INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination". Because of its pronounced tendency to undergo visco-plastic flow, coal ground in the energy- efficient high-pressure roll mill invariably comes out as a briquetted product which must be disintegrated in a conventional type of grinding device such as the ball mill. The aggregates comprise comminuted coal particles that are apparently extensively cracked and weakened during passage of the coal through the high-pressure rolls. Their deaggregation in a ball mill in the second stage is accompanied by further grinding of the coal with a relatively small expenditure of energy. Thus in spite of energy dissipation in briquetting in the roll mill and in disintegrating the briquettes in the ball mill, significant energy savings are possible in the fine grinding of coal in a two-stage serial grinding mode, as compared to ball mill grinding alone. It has been determined that for the best results the energy invested in the two grinding stages must be apportioned in an optimal manner, the energy consumption in the ball milling step is comparable to, even in excess of, the energy spent in the high- pressure roll mill; and 20 to 50 percent energy savings might be possible in grinding coal to minus 200-mesh size by this two-step process, as compared to conventional milling.

A B S T R A C T The Los Pijiguaos bauxite is one of the largest accumulations of trihydrate alumina ore recently discovered; it is a plateau type, with no overburden, relatively soft tertiary quartz-bearing bauxite developed on a pre-Cambrian Rapakivi Granite batholith. The deposits are found in the northwestern rim of the Guiana Shield, State of Bolivar, Venezuela, and were discovered in 1976 after a grass-roots exploration campaign. Target areas were mainly selected on the basis of geological and geo¬morpholigcal criteria, guided by correlation with known deposits elsewhere in the Guiana Shield. The vertical. lateritic profile consists of an upper concretionary zone, followed by a mottled zone, a palid zone and finally the weathered rock merging into fresh granite. The upper concretionary zone displays a cellular, pisolitic or spongy texture and contains the following minerals: gibbsite (60-90%),quartz (5-10%), hematite (5-10%), goethite (under 5%), boehmite (traces), kaolinite (traces). The gibbsite content decreases sharply downward from the lower limit of the concretionary zone and the kaolinite and quartz content increases in the underlying mottled zone. The mottled and palid zones display a pseudo rapakivi texture and quartz, kaolinite and mica are the. essential minerals.

Six natural zeolites were evaluated for their ability to selectively remove heavy metal cations from solution. Ion selectivity was found to be Pb+2>Zn+2>Ni+2 and Cu+2>Co+2 from their respective solutions. The presence of K+, Ca+2 and Mg+2 in the actual waters to be used may seriously interfere with the ion exchange and elution of cations from zeolites. Zeolites were found not to be effective in removing precious metals from their cyanide solutions.

The mid to late 1980s saw a modern day global gold rush that largely focused on the mature mining countries of the United States, Canada and Australia. This gold rush led to a large number of new discoveries in these countries and phenomenal growth rates in annual gold production. For a variety of reasons, however, gold exploration and development activity appears to have peaked in these countries. The drive for mineral investment is, instead, growing in lesser explored countries (LEC). LECs, particularly those of Latin America, are currently enjoying greatly increased attention from North American mining companies. They are becoming major consumers of mineral investment capital and are important markets for exploration and mining skills. Through sole ownership, joint ventures and subsidiary companies, Battle Mountain Gold now operates or controls gold mines in the United States, Chile, Bolivia and Australia. And it has been or is an active participant in gold exploration or development projects in seven other countries, six of which classify as LECs. In selecting new country entries and opportunities for mineral investment, there are several factors to be considered and parties to be satisfied - shareholders, corporate management, financial institutions and host country governments. This article, though, focuses on some of the more practical concerns of the exploration unit as a whole and the exploration geologist in particular. The exploration unit's "new country" concerns primarily relate to exploration potential, ownership security, quality and availability of data and the ability to operate efficiently. The following material reviews each of these concerns and how they impact the new country entry decision, exploration strategy, chances of success and human experience.

To improve the sulfur-rejection capability of a coal-cleaning plant, it is first necessary to evaluate the performance of the existing circuit. This information can then be used to decide whether there would be significant benefits from improving the operation and control of the existing circuit, or whether further improvements would require more radical process changes. This paper describes a simple model for evaluating heavy-media separation circuits, and presents a case-study of such an analysis of an operating heavy-media coal cleaning plant. Efficiency curves were calculated and modelled using Lynch's method, and a simplified expression was derived for calculating the Ecart Probability value from the model parameters.

Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

The commercial deployment of advanced fine-coal cleaning technologies depends on cost-effective approaches for efficient separation and ancillary operations in handling, dewatering, drying, and transporting coal fines. As a result of two solicitations under the High-Efficiency Preparation component of the Department of Energy Coal Preparation Program, several projects were initiated for testing and evaluation of emerging technologies and equipment that address operational difficulties associated with coal fines. This paper will update the status of those projects and discuss how the technologies they represent can ameliorate some problems associated with coal fines in today's preparation plants.

"The European aluminium industry, through its member organisation the European Aluminium Association (EAA), initiated a program on sustainable development for the aluminium industry in 2001. The first step involved the development of a set of sustainable development (SD) indicators for the industry, taking into account of the different interests involved and also the different existing conventions. The indicator set was developed during 2001 and 2002 with the assistance of recognised partners, including Wuppertal Institute from Germany and Versailles University from France. As well, both internal and external stakeholder groups were involved in order to validate the indicators. This has resulted in a set of thirty-four indicators used in the first survey exercise. In the survey the EAA, together with the national aluminium associations, attempted to cover all European plants producing alumina, primary aluminium, rolling ingots, extrusion ingots, foil and recycled aluminium -covering approximately 800 plants. The survey used two points in time, 1997 and 2002, in order to start developing a trend for the individual indicators and to measure progress over time. The industry response to the survey was very positive, with a total industry coverage based on tonnage reported of over 80% for 2002 data and 70% for 1997 data. The results also show a solid progress for most indicators and particularly for social indicators such as training performance, community involvement and employees health programmes. The EAA is committed to conducting this as a regular exercise and is engaged in a number of stakeholder workshops in order to present the survey results, to review the indicators used and to also consider adjustments of these based on feedback from stakeholders and experiences from the first data collection."

INTRODUCTION Over the past several years, Ford, Bacon & Davis Utah Inc. (FB&DU) has been involved in research, development, and engineering activities concerning uranium mill tailings; specifically of interest in this paper are efforts in radon gas exhalation and surface flux attenuation measurements, environmental influences on radon fluxes, and basic research into radon gas behavior. Our projects have included measurements of effectiveness of specific cover material in attenuating radon surface fluxes from mill tailings, characterization of the parameters in cover materials and tailings that influence radon exhalation, long-term tailings stabilization planning, determination of the effects of moisture on radon emanation and diffusion from ores, and determinations of baseline radon fluxes. Our efforts have been sponsored by U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, Tennessee Valley Authority, the commercial uranium industry, and we are presently engaged in efforts for the U.S. Bureau of Mines. Much of the material presented in this paper is taken from our published reports on radon flux attenuation and tailings stabilization (Macbeth et al., 1978; Nielson et al., 1980; Rogers et_ al., 1980; Thamer et al al., 1980). CHARACTERIZATION OF RADON GAS EXHALATION One dimensional diffusion theory based on Fick's laws is the basis for the modeling of radon gas migration through large quantities of porous tailings and cover materials applied over the large areas of tailings piles. The objective of this investigation was to verify the effectiveness of commercial and synthetic depressing agents in a complex oxidized zinc mineral flotation flowsheet using sodium sulfides and amine. The flotation tests were run on a finely-disseminated calamine ore grading 16.96% Zn and containing smithsonite, hemimorphite, cerussite, calcite, quartz and iron oxide, present essentially in colloidal form. The reagents used in the testing can be grouped into four classes: guar, starch, celluloses and acrylic polymers having various degrees of substitution and molecular weights. The depressants exhibiting the greatest selectivity towards the gangue (considered as a whole) are tripolyphosphate, polycarboxylic acids, methylcarboxylate guars and ethyl hydroxylic starch. In the rougher stage, the Zn recovery ranged from 70% to 80%, and the Zn grade ranged from 27% to 29%. In the Zn-Fe2O3 separation, the compounds ensuring the most efficient separation are the tripolyphosphate and the polycarboxylic acids. In the Zn-SiO2 separation, the compounds that exhibit the best separation efficiency are tripolyphosphate and guar of methylcarboxylic sodium salt. In the case of the Zn-Ca separation, methyl-carboxylic guar exerts the best depressing effect and does not adversely affect the Zn recovery. The separation provided by ethyl hydroxylic guar is also good, although not as good as the preceding reagent. Regarding the Zn-Al separation, the tripolyphosphate, the celluloses and the carboxylate guars are the best depressants. A hypothesis is advanced to interpret the depressing action of the most effective reagents.

