Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

Whether the mining engineer is concerned with stress problems in a mine at depth, the development of a new drill bit, or the efficiency of a comminution process, the mechanical properties of the rock with which he must work are of the utmost importance. One of the most popular topics in rock mechanics circles today is ?Is it possible to utilize directly parameters determined from laboratory tests on rock specimens in the analysis of mining engineering problems?? It is the author's opinion that laboratory and .field investigations have not yet reached the stage of development where this question can be answered with any degree of certainty. At present, great difficulties are involved in applying the results of laboratory tests to a mining engineering problem. However, this is due in part to the lack of detailed measurements of stress and deformation in the field and in part to the lack of development of satisfactory structural theories to correlate laboratory and field measurements. Furthermore, if mechanical properties measured in the laboratory are to be directly applied to the analysis of mining engineering problems, the critical mechanical properties must be identified, reliable test procedures must be developed and extensive test programs must be carried out.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated program over a 37-month period (April 1978-May 1981) as part of an economic feasibility study. The program included more than 120 km of core drilling, 63 km of access road construction under adverse topographic and climatic conditions, detailed geological mapping, plus other related activities. This Tertiary-age copper-molybdenum deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. Both intrusive and extrusive igneous rocks are present. Erosion, oxidation, leaching, and supergene enrichment of copper have resulted in a deposit now exposed at the surface that contains more than 368 Mt grading about 1% copper equivalent as sulfides.

The Mineral Processing Plant Design, Practice and Control Conference was held from Oct. 20through 24, 2002, at the Fairmont Hotel, Vancouver, British Columbia, Canada. The conference was attended by nearly 400 of the world’s top mineral-processing specialists, including plant-design engineers, mineral-processing consultants, academics, suppliers and equipment manufacturers. The meeting was sponsored by SME and cosponsored by the Canadian Mineral Processing Division of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). The conference covered all aspects of mineral-processing design, construction and operation. The meeting included more than 130 technical presentations. Topics included sampling programs, feasibility studies, design criteria, process technologies, construction, start-up operations and shutdowns. To stimulate interaction and discussion throughout the five-day conference, the sessions were presented consecutively. Attendees had the opportunity to attend every session.

In 2011, the value of mineral production increased in the United States for the second consecutive year (Table 1). Production increased modestly for most mineral commodities mined in the United States, and price increases, especially for precious metals, resulted in increases in the value of production. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates. U.S. apparent mineral consumption (industrial) of 11 mineral commodities decreased substantially from 2005 to 2010 (aluminum, cadmium, cement, copper, iron, lead, salt, soda ash, steel, tin and zinc). Data for 2011 were not calculated, but the data show a sustained decrease (especially for the metals) preceding the recession through 2010, so consumption seems to be behaving differently than production and GDP. After continued decline following the 2008?2009 recession, the construction industry began to show signs of improvement during 2011, with increased production and consumption of cement, construction sand and gravel, and gypsum ? mineral commodities that are used almost exclusively in construction. Crushed stone production, however, continued to decline.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). "How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

Recurring movements remotely connected with the Murray fracture zone and the San Andreas fault complex, together with the slow northwestward drift affecting the Baja California peninsula, could progressively have accentuated the tensional situation already connected with the anticlinorium in southern Arizona. From the fragmentary data gathered on the Texas lineament, it appears that a very mild curvature, concave to the northeast, may be present along this belt throughout Arizona. Those localities where the successive changes in direc¬tion of the strands of the lineament belt seem to occur do generally coincide with intersections of both north-northwestern and northeastern breaks. It is along the outward, southern fringe of the belt (at such structural centers like Bisbee, Baboquivari, Ajo) that the greatest impact of regional movements could be expected to have occurred through tangential-torsional stresses. Although it si accepted that the north-northwestern and more particu¬larly the northeastern fractures in Southeast Arizona are propitious to or partially responsible for mineralization, it seems undeniable that the Texas lineament belt must have greatly increased the potentialities for ore throughout the Arizona copper province. While intrusive bodies occur near major intersections, with the Texas lineament belt as a common denominator, it seems, the ore deposits are to be found close to one of the intrusive stocks, varying in distance from contiguity (Bisbee) to one or two miles away (Silver Bell orebodies).

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. In addition, depletion of some mines in Australia and South Africa has offset rising output at other properties. Indeed, when final mine output figures for 1988 become available, it may well be

Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"
