INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. Sodium sulfate is an important industrial chemical. As recently as ten years ago it was produced and consumed in the United States in quantities exceeding 1 Mtpy. Since then, both its production and use have declined; however, approximately half the production still comes from natural sources. [Fig. 1] illustrates the history of production of natural sodium sulfate in the United States. Production of natural sodium sulfate from various types of deposits is the main source of this chemical in Canada and Mexico, and probably in Argentina, Chile, Iran, Spain, and the Russian Republics. MINERALOGY AND PHYSICAL PROPERTIES Sodium sulfate is widespread in occurrence and is a common constituent of many mineral waters, as well as seawater. Atmospheric precipitation contains sulfate; it is one of the major dissolved constituents of rain and snow (Davis and Dewiest, 1966). Many of the saline lakes throughout the world contain varying amounts of sodium sulfate. Because sodium is usually the dominant cation, some workers make an anionic distinction, referring to lakes containing predominantly sulfate as bitter lakes and those containing predominantly carbonate as alkali or soda lakes (Bateman, 1950). Sodium sulfate in its natural form is found in two principal minerals, mirabilite and thenardite. Mirabilite, the hydrous form, is commonly called Glauber's salt. It was discovered by the German chemist, J.R. Glauber (1603-1668), who derived its name from the Latin, sal mirabile, meaning wonderful salt. Thenardite, the anhydrous variety, was named for the French chemist, Louis Jacques Thenard (1777-1857) of the University of Paris (Mitchell, 1979). The largest quantities occur in the form of mirabilite. Sodium sulfate is found in varying degrees of purity, from theoretically pure efflorescent crystals of mirabilite to combinations and admixtures of other salts and impurities. It is a common constituent of some brines; from this source much is extracted commercially. Sodium sulfate also is found in compounds, such as the minerals glauberite, the double salt of anhydrous sodium and calcium sulfate, bloedite, the hydrous double-salt of sodium sulfate and magnesium sulfate, and burkeite, the anhydrous double-salt of sodium carbonate and sodium sulfate. Over 40 minerals contain sodium sulfate in varying proportions; many are of special interest because of their frequent occurrence. Table 1 lists some sodium-sulfate bearing minerals. The reader is referred to other publications (Cole, 1926, Dana, 1932, Grabau, 1920, and Dietrich, 1969) for descriptions of these minerals. Only mirabilite and thenardite will be described herein. Mirabilite Na$04.10H20, contains 55.9% water of crystallization. It is noted for its efflorescence or spontaneous loss of water. On dehydration it changes to the anhydrous form, Na2S0,. Mirabilite is an opaque to colorless, water-soluble mineral that tastes first cool, then slightly bitter. It has a specific gravity of 1.48. It frequently forms as efflorescent, needlelike monoclinic crystals, but generally is found in the massive form. Thenardite, the anhydrous mineral, Na2S04, contains 43.68% Na20 and 56.32% SO3. It ranges from colorless to white and may be tinted shades of gray or brown. It is a water soluble mineral with a slightly salty taste. Its specific gravity (2.67) and hardness (2.5 to 3) exceed those of mirabilite. It commonly occurs in the massive form without visible crystals. Its crystals are frequently tabular pyramids of the orthorhombic system. Sodium sulfate also occurs as a heptahydrate, containing seven molecules of water, but this is unstable and has not been found in the natural environment. The solubility of sodium sulfate has an important effect on the crystallization of the salt in nature, as well as in its production. Its solubility in water generally increases as a nonlinear function of temperature. Below 1.2°C, ice and mirabilite form. As the temperature is increased above O°C, increasing amounts of sodium sulfate become soluble. At 32.4°C, a transition point on the solubility curve is reached, as the decahydrate melts in its own water of crystallization and the anhydrous form crystallizes. With in- creasing temperatures, solubility decreases somewhat. The presence of other dissolved salts changes the transition temperature and solubility characteristics of sodium sulfate.

INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. "The Ejpovice tunnels in Czech Republic were built by EPBM in soft Clyashale, and in weathered profile with low soil overburden. The segmented liner at the cross-passage openings required support, which would not interfere with the EPBM clearance envelope during the scheduled pull back of the EPBM through both tunnel tubes. For that reason support frames or radial bolting could not be used. Steel rods inserted into the neighboring segments during the ring assembly, and later grouted were tested and realized as an innovative solution. The paper presents practical experience gained with the segmented liner support during cross-passages construction. INTRODUCTION An innovative solution using the grouted dowels was developed and realized for sixteen cross-passage openings of the twin Ejpovice Tunnels, whose construction was part of the railway track Rokycany – Plzen modernization. The following paper described practical experience gained with the innovative support of cross-passage openings, which was realized by short steel dowels grouted within the segments of the EPBM segmented liner. The paper is a continuation of the paper published in WTC 2015, which described the design aspects of the grouted dowels support, while the following paper concentrated on the production, and the performance of the dowel support observed during the breakout for the cross-passages openings. The connection by grouted dowels was patented by Metrostav, a.s. Company THE EJPOVICE TUNNELS CONSTRUCTION The Ejpovice tunnels construction started in 2013. The start of the high speed train operation through the tunnels was planned for 2018. The project was funded by the state government with the support of European Union funds of up to 70%.The tunnels were excavated with one EPBM (Earth Pressure Balanced Machine) with the external diameter of 9.89 m. The segmental liner inner diameter was 8.7 m, and thickness of 0.4 m. First, the South tunnel tube was excavated from the East portal, then the EPBM was pulled back through the South tunnel, and the excavation was started from the same portal for the North tube. After the South tube was freed from the EPBM excavation operations the cross-passage construction started. Due to the short time schedule, in the North tube the cross-passage construction started while the tunnel was still under construction. Therefore, the cross-passage construction was performed concurrently with the segments transportation, and with the EPBM pull-back through the tunnel. There were 8 cross-passages along the tunnels with a maximum distance of about 500 m, Fig.1."

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. The reliable quality assessment of grouting operations is one of the key issues in establishing impermeable grout curtains around shafts, drifts and tunnels. Reliable opera¬tional information on the decrease in the permeability of rock during the grouting process facilitates the assessment of the effectiveness of the completed curtain and assures production quality. Quality control and assurance also fa¬cilitates the early detection and elimination of possible de¬fects in the grout curtain. Thorough control of the grouting process provides the capability to evaluate decreases in the permeability of water-producing fracture zones prior to the beginning or the continuation of excavation of the shaft, tunnel or drift. In order to achieve this objective, post¬grouting hydrodynamic investigations are conducted prior to the initiation or re-initiation of work on the underground workings to measure the decrease in the permeability coef¬ficient of aquifers during grouting operations. 8.1 QUALITY ASSURANCE AND CONTROL OF THE ISOLATION OF ROCK BY GROUTING THROUGH HOLES DRILLED FROM THE SURFACE Quality assurance and control are based on measuring the decrease in the permeability coefficient of water-pro¬ducing horizons as a result of injecting grout into the drill¬holes. For this purpose, the value of the acceptable residual permeability coefficient is calculated beforehand based on the acceptable value of ground water inflow into the shaft, drift or tunnel as specified by the "construction norm and integrated practice (SNIP)" (Anon., 1976). Having ob¬tained the values of aquifer thickness, permeability, and head distribution for each aquifer from flowmetric data (dis¬cussed in Chapter 3), the average value of the permeability coefficient of all aquifers intersected by the shaft is calcu¬lated as [ ] where Ki is the permeability coefficient of the "ith" aqui¬fer; Pi is the pressure of the "ith" aquifer; and M; is the thickness of the "ith" aquifer. The total expected inflow of ground water into the shaft is [ ] where RK is the radius of the contour of influence; RCFB is the radius of the shaft; and p is the coefficient of dynamic viscosity of the ground water. The necessary reduction of the coefficient of permeabil¬ity of the aquifer [ ] where Q is the expected inflow of ground water into the shaft from eq. 8.2; Q.