The quantum of coal fines below 6 mm in run-of-mine (ROM) coal has been increasing due to progressive mechanization of mining methods which has created a substantial incentive, worldwide, to develop suitable fine coal beneficiation techniques. The majority of the efforts have been directed toward reduction in ash/sulfur contents in clean coal. The beneficiation techniques may be broadly grouped as those based on specific gravity and surface property. The processes, which use heavy medium cyclone, water-only cyclone, concentrating tables, and spirals, belong to the former group while the latter group encompasses froth flotation, column flotation, oleo- flotation, and oil agglomeration. In almost all the gravity based techniques, it has been noted that a classification step prior to beneficiation is essential for effective treatment. In general, the effect of design and process variables on the performance of these units and also the quantification of the processes have been the main areas of research and development. In froth flotation, efforts throughout the world have been mainly to understand the effect of variables and to optimize the process. Quantification of the process has been attempted through kinetic studies and mathematical modeling. The efforts have led to the development of new reagents, machine designs, and flowsheets for a specified objective. The attempts so far with the column flotation and oleoflotation processes have indicated a great potential. Extensive R&D efforts are in progress to understand as well as to commercialize the processes. The efforts in the oil agglomeration process have been toward substantiating the inherent merits of the process by developing cheaper bridging liquids and technology to recover and reuse the oil to make the process commercially viable. Modeling of the process has also been attempted to predict the yield and size distribution of the agglomerates. This paper reviews and summarizes the recent developments in the science and technology of fine coal beneficiation processes. The current trends in R%D efforts for these processes are also highlighted.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

ThunderBasin Coal Co. has two mines located in the southern portion of Wyoming's Powder River Basin - the Black Thunder Mine and the Coal Creek Mine. Both are located 60 to 90 kin (37 to 55 miles) southeast of Gillette. The mines are principally located on federal coal leases acquired in the late-1960s. Development plans for the Black Thunder Mine focused on dragline stripping. Environmental considerations, however, made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lyimg with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age. The deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21-m (70-ft) 'hick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

The Department of Mining Engineering, University of Utah, has developed a thermodynamic-based mine ventilation simulator capable of predicting or analyzing the climatic conditions in hot underground environments. This compressible flow model, besides analyzing an operationally and legally-constrained network for mass and pressure balance, also takes into account various existing and anticipated sources of heat. Presently, three major sources of heat have been incorporated in the model. These include autocompression, wall-rock heat, and heat from equipment. A unique feature of this simulator which makes it distinctly different from its existing predecessors is the mathematical technique utilized to solve the network problem. Advantage has been taken of newer, more sophisticated mathematical and programming techniques to accomplish accelerated convergence and network solution generation. This paper describes in detail the development of the simulator including the mathematical relationships and the techniques used to predict the initial and final thermodynamic states of the mine air after its interaction with heat sources. The algorithm for solution to the network, computer model description, and the input data and program execution requirements are presented. A simple hypothetical network is used as a case study to illustrate the application of this simulator.

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. When data points, plotted on X-Y coordinates, lie along a simple line, their regression can be matched to a high degree of accuracy by one or other simple algebraic expression (Boot and Cox, 1970). Under these conditions, interpolation is axiomic. Further, if the expression defines no more than a straight line, a parabola or other such line which can be related to some specific mechanism which generates the points, then extrapolation might be valid. However, any extrapolation would depend on the continued, unchanged functioning of the mechanism. Studies of more intricate assemblages of data points have long been based on representation by means of series (Fourier, 1811). If sufficiently complicated, several different algebraic expressions can represent the same intricate regression accurately (Hoerl, 1954). However, without reference to a mechanism, no extrapolation is contemplated. Typically, variations in the prices of minerals with time are. sufficiently complicated to render invalid any simple attempts at extrapolation. The computer, however, can be used to derive algebraic expressions which match complicated regressions and also can be represented by the functioning of a mechanism (Becker, 1984). The techniques involved have been applied with advantage in the study of time series representations of mineral prices.

