An understanding of how health and safety management systems (HSMS) reduce worksite injuries, illnesses and fatalities may be gained in studying the behaviors of health and safety leaders. These leaders bear the accountability for identifying, understanding and managing the risks of a mining operation. More importantly, they have to transfer this knowledge of perception, recognition and response to risks in the mining environment to their workers. The leaders’ efforts to build and maintain a mining operation’s workforce that consistently executes safe work practices may be captured through more than just lagging indicators of health and safety performance. This exploratory study interviewed six leaders in occupations such as site-level safety supervisors, mine superintendents and/or general managers at surface and underground stone, sand and gravel and metal/nonmetal mine sites throughout the United States, with employee populations ranging from 40 to 175. In exploring leaders’ perspectives on how they systematically manage health and safety, examples such as approaches to task training, handling near-miss incidents, identifying future leaders and providing workers with feedback offer insights into how leaders translate their knowledge and management of site-level risks to others.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). "The existing Rondout West Branch Tunnel (RWBT) is part of the Delaware Aqueduct which has been in service since 1944 and accounts for more than 50 percent of New York City’s water supply. In early 2015, the New York City Department of Environmental Protection contracted Kiewit-Shea Constructors, AJV (KSC) to construct the Rondout West Branch Bypass Tunnel project (Rondout) in order to mitigate the leakage of 132 million L/ day (35 million gpd) of water from two areas of the existing tunnel; the Roseton and Wawarsing areas.The scope of the Bypass Tunnel 2 project is separated into two distinct phases. Phase 1 consists of completing the shaft sinking to a depth of approximately 274 m (900 ft) at shaft 5B, 213 m (700 ft) at shaft 6B and the excavation of approximately 3,850 m (12,500 linear ft) of tunnel at a diameter of 6.6 m (21 ft 7 in). This phase also includes the installation of 2,804 m (9,200 linear ft) of 4.8 m (16 ft) diameter steel interliner pipe through the new bypass tunnel with cast-in–place concrete liner for a finished diameter of 4.2 m (14 ft). Access chambers at the top of shafts 5B and 6B will be constructed for access and housing of the mechanical and electrical equipment for supporting pumps and valves.Included in phase 2 is the additional excavation from shafts 5B and 6B to the RWBT, and the drainage tunnel to remove ground water infiltration from RWBT. This work will be completed during a scheduled shutdown of the RWBT and will include approximately 31 m (100 ft) of excavation of the two connection tunnels. Additionally, construction of the permanent plugs within the RWBT will be undertaken. Figure 2 shows the layout of the work.Access to the work through the deep shaft at site 5B was critical to the success of the project. The hoisting system needed to be multi-functional to handle the different types of construction from drill and shoot of the shaft, starter and tail tunnel, the assembly of the tunnel boring machine (TBM), the excavation of the TBM tunnel including the supply of the precast segmental liner, the grouting operations, the installation of the steel interliner pipe and the cast-in-place concrete as well as ingress and egress of personnel. The production of the TBM operations was critical to the schedule of the project. This required a quick cycle for muck haulage and supply of the precast segmental liner in order to keep pace with the excavation time of the TBM. For TBM assembly, components were limited to a maximum weight of 104 t (115 st) for a single lift. Various cranes were analyzed for hoisting, however, none would meet all of the citeria. Therefore, the project team selected a specialized hoisting system designed in house in conjunction with Timberland Equipment Ltd. that consisted of a total of 14 separate hoists and winches with a total of more than 2,833 kW (3,800 hp)."

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

This study presents a method for recovering valuable metals and synthesizing anhydrite from steel slag using sulfuric acid leaching and solvent extraction. The process achieved high leaching efficiencies for V, Ti, Fe, and Mg, and produced anhydrite with 93.09% purity. The leachate was further processed to separate and recover V, Ti, Fe, and Mg using selective stripping and precipitation methods, offering a sustainable approach to steel slag utilization.

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll on the U.S. coal mining industry. Recent health surveillance data indicate that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied to reduce dust levels. An overview of CWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

The implementation of effective techniques for meeting the maintenance requirements of the new Utah Copper Division smelter, one of the largest in the Western Hemisphere, is a goal of the smelter management and supervisory personnel. Kennecott's Metal Mining Division Computing Center has been working with smelter personnel to implement a computer program to provide instantaneous access to equipment specifications, maintenance and cost histories, spare parts, preventive maintenance scheddes, etc. for several hundred pieces of equipment. This information will be available to all smelter personnel via visual display terminals. The system will dramatically reduce the time now spent in search of pertinent information required in effectively performing the maintenance functions. It will also be used to analyze practices, detect trends, prepare budgets, and substantially reduce the paper work normally associated with the running of a large and complex maintenance organization.

