Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. A froth flotation plant to recover by-product molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning by-product molybdenite plant design can be suggested that would be valid for most processes. The term by-product molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals.

Airflow patterns in longwall bleeder systems are affected by gob permeability and porosity and the condition of the gateroad entries after mining. As longwall panels are mined, areas of the caved zone and portions of the remaining gateroad entries become inaccessible, making direct ventilation measurement impossible. Mine operators are left to estimate direction and amount of airflow in the gob and the surrounding gateroads. The most readily available locations are where air enters the worked-out area, approved measurement point locations (MPLs) and/or evaluation points such as bleeder evaluation points, intake evaluation points, and the outer bleeder entry. Ventilation models (network or Computational Fluid Dynamics, CFD) can model the gob and the surrounding bleeder system but calibrating these models is difficult without field data. NIOSH installed a tube sampling system ahead of a longwall face and, as the face retreated, released a slug of tracer gas (SF6) to determine transportation times and flow rates in the inaccessible gateroads. The data was used to calibrate both network and CFD ventilation models for a longwall panel. Both model types were used to predict the airflow patterns in the gob and to determine the airflow rate from the longwall tailgate corner back to the bleeders.

Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. Ion-exchange fibres (IEF) were prepared by the ir­radiation grafting of styrene onto polypropylene, which was then subsequently functionalized. Strong- and weak-base exchangers were prepared and evaluated Tor their ability to extract gold cyanide selectively. The IEF prepared had loading capacities similar to those of the corresponding resins and they had good selectivities for gold cyanide when contacted with a mixed metal-cyanide solution. The expected advantage of IEF over granular exchangers, that of faster kinetics, was illustrated. The strong-base Iibre in particular seemed to be very effective for the extraction of gold cyanide from dilute solutions such as return-dam waters.

Underground roof falls can have devastating effects on the safety of operations personnel, and equipment, and seriously impact production. Immediate steps are usually taken to danger off and secure the area while clean-up efforts are designed and implemented. A critical step, often overlooked due to production demand, is the determination of - why the roof fall occurred so that additional occurrences can be avoided in future developments or what measures can be taken to identify areas that have similar ?symptoms?? Forensic engineering includes the investigation of materials, products, structures or components that fail or do not operate/function as intended. The authors define forensics in ground control engineering as the study of evidence discovered while examining underground roof falls by applying expert observational techniques and established mining engineering principles to determine the probable cause, hypothesize solutions, and design engineering safeguards to prevent reoccurrences. Simply stated, the primary steps in the forensics of underground roof fall techniques are: ?Assess regional and local conditions prior to the event. ? Assess post-event conditions. ? Hypothesize plausible ways in which the pre-event conditions became the post-event conditions. ?Search for evidence that either denies or supports the various hypotheses. ?Apply engineering skill to relate the various facts and evidence into a cohesive scenario of how the event may have occurred. This paper details the proposed technique by utilizing a roof fall case study that required the examination of five primary factors: mine design parameters, excavation geology, method of excavation, method of support, and mining cycle times.

The operating budget includes all expensed production costs (i.e., all costs reported as cost of goods sold) but does not include expenditures on capital equipment, which are usually justified using discounted cash flow techniques.

The cluster of gold deposits at the Goldstrike property is located in the Northern Carlin Trend in northeastern Nevada (Fig. 1). At many mature mining camps like Goldstrike, exploration innovation and success may wane with time. In this regard, sufficient exploration drilling was conducted in the area immediately north of the ultimate pit crest and under the final planned pit wall to test for a major deposit. No indications of large deposits were found, however, the majority of drill holes did intercept mineralization. Mining along the northern pit wall exposed significant structurally controlled ore-grade mineralization that had been missed by exploration drilling. In 2002 and early 2003, the mine geology group added reserves to the pit and improved the definition of underground resources by targeting specific ore-controlling structures within favorable stratigraphic units by utilizing relatively inexpensive horizontal RC drilling from the pit wall. The widespread occurrence of mineralization to the north of the pit was re-interpreted to be an indication of continuity of these mineralized zones. In January 2003, 70 feet of 0.332 opt Au at a depth of 710 to 780 feet was intercepted in a dewatering well. This intercept was significantly thicker and higher-grade than average for the area, which confirmed the existence of high-grade structural continuity, and helped secure management support for additional exploration. A timely and cost effective solution was needed to confirm the potential of the area. Immediate follow-up drilling on tighter grid spacing was rejected in favor of improving the geology model. Exploration across the property would benefit from an improved geology model, but to provide results in a timely manner, the area to the north of the Betze pit was chosen as a starting point (Fig. 2).

These lead to a discussion of the problems that arise in using laboratory data to estimate long-term effects. A method is suggested for combining laboratory data with information from the geologic record to estimate long term effects.

