Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

In June 1997, Mount Polley Mining Corp., a division of Imperial Metals Corp., completed an 18-kt/d (20,000 stpd) gold-copper mine in central British Columbia. Fast-track construction and extensive off-site construction were combined with an aggressive project schedule to build the mine in one year. This was three months ahead of schedule and 7% below the original budgeted cost of C$123.5 million (US$86 million). The Mount Polley Mine was the first of a crop of new open-pit mines in British Columbia. The Mount Polley deposit has been explored since the mid-1960s when it was known as the Cariboo Bell property. From 1988, Imperial Metals completed drilling and metallurgical testing on the deposit. This led to a positive feasibility study and the issuing of a Mine Development Certificate in 1991. The project was later shelved due to falling metals prices and the strength of the Canadian dollar. In late 1994, Imperial merged with Bethlehem Resources Corp., bringing a strong project team to the company. The deposit was then re-evaluated, ore reserves revised and additional metallurgical testing was performed. The result was a revised project plan. It indi¬cated that a financially feasible gold-copper mining op¬eration could be constructed at Mount Polley operat¬ing at 18 kt/d (20,000 stpd). In May 1996, an agreement was reached with Sumitomo to jointly fund and develop the project. By early 1996, final plans and permits were being prepared for construction, scheduled to begin in June 1.996. On-site work commenced on May 28th, 1996 following lifting of the road restrictions. Mount Polley Mining acted as its own project manager. Construction was completed in June 1997. Plant runup took place in July and full production began in August. Through the use of off-site construction and the careful selection of contractors who cooperated to complete some 12 major contracts, it was possible to reduce the mine and mill construction time from 16 to 13 months. Off-site construction for all possible aspects of the work and the use of used milling equipment allowed significant savings in overall capital costs of construction. Total costs for the mine, mill and tailings dam equated to C$6,100/t/d of throughput. The mill design incorporates several innovative features that will aid maintenance and allow flexibility of operation. The operation is designed as a closed system and meets the latest environmental standards. Concentrate is shipped by truck to the port of Vancouver. Revenues for the mine come from the mine's production of about 3.1 t/a (100,000 oz/year) of gold and 10.8 kt/a (24 million lbs/year) of copper during the first four years of the 12-year mine life.

The specific lithological conditions over the Pittsburgh coalbed, highly resistive limestone and sandstone units with relatively shallow overburden, prevent the use of any predictive method as developed for European conditions. This paper describes the development of a subsidence precalculation methodology suitable to the mining-geological conditions in the Northern Appalachian Coal Field. It has been found that due to lithological conditions over the Pittsburgh coalbed the subsidence coefficient varies within the area of the subsidence trough. This is different from the European conditions where the subsidence coefficient is considered to be a constant. The effects of lithology, in-the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hypothetically homogeneous overburden and existing lithological conditions, while providing for different mining conditions. Field data from eleven Bureau longwall panel studies were used in the regression analysis. For each panel the characteristics of the variability of the subsidence coefficient along individual profile lines were defined. Regression analysis of the subsidence coefficients from all test sites on the location relative to the edge of the panel has yielded a third degree polynomial equation with a coefficient of correlation of 0.9999. All sensitivity tests have shown good results.

The increasing social interest for the environmental issues, forces the authorities to enact more rigorous regulations. The mining industry is one of the sectors that concentrate vigorous remonstrance. It is an absolutely justified reaction, as a result of the numerous contaminated and polluted sites that have been inherited by previous operations and they remain unremedied. The lack of a consolidated global legislation, transfers the burden of decisions to the national level. This paper consists of two parts. At the first part, it discusses the critical role of the state to form an effective environmental policy, feasible for the context of the national economy. Afterwards it analyses two of the main points, which must be considered by the regulator for the excavation activity, the abandoned sites and the duration of the mining investment. The aims are to defuse, in the short-term, the public pressure, protecting the economic growth and, at the same time, to form a basic structure for the development of the corporate social responsibility. The second part presents an alternative financial instrument for the Greek regulatory framework, conformed to the characteristics of the Greek Economy, and analyses the expected benefits both for the business and the social welfare.

