What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. Plants obtain nutrients from both air and soil. They absorb carbon dioxide mainly from the air, although some carbon dioxide may be dissolved in soil water which is absorbed by plant roots. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Growing plants use water more than any other biological substance. Plant nutrients dissolve in soil water and enter the plant via root absorption. Water is then given off into the air as the plant breathes or transpires. Water also supplies hydrogen and oxygen to plants. Plant roots absorb nutrient cations or anions by contact exchange with soil clay particles. Inorganic or mineral nutrients essential to plants are supplied through the soil. Inorganic or mineral composition of plants usually is less than 5% of their weight. In most crop-growing areas, much of this nutrition is inadequately supplied from soil reserves and must be provided by fertilizers. The role of the fertilizer industry is to provide economical, efficient, good quality fertilizers to improve or maintain soil productivity for optimum crop production. The essential plant nutrients other than carbon, hydrogen, and oxygen which often must be added to soils or plants are categorized as primary nutrients (nitrogen, phosphorus, and potassium), secondary nutrients (calcium, magnesium, and sulfur), and micronutrients (boron, chlorine, copper iron, manganese, molybdenum, and zinc). These classifications are based on quantity of nutrients utilized by plants and do not imply their function or degree of necessity. One point of major significance to the fertilizer industry is that not all fertilizer minerals contain the plant nutrients in a chemical form available to the plant. A product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient source or fertilizer.

Clay minerals can be a source of problems in heap leaching operations. The ore for many heap leach operations is commonly acid-sulfate alteration zone rocks which may be found in hot springs deposits as well as the supergene zone of other near- surface gold deposits. Clays can be important constituents of these ores. Swelling clays, such as smectite, can come loose from the agglomerated ore, migrate within the heap, concentrate in pore spaces and often plug up flow channels in the heap Cement is often added to the ore as a binder during the agglomeration process. Lime is added for pH control. Their presence, combined with the sodium cyanide commonly used to leach, can raise the pH of the leach solution to 10 or even 12. This very alkaline solution can cause dissolution of some mineral Some clays, such as kaolinite, are not very stable in high pH solutions. They can be dissolved and reprecipitated as other clay species if sufficient silica and the appropriate cations are available in solution. Silica gels and amorphous materials can also be created from the dissolved kaolinite and other minerals and act as retardants to the flow of leach solutions in the heap. Therefore, before a heap leach operation is built, the operator should evaluate the clays in the ore and test the agglomeration procedure. It is important to know not only the mineralogy and the chemistry of the leach environment but how the minerals and solutions interact and what the products of this interaction are. A hypothesis is presented in this paper that expanding smectite- bearing clays can be generated within the heap. How and why this happens will be explained.

The minerals industry contributes to the economic growth, prosperity and quality of life of nations, particularly in areas where there might be limited opportunities for employment in other sectors. However, notwithstanding their economic importance, the minerals extraction and processing industries are considered to have significant impacts on the surrounding environment. In recent years many mines have implemented modern monitoring technology and modelling of the monitored environmental parameters to provide scientifically proven indicators about the state of the environment. The flexibility required by the minerals industry to respond dynamically to a changing natural, social and economic environment has become a major consideration. Whilst the notion of continuous improvement is embodied within most environmental management systems, what is now required is a structured audit trail which tracks the flow of resources through the production process to the ultimate environmental impact associated with their consumption, transformation and disposal. Imperial College is coordinating an EC funded project, which is developing a methodology to minimise the ?full life-cycle? impact of metalliferous mining projects, adopting an integrated approach to production and process design, and the costs involved. In order to develop a life cycle assessment (LCA) system that will incorporate different types of data related to the minerals extraction operations, a data inventory was designed and coded in an object-relational database model. The calculation procedures accounting for the input/output balance of the alternative scenarios for mining production, processing, waste disposal, monitoring, and their financial implications are being programmed into a software system. This paper presents the rational and innovative aspects of this work. The methodology developed for the life cycle database is illustrated for the mining production and gaseous emissions components of the system.

He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

The title of this paper is "Designing Very Large Bio-oxidation Plants". To our knowledge, only one such plant has been designed and built to date, and that is U.S. Gold's Tonkin Springs plant in Nevada. This plant was commissioned in Spring of 1990 and operated for a short time successfully as a bio-leach plant but U.S. Gold did not have the financial strength to overcome the consequences of construction delays and increased capital cost. The plant has temporarily been 1 put on a standby basis. Recently, < > a potential joint venture between Tonkin Springs Gold Mining Company and Homestake Mining was announced. Homestake will operate the mine with the technology and subsequent improvements would be co-owned by both companies. This paper is not a "how to" type publication because we feel that such an approach could be dangerous if used improperly. Rather, we discuss some of the important aspects of process selection, testing and design that need attention, and some of the lessons learned to date. As with all developments, improvements and new knowledge will accrue as more companies use bio-oxidation technology. The Tonkin Springs plant is fair evidence that bio-oxidation has "arrived" as a technology, and that successful design and operation of plants treating greater than 1000 t/d of feed is possible.

