State and federal regulations require that surface mine overburden be investigated in advance of mining for naturally occurring earth materials that are detrimental to animal and plant life or to uses of water. Proper identification of these toxic materials is necessary to permit development of environmentally sound reclamation programs. Intensified use of present laboratory methods to meet anticipated testing demands would be both costly and time consuming. This paper discusses the desirability of and general requirements for a geophysical system capable of locating toxic zones in the overburden of surface mineable lands of the Northern Great Plains Coal Province. The paper (1) identifies the types and character of naturally occurring overburden substances that must be investigated in advance of mining, (2) discusses the economic justification for development of a geophysical system to replace or to complement conventional laboratory test methods, and (3) discusses the potential applicability of downhole geophysical methods to overburden analysis.

The Work Crew Performance Model (WCPM) is a method for designing, implementing, and evaluating? performance improvement strategies for machine operators and other mining personnel. The WCPM offers a practical approach for measuring job proficiency and identifying costly behaviors. It enables interventions aimed at performance improvement, especially training, to be assessed monetarily. Two interrelated elements of the WCPM are emphasized: observational techniques for establishing performance baselines and measuring performance outcomes and cost linkages between job competencies and measures related to profitability. Inter-and intra-subject differences in performance-related behaviors of regular and incidental shuttle car operators were detected during field validation of the WCPM. Downtime data were used as outcome measures to test linkages between performance error rates and cost consequences. Use of a simulation program for analyzing continuous mining face operations showed how common shuttle car operating parameters (e.g., payload, tram rate) can be used as cost-conscious indicators of performance variability and therefore as targets for performance improvement.

A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

The underground operation at Barrick?s Cortez Mine, located near Elko, NV, required the construction of a 12 foot diameter smooth-lined ventilation shaft. Barrick preferred to mechanically excavate from the ground surface without putting people in the excavation and considered blind drilling by Frontier-Kemper Constructors the best option. Design and construction challenges arose throughout both the excavation and lining stages. A large portion of the rock to be drilled was highly fractured. Important risks that were addressed included water loss into the formation, zones of squeezing ground, damage to drilling tools caused by blocky ground and fallout, and potential hazards during cast-in-place concrete lining. Detailed explanations of these challenges and the methods used to overcome them will be described.

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The U.S. Bureau of Mines and AMAX Coal Company have studied surface coal mine overburden blasting near four steel and one PVC pipe-line of 15 to 5l-cm diameter, monitoring vibration, strain, and pressure. Unlike tests simulating construction blasting, these were up to 1000 kg per delay in 3l-cm blastholes. Worst case comparisons showed that 12.7 cm/s blasting vibrations produced strains about 1/4 that of pressurization and 10-18 pct of the ultimate tensile strength. No failures occurred from blasting as close as 15 m which produced vibrations over 60 cm/s.

Subsidence events occurring above inactive room-and-pillar (R&P) mines, including abandoned mines or sealed portions of active mines, are classified as unplanned subsidence, because of their timing and distribution are unpredictable. When investigating such subsidence cases, many uncertainties exist and disputes often focused on whether the observed structural damages are caused by mine subsidence or other natural or artificial causes. However, solid evidence to identify the cause is often lacking. In order to conduct a complete and impartial investigation, thorough knowledge of subsidence theories and other ground control topics, as well as broad experience, are required.

Asgco’s design of the Arrowhead Ceramic Lagging provides solutions to problems experienced with conveyor belt slippage around the drive pulley and severe wear problems on snub and bend pulleys. Asgco has developed a range of pulley lagging from ceramic, drive rubber and non-drive rubber lagging that is available in abrasion-resistant SBR and MSHA grade rubber for conveyor pulleys from slow belts all the way through to high-speed, high load belts. There is a growing need for a maintenance-free and reliable pulley lagging to ensure conveyor belts run to their highest efficiency.