There are a number of factors, including mine geometry, local geology, geotechnical properties of overburden materials, surface topography, sequence of overburden strata, and extraction rate, affecting characteristics of surface subsidence imposed by large underground excavation. Among the factors, the first three have the major impact on magnitude and area of influence of final subsidence. Hence, a model has been developed, considering mine geometry and geologic and geotechnical properties of the associated area, to predict maximum possible subsidence and subsidence profile at any cross-section within the subsidence influence zone. Based on extensive field measurements and mechanics of strata behavior, under the action of overburden pressure in the vicinity of the large underground excavation, the vertical plane of influence zone has been divided into five areas: 1) excavated, 2) caved, 3) fractured, 4) highly deformed but continuous, and 5) subsided zones. In the final state of subsidence each area maintains a certain volume expansion/contraction, i.e. a factor which depends on geologic, geotechnical properties of overburden strata and state of stress within the subsidence trough. The cumulative volume expansion and contraction partially compensates for the extracted volume and the difference between the two is reflected as the subsided area in the form of the area within a curve defined by a probability function. The input parameters for the model are mine geometry (i.e. length and width of the panel), depth of cover, and geologic and geotechnical properties of overburden strata (i.e. percentage of hardrock, sandstone and limestone, and soft rock, shale within the overburden strata and Rock Quality Designation). The model calculates angle of draw for the site, expansion factor for each zone utilizing empirical relationships, maximum possible subsidence and plots the subsidence profile curve. The model is developed for a longwall excavation with unique characteristics of prediction of angle of draw and maximum possible subsidence for a given geologic and mining condition at any cross-section within the influence zone of subsidence.

Bench-scale selective-flocculation tests were conducted on samples of Florida phosphate and Western phosphate process tailings to recover upgraded phosphate concentrates. After physical and mineralogical characterization, the slurry samples were treated with a broad suite of flocculants with a range of molecular weights and anionic functional groups. Parameters investigated included pH, dispersant and flocculant types, and dose; conditioning parameters and settling times were, for the most part, held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. Single-stage tests using reagents with low to medium anionic characteristics produced upgraded phosphate concentrates at moderately elevated pH. Two- stage site-blocking tests, in which low-molecular-weight flocculants were used as site-blocking agents, gave improved results.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

"The process of coal mining, as indeed of the mining of any stratified mineral, is inevitably followed by some degree of sinking of the superjacent strata and consequently of the surface." Royal Commission on Mining Subsidence, Second and Final Report, London, 1927. INTRODUCTION The above statement was used to describe mining subsidence in the classic report of the "Royal Commission on Mining Subsidence," published in 1927. In fact, this phenomenon has been recognized in Britain since the early fifteenth century, as revealed from court records of disputes and litigations related to property damage above mine workings (Shadbolt, 1978). The first attempts to investigate and analyze the mechanisms associated with mining subsidence, however, date back to the 1800's and were pursued by Belgian Engineers. This research effort was initiated as a result of the widespread movements and subsequent structural damage suffered by the City of Liege in the 1820's. The most notable achievement of the Belgian school of that era was he publication of Gonot's treatise "Loie de la Normal" in 1871 (Gongt, 1871).

Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

This paper presents the results of the remediation of the Gregory Gulch #1 Superfund site, an EPA Clear Creek Superfund project located in central Colorado. The Gregory Gulch #1 site was an historic gold mine and mill located within the city limits of Central City, Colorado. Remediation efforts included the use of the Envirobond™ additive to chemically bind the metals in 3,000 tons of acid generating mine waste that contained high levels of arsenic, lead, zinc and mercury. The toxicity of the mine waste amended with Envirobond™ was not only reduced to RCRA TCLP standards but also to the more stringent UTS standards. The final cost of the treatment was much less than standard industry solidification processes and significantly less than offsite disposal options.

This paper presents a case history of the design and construction of the access shaft and cross adit utilized to gain access to the Los Angeles Metro Rail tunnel alignment, at the A146 Contract site. The access shaft, a 14 m (45 ft) inside diameter structure, was constructed using ring beams and lagging with concrete backfill to a depth of 18.59 m (61 ft). The cross adit was hand excavated in sequential benches using liner plate, arch ring beams, and posts for support. The sequence of excavation and support placement are discussed. Soil conditions encountered at the project site are discussed together with the development of the design criteria. Instrumentation data collected during the excavation are also presented.

