Asturias, in Northwestern Spain, has an extensive mining history. As a result of these historical mine activities where operations have been usually developed with little control on effluents or emissions (environmental regulation of mining activity has only been introduced recently), pollution has been severe in some areas, specially in Hg abandoned mine sites, which constitute one of the major environmental problems related to mining. In many of these sites, materials stocked in spoil heaps can be considered as hazardous wastes because of their chemistry, content on ecotoxic elements and potentiality to spread these to the environment. In the humid climatological conditions of the region, water and wind eroded spoils are dispersed through the environment by different pathways and occasionally surrounding soils and waters are intensively affected by pollution. According to the environmental risks that these unreclaimed mine sites suppose for human beings and ecosystems, remedial options must be considered.

International Minerals & Chemical Corp.'s New Wales operation near Mulberry, FL, is reportedly the world's largest concentrated phosphate chemical fertilizer and phosphate-based animal feed ingredients complex. Its latest expansion represents a $191-million investment. Two Northwest draglines were put to work at the operation early last year and, according to a company spokesman, total production from the units have more than doubled that from older rigs. This article describes how the draglines are used and provides details on the New Wales operation. The principle product at New Wales is phosphoric acid, produced by reacting ground phosphate rock with sulfuric acid in large concrete attack tanks. For each ton of phosphoric acid produced, New Wales must dispose of about 4.5 t (5 st) of waste gypsum. New Wales stores the gypsum on-site, and uses durable Northwest draglines to help handle the material. Two Units Maintain the Gypsum Stack After the gypsum is separated from the phosphoric acid through 23-m-diam (75-ft-diam) vacuum filters, it is mixed with water from a 121-hm2 (300-acre) recirculating cooling pond and, in slurry form, is pumped to the top of a 121-hm2 (300-acre) gypsum stack located adjacent to the cooling pond. The slurry contains mostly gypsum (CaSO4), with small traces of silica and other elements. The water at this point is corrosive, containing from 1-2% phosphoric acid. Its pH usually ranges from 1.5-2.0. Water drains from the gypsum stack into the cooling pond. Only about 15% of the pond's water, however, comes from the gypsum stack; the balance is from various sources throughout the complex and is held in the pond to cool before being returned for reuse in the plant. About 97% of New Wales' water needs come from this recycling program. The gypsum remains on the stack, inert, ready for future processing if it becomes economically feasible. Throughout the handling process, Northwest draglines work around the stacks' rim, continually directing the waste flow and digging out dried solids to heighten the perimeter dike to provide more storage volume. When wet, gypsum is extremely soft. When dry, it compacts well and provides footing with enough bearing capacity to support the machines. Processing at New Wales started in 1975 and the gypsum storage area has already been built up 12 m (40 ft) above grade. A total of 14.8 km3 (12,000 acre-ft) of solids are now stored. With the extension of mining beneath residential and industrial areas, it is becoming increasingly necessary to extract coal and minerals in such a way that subsidence damage due to groundmovement is reduced to a minimum. Understanding clearly of the mechanism of subsidence development is a must in view of the environmental problems and the energy crisis today. This paper gives a simple analysis of various components resulting from subsidence and the influence of other factors on their development. An up-to-date review of the subsidence and strain profiles is presented, with particular references to the coal mining operations. The importance of this topic from mining damage to structures, buildings properties and environment in mining areas is undeniable. Field results are discussed.

The mechanistic approach to comminution consisting of incorporating particulate breakage functions into a suitable population balance equation has been developed by a number of researchers over the past decade or so. (1) To date this approach has been developed and demonstrated primarily for batch-operated, laboratory or small-scale ball mills. However, since industrial mills are mostly quite large and operated in the continuous mode; suitable population balance models and methods for obtaining the necessary breakage and other model parameters must be developed. This paper describes and investigates a radioisotope tracer technique for this purpose, Population balance models previously developed(2,3) are adapted for this study.

