This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.

A review of the history of boosters is given with examples of the prominent types that have been made commercially. The performance and design features of protected core boosters are discussed in detail. A new gel booster is discussed with its advantages to the mining industry. Booster size, hole configuration, performance and safety aspects are reviewed. Important features of boostering in above ground and underground blasting are related to an economic analysis. This presentation will cover different types of boosters commonly used in mining. However, for the purpose of this paper a few terms need to be defined to clarify the action of different parts of a priming system. Booster* - "Any unit of explosive or blasting agent to be used in a charged hole for the purpose of perpetuating or intensifying the initial detonation". Primer* - "A unit, package or cartridge' of explosives containing a detonator or detonating cord which is used to transmit detonation to other explosives or blasting agents". Detonator - A device for initiating a detonation from a flame or a small electric current, the former being represented by a fuse cap and the latter an electric blasting cap.

Longwall mining is considered the most efficient underground coal mining technique in terms of coal extraction ratio, production rate, and safety standards. Due to the increasing demand for higher coal production, wider panel and faster face movement have become the recent trends. Thus, longwall mining can create unexpected threats such as roof falls, excessive face convergence, shield damage and numerous maintenance problems causing sudden interruption of coal production and serious safety hazards. A recent study at the University of Alabama is dedicated to develop LoSCoMS (Longwall Strata Control and Maintenance System) which integrates real-time shield monitoring, data presentation, analysis, forecasting, and warning modules. The main objectives of this system is to provide the stability and maintenance information, at every minute, such as high load, low setting pressure, leg leakage, etc., analysis of various mining and geological parameters to determine past and present roof characteristics and forecasting of loading patterns for the following mining cycles, next periodic weighting, etc. Using this unique system, mine operating personnel are well aware of past, present and future roof loading patterns at the longwall face, and thus, proper safety measures can be taken ahead of time.

This paper describes the design of a wellfield to provide a water supply for a new mine in southern Africa. A hydrogeological investigation was conducted that included the drilling and test pumping of eight wells located within a highly jointed pyroxenite aquifer. The wellfield was designed using a simple probabilistic analysis. This approach allowed the variability of the aquifer parameters to be taken into account. A risk assessment analysis was then carried out to evaluate the level of assurance that a reliable water supply could be provided by the wellfield. The analysis was also used to assess the effects of supplementing the water supply by pumping from nearby flooded workings.

Flotation chemists have long sought to unravel the mechanisms of carboxylate collector adsorption by semi-soluble salt minerals. In particular, the adsorption density of adsorbed carboxylates, adsorption kinetics, speciation (chemisorbed, physisorbed), orientation, and conformation are of interest. Given the importance of these phenomena in establishing the hydrophobic state at a mineral surface, in-situ surface spectroscopy studies certainly are justified. Such measurements traditionally have been difficult to perform. However, beginning in the late 1980s, a Fourier transform infrared (FTIR) spectroscopic technique was developed that has allowed for the acquisition of a wealth of detailed information concerning carboxyiate adsorption in semi-soluble salt flotation systems. The technique, internal rejection spectroscopy using single-crystal internal reflection elements, is reviewed, as it applies to semi-soluble salt flotation systems.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. "This article will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia and the journey within academia going into the second year.As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. mining engineering degree in May of 1982, my first job with Utah International in the Farmington, NM area took me back to my home state of New Mexico. Some of you will remember that the early 1980s was not a period of prolific opportunities for mining engineers, given low commodity prices, especially for copper (for example, Anaconda Co. had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton).Gold was taking off in the mid to late 1980s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia. So after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma Copper purchase, Beanup and HBI) and was reviewing assets and staffing, so internal opportunities became scarce. Employees were encouraged to “leave the company and find work elsewhere.” So, off I went to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, AZ, and a posting with Phelps Dodge (now Freeport- McMoRan). After 12-plus years without living close to snow, we moved to the Denver, CO area in a new position with Newmont Mining Corp. Along the way I became a professional engineer (Nevada) and completed a masters in project engineering and management. After 11 years with Newmont, I moved to Butte, MT where I accepted a position as assistant professor of mining engineering."

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of investment value or use value. Such an estimate can be a long way from the price that the property would actually sell for if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation if market value is being appraised. The comparable sales and replacement cost methods used in the appraisal of urban buildings generally fail when used in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The bulk of the ore found in the Lihir Island deposit is refractory in nature, with the gold contained in auriferous pyrite. In support of an evaluation of the development of this deposit by Kennecott (a wholly owned subsidiary of RTZ) and Niugini Mining Ltd., testwork has been carried out at the Sherritt Research Centre to demonstrate the amenability of the Lihir ore to pressure oxidation pretreatment to liberate the refractory gold. The results of pilot plant treatment of the Lihir ore in a continuous circuit with a feed rate of between 10 and 30 kg/h ore are described. The integrated circuit comprised pressure oxidation, residue washing, and gold recovery from the washed residue by carbon in leach or carbon in pulp cyanide leaching. Significant factors affecting gold recovery included temperature and retention time in the pressure oxidation step, and the concentration of soluble chloride in the feed. Gold extraction from well washed ore, after oxidation at 210°C for 66 minutes in the autoclave, was typically between 94 and 96%, compared with less than 30% by direct cyanidation.