The combustion of petroleum products produces emissions which contain oxides of nitrogen (NOx), hydrocarbons (HC), and particulate matter (PM) which have adverse health and environmental effects. In recent years there has been increasing interest in the use of water-fie1 emulsions as a substitute for conventional fuels. Emulsified fuels are emulsions of water in fuel, which are typically made of 10 to 20 percent of water mired with certain additives and fuel. Studies have shown that the emulsified diesel can significantly reduce the emissions of NO, PM and car- bon monoxide and increase the fuel efficiency. In order to produce a stable diesel emulsion, the development of an effective surfactant additive is critical. The stability of diesel emulsions is influenced by many factors, including size distribution of the droplets, the viscosity of the continuous phase, the physical properties of the interfacial film, and temperature. This paper describes a method to produce emulsified diesel and combustion results obtained from various tests. It has been found that the diesel emulsion made with this additive package was stable during the test, and the emissions were lower in NO, CO, and PM compared to the baseline diesel.

The Ohio valley division of consolidation coal company has incorporated two new aspects within its coal mining concern. A new communication system, thru the cooperation of the c. & p. Telephone company, has been established in each of our mines with its central control in the general office building. In conjunction with this system, a Texas instruments 960 a computer has been incorporated into the system. The purpose for our computer is to provide modernization and improvement to our safety, production and maintenance programs. Thru proper use, the computer will help eliminate inaccuracies and inefficiences that have previously caused inaccurate analysis of problems. Due to federal requirements for more reliable communications in underground mines, Ohio valley division is making a concentrated effort to improve its communication systems. Systems such as the magneto phone and trolley phone have been looked at more critically. It was found that these systems are being used well beyond their limits. With these facts in mind, division personnel started looking for a system that would have these built in advantages: ease of maintenance and installation, increased reliability, low cost, and an inherent ability as a multiple use system.

Researchers at the U. S. Bureau of Mines have developed a technique for producing adaptive control systems using fuzzy logic and genetic algorithms. These controllers can be used to efficiently manipulate complex systems in real-time. Furthermore, they can achieve an acceptable level of control despite limited feedback in the problem environment. The control systems that result from the implementation of the Bureau-developed technique are able to recognize when changes have occurred in the problem environment, evaluate the magnitude of these changes, and alter the strategy being used to control the problem environment. Fuzzy logic is used to provide the controller with a rule-base that mimics the "rule-of-thumb" approach generally adopted by humans in the area of process control. Genetic algorithms are used to provide the controller with the adaptive capabilities necessary for the control of complex time-varying processes popular in the minerals processing industry. The effectiveness of this technique is demonstrated on a laboratory pH titration system. The pH system includes a changing setpoint, titrants with varying concentrations, and the possible addition of a buffering solution.

Anionic conditioning of phosphate ores prior to fatty acid flotation is a critical step that determines the selectivity, recovers and, hence, the economics of the process. However, the chemical mechanisms operating during this conditioning step are not very well established. In this work, a comprehensive surrey of plant practice was conducted. Then, adsorption on flotation feed and francolite were studied under simulated plant conditions. Different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was sonic physisorption of oleic acid on phosphate flotation feed and francolite, in addition to chemisorption. However, in distilled water under laboratory conditions, only chemisorption was detected. Fuel oil reduces the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic- acid on the substrates. The study also specifically demonstrates that, for the results to be used commercially, it is important to conduct the tests under plant mixing conditions and with the same plant water chemistry.

