Combustibility data are presented for 14 samples representing commonly used mine materials (treated and untreated wood, conveyor belt and brattice cloth). The combustibility data were obtained in the Factory Mutual Small-Scale Combustibility Apparatus (sample area -0.008 m ). The hazards associated with the mine materials were evaluated in terms of: 1) ignition/ surface flame spread using an ignition parameter (IP). A reasonable correlation was found between IP values and U.S. Bureau of Mines ratings for conveyor belts and brattice cloth and large-scale fire test data for treated and untreated timber sets; 2) generation of combustible vapors, using a vapor generation parameter (VP); 3) heat release using a heat generation parameter (HP). A reasonable correlation was found between HP values and the large-scale fire test data for treated and untreated timber sets; 4) generation of "smoke," toxic and corrosive products using a chemical compound generation parameter (CP); and 5) light obscuration by "smoke" using the light obscuration parameter (LP). All the wood treatments, except Fireguard, were found to be effective in reducing the fire hazard. The effectiveness of the treatment appears to be due to enhancement of carbon formation in the solid phase and enhancement of water formation in the vapor phase. Concepts are presented for establishing 1) the relationship between various parameters (IP, VP, HP, CP, and LP) and basic properties of materials, and 2) the usefulness of the parameters as criteria for the combustibility and fire hazard evaluations of the mine materials.

Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time. INTRODUCTION Underground miners are at risk of overexposure to toxic gases from various sources. Production blasting operations using explosives in underground mines are a source of multiple toxic gases that could be harmful and even fatal to humans if prolonged exposure occurs beyond the safe limits. According to Code of Federal Regulations, Title 30, Part 57.5002 [1], metal and nonmetal mine operators must conduct gas, mist, and fume measurements as frequently as necessary to determine the adequacy of control measures to protect miners from overexposure to harmful gases. MSHA will inspect mine operators’ activities to verify the evidence of such measurements [2,3]. Continuous gas monitoring in the return air is an effective way to make sure that toxic gas concentrations at the working areas are kept below the regulatory limits before the return of miners. Toxic gases can enter the mine atmosphere from different operations, such as welding, combustion, and blasting. The main gases produced from blasting are carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), and nitrogen dioxide (NO2). Other gases are produced in small amounts and, therefore, were not considered for this study. Related regulatory and recommended exposure limits of CO, NO, and NO2 gases are summarized in Table 1 [4].

The movement of population, which resulted in many instances from employment at the smelters, has brought to most smelterman in the United States the problem of preventing damage to plant and animal life in the territory adjacent to the smelters by sulphur dioxide gas (S02). This problem has been met, broadly, in two ways: (1) By diluting and removing the S02 by means of air currents and (2) by converting the S02 to a liquid or solid compound of sulphur and disposing of the compound.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

Discussion of the paper Of JAMES JOHNSTON, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133. CHAIRMAN E. GIBBON SPILSBURY.-I would like to call attention to the fact shown in this paper that less than five years or perhaps seven years ago nobody had thought it possible to cyanide with success silver ores. The cyaniding of silver and gold ores was first of all started in Mexico, and gradually extended to this country in the case of the silver ores alone. The average extraction, I think, for the metals in Mexico, in the case of the silver ore, is less than 85 per cent., whereas here, in the case of a very complex ore, carrying a high percentage of sulphur and arsenic, and other objectionable elements, the ore has been treated so as to extract an average of 95 per cent. of the silver contents of the ore. It is really a phenomenal revolution in the metallurgy of silver ores which has been demonstrated and worked out at the Nipissing mines. GEORGE A. PACKARD, Boston, Mass.-I would like to suggest a slight modification, perhaps, of the statement which is made that no one considered cyaniding of silver ores up to five, or perhaps seven years ago, because in 1897, when I was at Mercur, Utah, one mill near there was operating on silver ores. It did not operate very successfully from a commercial standpoint, because they did not have a great deal of ore, but the extraction, I was told, was very satisfactory, and I am quite confident that it was, because, as suggested by the name, Chloride Point, the ores were silver chloride ores, and of course very easily soluble. Some years before that, in 1892, I made some tests myself. I spent three months making tests on more or less complex silver sulphide ores at Virginia City, Mont., and while our tests on the plain sulphide ores, finely ground, were quite successful, on account of the presence of a small amount of copper we did not work out a satisfactory solution of the problem at that time; although since then a cyanide plant has been erected and for at least eight years these ores have been treated by cyaniding at Virginia City, and the mill is still in operation. The period of five to seven years should, therefore, be modified considerably, in justice to the pioneers in the cyanide processes. REGINALD E. Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (water box) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 % reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

The Chinese coal industry is the largest coal producer in the world. The total production in I995 was 1.28 bnt. On the way towards introducing a market economic system, this mature industry is facing major challenges. The main problems are a large surplus of manpower, shortage of current assets and capital, low productivity, high casualties and a huge deficit. This paper discusses the present situation and the future developments in the Chinese coal industry. The current policy can be stated as ‘rapidly developing the state collieries and improving the village and private mines; integrated development to achieve an economic operating scale and encouraging a diversified economy; rapidly exploiting and developing in the North west and South west; promoting productivity and efficiency; welcoming multi-sources and types of investment; setting up coal exchange markets; and the careful control of resources and the environment'.