In the past ten years about 3000 wastewater treatment plants have been built in Poland. The result of this development has been a massive increase in overall sludge production. According to data supplied by the Ministry of Environmental Protection, 400,000 dry tons of sludge are generated every year in Poland (Koblak-Kalinska 1996). Still it is difficult to estimate the amount of sludge, which is used in agriculture or for reclamation purposes. However, it can be assumed that this comes to no more than 10 percent of all sludge produced in Poland on a yearly basis. Thus it became obvious that an urgent solution to this problem was needed. Local authorities in Silesia realized in the early 90?s that a demonstration was necessary to encourage the proper utilization of sludge. This was the basis for establishing the Biosolids Subpart of the Silesia Project, which addressed the use of biosolids in the reclamation of mining and smelting dumps (Stuczynski et al. 1996). Metal waste sites themselves are known to contain more than 87 million tons of waste (Pistelok et al. 1995). Each year this amount increases by approximately 400,000 tons. We realized that a simple solution for stabilizing these sites would be to cover them with vegetation in order to reduce leaching of toxic elements, as well as to keep metallic fugitive dust from entering the environment. The reclamation of smelter waste sites, which was carried out within the framework of the Silesia Project was a joint effort of local government, industry and international research institutions/agencies, including the US Environmental Protection Agency (EPA), the Center for Research and Control of the Environment (OBIKS), Virginia Polytechnic Institute and IUNG. One of the goals was to evaluate the possibility of adapting the rules of sludge management currently used in the United States to conditions commonly found here in industrial regions of Poland. However, the main objective of the Silesia Project was the development of guidelines concerning all aspects of sludge use for the reclamation of degraded lands and waste sites. Biological aspects related to reclamation of metal waste with the use of biosolids will be discussed in this paper.

The global mining industry has been proactive over the last decade in finding ways to embrace the concept of sustainability. However, legacy mine sites (which include abandoned derelict and orphan mine sites) across the world continue to present issues for the global mining community, governments, local communities and NGOs. Unfortunately there has been much less academic focus on this area of mining and sustainability. This paper seeks to address how principles of sustainable development can be used to guide the development of processes for addressing post mining landuse issues for legacy mining areas. This is being done using a case study area located near Ipswich, in southeast Queensland, Australia. This area has a 160 year history of coal mining, and was one of Queensland?s crucial early industries. Mining in the area ceased in 2003 leaving a degraded landscape covering an area in excess of two thousand hectares adjacent to one of the fastest growing urban areas in Australia. A sustainability criteria and indicators framework for post-mining landuse on legacy mined land, developed from current best practice used for measuring sustainability across a range of industries is being developed. A review of current best practice suggests the framework should: (1) consider in equal measure environmental, social and economic factors; (2) have a minimum number of indicators which should be easy to identify and measure; (3) must have indicators with a meaningful output; and overall, the framework must consider particular requirements of the site being investigated. Application of the framework to the case study area is an ongoing aspect of this research, and the results will be evaluated through the use of expert stakeholders.

At nuclear facilities, three types of radioactive waste must be managed: (1) high-level liquid waste containing fission products from the chemical separation of irradiated uranium, (2) low-level condensates from the concentration of the high-level waste, and (3) dry solids such as obsolete process equipment, spent ion exchange resins, and irradiated metal scrap. The geological and environmental characteristics of a site are important considerations in planning the waste management program. At the Savannah River Plant, low-level liquids and dry solids are safely and economically placed in the soil where the geologic and hydrologic conditions are favorable. Within the general area where the waste originates, studies are made to locate seepage basins and burial grounds in the most favorable sites: (1) soils should have a high ion exchange capacity and moderate to low permeability, (2) the water table should be deep, and (3) burial sites should be relatively distant from the nearest flowing stream.

Leach pads of 272,000 tonnes (300,000 st) and 910,000 tonnes (1,000,000 st) with associated operating ponds have recently been constructed on sidehill locations with up to 20 percent slopes. The larger pad was designed in anticipation of ore heights up to 30 meters (100 feet). This paper describes site investigations and civil engineering design as well as construction experience associated with development of these pads. The leach pads were underlain by a double liner system consisting of 2 mm (80- mil) HDPE over compacted fine-grained tailings, with an intermediate leak detection layer. Both sand and geotextile drainage layers were used. Pad slopes were limited by the factor of safety against sliding on the HDPE liner. The sites for the facilities had been substantially disturbed by prior mining and construction activities. Natural conditions included peat layers and locally swampy ground. Site preparation included french drains to lower the water table and stripping of unsuitable subgrade materials.

