In April. 1990 Addwest Minerals acquired the Phillips Ranch sulfur property. The sulfur deposit, hosted by the Permian Castile anhydrite, occurs as two distinct elongate. parallel orebodies within a series of northeast-trending grabens. After completing a positive feasibility study, based, in part. on successful drilling programs by Addwest Minerals and previous operators, the decision was made to place the property into production. Utilizing an existing on-site kasch plant, plus significant portions of the recently purchased Texasgulf Comanche Creek Frasch plant. Addwest is currently constructing an 800 long ton per day Frasch mining facility.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. "SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

Spalling and rockburst are unwanted brittle failures at the boundaries of underground excavations that are commonly observed in hard rock and high-stress environments at significant depths, although, spalling has also been observed in comparatively shallow soft rocks. The crack initiation (CI) stress threshold (representing the stress level at which new micro cracks begin to form in an intact rock) is widely used to establish the in-situ spalling strength, and is generally regarded as the lower limit of the long-term rock strength. This study analyses the evolution of CI and other mechanical properties for a high-porosity sandstone with an average UCS of 38 MPa under unconfined cyclic compressive loading. The results indicate that rock properties are variably affected by cyclic loading with; no significant effect on Youngs Modulus; a moderate increase in Poisson’s ratio and fracture angle; a moderate decrease in UCS; and a major reduction in the CI stress threshold. All of these changes were generally amplified by cyclic loading at higher stresses. From the results, it is concluded that rockburst and spalling limit in underground structures may reduce over time if the rock is subject to repetitive cyclic loading, and that the reductions will be greater for higher cyclic stresses. This may be a significant factor in the design and operation of some deep underground structures.

The Gross Rosebel gold deposits are located in the Guiana Shield of north central Suriname. Initial discovery of surficial gold in 1880 by local artisanal miners preceded small-scale mechanized mining from 1885 to 1939. The first systematic exploration program was carried out by Placer Development from 1974 to 1977. In May 1992 Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling based on information from surface mapping allowed development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. In a complex geological setting, the key to success at Gross Rosebel was persistent, systematic exploration, detailed mapping, careful core logging and perceptive geological interpretation. Reserves now stand at 48.6 Mt at 1.6 glt Au, or 2.4 million ounces of gold. The purpose of this paper is to describe the progression of exploration activity that led to the definition of substantial gold reserves and to summarize the geology of the deposits.

The Haile Gold Mine in South Carolina is increasing the automation level of their processing plant in order to improve operational stability. One step towards this goal is the application of a Digital Twin concept to provide Virtual Instruments. Haile has engaged ANDRITZ to implement Virtual Instruments at their grinding area hydrocyclones and at their tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The Digital Twin is a first principles IDEAS1 ™ simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions, and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters. INTRODUCTION OceanaGold’s Haile Gold Mine is located near Kershaw, South Carolina, about 50 miles southeast of Charlotte, North Carolina. This location was first mined in 1827, and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October, 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile Operation. The current operation began in 2017 as an open pit mine with additional underground resources. The nameplate throughput is 6,350 tpd ore, and 2017 production was 118k oz gold, with 140 to 155k oz gold expected in 2018. Proven and Probable reserves exceed 3 Moz. The process, as shown in Figure 1, includes a primary jaw crusher, comminution with a Semi-Autonomous Grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon in leach (CIL) leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile Operation’s inaugural gold pour took place January 20, 2017. Mine life is expected through at least the year 2030. Based partially on prior experience of some key OceanaGold personnel with automation services from ANDRITZ on other projects, OceanaGold decided to include ANDRITZ on the Haile project. The scope of these services for Haile included design and supply of the process control application software, an ANDRITZ dynamic process simulator for operator training, and ANDRITZ Advanced Control Expert (ACE) ®2 systems for the SAG mill, ball mill, and rougher flotation areas. Since startup, ANDRITZ has continued to provide services for the site, particularly related to PLC and HMI equipment, programming and support, ACE system expansion, and the implementation of Virtual Instrumentation. The implementation of this new Virtual Instrumentation technology at Haile is consistent with Haile goals: increased automation, a change in the role of the operator from interactor to monitor, and improved stability by removing human error.