"Mine ventilation is in every underground mine a crucial process to ensure mine safety as well as acceptable working conditions. On the other hand is also a major cost factor depending on air requirement and air resistance. Due to the fact that the special layout of mines develop over time, ventilation systems change as well. This may result in complex systems which are suffering severe problems and low efficiency. With attention to the mine safety and costs, ventilation systems have to be controlled repeatedly and optimized continuously to fit changing conditions. The project “Improvement of ventilation systems in narrow vein mines” has been commenced with measuring and data collection in the Bogala Mine, Sri Lanka. This over 150 year’s old graphite mine consists of about 20 levels. The resulting ventilation system is highly complex and suffers problems like high temperatures and humidity as well as a mixing of fresh and used air on lower levels. To solve these problems and to optimize the system the complete ventilation system had been measured on-site first. The gained data have been used for simulations to develop and select an optimal and cost efficient solution. OBJECTIVE As an important process in mining ventilation is a major cost factor and can determine the economic feasibility of a mine. Due to the production mine layouts develop over time and mines increase in size and depth while the ventilation system becomes more complex and may suffer severe problems and inefficiency. Therefore mine ventilation systems have to be controlled and optimized regarding the general requirement of mine safety and health of the miners as well as the costs. Depending on the deposit type, depth, mining method, climate and as well corresponding laws and regulations the possible solutions are varying strongly. The work carried out paid special attention to the improvement of ventilation in narrow vein mines in tropical climate, in this case the graphite mine “Bogala” in Sri Lanka, South Asia."

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. Fully-bonded rock bolts have been widely used in construction sites and mines in recent years. The purpose of this investigation is to prove the effectiveness of rock bolt supports in unstable ground through in-situ tests and numerical analysis. 2. MEASUREMENTS AND PROCEDURES OF IN-SITU TESTS The fully-bonded rock bolts as the mine road¬way supports were tested in the Fukasawa mine which is located in the northeast district of Japan (Fig. 1). The Fukasawa mine (one of the Kuroko mines) started the production in 1973, and the present monthly production is slightly less than 20,000 tons. The ore deposit which exsists at about 400 m depth is divided into several small lenticular shaped bodies. They are distributed apporiximately 1500 m in NW-SE direction and 700 m in NE-SW direction. The hanging wall is basaltic lava and the footwall is tuff. The rocks surrounding the ore bodies are soft but relatively intact, so the trackless mining system has been adopted from the beginning of the development.

In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

Cyanide (CN) is used to recover gold from its ores in many locations worldwide. In spite of the established history of gold mining in Alaska, modern cyanidation methods have been used at only one location, the Ryan Lode Mine at Ester Dome, near Fairbanks. Ore was processed by heap leaching between 1987 and 1989, when permitting issues caused operations to be terminated. Those issues have since been resolved, and plans to reopen the mine are currently being discussed. Plans are also proceeding to develop several other ore deposits in the state, all of which include the use of cyanide for gold recovery [6]. Since tailings and effluent water produced from these mines will require treatment, it is important to develop detoxification methods suitable for the Arctic and sub-Arctic conditions found in Alaska. Several methods exist for removing cyanide from mining wastewater. However, most industrial users prefer chemical treatment systems, and typically use sodium hypochlorite, hydrogen peroxide, or sulfur dioxide/air/copper to oxidize free and complexed cyanides [9]. Biological treatment has been used successfully at two sites in the United States [30,32] and field tested at several others [20,27,28]. In addition, one mine uses "natural processes", which include natural oxidation, photodegradation, and degradation by naturally occurring bacteria [33].

The depth at which it becomes more economical to use slope access as opposed to box-cut access for near-surface coal reserves, termed "transition depth," can be established for a given coal property by considering cost estimates for those parameters that determine respective access method. Fourteen parameters that influence access cost were identified and ranges determined. A Transition Depth Formula was developed to permit determination of the better method of accessing a reserve, given such information as highwall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs, and cost of overburden removal and reclamation. In most cases, in Appalachia, studies indicate that the transition depth ranges between 20 and 30 m.

In the Rocky Mountain region, variations in Tertiary mineralization correlate with changes in tectonic setting and associated igneous activity that can largely be related to tectonics along the west boundary of the American plate. Successive settings include compressional tectonics and associated continental-arc igneous activity; transitional igneous types associated with intra- and back-arc extension; and basaltic or bimodal basalt-rhyolite assemblages associated with Basin and Range extension in- ward of a growing transform boundary between Pacific and American plates.