Surface and underground mining operations are often hindered by unknown tunnels and slopes and the precise locations of adjacent workings. Mine safety and planning are adversely affected especially in previously undermined areas where historical records are incomplete or nonexistent. The results of several ground penetrating radar (GPR) studies for the detection of known mine tunnels in underground coal, salt and gold mines are presented. A case study to locate unknown, abandoned mine workings at a surface gold mine successfully located all workings to a depth of 11 m (36 ft).

A system for the on-stream X-ray diffractometric determination of mineral phases in slurries was developed in response to the mining industry's need for process control during the beneficiation of industrial minerals. The instrumentation for and results from testwork conducted at a phosphate rock beneficiation plant in Florida are discussed. Results show that the concentrations of the minerals apatite (var. francolite) and quartz can be accurately determined every few minutes, so that adjustments to the flotation circuit can be timeously executed from the control room. The on-stream measurements can ultimately be integrated into an automated plant control strategy. Estimates of savings on reagent and staffing costs, as well as the benefits from consistent grades and greater recoveries, have shown that the investment in such a system could often be recovered in less than a year.

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water, and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

During the production of silicon carbide a by-product is generated, which contains a mixture of crystalline and amorphous silicon carbide. Utilizing the difference in density, shape and surface properties of the crystalline and amorphous silicon carbide, separation tests were carried out with gravity concentration and flotation equipment. The flotation results of the fine fraction of the silicon carbide mixture were not encouraging. The processing of the coarse fraction of the silicon carbide mixture by jigs resulted in a high grade crystalline SiC concentrate with the desired specifications. The separation was largely influenced by the shape factor. An IHC-jig with a newly designed hydraulic drive was used to carry out the test program.

The dynamic behavior of batch mill, CSTR mill, and a closed grinding network consisting of a mill, sump, and cyclone was analyzed using the dynamic population balance model (PBM). The dynamic solution of the PBM of a batch, CSTR and a closed grinding network consisting of a mill, sump, and cyclone forms the basis of the dynamic analysis presented here. Two numerical dynamic solution approaches were used. These are: 1) providing additional constraints on breakage selection functions or 2) performing the Arbiter-Bhrany (or other) normalization of the selection functions. Actual experimental anthracite batch grinding data was used to obtain the functionality of the batch dynamic mill selection and breakage functions for a real physical system. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations is used to solve the batch dynamic PBM grinding equations to obtain the grinding selection and breakage rate functions. The mill, sump and hydrocyclone were modeled as a CSTR operating at various retention times. Batch dynamic PBM data was used to provide the mill kinetic and breakage selection function data. Different dynamic solutions were obtained depending on the numerical approach used. Each solution approach to a dynamic PBM with transport, while giving the same prediction for a single batch grinding time, gives different solutions or predictions for mill composition for other grinding times. This fact makes dynamic nodal analysis and control problematic. The fact that the constraint solution approach gives a solution may suggest that normalization for closed networks is not necessary. Differences in solutions to the PBM cannot be excused away by inaccuracies in the data used to model the grinding phenomenon.

DOUG HALBE: Our next topic is one that I would think everyone might want to contribute to. I'm sure everyone here has had some experience in this area. If you haven't, I'd suspect you've never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he's executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don't have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I'm not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn't responsible for the design. [laughter] Actually it's amazing. I've seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it's because I've been responsible for more than my fair share of them. But having seen a lot of spills, I will present a little bit of wisdom about how to prevent them.

Ore reserve estimation, from the earliest "quick and dirty" estimates made at the first consideration of a possible project down to periodic revisions of detailed estimates made during the life of a mine, should take into account many geologic and allied factors in order to obtain results that will provide proper guidance for necessary economic decisions. Factors include: sample collection and analysis, character of the vein and associated wall- rock, mineralogy, pre and post mine oxidation effects, core loss, sample correlation, internal vein structure, wallrock controls, geologic factors affecting dilution in mining and interrelated mining and milling problems.