Health and safety of workers in mineral industry in the U.S. is still a vey important issue as Mining along with Agriculture, Forestry and Fishing and Construction industries have contributed most of the fatal occupational injuries ill between 1980 - 1995 (Worker Health Chartbook, 2000). Health and safety issues, especially for the mining or related excavation industries, arise either from exposures of the human workers to the contaminants liberated or generated by mining operations that have adverse effects on human health (for example coal dust etc.) or from the exposures of the human workers to hazardous working environment that constitutes mining operations (for example blasting etc.). One of the biggest challenges is to understand the combinatorial effect of numerous work-condition (e.g. exposure to dust) and human-factor (e.g. smoking habit) variables on a health or safety-condition variable (e.g. incidence rate of a disease). This paper uses an example dataset on Coal miners' cough problem to illustrate the applicability of Generalized Linear Modeling (GLM) in understanding the relation between cough and other response variables, such as, age, height, smoking habits, time of underground exposure etc.

Early experiences suggested autogenous mills were difficult to operate and consumed substantially more energy than conventional rod/ball mill circuits. As our understanding has increased and the technology has matured this perception has changed to the point where most new comminution circuits are ag/sag based. In addition many operators have replaced existing conventional circuits with this technology. The JKMRC has been studying ag/sag mills for over 20 years. During this time it has amassed what is probably the single largest and most detailed data base of pilot and full scale mill operations in the world. This has been used to help develop and refine its cur- rent commercially available mathematical model of ag/sag mills. A decade of its application has greatly helped simplify both design and operation of ag/sag milling circuits as well as helping to promote the effective use of recycle crushing, secondary crushing and closed-circuit operation. This paper describes the development of ag and sag milling in terms of our understanding and the evolution of the technology. In addition the application of mathematical modelling and simulation in designing and operating efficient circuits is described with the aid of practical examples.

The White Pine room-and-pillar mine started in 1955 from a suboutcrop, down gentle dips, and with a competent sandstone roof. As mining depths increased, extraction decreased 1% every 35 feet. Moreover, roofs became shaly and less competent, and regions of high fault and joint densities, sometimes with and some- times without high lateral stresses, increased the tendencies towards roof falls. Instinctive reactions towards narrower openings did not alleviate the problem. Careful consideration of rock mechanics principles culminated in the development of two variants to the conventional room-and-pillar mining system based on the concept of stress relief through load deflection. The two systems-EquiAdvance Cave, and PressureArch Panel Mining-are complementary. The objective of the former system is to provide relief from lateral stresses through advance caving and in the process also to achieve higher extraction at depth. Where surface subsidence cannot be allowed, the alternative PressureArch Panel concept is utilized to provide stress relief and moderately high extraction ratio. Both systems have been under trial for over three years and, together, produced over three million tons of copper ore. These two systems, and their production test results to date, are described.

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. The emission of methane in the coal mine working faces has two immediate impacts with regard to coal mine planning. Firstly, at the planning stage, the coal mine ventilation system must be designed such that airflows in the faces keep the concentrations of the gas in faces areas to below one percent. If the concentrations were greater than one percent, the production machine has to be shut down resulting in a loss of productive time. In an extreme case, concentration can reach explosibility limits which may lead to ignitions and explosions. Secondly, in excessively gassy coal seams, several alternatives can be applied to the mine layout configuration, and the mining method to be predicted for the extraction of coal, so as to insure a productive and safe operation. In this study a two-phase, two-dimensional finite-difference model was used to predict the methane emission rates into active mine working area under several methane drainage schemes. The numerical model utilizes a recently developed multi-mechanistic flow theory which describes the flow of methane in an heterogeneous and anisotropic coal seam. Transport of methane in the micropore structure of the coal is described by the Fick's law of dif- fusion under the influence of existing concentration gradient, while flow in the more permeable butt and face cleats (macropore spaces) is formulated by Dar- cy's law under the influence of existing pressure gradient. The desorption of the methane is accounted with the aid of a quasi-steady kinetic sorption model. A series of simulation studies were conducted in a systematic manner by sifting through the parameters associated with the coal seam characteristics and the degasification strategies in order to understand those which most significantly affect the methane emission rates in the face areas during mining. Along these lines, the effects of coal seam properties such as thickness, porosity, permeability, sorption characteristics and scheduling of drainage process against the mining operation have been isolated to understand the role of each individual parameter on the methane emission rates.