Twin-bore tunnels with a single track in each tunnel are currently the most common subway tunnel configuration. However, a large diameter single-bore tunnel with two tracks separated by a center wall could replace twin-bore tunnels and introduce potential benefits but require necessary modifications to the subway system. In particular, a nominal 40-foot-diameter single-bore tunnel can be considered in lieu of nominal 20-foot-diameter twin-bore tunnels. This paper discusses the benefits and modifications introduced by replacing twin-bore tunnels with a single-bore tunnel, with respect to various elements of the subway related to the tunnel, stations, track, and tunnel systems.

Froth flotation has been used industrially for many years to separate valuable minerals from their associated gangue constituents. Notwithstanding the significance of this process to the mineral industry, many of the engineering tools needed for the evaluation of the flotation process are still in a developmental stage. Traditionally, the evaluation of a flotation test on both the laboratory and industrial scale has been based largely on a rougher recovery value achieved at a sufficiently long time to give a "final" or "equilibrium" recovery value. The assumption of a time equivalency for a given recovery value between various flotation tests or between laboratory tests and industrial operation underlies this method of evaluation. Such an assumption implies that flotation is an "equilibrium engineering process" and that the time-rate recovery of material from the flotation cell is not affected by changes in the flotation system. It has been shown by Bushell (1) and by Klimpel (2) that the assumption of time equivalency between various flotation tests is unjustified. Consequently, better tools are needed for evaluating flotation test results, Because mathematical flotation models which incorporate both a recovery and a rate function can completely describe flotation time-recovery profiles, they can provide an excellent tool to evaluate flotation tests.

The Tennohji-Benten Giant Trunk Sewer Project has been under construction since 1974 in the eastern part of Osaka, the second largest city in Japan. The entire project is divided into 7 blocks, some of which have already been completed. This 8.8-km sewer tunnel, being driven through a densely populated area, was planned to be constructed by the shield tunneling method. This paper described shield tunneling performances and ground behaviors during the construction of Blocks 2 and 3. An earth pressure shield (dia., 6,750 mm) was employed in Block 3 tunneling. The ground was generally soft and the cover over the tunnel varied from 13 m to only 4.5 m, so that a considerable amount of chemicals was injected to stabilize the ground. A hand-digging type shield (dia., 7,250 mm) was used in Block 2 tunneling under compressed air. For 85 m of the total length of 1.6 km, the soil at the face was extremely soft, and therefore, the ground freezing method was additionally employed.

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

Additionally, to ensure success, the real-time optimization platform must be incorporated into the site’s internal process control system (Nunez, 2022). This paper provides an overview of practical lessons and best practices for autogenous (AG), semi-autogenous (SAG), and ball mill (BM) grinding. It highlights the implementation of advanced instrumentation, specifically vibration sensors on the rotating mill shell. The paper also delves into the application of advanced analytics necessary for generating new measurements that accurately represent real-time grinding activity in the mill. These Advanced Analytics Measurements (AAM) are compared with well-known grinding curves to determine the optimal grinding point. The discussion focuses on key industry opportunities using real-time mill shell vibration results to derive new correlations and optimize the grinding process.

Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

Mine development has evolved in the past 15 years from a human-paced system using hand-held drills and track-bound equipment to a mechanized system using specialized equipment for each component of the development cycle. In most Canadian hard-rock mines, face advance is achieved by the following sequential activities: drilling, explosive loading, mucking and ground support. The state-of-the-art for each work element is reviewed and methods for performance estimates proposed. The entire development system and its production capabilities are considered based on equipment reliabilities, spare units, haulage distances, and muck bay spacing. The effect of the number of working faces on the system's performance will also be analyzed. Manuscript not received in time for publication.

"INTRODUCTION For several decades, the use of fibre-reinforced sprayed concrete (FRSC) has been becoming increasingly widespread, either as a replacement for or in addition to traditional reinforcements. Macro-synthetic fibres appeared on the market at the same time as metal fibres (in the 1980s), but their use has developed more recently in France, starting in the early 2000s. While their properties are attractive for underground operations, their long-term performance remains the subject of some controversy, particularly with regard to the phenomenon of creep [1-5]. Unfortunately, the many differences of protocol among the studies carried out (materials, metering, spraying equipment and test methods, etc.) mean that, in general, the results cannot be compared. Although several methods have been developed to assess the bending creep behaviour of fibre-reinforced concrete, the majority of them test notched beams resting on isostatic supports. There are currently no standardised test methods adapted to FRSC on hyperstatic supports (as is the case for FRSC used for underground support). The Asquapro association has thus developed a new test specially designed for this type of concrete. Slabs of thickness 10cm, measuring 60 x 60 cm in plan have been sprayed and tested under bending stress according to a test procedure inspired by the standardised test of energy absorption capacity (NF EN 14488-5). An experimental campaign was launched in October 2014 to study the behaviour of seven types of sprayed concrete, manufactured using the same concrete matrix: six of them were reinforced with different metal or macrosynthetic fibres and the seventh with a welded wire mesh. Fourteen slabs were sprayed for each type of concrete and also for the non-reinforced concrete with the same matrix. The types of mechanical performances measured were the compressive strength and energy absorption capacity (at seven and twenty-eight days), in addition to the creep behaviour of these seven types of concrete, placed under stress on the seventh day. This article follows on from that published in the WTC 2015 congress proceedings [6]: the programme and the test methods are briefly described here and the results available at the time of writing are presented and discussed."