For a given flotation system, the rate-controlling step in fine coal flotation can be the attachment of bubble to the fine coal particles. The probability of attachment depends upon the surface characteristics and the collector adsorption on the coal particle surfaces. Thus, to further improve the flotation rate and selectivity is to alter the distribution of hydrophobicity on coal particles efficiently by applying the effective means of collector dispersion. In order to enhance the combustible recovery and selectivity of fine coal flotation, and lower the amount of collector used in the fine coal flotation processes, four modes collector dispersion/addition techniques are tested. They are direct liquid addition in pulp (mechanical agitation), ultrasonic energy dispersed collector into pulp, atomized collector into pulp and gasified collector transported by air and formation of collector-air bubbles in pulp. The effect of four collector dispersion/addition methods on the floatability of -600 µ m (-30 mesh US sieve) coal samples from four ranks of coals were studied. The ultrasonic energy dispersed collector and atomized collector flotation processes enhance flotation yield and most significantly improve the kinetics of fine coal flotation. The gasified flotation process can increase the selectivity of separation and decrease the collector consumption due to starvation flotation is achieved in this process. The flotation efficiency of gasified collector process is as high as that of conventional flotation. It is because that the effect of the decrease in the combustible recovery is offset by the increase of selectivity. In addition to flotation experiments, induction times of bubble attachment to the bed of fine coal particles for four ranks of coals are measured.

Impacted waters, often complex, are created in mining which at some point in the mine life cycle will need to be attended. The simplest and most cost effective method of handling impacted water is to reuse it as makeup water for operations. At the end of mine life, operational reuse will not be an option and the impacted water will require treatment to achieve alternative reuse goals. Conventional mine impacted water treatment is successful in removing unwanted constituents but create brine and sludge that may require special handling or additional treatment, resulting in additional liabilities and costs. Freeport-McMoRan Copper & Gold has taken an approach to water treatment that focuses on transformation not concentration. The Water Treatment Test Facility located at Sierrita Mine has three test plants that are piloting the mine impacted water transformation process. Two plants have been designed for the removal of calcium and sulfate with products of gypsum and sulfur. The third plant removes metals from process water and transforms them into marketable metal sulfides. The transformation, rather than concentration, of mine impacted water solutes greatly reduce long term risks.

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

The growth of computer and ground control technology in recent years, combined with an urgent demand for low-cost fossil fuels and mineral resources, has set the stage for full-scale utilization of computers in mine planning. Steeply rising production costs and the need to preserve the environment are placing great demands on engineers to improve their mining efficiencies, which can best be accomplished by applying the full capabilities of the computer. Pressure to develop and perfect programs with an immediate potential for improving mine de- sign, reducing mining costs and extending the viable coal reserves of the country has already come to bear in the form of exploding energy requirements, environ- mental considerations and the visible limitations of other energy sources. The computer program discussed in this paper, RAMPLAN (Rock Mechanics Applied to Nine Planning), was constructed as part of a continuing effort at Virginia Polytechnic Institute & State University under the sponsorship of the Office of Coal Research to develop a suite of programs to benefit the mining engineer in improving mine design and evaluation techniques. This program averages out structural data values obtained from randomly placed or gridded point sources across a mining property and uses these values in structural design equations. The basic purpose of the program is to provide accurate estimates of mineable tonnages, based on a realistic assessment of structural conditions existing in the deposit, for use in subsequent evaluation programs. Program output, however, also provides sound engineering data for the mine planner to use in planning and laying out new properties. Mining dimensions produced by the program provide a good starting point for initial layouts; and as more refined procedures are developed for increasing and improving the quality and quantity of information from boreholes, this information may be used with increasing confidence. The rock mechanics principles utilized in the program are generally well-established with full details provided to the user. To produce meaningful results extensive input data, obtained from exploration borehole core data, outcrop sampling points, or mine samples, are required. To assist the engineer, details of the types of tests that should be conducted have been listed. By including all of the ground control equations in the program the otherwise long and tedious calculations can be performed easily and quickly, and the work can provide the basis for a more detailed ground control study. The program is written in Fortran IV Level G to run on an IBM 3701155 ASP and requires 156K storage.

This study focuses on the environmental characterization and assessment of long-term neutral mine drainage (CND) potential from waste rock piles at the abandoned Erdouz mine in Morocco. The study involved metallographic analysis, static tests, and column tests. Results indicate that the waste rock is not an acid mine drainage generator but produces CND, mainly with sulfates exceeding Moroccan standards. The waste rock is relatively stable and could be reused after pretreatment.

Amax's Sleeper mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 t/d (500 stpd) to more than 720 t/d (795 stpd). Heap leaching was added to the process facilities in September 1986 at a design rate of 1.5 kt/d (1650 stpd) and current heap leaching rates exceed 2.7 kt/d (2950 stpd). Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.
