The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

The primary method of slope stabilization is ground water-control. Recent research has established the properties which slope materials must exhibit in order for stabilization measures to be feasible, but there is little guidance in the literature about suitable field tests to develop the parameters needed for this evaluation. This paper presents a proven method for large scale testing which allows an evaluation of the feasibility of ground water pressure control in a reasonable cost and time frame. Methods of performance and analysis of the test are presented, and the method is illustrated by reference to case examples.

The Newmont Boddington Orebody (NBO) is a large, diffuse Au/Cu orebody in Western Australias South-West corner with approximately 20Moz Au in current Reserves. The current sulphide Resource is reported after calculation with the non-linear estimation technique Uniform Conditioning to account for the mining selectivity being smaller than the average drillhole spacing. Simulation of Au grade is also run over the entire orebody reviewing risk and uncertainty. There are differences in results from the two methods. These have been investigated and the lessons learned of the influencing parameters and effect of technique alone, are helpful for applications to other orebodies.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

Identifying high value areas of unmined coal when large quantities of coal are available relative to annual markets is difficult because of the uncertainty of when the coal is to be mined. A GIS based methodology developed to value reserve coal in a producing coal region for the purpose of ad valorem taxation also identifies high value areas for mining investment. The methodology is unique in that it accounts for most mining, environmental, and market factors to determine when specific properties are to be mined. The methodology and data base are useful for directing regional exploration and acquisition activities toward most favorable areas.

A simplified two-dimensional model to analyze time-dependent load distribution and surface subsidence associated with longwall mining geometries is described. The model is based on the theory of beams resting on inelastic foundations and includes visco-elastic behavior of immediate floor strata, non-linear behavior of coal pillars, elastic behavior of face supports, and visco-elastic behavior of the overburden strata. The relative importance of the different variables affecting the performance of longwall mining geometries from ground control point of view is also analyzed. The model has been validated for field observations from one Illinois longwall mine.

Ore sorting is an emerging technology in mineral processing that can produce a significant impact on the total mining and processing economics. The technology is capable of preconcentrating an ore based on differences in the mineralogical characteristics, which can include color, brightness, transparency, size, shape, density or near-infrared response. The current practice of conducting an ore sorting test typically requires large amounts of materials to be sent to a commercial testing facility, which is expensive and time-consuming. Here, we present a novel method to simulate commercial ore sorting on a laboratory scale using a rare earth ore.

High tonnage hoisting of materials by vertical conveyors through deep shafts is a relatively new concept in mining that is proving to be effective. The development of the Pocketlift® belt by Metso Flexowell, located in Moers, Germany, enabled the installation of a deep shaft vertical conveyor in 2002. This application followed years of design and operational experience gained in medium-depth shafts around the world. The design, manufacture, installation and operational experience of an 1,818 tonnes capacity, 273 meters vertical lift, Pocketlift® belt system at the White County Coal Pattiki 2 Mine is the subject of this work

The goal of most in-plant studies is to identify factors that limit overall plant performance. A major finding from such studies is that interactions between unit operations are always important, usually specific for a particular ore and plant combination, and are one of the limits to plant performance. Computer simulation based on process models developed from in-plant studies is a useful tool for identifying limits to performance and for estimating the effects of proposed changes at both pilot and industrial plant scales. Examples involving interactions between comminution and various separation and agglomeration processes are presented, and directions for future development discussed.

Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. The controlled addition of ammonia to cyanide solutions inhibits the leaching of copper minerals but extracts up to 80% Au using as little as 10% of the cyanide compared with conventional cyanidation of copper-gold ores. The solubility of copper minerals and copper speciation in solution is dependent on NH3, CN-, pH and Eh. Rotating disc and electrochemical studies show that gold is leached by a mixed Cu-CN--NH3 complex with either Cu(II) or O2 as oxidant. This complex is slowly oxidised to CuCN and Cu(OH)2 by air.

Subsequent to the determination of an ultimate pit and ore reserves for metallic and nonmetallic deposits, it is necessary to develop the most profitable long-range mining sequence for the deposit. Long-range planning is a dynamic process because product prices and costs change, additional assay and metallurgical data become available, mining technology and operating prices and requirements change. The three case studies included in this subsection present different techniques for dealing with the objectives of long-range planning. To be able to forecast production, profitability, and capital requirements, it is essential to have a long-range mining plan.