The financial analyst&apos;s job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man&apos;s problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. A large portion of the public lands in the United States is managed by the U.S. Department of the Interior, Bureau of Land Management (BLM). Public lands administered by the BLM comprise about 39 per cent (270 million acres) of the entire Federal surface estate or about 1/8 of the surface of the United States. Most of this land, located in the 11 Western States, including Alaska, is available for mineral exploration and development. The BLM is a multiple-use land management agency responsible for the balanced management of the public lands and their resources. The BLM's task is to ensure the balanced and sustainable development of the public lands and resources. This task translates into the management of people and their use of the public resources. As a result, the BLM manages a diverse group of programs including recreation, range lands, timber lands, fish and wildlife habitat, watershed, wilderness, scientific, cultural, and historic properties, and most importantly for this paper, energy and mineral resources. The BLM has developed several new policies with respect to mining, including policies on inspection and enforcement, financial guarantees for reclamation, and the use of cyanide. The goal of these policies is to demonstrate to the American public that mineral exploration and development can be an integral part of sustainable development on public lands in an environmentally sound manner.

Besides the question of the stability of the roof and walls, one of the main problems encountered with tunnelling and shaft-sinking through the soft ground of alluvial origin forming the sub-grade of most large towns is settlement. Public transport and road tunnels in town centres are particularly affected, as they cannot generally be designed at any great depth for several reasons, such as the fact that ventilation shafts and access to the surface by means of stairs, escalators, lifts, ramps and so on must be fitted into the limited space available and are therefore costly, and because of the difficulties of driving below the water table. It is for this reason, coupled with the need for wide radius curves, that tunnels now so often pass close under buildings and monuments which must not be exposed to any risk of damage from subsidence during excavation. Grouting is the usual method used for consolidating soils, improving their strength and making them less compressible, but it is itself liable to cause heaving and cracks in the buildings above and has many other attendant dangers, including continually revised estimates which are the reason for the often inordinately high costs met with in urban tunnelling to-day. INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

Coal production in the Central Appalachian region has a long history, and it remains a major US coal-producing region. The coal industry consensus is that the region is in a state of decline as evidenced by the recent lower regional output. Are Central Appalachian coal reserves adequate for the region to continue as a major supplier of low sulfur coal? To answer that question, this paper focuses on the Central Appalachian coal reserve base estimates and production trends. Central Appalachian (CAPP) reserve evaluations face the difficulty that there are no publicly available databases that provide a thorough analysis of remaining CAPP reserves. Based on best available Energy Information Administration (EIA) data, a coal reserve estimate of 17.6 billion tons is developed. This estimate appears high according to industry perception. Recent United States Geological Survey (USGS), and other state agency coal reserve estimation projects are evaluated as alternative approaches to the re-serve estimation problem. Using the conclusions from these studies, the CAPP reserve base is estimated at 7.1 billion tons. Another perspective on the CAPP reserve base is provided by reserve holdings of major CAPP operating companies reported at 5.2 billion tons. A conceptual mining cost analysis indicates substantial price increases will be necessary to offset this deterioration in the economic viability of the reserve base.

The knowledge of the macroscopic characteristics of a ventilation network is of fundamental importance for taking counter- measures to increase air quantity in-specified branches, such as those corresponding to working faces at advancing entries or longwall panels. Because the ventilation characteristics are inherent properties of each mine, it takes a long time for an engineer to accumulate experience on how a specific regulator may affect the air quantity in a specific branch of a mine with a complicated ventilation system. A computer-simulation training system, based on the macroscopic ventilation characteristics, is presented in this paper. When a trainee selects a specific condition from five regulator option (closed, almost closed, slightly open, half open, open), the change in air quantity for a network branch is indicated by the color allocated to the ratio of the new air quantity to the old or planned air volume. After the ventilation simulation, the colors in the specified branches are defined by using the fuzzy set theory. The trainee continues practicing the selection of closed/open conditions for different regulators until each of the specified branches is displayed in good state of airflow. The ventilation net- work of the Horonai coal mine is used as an example of the training system to control air quantities in six working faces with 33 regulators.

The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District&apos;s Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

"To Sink or Not to Sink"; this play on the Bard&apos;s words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. Industrial growth and survival in today&apos;s competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

The Dulles Corridor Metrorail Project is a $3-billion project that will link Dulles International Airport with the downtown center of Washington D.C. by way of a single seat train ride. The project is mostly above ground, but it does include two short, yet complex, tunnels through the area of Tyson?s Corner. The project is being completed in two phases. The Dulles Transit Partners (DTP), led by Bechtel, was awarded the first phase, a $1.6-bil-lion phase that includes 17 km (11 miles) of track with five stations. At Tyson?s Corner, the project includes twin 730-m- (2,400-ft-) long, 6-m- (20-ft-) diameter tunnels. Bechtel is self-performing construction for the $1.6-billion design-build job. Gall Zeidler Consultants was hired by DTP as designer for the NATM tunnel portion of Phase 1, and Beton-und-Monierbau was hired as tunnel subcontractor. Tyson?s Corner is an affluent and congested area that sits 152 m (500 ft) above sea level. To get through the area, it was decided that tunnels would be the best option with the least amount of disturbance to the surrounding areas. However, with extremely shallow groundcover above some points as well as soft soil throughout, the tunnels are also the most complex aspect of Phase 1.