Begun in 1992, an abandoned and inactive mine inventory in the Black Hills National Forest has resulted in a hazard ranking of the most severely affected sites. For purposes of the inventory, the Black Hills were divided into three main regions: the northern Black Hills, with primarily gold mines; the central Black Hills, with pegmatite mines and some gold mines; and the southern Black Hills, with primarily uranium mines. A computerized data base has been developed along with standard forms for field crews. The forms were designed to provide maximum compatibility with other abandoned mine inventories on various federal and state lands. Measures recommended for the most hazardous and heavily affected sites include regrading of unstable slopes, fencing of open shafts, and remediation of the most severe acidic mine drainage problems. Specific examples are illustrated where remediation and safety measures were recommended or have been implemented. The vast majority of the sites, however, needed little or no remedial action.

In October, November and December, teachers at the National Science Teachers' Association (NSTA) area conventions were lured to visit the Minerals Education Coalition (MEC) booth by the promise of free rocks, video tapes, and literature on earth science topics. Teachers were content to stand in lines that at times took as much as an hour and a half to progress through the exhibit. Adding to their interest was the opportunity to converse with people from the minerals industry who were staffing the booth. The MEC was formed by a group of associations and companies in the minerals industry. They felt the need to educate the public about the current-day minerals industry and how it affects everyone's life. The American Institute of Mining, Metallurgical, and Petroleum Engineers, Inc. (AIME) underwrote the major expenses of exhibit space and exhibitor services at all three conventions in 1997. SME members have been active in staffing and chairing the NSTA exhibit booth. But they represented only about one-third of the volunteers for the booth. Additional volunteers were drawn from local minerals companies, associations, interested teachers and other support groups. (See donors list on page 64.) In 1997, the conventions were held in Pittsburgh, PA, Denver, CO and Nashville, TN. The local SME GEM Committees chaired Pittsburgh and Denver and The Rogers Group Inc. supplied the chairperson in Nashville. Each exhibit relies on a local committee to plan and run the booth. Support is available from the GEM Projects Coordinator at SME headquarters. Usually the chair of the committee is drawn from the local SME membership. It is easy to see why the MEC booth is so popular. Free literature, videos, posters, workshop packets and rock specimens were handed out to about 5,500 science teachers at the three sites. Feedback from the attending teachers was overwhelmingly positive: "Who do we thank for these great materials?" Some of those great materials included Caterpillar's outstanding donation of Common Ground videos and teacher packets for Pittsburgh, Denver and Nashville for every teacher expected to attend. Placer Dome sent enough What's a Mine coloring books and It Comes from a Mine activity books for teachers at all three sites. Newmont supplied all teachers with an excellent poster describing gold processing. Women in Mining Education Foundation had plenty of its classroom activity handouts. The American Coal Foundation provided a list of its educational materials that are given out free to teachers who request them on school letterhead. The National Mining Association had its Facts About Minerals and Facts About Coal available. US Borax provided the funding to reproduce the NMA black and white posters that were published as inserts in Mining Voice magazine. In addition, each site had other materials chosen by the local committees to round out their selections. At each exhibit site, committees raise between $8,000 and $12,000 in cash donations from industry to support the high overhead of producing this exhibit. Usually, there are between 12 and 18 different rock specimens representing a range of mineral ores from aggregates to the metal ores. The committee arranged to have these donated (along with the freight charges to ship them to the site). Literature is also donated by the industry. It covers a diverse spectrum from basic information on rocks and minerals to posters, flow charts, videos and coloring books. Other donations include storage space before the event, haulage of items to the hall and door prizes. These exhibits could not have been staged without the network of SME Local Sections and the able chairs and committees at each site. At this time, credit should be given to their extensive donation of time and effort.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Analysis of the structure of the benthic macroinvertebrate community, consisting of the number of taxa and the relative distribution of total numbers, is a routine method of assessing the ecological quality of streams. Various multivariate statistical techniques, which assess the structural variability of the benthic macroinvertebrate community and the relationship of that variability with natural and anthropogenic environmental variables, have utility in separation of the various physical and chemical factors associated with impact. Multivariate methodology, while computationally complex is statistically rigorous and better integrates physical, chemical, and biological data for more synthetic interpretation. Using the multivariate analysis technique, canonical correspondence analysis, we have analyzed a number of sites in the upper Boulder River Basin, Montana to determine which are the important environmental variables associated with variation in community structure. The results of this analysis an integrated with more traditional analysis of community structure and incorporated in a risk analysis for the mediation of abandoned mines and mill sites within the watershed.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." Not too long ago a mill superintendent, when asked where his tailings were being disposed, could simply shrug his shoulders and point to the open end of the thickener discharge pipe. This “out of sight, out of mind” approach to tailings disposal is a practice of the past. Today there are very few planned hardrock or energy-related mining facilities where tailings disposal has not been identified as the major area of impact and controversy. In fact, development of some ore bodies has been stymied altogether by lack of suitable sites or methods for tailings disposal. The bottom- Iine result is that tailings disposal often controls the permitting lead time and has a significant influence on construction cost (up to 2070 in some cases) of new minemill complexes. The following article, the first in a series of three, explores technical background and historical perspectives on siting and design of tailings impoundment facilities.