L.R. Bower In regard to the paper by J.B. Gwiazda, it makes a highly technical approach to show that the µ factor used by designers of lemniscate-guided roof supports has never really been confirmed as a maximum and assumes that convergence is vertical. Also, the paper does not appear to take into account deflection of structures, which occurs when the lemniscate and base members are fully loaded to their maximum stress level, nor the front to back line of the support in relation to differential roof to floor movements caused by strata movements under pressure. It is not unusual for differential movements to be slightly diagonal to the line of the support, particularly in faulted areas and on gradient faces. The paper also does not take into account consolidation of fines immediately above and below the support. Generally speaking, any differential movement is from face to waste and under these conditions the µ of 0.3, which appears to be an international standard, has worked in practice. However, if the face end of the support is lower than the waste end, then the µ of 0.3 can be considerably increased, giving rise to the damage mentioned in the paper. The ideal design should aim for a slightly forward bias in the lemniscate guide so that the last increment of setting is toward the face, tending to close any fissures that may have developed during the support advance cycle. The support should also be fitted with positive set valves to ensure that a high setting load density is attained to minimize bed separation. As far as powered supports are concerned, convergence is irresistible and all powered supports converge at their rated yield load. A similar principle can be applied to the differential roof to floor movements to drastically reduce the very high forces that would otherwise be applied to the lemniscate structures and pins and that, in turn, are transferred to the base arrangement and floor loading. Any differential movements are usually catered for by the 0.3 µ factor or deflection of structures in the lemniscate guide arrangement and consolidation of the floor. The floor loading, due to differential movement, is in addition to the support convergence load and requires additional bearing area to avoid possible floor penetration. Some seven years ago, Fletcher Sutcliffe Wild Ltd. (FSW) introduced a lemniscate-guided shield support where the lemniscate linkage is connected to the roof bar through two horizontally converging rams to allow differential movement to take place above a given rated figure. This is a known force and can be guarded against, whereas with rigid connections the forces, as yet, are unconfirmed. By careful design, a horizontal force in excess of 6 MN (60 tons) opposes differential movements for a total ram loading of only 2.5 MN (25 tons), or 1.25 MN (12% tons) each. This principle can considerably reduce the length and weight of the support in comparison with a rigid pin-type structure ; also, the yield load rating can be increased without affecting the lemniscate forces. The graph shows the tensile and compressive forces in a lemniscate linkage of a support with and without hydrostore. These forces react into both the roof beam and base members and, as can be seen from the support height to linkage load graph, a considerable reduction in these reactions is gained by the use of the FSW patented hydrostore system. Floor loading is considerably reduced under maximum µ conditions, and by allowing the roof bar to move with the strata, some degree of improvement to strata control is achieved in line with the assumptions in the paper. In practice, these movements have only been in the region of a few millimeters, which, in turn, reflects on the improvements to strata control by the addition of positive set valves. Supports to this design of both 450- and 280-t (496-and 309-st) rating have been successfully used in the United Kingdom for several years, negotiating many faulted areas without one single reported need for repair or maintenance. This includes supports left unattended during the year-long strike, proving the reliability of the system.

There is general agreement among those involved in occupational and public health that work-related diseases are under-diagnosed and under-reported. Highmark is particularly well positioned to carry out industry health analysis as it provides medical insurance for approximately three quarters of the insured population of Western Pennsylvania including some of the areas largest employers. The purpose of this study is to gain a more accurate understanding of the mining industry rates of respiratory diseases that maybe occupationally related and identify those inflated respiratory disease and hearing loss rates. Conditions examined included COPD, asthma, and pneumoconiosis.

The role of calcareous minerals in that area of the environmental improvement program involving the control or elimination of sulfur oxide emissions is discussed, and a new concept in gas scrubbing, rendering possible the use of calcareous rocks more extensively for this purpose, is presented. Calcareous rocks are defined as the more common limestones, consisting essentially of calcium carbonate and magnesium carbonate. The effect of magnesium carbonate on the reaction rate of limestones and lime toward sulfur oxides in aqueous scrubbing systems is pointed out. The relative economics of lime- stone versus lime as aqueous scrubbing reagents for sulfur dioxide are indicated.

Many gold ores which are not only submicroscopic but also rich in arsenic and organic carbon, for example Dongbeizhai Mine, have been found in china. These ores belong to the most refractory ores The key to the recovery of gold from these ores is preoxidation. Dongbeizhai ores have been tested with biooxidation, chlorination, double oxidation, acidic and alkaline pressure oxidation, catalytic oxidation, NITROX and roasting. To date it appears that either roasting or pressure oxidation is optimal. It is suggested that the flotation-roasting (or pressure oxidation)-CIL process should be used to treat this type of ore.

While the United States has been the world's largest volume producer and marketer of phosphatic fertilizers for many years, it has recently suffered heavy losses for a variety of reasons. While improved economic performance is expected, it is still at least a year or two away. But when recovery does manifest itself, it will likely yield only mediocre profits, due in part to the fact that about 50 percent of output is export-dependent. Therefore, there appears to be limited likelihood that profits will be adequate to justify the further outlay of large amounts of capital for expansion.

An overview of gold processing operations at Barneys Canyon Mine is presented with particular emphasis on ore agglomerating experience, leaching and metallurgical accounting practices, and carbon column plant operating approach. The mine, located thirty kilometers from downtown Salt Lake City, is just eight kilometers north of the Bingham Canyon copper mine. Mining was initiated in February 1989 and the first gold was poured in September 1989. Through year-end 1992, approximately 7 million tonnes of ore have been processed and 12,000 kg of gold have been produced. Gold recovery is in excess of 85 percent.
