Over the past four years, the Coal Research Bureau of West Virginia University has presented a number of papers on operations research in the coal industry before various AIME meetings and meetings of other societies. These papers have been followed up by further presentations in the technical press. The emphasis of all of these papers has been to demonstrate applications of operations research to the solution of numerous types of coal industry problems. In each case, effort has been made to demonstrate that operations research does not require extensive knowledge of computer science or use of sophisticated higher mathematics. In fact, for most applications, satisfactory results can be obtained by a single individual in a minimum of time with no aids other than a pencil and paper and a knowledge of basic arithmetic. The most recent efforts by the Coal Research Bureau have been directed toward the continuing industry problem of optimizing the location of mining facilities. Preliminary work in this area was presented before the Central Appalachian Section of AIME and subsequently published in the May, 1972, issue of Coal Age. This initial presentation illustrated techniques for determining optimum locations of facilities based upon material transport effort under the assumption of constant cost per ton mile of haulage effort. The present paper will expand upon this earlier work and introduce economic factors. In the design of a mine or mining system, careful consideration must be given to the sites selected for each element of the system. Optimum placement of facilities is vital to minimize capital and operating cost. Thus, barring unfavorable geological conditions or other exceptional factors, facilities should be located at those points which represent the minimum cumulative cost over the life of the property. Most cost factors are independent, or essentially independent of the location of fixed facilities. The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m (36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM -800 Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

The development of a block model for a copper molybdenum ore deposit is described. The early use of the inverse distance power estimator, and later transition to geostatistics and kr iging, produced block models suitable for global reserve estimates. Because the global reserve was inadequate for routine mine planning, the production blast hole assays were incorporated into the block model, resulting in excellent local grade prediction. The on site use of small mini, and more powerful personal computers for estimating grades is described. The development of a computer aided, interactive graphic, mine planning system utilizing the grade block model is detailed.

"INTRODUCTION Crossrail is a subsidiary company of Transport for London created for the construction of a new transverse train line 118 km long between Maidenhead and Heathrow in the West, and Shenfield and Abbey Wood in the East, including 21 km underground below London. Crossrail C305 Eastern Running Tunnels project is the biggest contract within Crossrail Project and involved boring 11.8 km of twin tunnels through London’s city center. Crossrail C305 Project interfaced with different contracts along its alignment and therefore logistics and solutions had to be developed to minimize disruptions or interferences with other contractors and the neighborhood. The paper describes this innovative approach. C305 CONTRACT APPROACH C305 contract was split into three drives, to be excavated by four EPB TBMs 7.1m diameter, as shown in Figure 1. •,Drive Y: 8.2km long between Limmo Peninsula and Farringdon Station in the city center •,Drive Z: 2.7km long between Pudding Mill Lane and Stepney Green Junction •,Drive G: 0.9km long between Limmo Peninsula and Victoria Dock Portal in the East. Crossrail C305 Project scope of works included the excavation of TBM tunnels and shafts at Limmo Peninsula and Stepney Green (including 17m span turnout caverns), along with the requirement to traverse station and shaft structures of other Crossrail contracts. Limmo Peninsula Site was a strategic element as it was the only access point on the tunnel alignment with sufficient available area at the surface for tunnelling logistics and also connected to the Lea River, tributary of the River Thames which facilitated marine operations for segment supply and muck removal. These were the reasons for operating Drive Y & Drive G TBMs from that location. Drive Z TBMs were originally planned to be launched from Stepney Green to Pudding Mill Lane, supplying the TBMs during Drive Z excavation from Limmo Peninsula site through the excavated section of Drive Y between Limmo and Stepney Green. During the early stages of the project, a value engineering proposal with a new tunneling strategy was agreed wherein the Pudding Mill Lane contractor would provide space for TBM assembly and operation in their portal, allowing for reversing Drive Z excavation and launching the two TBMs from Pudding Mill Lane. This optimization reduced some of the shaft requirements at Stepney Green which were contingent upon critical enabling works and provided program certainty and cost savings for the full Crossrail Project. It allowed for the reuse of both the Drive Z TBMs for Drive G excavation from Limmo to Victoria Dock Portal thereby saving on the procurement of two TBMs, in addition to easier logistics for both Drives Y&Z, therefore de-risking the TBM excavation process and the C305 Project program completion."