Editor&apos;s note: Minerals concentration is a disparate area, one involving many disciplines. Flotation, flocculation, reagents, microbial processes, gravity and magnetic separation, and the areas of coal and oil shale - concentration is relevant to all of these. In his article, Nagaraj reviews the latest developments and findings in concentration that have ocurred during the past year. Flotation The Monograph Series "Development in Mineral Processing," (Elsevier, 1985) was devoted to "Flotation of Sulfide Minerals." This volume has 26 articles covering the aspects of flotation chemistry, process development, plant design and equipment, and modeling and process control. The numerous articles on sulfide flotation had one recurring theme - the role of electrochemical processes and redox potentials in flotation and depression. Significant advances have been made in this area. A differential desorption-reflotation process was developed for the beneficiation of calcitic phosphate pebble (Hsieh and Lehr, Industrial Engineering and Chemistry, 1985). The carbonate and phosphate minerals were first separated from silica using fatty acid and the modifiers diphosphonic acid and HF. The collector on phosphate was then desorbed using sulfuric acid, and calcite was selectively floated without additional collector. A two-stage conditioning - initially at pH 10, followed by that at pH < 4.5 - with sodium oleate was developed to improve the separation between apatite and dolomite (Moudgil and Chanchani, Minerals and Metallurgical Processing, MMP, 1985). Separation of Mussorie rock phosphate in India from gangue calcite, dolomite, silicates, pyrite, and carbonaceous impurities was achieved with a three-stage flotation only on -75 µm (-200 mesh) fraction (Vaman Rao et al., International Journal of Mineral Processing, IJMP, 1985). The separation of fine SiC whiskers from other products of coked rice hulls by immiscible liquid and froth flotation was achieved using M1BC, pine oil, and mineral spirits (Parekh and Goldberger, MMP, 1985). Flotation was more economical. The carrier flotation separation of hematite fines from quartz fines was effected using coarse hematite as a carrier and oleic acid and ferric chloride (Cristoveanu and Meech, CIM Bulletin, 1985). Potash recovery from brines by laboratory-pan solar evaporation and amine flotation was discussed by Foot and Juiatt (Salts and Brines &apos;85, Proceedings, 1985). Flotation in a 45-kg/h (99-lb per hour) unit recovered more than 95% of the potash in schoenite and sylvite concentrates containing 28% and 62% K2O, respectively. The effects of fresh concrete into cement and aggregate by a single-step flotation process in aqueous suspension was described (Naegle, Chemical Engineering Science, 1985). The physico-chemical principles for the selective separation of proteins from mixtures using flotation were discussed by Ostermaier and Dobias (Colloids & Surfactants, 1985). Selective flocculation of hematite from silica was studied by Bagster and Mcllvenny (IJMP, 1985). Selective flocculation was more favorable with more highly charged anionic polyacrylamides and with high molecular weight. The cationic and non-ionic polymers flocculated both minerals. In minerals mixtures, there appeared to be very little selectivity unless a combination of dispersant and electrolyte was used. The effect of dissolved minerals species, such as Cu, Fe, and Ni on flocculation of chalcopyrite, pentlandite, millerite, pyrrhotite, and covellite was studied by Acar and Somasundaran (SME-AIME, 1985). Reagents There were some major advances made in reagent development for the minerals processing industry. Cyanamid introduced several classes of collectors, one of which - the diaryl monothiophosphates as acid circuit col¬lectors of sulfides and oxidesulfide ores - was commercialized in 1985. The monothiophosphates are more stable and powerful collectors than the xanthates and dithiophosphates. Hydrolyzed dithiophosphate containing 80% monothio and 20% dithiophosphate was found to give optimum recovery of copper from crude cementation precipitate and separation of Cu and Ni sulfides from matte (Akimova et al., Obogashch, Tonkov, Rud, OTR, 1985). Calcite has found many applications in the industrialized countries recently, such as filler for paper, paint, plastics, rubber and food. Furthermore, calcite separates many toxic elements, and thus it is used in water treatment, and it is also used to raise the pH of drinking water. Due to its special features, calcite has been characterized as a useful coating and reinforcement filler for applications. Finer particle size of calcite has been determined to provide improved features for all of these applications. For submicron particle production, wet milling is selected over dry milling to produce finer particle sizes. Wet stirred media mills are also used in many industries. For that reason, this study investigated the effects of operating parameters on particle size reduction in the wet grinding process. The knowledge acquired by this study will allow the finding of optimal operating parameters for a stirred media mill to optimize specific energy consumption and reduce particle size.

