"The Rapid Excavation & Tunneling Conference (RETC) is a world-renowned event that attracts some of the best minds in the global underground construction and tunneling industry. The experts gather at this conference to impart new technologies, discuss challenges to their projects and learn about new technologies that have become available to them.The 2015 RETC will be held June 7-10 at the Sheraton New Orleans, in New Orleans, LA. This biennial conference, of which SME is a sponsor, is expected to attract about 1,400 attendees from around the world. These professionals represent all parts of the global tunneling and underground construction industries - contractors, engineers, owners, consultants and equipment suppliers.More than 110 technical papers in 21 sessions will be presented over two-and-a-half days. Paid attendees will receive a proceedings volume of the conference. The proceedings will also be available from SME. In addition to the technical programming, the accompanying exhibit will include 155 exhibitors occupying 175 booths, providing RETC attendees the opportunity to get a look at the latest in equipment and service technology. Three short courses will be held on the Sunday preceding the start of the show. And there will be plenty of opportunities for attendees to meet and chat during several social activities that are scheduled throughout the conference."

Feldspar is the earth's most abundant mineral group. The feldspars are aluminum silicate minerals belonging to the tectosilicate class. Feldspars are the most widespread of any mineral group and are estimated to constitute 60% of the earth's crust. They make up a large percentage of the exposed rocks as well as soils, clays, and other unconsolidated sediments. Feldspars are widely used in the glass and ceramic industry and are principal components in rock classification schemes. Feldspar minerals and their production are important contributors to the domestic and world economies and standard of living. In 1990, the United States produced 630 kt of feldspar minerals, and world production was estimated to be more than 5 Mt. Feldspar mineral production in the United States has a long and interesting history (Feitler, 1967, Rogers Jr. et al., 1983). The first commercial production in the United States occurred in about 1825 and came from pegmatite bodies located in Connecticut, where feldspar was mined, hand sorted, and shipped to England. Feldspar production grew during the 19th and 20th centuries with important developments in production location, integrated mine and processing facilities, and the development of the flotation process for feldspar by the US Bureau of Mines and the feldspar industry. The first commercial feldspar flotation plant began operations-in Kona, NC, in 1946, some six years after this process had been developed. In 1990, the domestic feldspar industry consisted of 12 operating companies with mines and processing plants located throughout the United States (see Table 1). During the last 25 years, the domestic feldspar industry has been dynamic, marked by new plant construction and capacity expansion at older plants. The industry has also seen plant closures, changes in ownership of existing operations, the consolidation of the Canadian nepheline syenite industry, and the increase of imported feldspar products. The industry has been affected by contractions in its major end-use markets brought about by economic cycles, product substitution, and environmental effects, such as recycling, land-use controversy, and air and water pollution. Despite problems, the industry remains mature and highly competitive. GEOLOGY Mineralogy The common feldspar group of minerals form a single crystalline phase or solid solution series of minerals. Fig. 1 is a ternary phase diagram that shows the feldspar mineralogy-KAlSi,O8, NaAlSi3O8, and CaAl2Si2O8. The end-member compositions are also referred to as potassium, sodium, and calcium feldspar. The feldspars whose chemistry ranges between the potassium and sodium end-members are known as alkali feldspars, while those between the sodium and calcium end-members are plagioclase feldspars. These feldspar groups can be further subdivided based on structural and compositional features within the alkali or plagioclase feldspar series. The distinction between and the proportion of members of the two feldspar groups are important to the classification of igneous rocks (Deer et al., 1966). Perthites are the exsolution product of an initially homogeneous potassium-sodium feldspar solid solution which forms (in an environment of decreasing temperature) a heterogeneous intergrowth of sodium-rich feldspar lamellae in a host crystal of potassium feldspar. Antiperthites are exsolution products in which the host mineral is sodium-rich plagioclase feldspar and the intergrowths are potassium-rich feldspar.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated far a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

Since 1993, Newmont Mining has been growing through the development 'q of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru, began operating in October 1993. This occurred at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau joint venture in Uzbekistan. It is the first mining project of its kind in the Confederation of Independent States (CIS). In early 1996, Newmont started operating the Minahasa Mine in Indonesia. In early 1997, Newmont began construction of a $1.9-billion project in Indonesia. The company is also completing a feasibility study with its partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards. Newmont has been successful in all of them through risk mitigation programs. These programs include using strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, using World Bank, European Bank for Reconstruction and Development (EBRD) and International Finance Corp. (IFC) financing and building and maintaining strong ties with host governments.

It is important to realize that lending institutions have a very different risk-profile from that of an equity investor. For bank financing, a feasibility study must address the concerns of the lender and these can be summarized under the four 'PI Is: Project, Performance, Product and People. Generally, feasibility studies focus on the measurable project risks associated with a new venture, but frequently insufficient emphasis is placed on key risk areas such as ore grade and metallurgical recovery. Before accepting full or even partial non-recourse risk, financial institutions will demand evidence that the project was constructed according to specifications and within budget and that its Performance within agreed limits has been demonstrated. Product risk should be discussed in detail in any feasibility study. For industrial minerals, penetration of the market can be critical to success and for commodities with volatile prices, the sensitivity of the cash flow to a range of prices should be carried out. Methods of reducing price risk such as long term contracts or, in the case of gold, forward selling should be carefully evaluated. The People risk is rarely discussed in feasibility studies, but can be a key element. Few projects turn out to be faithful copies of the study and the ability of the operator to identify