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

Longwall coal mines are frequently located in steep mountainous areas with narrow valleys. In order to protect surrounding watersheds and residential structures, support areas are left under the valleys. However, the indirect subsidence effects to the residential structures due to the potential topography effects can be a serious problem. The present study examines a longwall mine in southern West Virginia located in an area with an average slope of about 30°, or 58%, and with an overburden depth that varies from 49 to 376 m (160 to 1,235 ft). A comprehensive investigation was carried out to assess the subsidence and topography effects, as well as other ground control issues at this site. Surface and subsurface movements and deformation were predicted and their direct effects on nearby streams and structures were assessed. The potential and indirect subsidence influences of surface topography effects were assessed. The techniques and results of this investigation are presented in this paper. It shows that the direct and indirect subsidence effects on the streams and residential structures should be insignificant. The post-mining observations agreed well with this study.

The ability to assess, address, and predict mining-induced stress distribution is paramount in maintaining a safe and efficient underground operation as coal mines continue to develop at deeper depths and in more geologically complex reserves. This is especially true for longwall mining operations given their limited flexibility in panel layout and orientation. This paper focuses on ground behaviors and conditions observed at two deep-cover, steeply dipping longwall mining operations in Utah’s Unita coal basin. This region is susceptible to coal pillar bump/bounce events as a result of high depth of cover, high-extraction mining, and the close proximity of a thick massive stiff sandstone stratum to active mineworks. The successful prediction of mining-induced coal bump events for Mine A and Mine B operating in the Unita basin has prompted mine management to develop a rock mechanics testing database for reserve calculations. The database is applicable to mine planning as well as the development of multiple numerical models to proactively identify and address adverse ground conditions using input parameters calibrated to site-specific behaviors and conditions. For both Mine A and Mine B, the most critical question relates to longwall development and recovery for “extreme” deep-cover longwall panels at overburden depths greater than 600 m. This paper highlights the impact of high-stress concentrations associated with deep-cover longwall mining as well as the methods applied to mitigate stress impacts on miner safety and longwall production.

Rich iron ore deposits were discovered during the 1960's in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

"The Analysis of Retreat Mining Pillar Stability (ARMPS) program was developed by the National Institute for Occupational Safety and Health (NIOSH) to help the U.S. coal mining industry to design safe retreat room and pillar panels. ARMPS calculates the magnitude of the in-situ and mining-induced loads by using geometrical computations and empirical rules. In particular, the program uses the “abutment angle” concept in calculating the magnitude of the abutment load on pillars adjacent to a gob.In this paper, stress measurements from U.S. and Australian mines with different overburden geologies with varying hard rock percentages were back analyzed. The results of the analyses indicated that for depths less than 650 ft, the ARMPS empirical derivation of a 21° abutment angle was supported by the case histories; however, at depths greater than 650 ft, the abutment angle was found to be significantly less than 21°. In this paper, a new equation employing the panel width to overburden depth ratio is constructed for the calculation of accurate abutment angles for deeper mining cases.The new abutment angle equation was tested using both ARMPS2010 and LaModel for the entire case history database of ARMPS2010. The new abutment angle equation to estimate the magnitude of the mining-induced loads used together with the LaModel program was found to give good classification accuracies compared to ARMPS2010 for deep cover cases.INTRODUCTIONIn the early 1990s, the Analysis of Longwall Pillar Stability (ALPS) was introduced by Mark (1990) as a chain pillar design software and was generally accepted and used by the U.S. coal mining industry. Following the success of ALPS, the National Institute for Occupational Safety and Health (NIOSH) developed the Analysis of Retreat Mining Pillar Stability (ARMPS) program for designing retreat mining pillars using a similar approach as ALPS (Mark and Chase, 1997). The Australian mining industry also recognized the success of ALPS, and Colwell, Frith, and Mark (1999) calibrated the program to Australian conditions. The ALPS and ARMPS programs draw their strengths from the large databases that are used to calibrate them (Mark, 2009). However, following the Crandall Canyon Mine collapse in 2007, NIOSH had to reconsider the pillar design criteria used in deep-cover retreat mining (Mark, 2010). The ARMPS overburden load prediction algorithm was improved to more accurately predict the loading of narrow panels with high overburden depths by implementing the pressure arch concept, and this new version is called ARMPS2010."

Environmental monitoring requires major effort and expense but management of data receives less attention. A modem database system can manage hydrochemistry, water levels, meteorology, geology and downhole geophysics data and is flexible to allow the storage of ad hoc data. Reports can be customized by the user and derived data generated from input values. The production of high quality maps with contours and hydrochemical diagrams is an essential part of the reporting process. These maps integrate directly with the current site survey information. These facilities are best provided by storing the data in an industry standard database such as Oracle or Access to which customized AutoCAD and Microsoft Office routines make direct SQL calls.

