In January of 1966, during the annual session of Georgia's General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

The Kinross DeLamar Mine has been operated for more than 17 years producing precious metals dore' from ores, principally silver bearing with associated gold co-products. In late 1995 a new orebody was commissioned, the Stone Cabin orebody, and the site began a phased shift from silver dominance to gold dominance in terms of precious metals revenue. The Knelson Concentrator was selected to remove gold from a portion of the cyclone underflow stream in the grinding circuit. This paper describes the development of the flow sheet, specific mineralogical impacts on Knelson product and downstream materials, and impacts on mine/mill grade reconciliation.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

This paper describes the derivation of a set of simultaneous algebraic equations that can be solved to produce a rigorous theoretical mass balance around solution mining wells. This mass balance can then be compared with a mass balance calculated from field measurements to provide the percentage of mass balance closure. Significant deviations from the closure can be an indication that the wells are either gaining or losing circulation fluids. The equations also provide calculations for the amount of water and dissolved mineral that accumulates in the well during the mining process, as well as the net mining rate. Equations for both single mineral mining and multiple mineral mining are discussed. They can easily be formatted into spread sheets for rapid calculation of field measurement data.

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

The Jim Bridger Mine is operated by Bridger Coal Company and is located in Sweetwater County, 35 miles (56 km) northeast of Rock Springs, Wyoming (USA). The general location of the mine site is shown on Figure 1. Bridger Coal is a joint venture of NERCO Coal Corp, the operator, and Idaho Energy Resources Company. The permit boundary encompasses in excess of 20,000 acres (81 km2) and is nestled against the western side of the Continental Divide. Production started on July 3, 1974, and the mine has produced approximately 90 million tons (82 million t) while moving approximately 450 million cubic yards (344 million m3) of virgin earth. Annual production averages 5 to 7 million tons (4.5 to 6.4 million t) of run-of-mine coal. Coal is consumed on site by the Jim Bridger Power Plant, a 2,000-megawatt generating station, and the electricity is transmitted to the Pacific Northwest power grid (Oregon, Idaho, Northern California, etc.).

With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

With the recent technological advances; Tunnel Boring Machines (TBM) have become a viable economic alternative to drill and blast in hard rock excavation. These machines are finding increasing use in underground mine development due to the potential benefits they offer. The successful application of TBM technology to mining depends on the selection of the most suitable equipment and cutting tools for the rock and ground conditions to be encountered. In addition to required testing and geotechnical investigations, cutterhead design optimization is an integral part of the machine selection to assure a successful application of the machines in a specific project. This paper presents and discusses the back-ground of TBM application in a mining environment and the lessons learned, the process of conducting site investigation and the necessary laboratory testing together with machine selection and performance estimation for TBM use III mine development.

Currently he is president of KD Engineering and Metcon Research. He had it lucky when he went to school because there were only 44 elements in the periodic table, I understand. [laughter] Here's Joe. JOE KEANE: I'm doing this under protest. Maybe we can start the slides. Mr. Halbe gave me this topic, but I don't like it. I don't like Mr. Halbe either [laughter] because of the way he shanghaied me into this. He called me up on the phone and said this is what you're going to speak about: "Five Things I Never Want to See Again in Plant Design," and I said, "Huh!" Then I started getting stuff from SME about how to make a presentation. I have decided to change the title to "More Than Five Things I Never Want to See in Plant Design," since you can't have a completely negative speech; you have to have other topics. So we will have some other, not completely nonrelated, topics to sort of break the tension. I tried to find a joke to open with. I talked to Omar Mutati. All of his jokes were either about Bill Clinton, our beloved President, or they were too filthy to say in a mixed group. [laughter] So I decided to start this out with a profound statement. The pro- found statement is, "The meek shall inherit the earth, but not the mineral rights," [laughter] by J. Paul Getty. J. Paul Getty was one of my favorite guys because when a real obnoxious reporter asked him one day, "How can I become wealthy?" he said, "Drill for oil and find it."

This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines' Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine's Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

In 2015, the Subtropolis Mine in Petersburg, OH, experienced a massive ground collapse that continues to grow over time. Horizontal stress effects have affected the roof at this operation in the past and may have played a large role in this collapse. Horizontal stress can impact the roof and floor stability and endanger the health and safety of underground stone miners. Mines experiencing damaging effects from horizontal stress typically find that the principal stress direction is the same throughout the mine and the region. At the Subtropolis Mine the principal horizontal stress direction appears to change as conditions change and differs from the regional horizontal stress, particularly near the collapse or other roof fall areas. The growth over time of this collapse and other roof falls have been captured and analyzed using geologic mapping, 3D LiDAR scanning, numerical modeling and geographic information systems like ArcGIS. Utilizing these tools to better understand sitespecific conditions can be critical to reducing the potential of massive ground collapses in the underground limestone industry.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. Remote control for mining machines ordinarily means the operator is not seated on the machine, but is located within direct view of the machine and work area Thus, remote control operators are exposed to the hazards of roof/rib falls and dust/methane explosions. The U.S. Bureau of Mines has developed a method to disassociate remote operators from these hazards. Off-board, computer-based "tele-operational" systems are utilized that station the operators one-hundred meters or more distant from the working faces. Details are provided for tele-operated systems for thin-seam extraction and haulage equipment in highwall and deep, room-and-pillar coal mines.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. When the organization first took shape, few could have predicted that a small gathering of women would grow into one of the most influential organizations that would advocate for inclusion in the industry. Now, more than 50 years later, the group remains a vital network for professionals across the United States with a diverse array of membership and chapters.