Experimental designs are data acquisition plans which, if followed exactly, will quickly provide process engineers with information to assess statistically the individual and joint influence of factors on responses to permit of rapid decision making. Methodology employed to construct data acquisition plans is described in some detail. In production environments, factorial designs are appropriate for most purposes. Use of two level factorials to make decisions is described for a grinding circuit.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. This usually is controlled by the safety and health regulatory authority having jurisdiction. 7) The positions of other components are rearranged

The U.S. Bureau of Mines is currently investigating ways to combine the learning capabilities of genetic algorithms with the process control capabilities of fuzzy logic. Fuzzy logic has been successfully used for controlling a number of physical systems. However, the selection of acceptable fuzzy membership functions has generally been a subjective decision. In this paper, high-performance fuzzy membership functions are learned using a genetic algorithm, a search technique based on the mechanics of natural genetics. The membership functions learned by the genetic algorithm provide for a more efficient fuzzy logic controller than the membership functions selected by the authors for the liquid level system considered. The approach to developing genetic algorithm-based fuzzy logic controllers is demonstrated on a liquid level controller.

The regional geological setting and nature of the serpentinized ultramafic rocks are described. It is postulated that lateritization started in Miocene time. Repeated uplifts led to at least four physiographic cycles and to the development of a mature lateritic soil profile. Complete profiles are subdivided from top to bottom as follows: Zone A - chocolate-brown limonite; Zone B - ochre-brown limonite; Zone C - soft serpentine; Zone D - hard serpentine; Zone E - serpentinized peridotite; Zone F - ultramafic rock. Zones A and F rarely attain ore grade. Canga is conspicuously absent. Rocky ore of Zones D and E amounts to 40%, limonite ore of Zone B to 25% of total ore reserves. Nickeliferous serpentine is the major crystalline phase in Zone C. In this zone and deeper, crystalline quartz occurs, particularly in fracture zones where nickeliferous cryptocrystalline quartz is of ten accompanied by garnierite.

The implementation of NAFTA in January 1994 was expected to have small but beneficial effects on the Mexican economy, mostly through increased investments. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results during the past two years have shown that it is government and macroeconomic factors that influence investment flows, rather than the fine tuning of trade flows through so called 'free-trade" agreements.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

Ore blending for process optimization is becoming an increasing factor for managing cost and productivity. Economic mining and processing a very low value ore in an extremely competitive market results in constant cost-cummng initiatives. The inherent conflict between the lowest possible mining cost and the lowest possible milling cost is reviewed here in the context of blasting for autogenous mills. Iron ore blending focuses on a number of properties-liberation values, weight recovery and concentrate silica being the most important. Other chemical and metallurgical factors are also commonly controlled. Recent research has fueled an emerging interest in blending on physical ore properties as well. Fully autogenous mills rely on the large, competent fraction of crushed feed to act as grinding media. Previous test work indicated that Hibtac mills require specific amounts of 6- to 10-inch ore. High recirculating loads require a steady influx of large rock fragments. Blast designs, therefore, are presently characterized by wide patterns and low powder factors. Current efforts are aimed at improving mill throughput while reducing overall energy costs. Based on research and published case studies and the advent of optical measuring devices, Hibbing Taconite Company has embarked on a blast optimization program to identify optimum mill feed and to design blast fragmentation goals for each geological unit and each mining area. This paper outlines the preliminary findings of an ongoing, broad-based team effort which requires close cooperation of geologists, mine engineers, crushing and milling personnel. Three specific areas of investigation are reviewed: I) Historical relationships between powder factor and mill performance, 2) Blast fragmentation modeling using the Kuz-Ram model, and 3) Drill

Several bauxite feeds and residue sands and muds, produced by Bayer plants in the US and over-seas, were fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contained about 50 to 60 wt % Fe2O3 and the bulk of the radioactivity in the sands. The muds are more difficult to process, but some fractionation is possible using a combination of classification and magnetic separation techniques. Among the mud samples, higher radiation levels are often associated with the less magnetic fractions. Bauxite is more easily fractionated using dry magnetic separation. Much of the radioactivity in bauxite appears to concentrate in the sand and mud residuals.

Statistical exploration uses statistical methods to identify targets for more detailed investigation by estimating the odds of occurrence of mineral deposits. The study area which contains the possible targets may be as large as 1 000 000 km2 or as small as 100 km2. Results are presented in terms of a probability index for the existence of a deposit or, more precisely, in terms of expected dollar value for a unit area, or even in terms of number, size, and grade of deposits remaining to be discovered. Typically, selected geological, geophysical, or geochemical information is systematically quantified and statistically analyzed by using the computer in order to distinguish between geological environments on the basis of the probability that they contain undiscovered deposits of a specific type. All possible targets are compared with one another by using information on areas known to contain deposits. The information on the known areas is either a set of control data consisting of values for the same parameters as are quantified for the entire study area, or it embodies a specific model for the occurrence of a given deposit type. Examples of both procedures will be discussed in this chapter.

Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy) Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. However, this is the extent of the similarities between the two systems. It is hoped [ ] that the information presented in this chapter will enable the reader to better understand the two mechanical systems and the mining concepts involved in their employment.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.
