The modelling process described in this paper was developed in order to assess the feasibility of various investments options for the exploitation of a lignite deposit located in the Prefecture of Florina, Greece. The model uses as evaluation criterion the net present value. It is based on the characteristics of the reserves and relates the decision making with numerous technical, economic and environmental factors. The examined alternatives include the construction of a new thermal power plant at the mine-mouth, the fuel supply of already existing power plants located at relatively long distances and the fuel exports in neighboring countries. Moreover, the feasibility of post-poning the exploitation of the lignite deposit and preserving its reserves for exploitation in the future is also assessed. The paper also includes a short discussion about the environmental constraints related to the supply of lignite produced from Florina mines to power plants that were designed and constructed for burning fuel mixtures with different quality characteristics.

Many mining companies try to fight their way up from small operator and exploration company to major producer. Not many companies make it. Cambior Inc., formed in 1986, is one company well on its way to making it as a major operating company. In 1993, Cambior surpassed 15.5 t (500,000 oz) of gold production and began operations at its world class Omai gold mine in Guyana. At the same time, the company has embarked on a program of geographic and minerals diversification. Cambior, a Canadian company, now has interests in eight mines, three development projects and more than 100 exploration properties in North and South America. The company’s goal is to derive 70% of its income from gold and 30% from base metals and other minerals. Cambior’s moderate diversification into base metals gives protection against negative gold price fluctuations. It also balances the typically short term gold mines and the longer term base metal mines.

As mentioned in chapter 8, one of the objectives of the budget is to provide a mechanism for ongoing measurement and control of the production operation. The budget shows expected performance. Actual results are compared to this benchmark to evaluate past performance and to direct future activities. The variances between budgeted and actual results identify specific activities that did not perform as expected (whether negatively or positively). Managers who use variance analysis are essentially applying a management- by-exception philosophy. Individual organizations will determine variances that reflect their own processes and managerial interests, but these variances all follow the approach outlined here. Firms will also vary in the extent to which variances are reported. Some firms use a few variance measures for the overall production organization whereas others calculate variances for individual departments or even individual work areas. As mentioned in chapter 5, it is important to distinguish between controllable and noncontrollable costs when using budgets for control and evaluation.

Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.

All gold occurrences in Tanzania are of Precambrian age and in geological settings similar to gold deposits in other parts the world. The three main areas of interest are perhaps the least prospected of areas of gold mineralization in Precambrian rocks in non- aligned, or market economy nations. Historic production exceeds 77.660 kg (2.5 million oz). Current results by small scale workers go unreported, but have been estimated to be as high as 11.000 kg (350.000 oz) annually. Gold occurs in both lower and upper Precambrian rocks. In the older. gold is associated with greenstones and iron formations typical of many cratonic areas of Precambrian age. The Tanzanian Craton lies in the north west quarter of the country where it is flanked on both east and west sides by mobile belts involving upper Precambrian rocks of high metamorphic grade. Gold occurs in fractures in the western belt within two distinct areas.

This paper reviews some of the factors involved in selecting amine flotation reagents used to remove silica from ores. A comparison is made between the chemical reagent design approaches used to identify flotation reagents that are used to recover silica- and oxygen-containing minerals and the chemical reagents used to recover sulfide minerals. This introduction gives practitioners who are involved with oxide- and carbonate-type minerals and who may not be familiar with sulfide mineral flotation some ideas of the chemical reagent design challenges that exist with froth flotation on a broader scale and why oxide type mineral flotation reagents are what they are. This is followed by several sections that discuss various classes of available amines. The closing sections emphasize that the optimal choice of an amine collector depends not only on that amine's specific chemical characteristics and costs but also on the operating conditions, especially the flotation feed particle size distribution.

In recent years planning of surface mines in general and reclamation and post-mining land uses in particular have become very complex. Due to the lack of suitable techniques, land use plans are rarely based upon structured decisions. Data collection may be conducted in a rigorous manner and certain analyses may be performed on the data; the decision to put the land to a specific use, however, is finally based upon the intuitive judgment of one or several individuals. This paper demonstrates how techniques from fuzzy set theory can be used in order to select an optimum post-mining land use plan. The various land use planning alternatives have been characterized according to both qualitative information and quantitative factors and the "fuzzy" aspects of the collected information are incorporated into the analyses. In a practical application, the methodology is used to obtain the most reasonable solution to a post-mining land use planning problem in Interior Alaska.

This paper describes a case study for the ventilation planning at Utah Fuel Company's Skyline Mines which are located outside Price. Utah. The Skyline Mines are currently comprised of two longwall coal mining blocks located in two different mines. A third replacement longwall block is currently being developed. Future ventilation systems for the mines were determined by establishing ventilation models developed from data collected during a detailed ventilation survey. The paper discusses the challenge to coordinate immediate ventilation requirements with long-term demands. The continuous movement of the longwall, which frequently represented the only open split in the ventilation network, resulted in cyclic ventilation demands dependent upon the length of the tailgate. A series of system configuration changes were recommended based on the results of the network modeling exercise and an economic evaluation of the various options. The scope and cost of the configuration changes, and the mead improvement resulting from these changes is discussed.

THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

In the October 1988 issue of MINING ENGINEERING, J.G. Wargo's paper discusses the problem of measuring and analyzing permeability, porosity, and fracturing in its relation to in situ leaching of disseminated gold deposits. This paper made me suspect that a good deal of information and analysis may have been done on this in reverse in the petroleum industry. Some years ago, I was involved with the US Geological Survey in a project studying the Devonian shale of the eastern United States. The Devonian shale contains gas deposits that have the characteristic of slowly seeping gas over a very long time period. To understand the rate of seepage, considerable study and analysis was done on the interrelationship of poros¬ity, permeability, and fracturing. The purpose was to find out how and why the gas could escape in the varying rates found in wells throughout the formation. It strikes me that this is the mirror image of the problem faced in attempting to understand how a cyanide solution will travel into a deposit. To possibly invent our own personal wheel a little faster, I would suggest a look at the work done on the Devonian shale. Some of it is contained in "Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," US Geologi¬cal Survey Open-file Report 82-474, 1982, and "Additional Data for the Estimates of Unconventional Natural-Gas Re¬sources of the Devonian Shale," Open-file Report 83-676, 1983. It is entirely possible that some of this previous work could shorten the time required to make in situ leaching of dissemi¬nated gold deposits a profitable technique.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

Introduction The kinetic approach, to understand a process in detail, has been extensively used in the unit operations of many engineering systems. In green pelletization, the kinetic studies have been mainly oriented towards quantifying the growth mechanism (Kapur and Fuerstenau, 1964; Sastry and Fuerstenau, 1977; Capes and Danckwerts, 1965; Kapur and Fuerstenau, 1966; Kapur, 1972) and in a few cases, relating the rate of growth with added liquid content (Kapur and Fuerstenau, 1964; Newitt and Conway-Jones, 1958). Studies on the kinetics of green pelletization, in terms of the order of the kinetics are virtually non-existent. Sastry and Fuerstenau (1970) classified the agglomeration process into "free in-space" (dilute particle system) and "restricted-in¬space" (highly dispersed particle system) and noted that the former is a second-order process while the latter corresponds to a pseudo first-order rate process. The present paper attempts to describe the kinetics of green pelletization, in terms of order of the kinetics, using pyritiferrous shale as the material system. Experimental Pelletization experiments were carried out using -100 mesh pyritiferrous shale, in a laboratory disc pelletizer, at four intervals of pelletization time (15, 20, 25 and 30 min). The green pellets obtained were size analyzed. The size distribution of pellets has generally been represented by a single parameter such as the mean granule diameter, ratio of maximum and minimum pellet diameter, etc. In the present study, the d50 (50% passing size) of pellets has been considered to represent the size distribution of pellet. Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

The object of underground excavation--apart from mining-- is to create an opening to serve as a part of some useful structure. The value of the opening lies in its conformity to the design configuration and its stability during the planned life of the structure. The wire saw could be used to excavate openings of high value at a cost competitive with present methods. First, a discussion of present methods will be used to explain where wire sawing fits in and how it should be applied. PRESENT EXCAVATION METHODS Tunnel Boring A recent advance in tunneling technology is the use of mechanical boring machines. There are many ways that a boring machine can reduce the cost of a tunnel or increase its value. I will mention a few of the advantages that have been demonstrated in tunneling projects. A tunnel can be bored without overbreak, allowing concrete lining to be poured to the design thickness without waste. Boring creates a minimum of disturbance to the tunnel wall, preserving the natural strength of the rock and reducing the amount of support which must be installed to maintain stability. A boring machine maintains the tunnel at its full dimensions and proper shape, and it leaves no rock projecting from the wall which must be trimmed off. The use of boring machines is presently limited to openings of uniform cross section and great length. If the previously mentioned attributes of mechanical boring could be applied to excavation of a wide variety of chambers and passages, then a corresponding decrease in cost and gain in value would be possible for chambers.

Lamproite occurs in two locations in southeastern Kansas that are in close proximity to each other. In both locations, the lamproite is restricted to north- east-elongated, ellipsoidal depressions measuring about 3 mi by 1.5 mi. At the surface and in the shallow subsurface, lamproite occurs as sills that were intruded into Middle and Upper Pennsylvanian rocks consisting of shale, limestone, and minor sandstone. Isotopic age determinations by Zartman and others (1967) indicate that the lamproite was intruded during the Late Cretaceous (88-91 my). Drillholes for hydrocarbon exploration down to a depth of about 1,400 ft (top of the Mississippian) and numerous shallow drillholes (mostly 200-300 ft) by the Kansas Geological Survey in the northern portion of Silver City dome helped to understand the structural complexity and extent of the near-surface sills. Numerous radial faults showing small apparent vertical offsets limit the lateral continuation of individual sills. Concentric faults are believed to mark the edge of the depression. Wagner (1954) mapped the geology of Silver City dome in considerable detail and recognized a northward dipping, 120-ft-thick, lamproite sill exposed at the surface along the northeastern edge of the dome. The upper 40-50 ft of the sill weathers olive-brown and has a soft, clayey consistency in which only the phlogopite mica is recognizable. The weathered material has been mined by Micro-Lite LLC since 1982 from the exposed sill in an open-pit that measures about half a mile extending in an east- west direction. The bulk of the material, about 98%, is used as an additive in mineral supplements for cattle feed.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. Zinc-lead ores of the Pine Point District, Northwest Territories, Canada, are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill-hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill-hole density, along with a discussion of geological ore reserve estimation methods.

Biohydrometallurgica1 processes in the areas of coal desulfurization (Hoffman, M.R., et al., 1981) and recovery of metals from metal sulfide ores (Lundgren, D.G. and Malouf E.E., 1983) are well known. In addition other areas of potential interest to the mining industries have been outlined (Spisak, J.F., 1979). For instance, scientists involved in this interdisciplinary field have endeavored to apply microorganisms to the problem of effluent sulfate disposal. This chapter assesses the feasibility of utilizing a particular two stage anaerobic microbial process to convert effluent sulfate to orthorhombic sulfur. Strong emphasis is given to the possibility of substituting this bioprocess for alternative gypsum synthesis and disposal methodologies commonly practiced by companies which emphasize sulfuric acid or ammonium sulfate leaching processes.