The oxidative degradation kinetics of chalcopyrite have been studied by thermogravimetric analysis (TGA). The obtained data are necessary for the kinetic description of the flash fusion process, which can contribute to the optimization of the smelting process in copper extractive metallurgy. Activation energy (Ea) evolutions of the involved processes have been determined by several isoconversional methods; in this sense, the chalcopyrite oxidation processes could be adequately described, among studied models (E1641–16, Ozawa–Flynn–Wall, Kissinger–Akahira–Sunose and Friedman), by the Kissinger–Akahira– Sunose kinetic model. Using this method, Ea and A values are found to be very dependent on the conversion. Under lower conversion levels, higher Ea and A values have been calculated with respect to that found for medium and higher conversion levels.

In the defunct Gorka quarry, there are situated both a waste disposal site of an area of 6.7 ha and containing approximately 1 million ton of high aluminium wastes and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water. The reservoir is fed with the filtrates arriving from the disposal site mentioned, at a rate ~130 m3/day. An alarming phenomenon is the subsidence of the pond bottom and the infiltration of solutions into the Triassic and Jurassic water resources, assessed at ~40 m3/ day. The basic problem related to the effluents in the Gorka pond is their high alkalinity (pH 12-13.4) and variable pollutants whose level increases appreciably with the pond?s depth. The solution offered provides pumping out and treatment of about 500000m3 of effluents retained in the Gorka reservoir in an about yearly time. Effluents would be treated in a reverse osmosis plant, according to a process so far verified on a quarter-commercial scale. The treatment process by-product would be discharged into the Ropa stream. The brine solution (containing about 25% NaCl), whose amount may reach up to100000m3, might be supplied to the Debiensko Mine which produces technological salt from salt-bearing mine waters. Similarly, there would be provided an intake of underflows of infiltrates (by means of deep wells, and possibly girdling ditches) arriving from the high aluminum site, and such effluents would be subject to ongoing dilution in water courses. It would be possible to test the system of underflows reaching the Gorka reservoir by means of geochemical identification, previously performed. The next stage following the pumping, would be the utilization of approx. 50 000m3 of bottom slurry. Highly alkaline slurries would be utilized in the production of self-solidifying mixtures. Slurries would be pumped out and temporarily dumped on drying beds, located nearby the Gorka reservoir, and later on used successively for making self-solidifying mixtures in a plant similar to a concrete making seat. Those mixtures would be applied for sealing the bottom of the Gorka reservoir and the necessary part of the edges of the defunct quarry. An alternative solution is the utilization of slurries in the facilities of the Trzebionka Mining Works and the application of self-solidifying mixtures, made in the Trzebionka Works, for sealing the reservoir bottom.

This paper presents an overall stabilization method to eliminate the potential of reoccurrence of subsidence over abandoned mine lands. The method considers column grouting at the specific locations inside the subsidence influence areas including the distressed and stress concentration zones instead of grouting&apos; around and beneath the damaged structures. The later method is commonly used for AML subsidence abatement at the present. By using finite element method the conditions of stress distribution in the strata before and after grouting can be calculated. The design of grout pattern includes the location and number of the grouting holes. Based on the calculation, the proposed method significantly reduces the stress concentration, i.e., the potential of reoccurrence of subsidence can be reduced or eliminated. A comparative analysis including number of grouting holes, grout affected area, stress level, and potential of subsidence reoccurrence will also be presented.

Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimization strategies. The dressing of Bolivian tin ores has been done up to the present by classical. gravity methods, taking advantage of the high specific gravity of cassiterite compared with that of the accompanying gangue. For this purpose, jigs and shaking tables are used in the treatment of the various size fractions in which the ore is classified. Bolivian ores are mainly of the vein type and, to obtain a reasonable separation, crushing and several stages of grinding are necessary during the process to substantially liberate the cassiterite from the gangue. Gravity processes for cassiterite are effective for sizes down to 200 mesh. Below this size the efficiency of the gravity methods falls off very rapidly with increasing fineness of the mineral grains. The conventional treatment for this material is desliming followed by tabling on shaking tables various other types of machines have been designed for the gravity treatment of these fine particles but they have had limited success. Bolivian ores contain an appreciable amount of minus 200 mesh material constituted by "primary fines" caning from the mine itself, and "secondary fines" originated during the crushing and grinding necessary for liberation of the difficulty in the treatment of these fine particles is one of the causes why the recovery of tin in concentrates is only of around 50% in the mines owned by Corporacidn Minera de Bolivia, the State owned enterprise. Detrital minerals of mantle origin have been found in the Green River Basin of Southwestern Wyoming (Figure 1). Pyrope, pyrope-almandine, and chrome-bearing clinopyroxene and orthopyroxene occur on the antmounds of Pogonomyrmex Occidentalis. These antmounds are a common sight throughout the western U.S., and were used by early paleontologists as fossil mammal collection sites. The mound is composed of two types of material; (1) soil excavated during the digging of the nest below the surface (maximum depth 3 meters) and (2) larger grains collected from the surface and placed on the mound, probably to prevent erosion. The selection of grains to armor the mound seems to be based largely on the mean diameter of the grain, with other factors such as weight, sphericity, roundness and composition in decreasing order of importance (Wheeler and Wheeler, 1963). The minerals of this study happen to fall within that mean diameter range. The garnets are found on the mounds as 3-6 mm diameter subrounded to subangular grains. The pyroxenes are also 3-6 mm in diameter and are most commonly subangular laths. The minerals themselves show evidence of abrasion, such as frosted surfaces and rounded edges. Orange peel texture is present on some of the grains, which suggests that kelyphitic rims were once present, but have been removed. Also, no similar minerals were found in sieved soil auger samples to depths of 2 to 6 meters taken near the antmounds. These observations imply a distal rather than proximal source for the minerals. Lamproitic rocks of upper mantle origin are found bordering the "Green River Basin. The best known are the Leucite Hills, a series of ultrapotassic volcanics found on the north flank of the Rock Springs Uplift (Carmichael, 1967). Minor occurrences of mica peridotite and ultrapotassic volcanics are also found on the western end of the Uinta Mountains in Utah (Best, et al, 1968). None of these rocks are known to contain minerals like those on the antmounds. The garnets are comprised of purple chrome pyrope, red chrome pyrope-almandine, and pink to orange low chrome pyrope/pyrope-almandine. Oxide statistics for these groups are summarized in Table 1. These three groups are distinct when their Cr203 values are plotted against magnesium number (Figure 2). The chrome pyropes are highest in Cr203 (1.28-2.66%) and have high, restricted Mg number values (0.781-0.826). The chrome pyrope almandines have similarly high Cr203 (1.29-2.62%) but a lower Mg number range. The low chrome pyrope/pyrope-almandines have the lowest Cr203 content (0.09-0.73) and the widest Mg number range (0.534-0.836). Using the classification scheme of Dawson and Stephens (1975) the chrome pyropes are most similar to garnets derived from kimberlite and from garnet lherzolite, websterite, and harzburgite xenoliths in kimberlite. The chrome pyrope-almandines and the low chrome pyrope/ pyrope almandines are similar to garnets derived from eclogite nodules (Figure 3).