-fin is the acceptable inflow of ground water; and a is the safety factor. By knowing the average permeability value of the rock and the permeability reduction coefficient, it is possible to determine the value of the acceptable residual permeability coefficient for all the aquifers [ ] The values of the permeability coefficient, pressure, and thickness for each aquifer are determined from the data gathered during the hydrodynamic investigations conducted in grout holes prior to beginning the grouting operations as discussed in Chapter 3. After injecting the grout into the first of the holes, the injection into each of the following grout holes is preceded by repeated hydrodynamic investi¬gations. Using the data obtained for each water-producing zone, a graph is constructed where the numbers representing the grout holes in their order of grouting are placed on the abscissa, and the values of the aquifer permeability coeffi¬cient are placed on the ordinate (Fig. 103). This curve char¬acterizes the change in permeability of the given hydro¬stratigraphic unit as grouting operations are completed, one hole at a time. The results of grouting operations are considered to be positive when each sequential observation records a steady decrease in the permeability of the aquifer. The permeabil¬ity measured prior to the injection of the grout into the last hole must be lower than or equal to the acceptable perme¬ability as determined by the application of eqs. 8.1 through 8.4. Table 8.1 presents illustrative data on the hydrogeo¬logic properties of aquifers at a mine shaft prior to the initiation of grouting operations. Data also are presented on the reduction in the permeability coefficient during the in¬jection of the grout. The shaft in question intersects eleven aquifers. Based on data concerning aquifer pressure, thick¬ness, permeability, and the expected inflow rate of water for each of the strata, the average permeability coefficient is calculated according to eq. 8.1 as K = 0.2 x 10-12 m2. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained. Experimental equipment and procedure The arrangement of the column cell and auxiliary equipment for continuous flow testing is shown schematically in Fig. 1. The feed sump [O] is filled with a sufficient volume of prepared sample to permit a large number of tests to be performed (typically 12). Past experience has shown this is necessary to control sample variability and variability in the size distribution resulting from ultra fine grinding. The feed slurry is maintained at about 20% solids and is constantly recirculated and stirred. The sample is metered from the circulating pipe by a peristaltic pump [O]. The feed slurry is diluted with reagentized water [O] by a second peristaltic pump [O]. Wash water [O], also reagentized, is supplied through a third peristaltic pump [O]. While this feed system may seem unduly complex, it does permit users to independently vary either the wash water rate or the net solids content of the cell. In the tests reported here, the feed rate and net percent solids were constant at 12.5 gms/min. and 3.3%, respectively. Diluted feed enters the column through 6.35 mm-diam (0.25 in.-diam) copper tubing and is discharged upwardly at the center of the column. Tailings are discharged through flexible tubing that can be adjusted so as to control the position of the pulp-froth interface. The column is 76.2 mm-internal-diam (3 in.-internal-diam) and 1090 mm (43 in.) high. It is made from lucite tubing and is fitted with a 51-mm-diam (2-in.-diam) fritted glass air sparger having an average pore diameter of 50 µm. In performing a series of tests, the concentrate and tailing are allowed to discharge continuously. The system is allowed to equilibrate for 30 minutes after the pulp and froth reach operating levels. Concentrate and tailing samples are taken simultaneously for timed intervals (five to 15 minutes, depending on the volume of sample desired). After sampling, a change in operating conditions is made and the system is again allowed to equilibrate. The tests to determine the effect of the pulp-froth interface level were part of a larger series of tests in which the objective was to optimize the conditions for a rougher flotation stage in a two stage circuit. The sample used in this series of tests was an Alabama shale ground to d90 = 23.1 µm and d50 = 7.9 µm. The operating conditions remaining constant in this series of tests were as follows: Column height - 1600 mm (63 in.) Air sparser - 50 µm (average pore diameter) Spray water - 130 cc/min. Feed rate - 12.5 gm/min (0.4 oz per min) (dry solids) Percent solids - 3.3% Frother (Dowfroth 250) - 45 ppm The variable test conditions are tabulated in Table 1. Positions of the pulp level (pulp froth interface) and feed entry are presented as a percentage of column height (as measured from the face of the air sparser). Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