During the last decade or so great advances were made in the solvent extraction, electro winning technologies. They, combined with heap leaching, made it viable to exploit large, relatively low grade oxide copper deposits. The El Abra mine is a good example for such a deposit. Situated in Northern Chile at an elevation of about 4000m (14000 feet), 70 krn north of Calama, the El Abra deposit has been known for many years. In the early 1990's Codelco decided to sell a major holding in the deposit to international mining companies. After lengthy negotiations Cyprus Minerals finalized in June 1994 the purchase of 51% of the deposit with Codelco retaining the balance. lance. Already in 1993 Cyprus and the engineer on the project, began discussions with international materials handling companies with regards to the materials handling system required for the project. These early discussions were considered critical for this fast track project. Immediately after the notice to proceed with the project, several companies were invited to submit competitive conceptual proposals for that portion of the material handling system which was to transport crushed and treated ore from the plant to the leach pad and build the leaching heaps at a rate of up to 150 000 tons per day. A supplier was selected. Additional studies were made for the conveyor system from the mine to the fine crushing plant. Due to the extremely rugged terrain and high altitude at the mine, a decision was made to locate the plant and the leaching operations 15 km east of the mine at an elevation of 3400m. In July 1994 the supplier started the conceptual engineering with a design team at the engineer's San Francisco office. The undertaking was unique in the sense that the supplier's engineering team was integrated into the project for the duration of the conceptual engineering. The open and continuous communication greatly contributed to the success of the design work.

To meet federal air pollution guidelines, it is necessary to remove a considerable quantity of sulfur from many North American coals. This may be accomplished by oxidizing the sulfur to water soluble forms, followed by washing the coal. Selective oxidation of the various sulfur forms can be accomplished through the use of a variety of types of bacteria. In this paper, the various bacteria and their requirements are described, and processes using bacteria to remove coal sulfur are discussed.

The article reviews the traditional gravity-separation techniques and then examines the newer developments such as centrifugal separators. This work presents the results obtained with aggregation of fine talc (-19 m), a naturally hydrophobic mineral, in the presence of KC1 solutions. The classical DLVO theory describes well the aggregation of talc in dilute KC1 solutions. Beyond 1 M KCI we have found indications that a non-DLVO interparticles force is operative, say an hydration (repulsive) force. This structural force could be responsible for the unexpected re-dispersion of talc suspension. However, no repulsive force (depression) has been observed in salt flotation of talc at higher ionic strength, up to 3 MKCI.

A number of Nigerian iron ore deposits have been upgraded to the specifications of concentrates for the blast furnace and the direct reduction iron- and steel-making plants. Depending on the mineralogy of the ore deposits, the techniques of oil agglomeration, magnetizing reduction, washing and scrubbing, gravity concentration, and reverse froth flotation have been utilized. A mode of distributive management of the deposits, in the direction of their technoeconomic utilization in the country's developing iron and steel plants, is presented.

Self-supporting, open stoping underground mining methods are some of the earliest, starting with the prehistoric flint mines of Europe and the Egyptian gold mines of Nubia in the time of the pharaohs. When the early miner created an opening, it had to be inherently stable and self-supporting to enable him to continue. Therefore, as mining progressed beyond simple gophering, self-supported open stoping methods were devised to meet the needs of individual ore bodies. Timber for support appears in mines as early as 1000 BC, but this was for no more than local ground control. The ingenuity of mining engineers through history has so refined open stoping methods that today they produce more tonnage than any other mining system. Self-supported open stoping finds its application in moderate to strong rocks that exhibit little jointing or fiagmentation. Good back, hanging wall, and footwall conditions that require no more than incidental support are an essential part of these mining methods. Open stoping methods find applications in all inclinations of ore body from flat to vertical, and where ore movement may be either mechanical or under the influence of gravity. Table 18.0.1 demonstrates the range of ore bodies suitable for open stoping, with particular reference to their dip and the deposit thickness. Most of the flat-dipping applications use ore pillars for overall support and ground control that may be recovered under some conditions after completion of normal stoping practices. In steeper ore bodies, rib, crown, and sill pillars used to block out the ore may be recovered subsequent to the completion of stoping. Open stopes are frequently filled to facilitate pillar recovery. Two of the methods, vertical crater retreat (VCR) and shrinkage stoping, utilize fragmented ore for temporary support in the stopes. In these two cases, the stope is not strictly open until after drawdown.

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.

Several controlled recirculation systems are in operation wor1dwide. As an unconventional technique of ventilation the implementation of such a system requires particular safety conditions and a well-founded set of feasibility factors and parameters. On the other hand, many mines in Romania are facing problemms in meeting the growing ventilation demands, so that controlled air recirculation could give an answer. The present paper presents the results of the work in this field, based on a detailed theoretical approach. Parameters wich must to be taken into account were identified and analysed, numerical simulation are carried out and an experimental test-scale model is presented.

This paper presents some results obtained from research on long-term subsidence over and near chain pillar systems - the area available to long-term subsidence in longwall operations. Although the long-term subsidence for most longwall operations is insignificant, it does exist in some cases. In the cases that showed significant long-term subsidence, it was found that the development process could be expressed by an exponential decaying function. The stability factor of the chain pillar system and the potential for long-term subsidence are the two most important factors that control the magnitude and development characteristics of the long-term subsidence process.

Mineral processors have evolved from "handbook-based" decision makers to "model-based" decision makers. With this evolution have come significant improvements through increasing productivity, decreasing capital and operating costs and increasing product quality. This paper traces the development of model-based decision-making technology over the last 40 years and documents the benefits resulting from systems optimization using these tools. Some speculation is ventured concerning the future of model-based decision-making tools and their use in the field of mineral processing.