A greenfield open pit gold mine in Latin America suspended operations less than three years into an eight-year mine plan after a waste rock dump and heap leach facility sustained substantial damage from a deep-seated landslide. No injuries to employees were recorded because of the slow-moving failure. Due to early detection by the operations team, the owner had sufficient notice of the potential failure and successfully rinsed the heap leach facility prior to the failure event. Engineers estimated approximately 35 million cubic meters of mass movement below the waste rock and heap leach facilities. The original eight-year mine plan produced approximately 60,000 ounces of gold per year. After the failure, the owner terminated gold production, re-configured the mine site to a safe, standby condition and launched a detailed investigation into the root-cause of the failure. Approximately two years after the shutdown, legal interests filed a statement of claim and named three engineering design firms and individuals involved in the project. Several years of litigation, including discovery and deposition proceedings, followed as the legal process considered evidence spanning a 20-year timeline. Changes in project ownership and consulting firms during the development and operations phase complicated the process. In 2017, the plaintiff and last defendant settled. The author was involved as the corporate representative for one of the engineering design firms.

The feasibility of maintaining equipment location, personnel location and vital statistics in surface and underground mining operations has increased with advances in radio frequency identification (RFID) technology. The paper addresses the use of this technology, relatively new in the mining industry, to track surface equipment in mine pits, loading points, and processing facilities. Specific applications are discussed including a simplified and a complex truck tracking system and an automatic pit ticket system. The paper concludes with a discussion of the future possibilities of RFID technology in mining, such as monitoring biofeedback of personnel (heart and respiration rate, body temperature, exertion level, etc.) repetitious movements to study work habits, and logging air quality via personnel sensors.

The Blacklick Creek Watershed Association was awarded a $158,000 Growing Greener grant from the Pennsylvania Department of Environmental Protection in 2002 for the design and construction of a sulfate reducing bioreactor (SRBR) cell to treat acidic discharge from the Judy 14 abandoned underground coal mine near Indiana, PA. The vertical flow SRBR was designed to treat 38 liters per minute of MIW containing elevated concentrations of aluminum and iron. Other treatment systems at this site plugged due to aluminum precipitates; this problem did not occur in the SRBR. The bioreactor has been periodically overloaded with flows up to six times the design rate. To date, the only maintenance performed on the unit has been the addition of hay to the surface of the unit in response to less than expected performance. The periodic hay additions appear to have restored the SRBR to nearly post-construction levels. Since construction, the SRBR has treated about 136,000 cubic meters (36 million US gallons) of MIW.

The Chimney Hollow Reservoir Project broke ground in August 2021, constructing the tallest Asphalt Core Dam in North America, intending to improve reliability of drinking water supply to Northern Colorado communities. Aiming to expedite and streamline the geological mapping process in the tunnel, Stantec’s teams have developed a mobile and web-based GIS application for digital mapping input and rock mass evaluation, allowing real time decision making for assigning tunnel support class and resulting in a faster more efficient process. The following article presents and demonstrates the GIS mobile and web application-based process, the mapping results and review additional uses of the database created.

INTRODUCTION Construction is underway on a laboratory cavern 713 m below surface at the Soudan Mine, Tower-Soudan State Park, in northeastern Minnesota. The 13.9 in wide by 11.6 m high by 71.8 in long cavern will provide a laboratory space for basic research in physics, in which experiments can be conducted with greatly reduced interference from cosmic radiation. A first generation experiment, called the Soudan 1 detector, is currently operating in a converted drift 591 in below surface at the mine. The initial phase of the Soudan 2 detector will be an 1100-metric ton unit, which will occupy approximately a 19 m length of the cavern. Control and monitoring equipment will be in a prefabricated shop office enclosure erected in the cavern. The location and planned usage for the laboratory cavern present special excavation, lining, and outfitting requirements. Temperature and humidity control, a relatively clean dust-free environment, and a long service life are required. Low cost and risk to the owner were basic requirements due to the nature of the funding. The most common type of site selected to meet these two constraints is either an operational mine or a civil works facility such as a road tunnel. There are often serious problems for such laboratories because of ongoing operations such as blasting, hauling, etc. Most of these problems do not exist for the Soudan 2 laboratory because the mine is used as a historical site with regular tours only in the summer season. In a recent paper by Smith and Wen(1) the adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite was studied. As would be expected considering the general negative character of kaolinite, except perhaps at quite' acid pH values (2,3,4), it was found that trimethyldodecylammonium chloride adsorbed strongly on kaolinite at basic pH values. Furthermore, it was found that sodium dodecylsulfate adsorbed strongly on kaolinite at acid pH values, particularly at initial 1H values below pH 3 (final pH values near pH 4). It is interesting to note that adsorption of the anionic surfactant was strong under conditions where the kaolinite was apparently slightly negatively charged (2). The present paper reports on an extension of the work by Smith and Wen. In this paper the effects of the presence of dodecyl alcohol and sodium hexametaphosphate on adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite are considered.