Storm water runoff from mine facilities such as haul roads, waste disposal sites and ore bodies have become recognized as the primary facilities associated with non-point source drainage. Depending on the ore body, facility design and geographical setting, nonpoint source drainage can cause pollution impacts to local surface and ground water resources. Non-point source impacts from surface mine drainage have become an important regulatory issue for the mining industry. Implementing non-point source drainage control plans that prevent impacts to water resources can be accomplished cost-effectively with moderate labor requirements. Design considerations for plan development must incorporate parameters including contributing drainage area size, slope, flow velocity, vegetation characteristics and soil scour velocities. The success of non-point source drainage and erosion stabilization planning is based on implementing control measures that dissect drainage patterns, reduce flow velocities and disperse runoff towards sediment control sites. Interim and long-range drainage control measures should begin during exploration activities. Regulatory legislation addressing non-point source pollution sources was enacted as amendments to the Clean Water Act (CWA) in February 1987. The legislation required states to initiate non-point source pollution control programs.

The Mariana arc is an ~1,400-km-long intraoceanic arc that marks the southern extension of the Izu-Bonin arc, and is host to 62 ?volcanic centers? of which at least 27 (21 submarine) are hydrothermally, or volcanically active. A surface ship cruise in early 2003 mapped the distribution of hydrothermal plumes emanating from these centers, followed by remotely operated vehicle (ROV) cruises with ROPOS in 2004 and Jason II in 2006. With the exception of one volcano (East Diamante), none of the vent sites visited by the ROVs were host to sulfide mineralization. Rather, they were characterized by high sulfidation mineral assemblages dominated by native sulfur. The sulfur was seen marking the vicinity of vent sites, or as sulfur ?chimneys? (e.g., NW Eifuku and Nikko), or more spectacularly as ?lakes? of molten sulfur, either occupying the summit crater of the volcano (e.g., Nikko), or perched on the flanks of the volcano, near the summit (e.g., Daikoku). Gas (H2S and CO2) was discharging through the molten sulfur. Evidence for these lakes to have either been substantially ?deeper? in their recent past (e.g., Nikko), or existing at other volcanoes (e.g., Seamount ?X?) is given by remnant ?pillars? of native sulfur that are reminiscent of rock pillars in lava lakes found along mid-ocean ridges.

The topography reconstructed following land disturbance is the foundation for all other reclamation practices. As the manufactured drainage basins, hillslopes, and stream channels approach a steady-state condition, the amount of adjustment of these landforms by geomorphic processes following reclamation decreases. As the adjustment required to establish a steady-state condition decreases, the prospect of reclamation success increases while the prospect of site maintenance decreases. Careful topographic reconstruction is a good investment.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

During 1983, The Youghiogheny and Ohio Coal Company's lost-time-incidence rate was 8.1, equal to the average for underground bituminous operators. How- ever, one half of all lost-time injuries were low back, back and neck related. In reviewing these results, we determined that substantial improvement could be made. We investigated existing back schools and the possibility of opening an in-house clinic. In September 1984, we began The Youghiogheny and Ohio Coal Company's Back Care Program. The objectives of the program are to reduce the number of back injuries incurred at the work site, hasten recovery time, decrease medical and workers' compensation costs and provide the employee with a thorough understanding of his problem. A state-of-the-art clinic capable of treating injuries to the spine and extremities has been established at the work site. The clinic is staffed by a licensed physical therapist and is offered to all employees on a voluntary basis under physician referral. The approach to treatment is multi-phasic. For the typical patient, the initial goal is to reduce pain and correct dysfunction. Treatment modalities such as auto-traction, extension exercises, ultra sound and moist heat are frequently used. During this period the patient is given extensive education regarding his problem. As soon as more vigorous activity can be tolerated, a work-hardening pro- gram consisting of job simulation activities designed to improve flexibility, strength and functional capability is begun.

The construction of the continuing expansion of the Los Angeles Metro System has required the construction of eight new station structures. One contractor proposed, as a construction alternative for the support of excavation of the Hollywood/Vine Station, the use of soil-mix walls instead of the conventional soldier piles and wood lagging. Soldier piles and shotcrete or wood lagging support systems had been generally used on the other sub-way station excavations constructed to date throughout the system. Immediately east of that station and in almost exactly the same geology, the Hollywood/Western Station was being excavated at the same time using a conventional support system. This paper com-pares the performance of these two support systems in the alluvial soils of the Los Angeles Basin.

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.