"The authors conducted the in-situ gas-tightness tests in a fractured rock at the Namikata underground LPG storage site in Ehime prefecture, Japan. The test consisted of two independent setups, a gas-tightness test that used boreholes, and a chamber-scale test that used a horizontal drift sealed with a concrete plug. In each test, the gas pressure was increased up to the onset of the measurable gas flow to obtain the maximum containment pressure. This paper discusses the hydraulic conditions for gas leakage initiation and the importance of the pore pressure measurement for monitoring the gas-tightness of the LPG storage cavern based on the test results.INTRODUCTIONJapanese first underground LPG storage plant was constructed by JOGMEC, the Japan Oil, Gas and Metals National Corporation, at Namikata in Ehime prefecture in granitic rocks (Kato et al., 2007). The “hydraulic sealing principle” (Åberg, 1977) that utilizes groundwater flow into an unlined cavern to prevent the leakage of gas through fractures in the surrounding rock mass was employed for storage of LPG. This paper describes the results of the in-situ tests performed at the Namikata Site to obtain information on fundamental gas-tightness characteristics of fractured rock. Two types of in-situ tests, a borehole gas-tightness test and a chamber gas-tightness test, were carried out near the storage caverns. Figure 1 shows the cavern layout of the Namikata underground storage plant and the test locations. The storage facilities consist of three caverns (W26m×H30m×L485m). The cavern crown lies at a depth of 150m below the sea level in Cretaceous granitic rock (Figure 1). Water curtain boreholes excavated from the water gallery tunnel at EL-125m level are located above and side of the caverns to prevent water drainage from fractures during the construction stage as well as during operation. The borehole tests were performed from a drilling adit excavated from the eastern end water gallery tunnel, while the chamber test was conducted at the southern edge of an exploratory drift extending from the central water gallery tunnel."

"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. The Bottle Creek mine, when opened next month, will consist of three open cuts, Emu, VB and Boags, feeding ore to a central mill. The open cuts cover a strike length of 4.5 kilometres which forms part of a linear structure, which can be traced geochemically for 26.0 kilometres. With the exception of a few small gossanous outcrops at Emu, the deposits are completely covered with insitu laterite and alluvial overburden. Since its discovery in 1984, the deposit has been subjected to three major reverse circulation (RC) drilling programmes which have successively closed up the drill spacing on the main mineralized zone to 25m horizontally and less than 25m vertically. All resource calculations have been based primarily on samples of RC drill cuttings from these programmes. Ore reserve calculations have been completed after each drilling phase. They began with a simple polygonal technique, progressed through two sectional half-distance calculations and are now being completed with a 3-D geostatistical technique. Because of the style of mineralization, Norgold personnel paid particular attention to assessing the variability of the mineralization by using repeat samples, repeat analysis and diamond drill vs RC comparisons. In addition, close attention has been paid to obtaining an accurate estimate of the global SG of the ore bodies. Particular care has been taken to obtain complete drill intersections of the orebody and to maximize wet sample recoveries. Extensive re-sampling and re-analysis of samples has confirmed that Bottle Creek is unusual for an oxidized gold deposit in that all the gold appears to be very fine grained, and evenly distributed within the mineralized zone.