The Spa1lation Process Because of the low thermal conductivity of many hard rocks, rapid heating of these rocks produces a thin surface layer in which the temperatures attain high values. Thermal expansion of this surface layer is constrained by the reminder of the still cool rock, and when stresses within the surface rock become high enough, the surface rock breaks away from the cooler rock behind it and flies or falls off as a thin flake called a spall. Then the next, newly exposed surface is heated, and the process continues. This process is the basis of spallation drilling. The hot gases from a jet burner provide the heat for spallation to occur, and their high velocity provides a scouring action that transfers heat to the rock and removes the spalls as rapidly as they form. Spallation is a process which works in very hard rock. It is dependent upon the thermal expansion coefficient and the thermal diffusivity of the rock but is also affected by any discontinuities in the rock. To date the efforts which have been made to evaluate the various rock according to their spallability has been minimal. As the success of this process is dependent upon the characteristics of rock it is expected that the study of rock mechanics will prove to be of greater value to this program than to the other mechanism for drilling and excavating rock. Commercial Uses of SPALLATION In the 19408s, the Linde Air Products Division of Union Carbide (UC 1 began developing spallation for use in mining taconite ore, which is presently the chief source of iron in the United States. In this work UC developed a jet-piercing tool that burned fuel oil with oxygen to produce spallation and contained mechanical cutters to remove rock that was not amenable to spallation. The UC jet-piercing machines have since produced about 40 million feet of shallow blast holes used for emplacing explosives in the taconite mines. During this work it was found that hole diameters could be increased by merely reducing the advance rate of the burners and that existing holes could be enlarged by making another pass through the hole with the same burner. The Browning Engineering Go. of Hanover, N.H., has developed a hand-held spallation burner to cut slots in granite. It has been used for a quarter of a century and is now standard equipment for quarrying granite throughout the world. This burner, which resembles a small jet engine oriented with its exhaust pointed downward, is the forerunner of a flame jet burner used to spall experimental holes in granite at maximum rates in excess of 100 ft/hr when operating in hard, competent granite. It uses No. 2 fuel oil, which is burned with compressed air. The system uses water to cool the burner and the exhaust gases. These gases, along with the steam produced from the cooling water, blow the spalls from the hole. Experimental Work Theoretical and experimental work has been accomplished by the Massachusetts Institute of Technology and the Los Alamos National Laboratory. This work is reported in Refs. (3) and (4). To verify the experimental results of this work laboratory scaled down field tests were conducted using two we1 1 characterized granites from quarries in Barre, VT and Westerby, RI, under defined heating conditions. In the laboratory tests a propane - oxygen heating torch was used to direct a flame at the granite surface and the spal 1 ing process was examined at various heating rates with a high-speed video taping system operated at 200 frame per second. This produced a time-lapse sequence where the onset of the spallation process was easily distinguished. Also the heat flux from the torch to a flat surface at various stand off distances and flows was measured. A similar set of tests was conducted using the more easily quantified and uniform heat source of a 1.5 kw GO2 laser. This allowed accurate

A major contribution to the art of blasting was made at the Cleveland- Cliffs Iron Company?s Hawkins Mine in Cashwauk, Minnesota during April of 1956. It was here that the first experiments with fertilizer grade ammonium nitrate were conducted-experiments which led to the development of the ammonium nitrate and fuel oil method of blasting which has been eagerly adopted by open pit and quarry operators throughout the United States. While this new blasting agent was a more or less natural outgrowth of the Akremite Process devised by Maumee Colleries of Terre Haute, Indiana; no one, to our knowledge, had used this particular combination of ingredients prior to this time. Certainly this was a "break-through" as far as the Lake Superior District was concerned. Akremite consists of a mechanical mixture of grained ammonium nitrate and a solid carbonaceous material packed in a plastic bag. At the time of its introduction to the Mesaba Range, Akremite sold for 10.5 cents a pound as compared to the 18 cent powder previously used in both wet and dry large hole blasting. The discovery of this agent was indeed a remarkable achievement, one that afforded a substantial reduction in blasting costs. However, Akremite proved to be only an intermediate step in the evolution of our present low cost explosives. Cleveland-Cliffs utilized prilled ammonium nitrate and fuel oil and then eliminated the mixing and packaging plant entirely by combining the two raw materials in the field at the drill hole collar or in the hole itself. Thus we have approached the ultimate in simplicity, for the blaster and his helper now manufacture their own explosives not only as they are needed but where they are needed, and at a cost of under 4 cents a pound. This two-man crew may charge and explode as much as 8 tons of ammonium nitrate in an eight-hour shift and in so doing break some 65,000 tons of ore.