Owing to the selective oxidation and uneven combustion that occur on the surface of carbon anode, some carbon particles detach and form carbon residue, which is defined as spent anode slag (SAS). The highly graphitized and toxic impurities such as fluorite ( CaF2), corundum (α-Al2O3), and cryolite ( NaAl11O17) are crucial components of SAS resource but are difficult to separate from graphite. This study developed a method of using water-soluble (emulsified) kerosene to separate the carbon particles from the toxic impurities in the SAS resource. The flotation purification approach of utilizing conventional kerosene was experimentally investigated and compared with that of using water-soluble kerosene. The results showed that with the use of emulsified kerosene, the maximum combustible matter recovery of the carbon particles was 89.86% while that of using traditional kerosene was 80.30%. The emulsified kerosene was comprehensively examined by various instruments to clarify its adsorption mechanism on the carbon particle surfaces. Because of the superior dispersibility of emulsified kerosene, it effectively envelops carbon particles with a smooth surface, oxygen-containing functional groups, and hydrophilic C–F bonds, thereby increasing the surface hydrophobicity and flotation responses of targeted carbon particles.

INTRODUCTION The introduction of 165-mm (61/z-in.) holes to underground mining operations has made possible the application of Canadian Industries Ltd's (CIL) vertical crater retreat (VCR) mining method, illustrated in the accompanying sketches. This unique and revolutionary new application of spherical charge technology (see the Appendix), when applied to primary stopes and pillar recovery, eliminates raise boring, slot cutting, and dilu¬tion of ore by backfill; greatly improves fragmentation; reduces labor and time requirements; eliminates uphole drilling and blasting; and minimizes or completely elimi¬nates damages by blasts to the walls and retreating backs of the stope or pillar. If vertical large diameter holes are drilled on a designed pattern from a cut over a stope or pillar to bottom in the back of the undercut, and spherical charges of explosives are placed within these holes at the calculated optimum distance from the back of the undercut and detonated, a vertical thickness of ore will be blasted downwards into the previously mined area. Repeating this loading and blasting procedure, min¬ing of the stope or pillar retreats in the form of horizontal slices in a vertical upwards direction until the top sill is blasted and the mining of a stope or pillar is completed. The VCR method is also applicable to drop raises and has the potential to replace all other raising methods under most circumstances. PILLAR RECOVERY Levack Mine Inco Metals Co., Ontario Div., provided the first opportunity for the method in pillar recovery. The Levack mine's high grade ore pillar No. 4800 on the 975-m (3200-ft) level was used for the production¬scale experiment (Figs. 1 to 3). The pillar was about 49 m (160 ft) long, 6 m (20 ft) wide, and 20 to 26 m (65 to 85 ft) high. The mined area on both sides of the pillar was backfilled with a 1:30 cement:sand mixture. The pillar was removed in two phases. In phase 1, the standard uphole method was used to blast down the 18-m (60-ft) long section of waste from the bottom of the ore into the undercut. From the pillar's top sill, 165-mm (61/a-in.) holes were drilled downward into the pillar, and by measuring the depth of the holes, the results of the uphole blast were determined and roof line 1 was established. The bottom of each hole was plugged, then filled with sand to place the center of gravity of each spherical charge (loaded from the top sill) at a predetermined optimum distance from the horizontal free surface. The charges were then detonated. After detonation, both draw drifts were full of extremely well-broken material. The depth of each hole was measured again, and the plot of these depths re¬sulted in roof line 2. The same blasting procedure was repeated and the resultant new back elevation was marked by roof line 3. The poor results of the initial uphole blast at one location (notice the peak in area 1) appeared to influ¬ence the subsequent new backs. A third blast success¬fully evened the back, and resulted in roof line 4. An unblasted slab averaging 6.3 m (20.9 ft) thick remained below the pillar's top elevation as the final sill. In all three spherical charge blasts fragmentation of the blasted material was extremely fine. The backfill was fully exposed on both sides of the now-blasted pillar. The backfill remained undamaged and the ore was not diluted by sand. The remnants of all the 165-mm (61/2 -in.) holes remained clean and undamaged, and the holes had well-defined bottoms that could be easily measured and plugged. Each blast took down a 3.9 to 4.2-m (13 to 14-ft) thick horizontal slab of ore. Productivity was three times greater than that of the previously practiced cut-and-fill method. Since this was the first such experiment, blasting the remaining 6-m (20-ft) thick final slab was the sub¬ject of some deliberation. If the described method was repeated, we could have ended up with a 1.8-m (6-ft) thick sill unsafe to work on. It was therefore decided to blast the whole sill using two spherical charges prop¬erly placed in each hole, but with the application of