"In mineral resource evaluations, geostatistical methods known as global change of support allow prediction of the theoretical histogram and gradetonnage curves prior to interpolations or simulations of grades. Two methods commonly used by professionals to guide the choice of interpolation parameters and assess results are the discrete Gaussian model (DGM) and the indirect lognormal correction (IndLog). These models rely upon an estimate of the dispersion variance of the blocks, which is derived by numerical integration of the variogram model over a discretized block. Due to difficulties in obtaining well-formed traditional experimental variograms (especially in the presence of outliers and limited clustered data), many professionals prefer to use ‘normalized’ variograms such as correlogram (non-ergodic variogram), pairwise-relative, or variogram of the normal score transform. A series of simulations with different grade distributions and variogram models are used to assess the performances and robustness of the various variogram estimators with respect to the DGM and IndLog global change of support. Our results show that the traditional variogram, the correlogram, and normal score variogram have better performances, compared to pairwise, for both DGM and IndLog. Moreover, DGM provided better results than IndLog for the grade distributions that are not strictly lognormal. These findings provide valuable guides for geostatistics practitioners. IntroductionWhen reporting resource estimates,practitioners are required to follow generalstandards described in the NI43-101 (CIMguidelines), JORC, or SAMREC codes. One cangenerally recognize three main parts directlyrelated to the block model:•,Pre-processing: exploratory data analysis (EDA), domaining, capping, compositing, declustering, variography•,Processing: block size, neighbourhood, interpolation types (linear or nonlinear)•,Post-processing: classification, reporting.Pre-processing aims to simplify and strengthen the processing step. Ideally, domaining, capping. and compositing is aimed at defining a single homogenous population. During the processing phase, a common practice is to use a block size corresponding to the planned selective mining unit (SMU). In most precious metal deposits (gold, notably), the SMU size is frequently smaller than the recommended half data spacing (Journel and Huijbregts 1978), resulting in high estimation variance and either a high degree of smoothing if the regression slope is managed or a high degree of conditional bias if it is not. Most actual resource estimates are made using block sizes between one-quarter to one-sixth of the average data spacing, sometimes even smaller. In addition to the block size, the interpolation choices for the neighbourhood selection and interpolator (e.g. inverse distance (ID) or ordinary kriging) are often based on the Qualified Person’s (the QP) experience and some basic validation plots that often do not consider the conditional bias (e.g. trends or SWATHs plots, which are designed to compare two sets of population using a one-dimensional graph)."

TO ASSIST users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines bas established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules3 include 13D for self-contained breathing apparatus, 141F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pittsburgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer4 of the respirator and at his expense. If the device meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines he used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators.

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. For the past several years, Bureau of Mines petroleum engineers have arranged tours of selected waterflooding projects for the spring meetings of the Kansas-Oklahoma Waterflood Association. These tours are conducted to demonstrate unique operating methods and new field equipment and to provide additional opportunities for exchanging information. Each of these tours has been supplemented by a published report describing in detail the projects visited. This report has been prepared for distribution during the 1960 spring tour of four waterflooding projects in Greenwood County, Kans. (fig. 1). Three of the projects produce oil from the Bartlesville sand, and one produces from the Cattleman sand. The Bartlesville-sand floods have been in operation from 4 to 12 years and have produced about 3,910,000 barrels of waterflood oil from the injection of approximately 64,715,000 barrels of water, a cumulative water-injected to oil-produced ratio of 17 to 1. The Cattleman- sand flood, which has been operating for 3-1/2 years, has produced about 842,000 barrels of waterflood oil from the injection of approximately 9,305,000 barrels of water, a cumulative water-injected to oil-produced ratio of 11 to 1.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration (nitrogen, air, and oxygen) on ball wear was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. Marked ball grinding tests and electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen toward wear (corrosive wear) is relatively small, and abrasive wear appears to be significant. Rheological properties of the slurry appear to have an important bearing on the abrasive wear of grinding balls.

"“Safety Pays in Mining” web application developed by the U.S. National Institute for Occupational Safety and Health Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of more than 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, the app will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items, such as services or equipment, on which companies could spend the savings that result from the prevention of injuries. This paper reviews the app by discussing its development, how it is used to show the true costs of mining injuries, and how mines can benefit from using it.IntroductionInjuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker or divert administrative resources in the wake of an injury. “Safety Pays in Mining” is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits.The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies do not usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, for example, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide that just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of the potential impact on their company’s financial health."

Coal ribs present a major safety hazard in underground mines, and there is currently no unified approach for their design in the United States. To tackle this issue, this study investigated the stability of underground coal pillar ribs under development load. Utilizing over a thousand 3DEC models, a framework for calculating coal pillar rib rating (CPRR) was developed. A detailed step-by-step method was outlined for computing the CPRR based on a 3DEC analysis, which was then validated with various 3DEC models, demonstrating a strong correlation between the two models. The results demonstrated that the rib factor of safety (RibFOS) under development load is directly proportional to CPRR, coal mine roof rating (CMRR), and floor strength, and inversely proportional to the overburden depth and rib height. Moreover, a regression equation was formulated to predict the RibFOS based on the aforementioned parameters. Furthermore, empirical relationships were developed between the RibFOS and the applied primary rib support density (PRSD) in U.S. coal mines. To ease the calculations, a stand-alone application, Design of Rib Support (DORS), was developed. This application can be used to assess rib stability and easily calculate CPRR, RibFOS, and PRSD.