In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentra­tion and high pressure to achieve extremely rapid gold dissolu­tion rates. This is made possible without suffering from high energy or wear rates by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device which can be constructed from a variety of wear and chemical resistant materials. High temperature tolerance is also possible so that the device can be incorporated into a pressure leach circuit with significant capital cost savings because of the high capacity to volume ratio that is an inherent feature of the device. For cyanidation applications the outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of about 150 dry tonnes per hour at 40-45 % solids. Service life at this throughput is at least three months. Six mines are currently employing the Filblast Process and another six are conducting plant trials. The ore types range from highly reactive, almost impossible to treat, pyrrhotite/ arsenopy­rite to deeply weathered clay ore which forms a highly viscous pulp. It has been found that the effect of shear thinning has resulted in improved leaching and adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately eight million tonnes per annum. This paper presents the operating benefits and cost savings which have been achieved in four plants, two treating oxide/ sulphide ore blends and two treating highly reactive sulphide ore and concentrate. Filblast leasing and maintenance charges and pump operating costs are about ten percent of the benefits. A conceptual cyanidation circuit based on the Filblast Cyanidation Process is also discussed. The Filblast System is an in-line pressure leach aerator/ reactor which generates very high shear and greatly enhances mass transfer rate by generating extremely small gas particles where oxygen gas is required for oxidation reactions and/or utilising the high shear characteristics to minimise the diffusion boundary layer. Both of these rate limiting factors effect the rate mechanism for gold cyanidation. Initially two multi-stage Filblast aerator cartridges formed a leach train but now the trend is to install a single submersible cartridge of equivalent perfor­mance. This design simplifies installation and minimises change-out times. However the in-line concept can be employed where high pressure leaching or pressure oxidation is required. The reactor is submerged in the leach tank so that the mass of gas micro-bubbles contained in the discharging slurry is entrained in the agitator vortex and is thoroughly dispersed throughout the tank. A diagrammatic representation of a leaching circuit incorpo­rating the Filblast Reactor is shown in Figure 1. The recirculation pump takes new feed directly from the cyclone overflow trash screen either under gravity or pump fed and recirculates the balance to maintain 250 - 270 m3/h total slurry flow. All of the leach feed slurry gets at least one pass through the Filblast thereby eliminating short-circuiting. Typically a 6/4 EAH Warman pump drawing 60-70 kW is required to circulate 250 m3/h through the system. The back pressure generated by the Filblast is in the range of 400-500 kPa depending upon pumping rate, pulp density and slurry rheology. The high shearing rate effectively negates the viscous effect of slurries and the addition of a gas further reduces the pulp density by virtue of the intensely aerated, homogeneous medium. The gold leaching Filblast cartridge elements are made of polyurethane but stainless steel, ni-hard, rubber or ceramics can be used depending on the operating temperature and design duty. The efficiency of the Filblast Leach Reactor in gold cyani­dation is due to the extremely efficient mixing, oxygen dissolu­tion and surface polishing action of the Filblast design. Either air or oxygen may be used but Atomaer recommend the use of oxygen because of the rate benefits gained from cyaniding at [02] significantly > 20 ppm D O in the reactor. Very high DO concentrations have been measured; in excess of 50 ppm. There is some debate as to whether the value is a true measure of the DO or the oxygen meter sensor is measuring the effect of a mass of very fine bubbles of free oxygen. Regardless of the fact the reactor has registered some amazing gold dissolution rates commonly in excess of 80 % during transit of the pulp through the reactor. The elapsed time is less than half a second!