This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.

The hydrostratigraphy of uranium in situ leach sites consists typically of interbedded layers of sand, silt, clay and gravel deposited by fluvial processes. 'These layers usually form leaky multiple aquifer systems where sand and gravel aquifers are separated by silt or clay confining layers (aquitards). It is very important to evaluate the hydraulic properties of the ore zone aquifer and the confining layers by aquifer pump testing to ascertain the effects that in situ leach mining will have on the multiple aquifer system. The degree to which current methods of aquifer pump testing will provide the information necessary to adequately characterize the hydraulic properties of the ore zone aquifer and its confining layers is dependent upon the hydrostratigraphic conditions at the site and the limitations of the testing methods. The primary objectives of the aquifer testing program should be to evaluate the vertical hydraulic conductivity of the confining layers and to quantify leakage into or out of the ore zone under mining conditions.

As decommissioning of various radioactively contaminated facilities begins, the question of appropriate residual surface contamination becomes an issue. Surface contamination can result in exposure to people via inhalation, ingestion, and external radiation exposure, There is therefore the potential of exposure to workers involved in the dismantling of a facility as well as members of the general public acquiring salvageable equipment, tools, and building materials. The levels established as acceptable for unrestricted use by national and international organizations vary by as much as an order of magnitude for certain radioactive materials. The calculated doses associated with some acceptable contamination levels can be significant. The principle of ALARA, as low as reasonably achievable, is therefore a necessary element in establishing surface contamination levels for a specific site. Some components in evaluating site specific surface contamination levels for unrestricted use, especially removable contamination, include evaluations of the historical use of a facility, the mixtures of radioactive materials a&sociated with surface contamination, and resuspension factors for various materials.

Sustainability management and reporting plays an important role in controlling and communicating a company's efforts in sustainable development. A variety of standards comprising a multitude of indicators often require similar information but with different data quality, level of detail and coverage. This may lead to inconsistencies in external communication because of the difficulties in collection and aggregation of data from different company sites and organisational levels. Using a central database system accessible via internet makes the process of data management more efficient: All relevant information can be collected on-site, with a defined data quality, credibility and consistency. Any type of sustainability indicator can be calculated automatically, once the data is collected. Individual analyses and predefined reports, e.g. GRI G3, can be easily generated and immediately published, making your sustainability communication transparent and reliable.

In an effort to economically and efficiently enhance the erosion control aspects of present surface coal mine reclamation practices, the US Bureau of Mines has recently completed a two-phase research program wherein irrigation strategies and equipment developed under the first phase were field tested on three surface coal mine sites. The fundamental basis for the use of irrigation as a reclamation tool is to provide the plant moisture requirements as a supplement to prevailing natural precipitation, and thereby support the natural growth of drought-hardy native vegetation. Portable solid-set irrigation equipment and several irrigation strategies were tested on large 6-ha (15-acre) sites in Montana, Wyoming, and New Mexico. Results of these tests will be presented which include daily irrigations, precipitation levels, soil moistures, climatic data, and density cover and biomass of the native plants.