One of the ambient effects of production blasting is flyrock. To effectively manage flyrock throw distance in mining, there is the necessity to successfully envisage blasting output without sacrificing the hazardous impact of flyrock which may result in fatality and operational shutdown. For flyrock throw distance prediction, velocity of detonation (VOD) and charge per bank cubic meter (CPBCM) are not usually included. This paper focuses on the use of support vector machine (SVM) regression to ascertain the impact of VOD and CPBCM on flyrock throw predictions. The machine learning models were linear support vector machine (LSVM), quadratic Gaussian support vector machine (QGSVM), fine Gaussian support vector machine (FGSVM), medium Gaussian support vector machine (MGSVM), and cubic Gaussian support vector machine (CGSVM). The outcome indicates that FGSVM was the most sensitive with a 4% improvement when VOD and CPBCM were included. As a result, the LSVM model provides a suitable AI competitive alternative tool for flyrock throw prediction in mining operations by incorporating VOD and CPBCM.

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

An extensive research work was developed by Samarco Mineracao S/A to study the quality characteristics of blast furnace pellets produced with high content of MgO. Comparative blast furnace simulation tests were conducted both in Samarco and foreign laboratories. The objective was to evaluate the behavior of high MgO and normal Samarco pellets in the blast furnace operation. Additives such as dolomitic hydrated lime, dunite and magnesite were used for increasing pellet MgO content. The test results showed that pellets produced with high MgO content are similar in quality to normal Samarco Pellets.

AngloGold Ashanti operates the world`s deepest mine, Mponeng gold mine, in South Africa. A vast refrigeration and ventilation system provides acceptable working conditions 3800m below surface at 60°C rock temperature. In such a system, optimisation and assessment of modifications becomes very difficult. With that in mind, a research project was launched to determine whether recently developed system simulation technology can be applied to a mine as vast and complex as Mponeng. Using the techniques and methods as implemented in FLOWNEX software, it was indeed proven to be possible to do a mine-wide combined simulation of compressed air flow, ventilation air psychrometry and refrigeration water systems. Interactions between the various streams included heat transfer, pressure drop, evaporation and condensation. The simulation model was used in a parametric study to test various water flow and temperature operating points for the refrigeration system. It was found that, given current limitations, the mine refrigeration system is running fairly close to optimal but with some opportunities for improvement. The simulation model also provided useful insight for future changes or extensions to the system.

Predicting rockmass permeability is critical in evaluating various engineering designs, including estimating gas inflow to a longwall mine in the case of a hypothetical breach in the gas well. This study conducted field permeability measurements to validate a geomechanical model capable of predicting rockmass permeability during longwall mining. A series of slug permeability tests were conducted in an active mine in Pennsylvania. A model of the mine was constructed in 3DEC numerical modeling software, and permeabilities were calculated. The modeling results agreed well with the pre- and post-mining permeability measurements, showing the applicability of this tool to evaluate gas well stability near mine workings.

This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

Southern Ohio Coal Company (SOCCO) and the U.S. Bureau of Mines have identified techniques to optimize the use of scrubbers on continuous miners. The techniques provide maximum respirable dust control while maintaining a high output. The use of radio remote control and scrubber help to achieve greater advance between lifts by locating the operator in fresh air during the mining cycle. He is also kept away from newly exposed roof, which is not supported. An alternative to fan-powered scrubber was also evaluated at SOCCO. A high-pressure water-powered scrubber system eliminated the noise associated with fans, and achieved an intrinsically safe system. Experience in the use of these scrubber systems and remote control at SOCCO are discussed.

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques had been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

Lithium-ion battery pack fires pose great hazards to the safety and health of miners. A detailed experimental study has been conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) to investigate the effectiveness of different fire suppression systems on Li-ion battery pack fire extinguishment. Tests were conducted in a well-ventilated container. Two sizes of battery packs (12V, 24V) were heated by heater strips to trigger thermal runaway and fire. Water mist with different flow rates, ABC powder, type D dry chemical, and water mist with F500 additives were used as the fire suppression agents. Multiple thermocouples were installed on the battery packs to measure the temperature evolution during the tests. The results indicated that the water mist with F500 additives is the most effective suppressant among the agents tested. Dry chemicals, however, do quench the fire for a moment, but cannot prevent re-ignition of the battery since they do not provide enough cooling. The findings of this paper can be used to develop safer battery fire suppression techniques in mining environments.