"In 1995 and 2003, the Mine Safety Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) being used in underground coal mines in the United States. The survey reports showed data for the different AMS manufacturers, the different types of equipment monitored, and the different type of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along the belt haulage entries. As of December 31, 2009, point-type heat sensors were prohibited for use for an early fire detection system; instead carbon monoxide (CO) sensors are now required. This report will examine the number of AMS currently used in underground mines in the United States to see if there is a change in their use. The locations and parameters monitored by AMS are also discussed. INTRODUCTION The last survey conducted by the Mine Safety and Health Administration (MSHA) on atmospheric monitoring systems (AMS) used in underground coal mines in the United States (US) was in 2003 [1]. The survey report states that since 1995 there had been a steady increase in the use of AMS in underground coal mines as the technology of CO sensors was improved by manufacturers. AMS had become more reliable and some CO sensors could be purchased with the capability to discriminate between the CO produced from a fire versus CO produced from diesel equipment. This increase in reliability had reduced the number of false alarms and the response time. The faster response time to a developing fire allowed for the miners to take the necessary action to put out the fire or exit the mine. It should also be noted that at the time of last MSHA survey, some mines still used point-type heat sensors to detect the presence of a fire on conveyor belts. This detection method works by measuring the temperature of the air around the sensor. As a fire starts to develop, smoke and hot gases are produced from the combustion process, and the air is heated up. Once the air and gases reach a designated temperature detected by the point-type heat sensor, a fire alarm signal is generated. Studies have shown that the response times for detecting the presence of a fire using CO sensors are much shorter than using point-type heat sensors [2]. Finally, since the last MSHA survey, regulations have changed on the type of automatic fire detection systems permitted to be used in conveyor belt entries. As of December 31, 2009, point-type heat sensors are not permitted to be used for fire detection in underground coal mines in the US; instead CO sensors are required as a replacement (30 CFR 75.1103-4). This study will examine how the changing of the above regulations has impacted the use of CO sensors in underground coal mines in the US compared to their use based on the last MSHA survey. Importantly, in the previous MSHA survey, the data was recorded for producing and non-producing coal mines. In this study, only the data from the producing coal mines was recorded. Data was collected from a total of 235 coal mines for this study with the help of the MSHA district offices."

"In underground metal/nonmetal mines, repeated short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently there are no common mechanisms to control or mitigate these localized short-term high exposures to contaminants. To improve miners’ health and safety, the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is developing a Smart Monitoring and Control (SMAC) system for real-time monitoring of mine air quality, with integrated countermeasures to reduce these high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system that could be implemented in an underground mine, researchers at SMRD built a test apparatus incorporating a fan, louver, ducting, and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health. INTRODUCTION Underground metal/nonmetal mines continue to expand production by employing large equipment in greater numbers and by mining into hotter and more challenging environments which are typically further away from fresh air sources. This challenges the ventilation system to provide adequate quantities of fresh air to the workplace and increases the potential for air contamination that could result in immediate and long-term health and safety issues to miners. Currently, airflow and contaminant concentration in mines are typically based on full-shift sampling which may not identify repeated short-term exposures to high levels of airborne contaminants such as NO2, CO, diesel particulate matter (DPM), and dust with high silica contents. Repeated short-term exposure to these high levels of airborne contaminants over long periods can lead to serious health issues which are documented in several studies [1-3]. Based on data from ventilation surveys and contaminant measurements, mines often attempt to minimize exposures by sending more fresh air to the working areas where contaminant concentrations are found to be high. Real-time monitoring and control allows mines the option to monitor contaminants and implement controls in real-time. Real-time monitoring and control of the underground mine atmosphere has been a subject of research since its beginning in Finland at Outokumpu’s Pyhäsalmi Mine in 1969 [4]. More recently, the real-time monitoring and control problem has been addressed using ventilation on demand (VOD) systems [5, 6]. A VOD system attempts to deal with this issue on a global level by controlling fans, louvers, and doors to increase airflow to active work areas and reduce contamination. However, a VOD system only controls the distribution of airflow and may not be helpful in mines where the airflow is at maximum capacity. Researchers at SMRD are developing a SMAC system for real-time monitoring of mine air quality with an integrated ability to trigger countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. The SMAC system will be designed, tested, and refined in the laboratory environment before being demonstrated in an underground mine. This system will not only try to minimize