THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. A number of problems that developed in processing the halloysitic clays of eastern Washington and northern Idaho were investigated by the Bureau of Mines. The deflocculating effect of tetra sodium pyrophosphate is compared with several other compounds, and on the basis of current theory, the advantage of sodium pyrophosphate as a deflocculating agent is explained. The adsorption of the sodium ion by clay in a clay"-water system was established by a radioactive tracer technique, and the deflocculating action of sodium pyro- phosphate was postulated. The effective dispersion of the halloysitic clays was limited by the occurrence of tightly bound aggregates of small, individual crystals. Disaggregation of the agglomerates was investigated by liquid extrusion and ball milling of dilute slurries and by extrusion of the clay in a plastic state. The greatest increase in the production of small particles was by high? pressure liquid extrusion.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

The role of biomass char in blast furnaces has been re-examined by scientists worldwide, as a feasible option to reduce the carbon intensity of ironmaking. This contribution makes a technical and economic analysis of the ferro gusa industry in Brazil, with the last 172 charcoal-Blast Furnaces operating in the world. A key strategic question is presented: what is the current status and future prospects of biomass use in Blast Furnaces? Findings provide significant implications to metallurgists: while ferro gusa from charcoal is regarded as carbon neutral iron with low impurities, there are limiting factors that hinder the further proliferation of charcoal-BFs: biomass generation requires vast extensions of arable land and aggregates have low production capacity. Additionally, most of the charcoal is presently generated in beehive kilns with low yields. These elements combined make charcoal-hot metal expensive in price. With respect to the future prospects of biomass, the injection of small biochar particles through the PCI rigs in BFs (here coined Bio-PCI) and iron ore sintering may offer a practical alternative to significantly reduce the CO2 emissions in the ironmaking process.

This study investigated roof falls in room-and-pillar drift coal mines in eastern Kentucky and utilized geologic methods for predicting roof conditions in advance of mining. In the Highsplint mine, the roof was classified in four categories or conditions: Condition A and B (Laminated Shale), Condition C (Rolling Sandstone with Shale in Pockets) and Condition D (Zone of Major Sandstone Roll(s)). Structure contour and isopach maps of the Darby coal bed and associated immediate roof rocks were used to project axial trends of the sandstone roof. Trend mapping in the mine and on outcrop provided more detailed control for roof projections.

Rock stress measurements have been carried out by the Mining Department, the Norw. Institute of Technology (NTH) since 1964. Before that time rock stress measurements were carried out at a few locations by the Swedish professor Hast as early as 1958. From the very beginning the NTH engagement in the rock stress measuring field has been very practically aimed, and we have all the time enjoyed a very good cooperation with the Norwegian mining industry. At a very early stage the industry realized that proper measurements with proper equipment could be a very valuable practical tool. Hence the industry also was willing to grant considerable funds for the education of experts and development of measuring techniques. Since 1964 measurements have been carried out in the great majority of Norwegian mines. During the last years a large number of measurements have also been carried out in connection with hydro-electric power plants, road tunnels etc.

Antimony has been utilized by mankind for thousands of years. However, due to recent environmental concerns, antimony is often considered to be an impurity element, Since antimnoy is commonly found in precious metal refractory ore bodies, extraction is essential. The Sunshine Mine in Kellogg, Idaho has recovered antimony from its precious metal tetrahedrite deposits since the 1940's. A plant was initially constructed as a primary antimony source during World War II. This facility also decreased the downstream smelting penalty for the silver copper-lead concentrate and provided an industrial commodity from a potential environmental nuisance.' This paper describes the Sunshine antimony processing- facility. Specifically, the relevant process chemistries involved in concentrate leaching, metal electrowinning, and sodium antimonate production will be discussed. In addition, ongoing areas of research to improve unit operations and treatments implemented to meet environmental' discharge requirements will be covered.

These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. During the course of the investigation of manganese mineral occurrences in the western United States, the Bureau of Mines collected several lots of ore' from properties in the vicinity of Winkelman, Ariz. As none of the ores would be marketable directly, an investigation was made to determine their amenability to concentration by ore dressing. The Geronimo group of claims is in Pinal County, 8 miles west of Winkelman, Ariz. The manganese oxides occur as cementing material in ore zones of conglomerate. Representative samples of a 2-ton lot of ore cut from outcrops of two lenticular deposits were laboratory-tested. Two 1-ton samples from the Benningfield property were similar in physical characteristics but differed in grade. This claim is 11-1/2 miles south of Winkelman and about 1 mile west of the San Pedro River on the south side of Putman, Wash. The manganese minerals occurred as nodules and lenses, replacing limestone, in a capping over a dark, igneous dike. The North Star group consists of five claims on the west side of the San Pedro River 14 miles south of Winkelman. The ore consists of a low-grade, manganese oxide-calcite occurrence interspersed with stringers of higher-grade material and is present as filling in a fissure zone in porphyry. Two samples were obtained by the examining engineer; one sample represented run-of-mine material, the other represented ore from the vein that could be hand-sorted or selectively mined.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

Domestic Production and Use: In 1981, 13 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 58% of production, Washington, Oregon, and Montana accounted for 32% of the total production; Texas, Louisiana, and Arkansas 16%; Tennessee, Alabama, South Carolina, and North Carolina 17%; other central and eastern States 35%. Based on published producer prices output of primary metal in 1981 was valued at over $7.5 billion. Aluminum consumption by 25,300 firms was centered in the East Central United States. Packaging accounted for an estimated 30% of domestic consumption in 1981, building 21%, transportation 18%, electrical la%, consumer durables 8%, and other uses 13%

ONE LAW cannot he evaded, the economic law of supply and demand. Silver, like any other commodity, is subject to this law; and its price in the long run is determined by existing conditions. I say "in the lone run because at times silver has appeared to mope contra to basic coalitions. Such movements, however, are, occasioned by the market's attempt to anticipate changes in these governing conditions. If the expected changes materialize then the new market level is justified, but if they do not then the market will revert to its previous status, A striking example of such a move occurred in November when the price advanced over 70, in ten days and then in the next two weeks lost more than it had gained. The reasons for this advance were that the speculative element interpreted certain events as favorable to silver namely, England suspension of the gold standard, higher shat prices, and the Chinese-Japanese crisis. When these expectations proved unjustified the inevitably, elapse followed became the governing conditions had not channel.

For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.
