"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

Explosions in underground mining due to methane gas have been the leading cause of incidents and fatalities in the mining industry. The main objective of this research is to develop a forecasting methodology for methane gas emissions based on time series analysis. Methane time series data were retrieved from atmospheric monitoring systems (AMS) of three underground coal mines in the United States. The AMS data were preprocessed and statistically evaluated to explore the potential autocorrelation of methane gas. It was concluded that the autoregressive integrated moving average (ARIMA) time series model used in the one-step-ahead forecasting mode provides accurate estimates that match the increase or decrease of the methane gas emission data.

The main conditions which affect investment in mineral exploration and development are compared in five countries currently considered attractive for mineral investment - Canada, the U.S., Australia, Brazil and the Philippines. The primary parameters - the probability of occurrence and discovery of mineral deposits and the short and long term viability of mineral development - are evaluated and compared on a relative basis by a form of factor analysis. This analysis indicates that of the five countries studied, Canada is second only to the United States in degree of favourability for mineral exploration and development.

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

Belt conveyor systems, long the standard transportation technique in soft-rock open-pit applications, are encountering growing interest in the hard-rock open-pit sector as economic factors force companies to seek an alternative to costly truck haulage. A general review of mine conveyor systems is followed by detailed analysis of the mobile and semi-mobile in-pit crushing plant essential to successful use of mine conveyors. A final section presents case studies of three crusher-conveyor systems handling overburden, copper ore and granite.

The Northeast Boundary Tunnel Project consists of a 23 ft diameter, 27,000 ft long, CSO tunnel, multiple underground connections, and significant surface works within an urban corridor. The NEBT alignment depths range from 60 to 140 ft and includes seven shafts ranging in depth from 77 to 155 ft with diameters varying from about 19.5 to 56 ft, some as in-line connections and others required adits for connection to the main tunnel. This paper focuses on the design and construction of two major underground connections which are the First Street Connector Tunnel and the Mount Olivet Road Diversion Sewer.

The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan's Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

To address the problem, a perceptive driving assistant system (PDAS) has been developed to increase the visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery (HEMM) at opencast mines in harsh weather conditions.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

The function of advertising is communication. Viewing the advertisements of mineral suppliers exposes the reader to a broad spectrum of purposes: announcements of new products, availability and supply, departmental services, company image, etc. It is the advertiser's hope that the message being conveyed is the same message being perceived by the viewer. To maximize this probability, the advertiser at least must carefully construct precise copy, identify the target audience and select the appropriate advertising medium. A truly successful and efficient ad, however, also must accurately reflect a product's life cycle, i.e., the rise and fall in demand for a product. Buggy whips and radio tubes are classic examples of items formerly in high demand. Industrial minerals are similarly affected by occurrences of product life cycles.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

Research objectives included 1) determine relationships if any between spectral response of soil and soil textural groups, Unified Soil Classification subgroups and selected landforms and 2) develop computer assisted techniques for engineering soils mapping of remotely sensed data. The sire in northeastern Kansas, 1.6 Km by 43 Km (1.0 mi by 27 mi), contained glacial and alluvial soils. Multispectral scanner data (0.40 to 1.80 pm) collected at 915 meters altitude (3,000 feet) were analyzed using two distinct computer techniques: the nonsupervised approach involving delineation of soil training areas directly by computer and the supervised approach entailing training area selection manually by the researcher. Computer classification of surface materials follows both methods. Non supervised analysis results failed to show a consistant relation- ship between landform type and soil spectral class. Landforms correlating well displayed either unusually bright or unusually dark spectral signatures. Supervised analysis results showed a strong relationship between soil texture and soil spectral class. A moderately strong tie was shown between engineering soils groups (ML, CL, CH and OH) and their respective spectral classes, and a weak association between landform type and soil spectral class. An analysis procedure for engineering soils mapping by computer of remotely sensed data was developed. 1. Locate cultural features by visual examination of imagery. 2. Produce generalized bare soil-vegetation- water map using nonsupervised technique. 3. Outline significant soil fields for computer training using supervised approach. 4. Computer-classify entire area based on these soil fields.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill-and-blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at 345 kt/a (380,000 stpy) generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This article presents how data were collected and design standards reviewed, and the opportunities that were found to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71 percent on the mine’s highwalls.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

"Electromagnetic based proximity detection systems (PDSs) are utilized on mining machinery to protect workers from being pinned or struck. These systems generate magnetic fields covering the space around a machine, and a miner-wearable component (MWC) detects the field. The PDS determines the distance of miners relative to the machine based on the detected magnetic flux density in the magnetic field. This information is used to establish warning and shutdown zones around the machine. Maintaining a stable magnetic field is essential for system accuracy. However, components used to generate magnetic fields can be influenced by temperature changes. Depending on ventilation conditions and seasonal alternation, a PDS can be subject to significant temperature fluctuation. To better understand and quantify this phenomenon, researchers from the National Institute for Occupational Safety and Health (NIOSH) developed an experimental apparatus to study the influence of temperature on magnetic field generator circuits used in PDSs. Results from the study show that the electric current through a generator can be influenced by both ambient and internal temperatures, modifying the magnetic field that is produced. These findings show that temperature can significantly influence the ability of PDSs, used in underground coal mines, to accurately determine a worker’s position in relation to mining machine. INTRODUCTION Electromagnetic based proximity detection systems have been developed to reduce machine-related accidents in underground coal mines. The first proximity detection systems installed in underground coal mines were developed for continuous mining machines (CMMs). There are five of such proximity detection systems that are approved for use in U.S. mines by the Mine Safety and Health Administration (MSHA) (Mine Safety and Health Administration, 2013; Mine Safety and Health Administration, 2015). There are several basic components that interact within an electromagnetic proximity detection system (PDS). A PDS includes two main elements: a set of generators to create magnetic fields around a CMM and a set of magnetic probes to detect the fields. These systems can determine if a miner is located at a safe distance from the machine based on the detected magnetic flux density. Stability of the magnetic fields is essential for system accuracy."