the gaseous contaminants by regulating the airflow locally, but will also potentially employ a filtration system to reduce the airborne contaminants in case the maximum airflow capacity is reached. More details on Henkel's gold recovery technology and Mintek's role in this programme are given in (1). an The application of ion exchange resins to gold recovery is not new and many reviews have been published on the advantages of this process, and on the current state of the art of gold recovery by ion exchange resins. (2)(3)(4) Widespread application of ion exchange resin based processes for gold recovery has, however, not occurred to date. Fleming and Cromberge (5), described some significant pilot plant RIP trials in South Africa and the partial success of these pilot plant trials held out the tantalising possibility of a breakthrough in gold recovery based on RIP technology. Despite this pioneering work, only two really significant applications of RIP technology for gold recovery exist today. These are the Golden Jubilee Plant in the Eastern Transvaal South Africa and the widespread, although in some respects technically backward, use of ion exchange for gold recovery in the former USSR. There are two main reasons for the current scarcity of RIP and RIS plants used for gold recovery. These are: 1. 2. The perceived problems of engineering RIP plants The lack of a resin having suitable chemistry for both gold loading and gold elution The problems of engineering RIP plants have been largely overcome in the last 25 years. Much of the development in RIP plant design took place in the uranium industry during the rapid expansion of that industry in the mid 1970's. In addition, the development of CIP engineering systems has lead to the development of in-pulp solid extractant based metallurgical plant designs which can, with limited modification, be adopted to RIP. The lack of a resin having suitable chemical properties has almost certainly been the main reason for RIP/RIS not being introduced into the gold industry over the past decade. INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

INTRODUCTION In the last twelve years, underground stoping methods at the Homestake Gold Mine have evolved from open cut-and-fill with jacklegs, cribbed raises and electric slushers to ramp-based mechanized cut-and-fill (MCF) and vertical crater retreat (VCR) with dieselpowered loaders, trucks and drill jumbos. The evolution was swift. Unfortunately, ventilation practices have had trouble keeping pace. Stope ventilation is still too dependent on auxiliary fans and coolers. A single large MCF stope might contain up to eight headings, each of which requires significant ventilation resources when a diesel loader is present. Air is shortcircuited all too frequently through mined-out VCR panels. These factors and the recent rapid decent of the center of mining prompted a study to improve ventilation practices and to more accurately project future requirements. BACKGROUND In 1992, the underground portion of the Homestake Gold Mine produced 8336 kg of gold from 1407 ktons of ore (268,000 oz from 1,551,000 st). The ore is hosted in low to medium grade meta-sediments. Stoping took place from 420 to 2347 m below the surface (1400 to 7700-ft levels). The weighted center of mining was 1662 m deep (5450-ft level) in 1990 and is projected to be 1890 m (6200-ft) in 1993. The deepest level is 2440 m (8000-ft) where the virgin rock temperature (VRT) is 56.1°C (133F). The mine is ventilated by 504 m3/s (1,069,000 cfm) measured at mid-exhaust-circuit density. The air-conditioning system includes an 8.1 MWR (2300 ton) controlled recirculation plant, a 2.0 MWR (580 ton) chilled water plant, a 1.0 MWR (290 ton) exploration drift refrigeration plant, 28 spot-coolers totaling 3.4 MWR (960 tons) and 35 spray coolers totaling 1.5 MWR (420 tons). The mine employs 117 diesel units with a total nameplate rating of 7961 kW (10,672 hp). These units include twenty-four 1.5m3 (2-yd) loaders, twenty-six 2.7m3 (3.5-yd) loaders, fourteen 3.8m3 (5-yd) and two 7.6m3 (10-yd) trucks, and assorted utility vehicles and drill jumbos. THE STUDY In April 1991, the University of Nevada-Reno (Mackay School of Mines) and the South Dakota School of Mines and Technology cooperated with Homestake on an MCF study. Mackay instrumented a stope with thermocouples, air velocity meters and hygrometers (Duckworth, 1992). South Dakota Tech conducted a finite-elements computer analysis of a back-filled MCF stope with/without light-weight shotcrete insulation on the sidewalls and back (Chellam, 1992). Homestake conducted an empirical analysis of deep-level MCF stoping. This paper describes the Homestake study. Twenty-three of the forty MCF stopes deeper than 1800 m were surveyed at least once during the last quarter of 1992. The stopes not included were being cable-bolted or back-filled. Figure 1 shows the complexity of one of the ramp-based stoping areas included in the survey. This particular stope has six separate production headings. A baseline wallrock heat load was derived for each stope or heading from psychrometric calculations. Broken ore, waste rock fill and fissure water were noted when present and the effects included in the baseline heat load. Other heat sources often mentioned in the literature such as metabolic heat from workers, heat from explosives and small electric loads were neglected. Fan heat was considered part of the ramp & crosscut heat load and thus not included in the study. Diesel heat was addressed separately. RESULTS Survey results, plotted as the heat flux against VRT, are shown in Figure 2. The equation for the regression line is: W/m2 = 2.1236*VRT - 75.405 The 0.31 correlation coefficient is poor which implies that the results should be used cautiously. Previous experience strongly suggests that differences in productivity are most likely responsible for the scatter in data points. A rapidly advancing stope will have a
