Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. There was a time when heavy-duty apron feeders were built to last almost forever. The machines were heavy and built to maintain certain expected longevity and reliability. Increasing emphasis on return on capital leads to cost-effective designs. Costs can be increased or decreased, depending on customer specifications and the design philosophy of the feeder manufacturer. Specifiers can make important contributions to cost effectiveness. To do so, this article describes what should be known about planning with a supplier for heavy-duty apron feeders. There are several factors that should be considered, including capacity, characteristics of material carried, length, method of feeder loading, degree of lift, hopper opening, pan construction, and type of drive. Today's apron feeders are built in various sizes and with a variety of components to handle heavy, lumpy, or abrasive materials that can ruin lighter feeders. Careful feeder selection is important if it is to provide a controlled feed rate, absorb huge impacts, be used with long hopper openings, and have a relatively low power-perton capacity. Variations in systems and materials demand that each feeder be designed for its application, drawing on a wide range of components. Therefore, certain factors must be considered before final specifications are drawn. Capacity The design and application of an apron feeder is based on how material passes through a given system over the feeder into processing machinery. The processing machinery's capacity governs other equipment and productivity of the flow. From this basic information, related sizes of upstream equipment can be determined. Of these, the apron feeder acts as the "mouth and neck of the bottle." No more will pass than the mouth and neck will accommodate. Everything in the apron feeder design, from dimensions to power, is based on processing machinery. Material Considerations Are Vital Just as the nature of materials to be crushed or screened affects capacity and productivity of a crusher or a grinding mill, so does it affect capacity and performance of a feeder. Lump size must be identified closely so the pan width can be selected to accommodate the maximum lump with room to spare. Once the heavy work of mining, supporting and completing an underground structure is finished, there is frequently the problem of handling unwanted water infiltration into the opening. Methods of controlling the infiltration vary from collecting and channelling the inflow to shutting off the water at the surface of the opening or within the ground formation. Discussed are various methods of controlling ground water inflow from within the structure including collector pipe systems, shotcrete, cement grout, bentonite, and various chemical grouts. Case histories illustrating some of the methods and materials will be presented.

Coal production in the United States in 2009 de-creased to 972.8 Mt (1,072.8 million st), according to preliminary data from the U.S. Energy Information Administration (EIA). This is a decline of 8.5 percent, or 90 Mt (99.1 million st) below the 2008 record level of 1.06 Gt (1,171.8 million st) (Table 1). In 2009, U.S. coal consumption decreased in all sectors while total coal stocks increased for the year. Coal consumption in the electric power sector in 2009 was lower by 10 percent, while coking coal consumption decreased by 30.6 percent and the other industrial sector declined by 16.6 percent. The commercial and institutional sector (which prior to 2008 had been called ?residential and commercial?) is the smallest of all the coal-consuming sectors and it declined by 8.4 percent in 2009. (Note: all percentage change calculations are done at the short tons level.) U.S. coal exports fell from the 2008 levels, while coal imports decreased for a second year in a row. The decline in coal consumption during the year was the consequence of the domestic economic conditions combined with the weather in 2009, which resulted in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2009. Coal-based generation also decreased, resulting in a 94-Mt (104-million st) drop in coal consumed in the electric power sector. Coal use in the non-electricity sector decreased by 20.1 percent to a level of 57.9 Mt (63.9 million st). The international coal markets for most of 2009 were reflective of a worldwide economic slowdown. U.S. coal exports and imports both declined for the year. U.S. coal exports totaled 53.6 Mt (59.1 million st). This is a decrease of 20.3 Mt (22.4 million st) from the 2008 level.

A complete mining cycle involves digging, loading, hauling and dumping of the materials. Moving the ore from the pit to the crusher or to the waste dump requires access routes, which are termed haul roads. These roads have to be designed, constructed and maintained. A review of the literature indicates a common consensus among researchers that there should be a balance between haul road economics and safety of the road users. However, there is no universally accepted theory on the design of haul road geometry and, in particular, road dimensions. The current industry practice is based on empirical data and rules of thumb developed by engineers. Therefore, this paper will use the overlooked and less valued branch of mathematics, arithmetic progression, to derive a road width equation. It is beyond the scope of this paper to discuss all road design components. The focus will be on the geometric aspects, which more often have a direct impact on road safety. In this paper, the current design practices and techniques for haul road geometrics design will be explored, using arithmetic progression to formulate road width equations, case examples to apply the equation and then validating the results with conventional techniques that have confirmed the reliability of road width equations, thus eliminating use of tables during design.

Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This article offers an examination of a retreat mining method conducted at the Pinoura Mine in India from 2010 to 2017. The method is atypical for coal mines of India’s coalfields. The method executes depillaring in a single pass and does not require the formation of galleries and support installation in splits, thus, reducing the cycle time. A variety of observations are discussed throughout this work and emphasis is placed on field measurements and depillaring under weak roof (RMR = 40–45). This paper discusses design techniques, specifically the estimation of the snook (remnant pillar) size, and important practical observations after the fact. The execution of this method was eventually conducted in eleven panels.

The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

PT Kaltim Prima Coal?s 13-km (8-mile) overland conveyor (OLC) was commissioned in 1991. It is a conventional three-roller, 35 degree trough belt type. Cost and performance optimization during initial design resulted in a 5.4-m/sec (17.7-ft/sec) belt speed, 1,000 mm- (40 in.-) belt width to convey 1.35 kt/h (1,490 stph) and 7 Mt/a (7.7 million stpy) of coal. Despite a high initial figure, the belt speed was lifted to 6.5 m/sec (21 ft/sec) in 1996 to accommodate mine throughput in-crease. In 2002, a new low loss ST2100 1,100 mm- (43 in.-) wide belt replaced the ST2250 that was due to be changed-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to increase the OLC capacity to 30 Mt/a (33 million stpy). Upgrading the OLC by increasing the belt speed was the lowest capital option. Increasing belt width and/or modifying the trough angle to have larger cross sectional area was not an economical option because it would require expensive changes and significant down time of the OLC. To achieve 30 Mt/a (33 million stpy), the belt speed had to be increased to 8.5 m/sec (28 ft/sec). Although such high belt speed looked feasible, there was no information at that time of other OLC operating at such high speed. There was a risk that the conveyor would not operate safely and reliably at higher speeds. This risk was escalated by the fact there was no facility to lower or fine-tune the belt speed once the higher belt speed was implemented.

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold either loose or in concrete products to build roads, houses, buildings, and other structures. Smaller quantities are used in agriculture, cement manufacture, and industries employing chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. The aggregates industry is the largest mining industry in the United States in terms of production by weight, volume and by number of active operations.

The Candelaria copper-gold deposit is located in Region m of Chile, 805 kilometers north of the capital, Santiago. Candelaria was discovered in 1987, following a six month exploration program. In late 1986, induced polarization (IP) surveys outlined an anomalously high response within the area of interest. The first test hole bad three intersections totaling 49 meters, with an average grade of 1.97% copper. Drilling eventually outlined approximately 390 million tonnes, grading 1.09010 copper and 0.26 grams/tonne gold. Production began in early 1995 and is estimated at 120,000 tonnes copper and 80,000 ounces gold annually.

The Yanacocha project is the first foreign investment in Peruvian mining since Cuajone during 1976. Three years after the project began, it has become the largest producer of gold from heap-leach operations in the world and the top producer in Latin America. The success of Minera Yanacocha SA (MYSA) opens a new chapter in Peruvian mining with the exploitation of its widely spread gold deposits. And it has attracted the interest of foreign investors in Peru’s mineral resources. Construction began on Aug. 1, 1992. The first gold bar was poured on Aug. 7, 1993 from ore from the Carachugo Mine. During 1993, Minera Yanacocha produced 2.5 t (81,000 oz) of gold and 9.4 t (304,000 oz) during1994 (40% above budget). Production was expected to exceed 15.5 t (500,000oz) during 1995 with the start-up the Maqui Maqui Mine.

One critical element of the U.S. Bureau of Mines (Bureau) autonomous mining research program is the development of a reliable coal interface detection (CID) system. Several candidate CID concepts currently being investigated by the Bureau include vibration, passive infrared, radar, and natural gamma radiation (NGR). To establish which CID sensor technologies need to be developed for a given seam, coal and adjacent rock samples (i.e., immediate roof and floor) are being collected from selected major coal seams in the U.S. and are being analyzed in terms of NGR and other geophysical measurements. Results of the NGR measurements indicate that, in general, all shale and shale-like materials (e.g., drawslate, slate, and fireclay) have higher NGR readings than the coal seam. Consequently the NGR method appears to be a potentially useful CID tool, provided that the immediate roof and floor are both composed of a high percentage of shale-type material.

The authors previously had developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the Safe Performance Index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

Paul Y. – SELI Joint Venture had been contracted to build the longest section of the Strategic Sewage Disposal Scheme (SSDS) – Stage I. This involved two tunnels under urban and marine areas excavated by high performance hard rock open type TBMs operated from deep shafts. A specific ground treatment program was developed using advance probing and grouting to control water inflow into the excavations. The article describes: the technologies adopted, the experienced problems, the encountered productions and their interrelation with the water inflow amounts, the possible improvement in the technologies for the excavation of the future stages of the same project as well of any other project under similar conditions.
