favorable atomic size factors, titanium, vanadium, and molybdenum are completely soluble in one another above the transformation temperature of titanium. The fl phase parameters of the continuous solid solution are shown graphically. Limiting compositions for retained fl phase have been determined. VANADIUM and molybdenum both have body-centered-cubic structures at all temperatures and, from the atomic diameter comparison factor, 3.9 pct, would be expected to form a complete series of solid solutions. The existence of complete solubility has been confirmed by work' at the Jet Propulsion Laboratory. Furthermore, vanadium and molybdenum have favorable atomic size factors to form complete binary solid solutions with the B phase, high temperature form of titanium, which also has body-centered-cubic structure. Pietro-kowsky and Duwez' and Hansen et al." have established the existence of the complete series of solutions in these binary systems.