The extraction of copper from sulfate leaching liquor was investigated using Acorga M5640 commercial extractant in kerosene diluent. The effects of important factors such as the extractant concentration, contact time, liquor pH, and temperature were examined on the separation factor Cu/Fe and the extraction efficiency of copper. The results indicated that nearly 92.32% copper was extracted from the leach liquor at 10% (v/v) Acorga M5640 concentration, 1:1 aqueous/organic phase ratio, 20 min contact time, pH 2.5, and 25 °C temperature. Also, the further increase in the values determined had no positive impact on the extraction of copper. Under these conditions, the separation factor Cu/Fe was obtained about 29.64. The extraction mechanism was studied applying the plot of log(D) – 2 pH against log [extractant] and it proved the association of two moles of Acorga M5640 for the extraction of one mole of copper. McCabe–Thiele diagram was constructed and a single-step extraction process was found to obtain themaximumextraction. Additionally, thermodynamic datawere investigated and the extraction process was endothermic and non-spontaneous at 298 K (ΔH = 27.05 and ΔG = 15.52 kJ mol−1). Moreover, the loaded organic phase was stripped and 80.94% copper was recovered after 20 min using 10% sulfuric acid concentration.

Gold was first discovered in Alabama in 1830. Before a decade had passed more than 20,000 people were employed in the various gold districts scattered across east-central Alabama. By 1849 most of the presently defined gold districts were known with such towns as Arbacoochee, Chulafinnee, Goldville, Pinetucky, and Idaho being the principal mining camps. The California gold rush of 1849 signaled the end of intensive prospecting in the Alabama Piedmont for the precious metal. Reactivation of many of the old gold districts has been attempted several times since 1849. Significant activity and development took place between 1874 and 1880, 1888 and 1916, and 1929 and 1936. Locally, some of the development met with moderate succes. The last productive gold mine in Alabama ceased production in 1935. The sharp increase in gold prices since 1973 has caused renewed interest in the potential values of gold of the Alabama gold districts. Most of the gold workings have been abandoned for nearly 75 years and are for the most part inaccessible for convential property evaluation. The early gold miners and prospectors in Alabama were more intent upon finding and mining the valuable metal than in recording their activities for future generations. No matter how interesting or historically significant these records might have been the miners kept no records and left behind them few maps as clues to their activities. Inasmuch as most of the old gold districts have been extensively mined and prospected during the past 150 years, there is very little chance of finding large deposits through conventional outcrop prospecting methods. Similarly, the present geologic knowledge of the various districts is insufficient to launch successful exploration programs looking for large blind lode deposits in new locations within the general gold bearing region.

The purpose of this paper is to bring to your attention the various kinds of high performance graphites available today, their characteristics and possible applications. These materials are products of a proprietary high temperature technology developed by Superior Graphite Company. We feel we have only begun to tap the potential of this technology and the utilization of the resulting products. During the course of the paper, we shall investigate high purity, high performance graphites made from raw materials such as mined natural graphites, synthetic graphites and petroleum derivatives. We shall define their characteristics and resulting benefits to current applications, along with applications currently under development. It is our desire to stimulate speculation and development of current high performance graphites and their applications as well as ideas for new high performance products and applications. First, a little background about the process. The technology was developed through a concentrated R&D effort which culminated in 1976 in the construction of a unique furnace capable of continuously processing tonnage quantities of granular carbons at temperatures in excess of 2,500 degrees C. This process is capable of refining various carbonaceous raw materials, including natural graphites, to levels of purity and consistency that were previously unattainable in commercial quantities. Carbon contents in excess of 99.9% are currently being produced on a continuous flow-through basis. Since beginning operation in 1977, this plant, located in Hopkinsville, KY, has been expanded in stages to its present capacity of producing over 45,000 tons of purified graphites and graphitic carbons per year. In addition to the purification process, the technology used allows the introduction of selected elements into the carbon/graphite structure to provide additional benefits. Elements of interest include boron, silicon, copper, iron and rare earths. The characteristics of and applications for some of these products will be discussed later.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects.
