Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

This paper describes the recent application of gasketed, precast concrete segmental lining design that has improved tunneling productivity and quality. The speci?c segment arrangement includes: six-piece ring with equal 60 degree gasketed segments, juxtaposed key and counter-key segments, trapezoidal and parallelogram shaped segments, inclined and skewed radial joints and plastic circumferential joint connectors. This allows rapid, but accurate ring erection, reducing mine cycle times. The design avoids cruciform joints, minimizes potential gasket damage and eliminates the need for separate left and right ring molds. The implementation on the Los Angeles ECIS and NEIS sewer projects is described.

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. A number of important studies, ongoing environment monitoring efforts and mining and road construction projects in the lignite based electrical power production area of Amyntaio ? Ptolemais in North West Greece require an accurate and up to date model of the topography. In recognition of the importance of such a model, a project was initiated by the Laboratory of Mining Information Technology and GIS Applications in the Department of Geotechnology and Environmental Engineering of the Technological Educational Institute of Western Macedonia. A massive surface triangulation model was generated from vector data using an optimized Delaunay based method. Combined with aerial and satellite imagery, the triangulation model provides a complete 3D terrain model of the area characterized by high levels of accuracy, detail and realism. The generated model is easy to modify with new data in order to improve its detail and keep it up to date with ongoing earth moving and development operations in the area.

Conceptual designs have resulted in equipment prototypes, some of which are currently undergoing proof-of-concept evaluations at Bureau and cooperator facilities. NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. In attempting to assess the contributions of Antoine Gaudin to the profession which he illuminated for almost a half-century, we will need to examine a very broad canvas. He was active in three significant areas: as a teacher; in research, both through his own endeavors and those of his students; and as a consultant to the mining industry and to the Government. Beyond these specific contributions, there was the major personal influence he had on scores of students, friends, and colleagues in the profession. If a single measure of the man's contribution is to be found, it will be the extent and direction in which he influenced the practice of his profession. To find this we should examine the state of miner- al processing when he began his activities in the 1920's, the progress which has taken place over the past half-century, and the part his activities played in this advance. However, there is a provocative and broader examination which I have chosen to make instead. This is to examine the past century in mineral processing through the lives of three men who, by common agreement, stand on the heights, both in teaching and in their contributions to industry: Robert H. Richards, Arthur F. Taggart, and the man whose memory we honor this evening, Antoine M. Gaudin. Their careers, by coincidence, cover just a century. This is also AIME's first century, and the first century of mineral industry education in the United States. In fact, mineral processing itself on any significant scale in the country encompasses only a century and a quarter. BEGINNINGS OF PRACTICE IN THE U.S. Before the 1840qs, U.S. mining, except for coal and iron ore, was on a small scale and was confined to the eastern states, with processing practically nonexistent. The 1840's saw the beginning of Michigan native copper production, including ore dressing; the 18501s, iron ore production in Minnesota; and the 18601s, lead production and processing in Missouri. But the most explosive event was the California gold rush after 1848, which not only brought tens-of-thousands of fortune hunters to the West, but also catalyzed broad mining activities and processing within the following decades. In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

Throughout the 1960's and 1970's world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980's shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

Results of investigations over approximately the last 10 years by the Bureau of Mines and others on technology for recovering cell-grade alumina from domestic nonbauxitic resources such as clay, anorthosite, alunite, dawsonitic oil shale, coal ash, and coal shale are reviewed. It is concluded that, although many innovative techniques have evolved from this effort and have been shown to be technically feasible, energy and economic considerations will prevent any of the processes from competing with the Bayer process under normal conditions. Based on the Bureau's experience, some variation of clay-HCI leaching, HC1 gas sparging crystallization has the greatest potential as an alternative to the Bayer-bauxite process.

One normally does not find sudden and dramatic changes in the investment climate, barring the unexpected outbreak of-wars or revolutions. Asia has seen a fair amount of military action and revolt during the past year, not all of it unexpected There was the fighting in Laos, which resulted in the as yet unconcluded negotiations which will probably lead to the establishment of a neutralist regime. In April of 1961 another revolution occurred in South Korea, and the elected government was replaced by a military dictatorship.. Communist guerrilla activity in South Vietnam was stepped up, and uncertainty about the future of that area increased. Relations between Pakistan and Afghanistan became more strained, and while no fighting has broken out, diplomatic relations between the two countries were broken off. India was both the victim of further incursions of her territory by communist China and the perpetrator of the forcible seizure of territory from Portugal. Indonesia has been making preparations for an armed attack on the Dutch in New Guinea.

The expert system for coal preparation plant design mainly solves the crux--separation flowsheet design and optimization of product structure. There are twelve basic flowsheets available in the system which are representative of financial plants. The system can select better flowsheets automatically according to the property of feed and scale of plant. Then, it can choose the best flowsheet and product model from the better flowsheets through analysis and optimum calculation. The expert system is made up in Turbo Pascal 6.0 and consists of three sub-systems: Lump and grain coal system, coal slimes processing system, and raw coal system. Several representation methods, such as production rule, procedure, and object-oriented programming, are used to express the expert's knowledge in the system. To decide the optimum product structure, Zangwill's method is used to make an advance product model. The expert system has the performance of interpretation strategy, by 'tracer" technology and pre-arrangement text, and of learning new expert's knowledge.

When one considers the advancements made during the 25 years prior to the late fifties, and compares these advances with the progress made in the past decade, the comparison is indeed startling. It was not until 1935 that trucks began to replace rail as a major hauling facility, Initially, the haulage capacity of end dump trucks was limited to 18 or 20 tons. "Straight stick" transmissions were utilized and the available horsepower was minimal. In the early forties single planetary axle 25 ton trucks were introduced, and shortly thereafter those were followed by 35 ton tandem axle units.

Hundreds of highway and rail transportation tunnels in North America have been rehabilitated in the last two decades. Tunnel rehabilitation is usually dictated by an owner’s need to extend the working life of the structure, but typically has the added benefit of increasing capacity (greater speed or increased clearance) and enhancing safety. Not only has rehabilitation proven to be an economical alternative to new tunneling, but it can be safely accomplished by working during short work “windows” without taking the tunnel out of service. This paper presents methodology for planning and designing of tunnel rehabilitation projects, and case histories illustrate successful excavation and support technologies.

The Calmet Process for extraction and recovery of gold and silver from concentrates and high:grade ores has been a commercial reality for over two years. During that time period, almost seventy-five different concentrate (or ore) types have been processed in approximately 200 separate lots (a total of almost 2000 short tons). During commercial operation of the process at the plant in Fountain, Colorado, recovery of gold and silver into <lore' has averaged almost 93% for gold (range 81-98%) and over 90% for silver (range 76-97%) based on a fire assay target and calculated head values.

Poland in time of transition had been dealing with the remnants of the previous regime ? particularly in the field of environmental protection. The burden left was tremendous and there was a need for fast and effective tools for improving the environment. The idea of environmental protection had been supported by the introduction of a new environmental policy that underlined the importance of sustainable development in industry in the beginning of 1990s. This policy introduced high environmental fees and fines ? a concept not very popular in Europe in that time ? and good only for a country in transition to boost the protection of the environment. While this policy had its role to play, its role is now completed. It is time to move forward, especially when these environmental charges affect the international competitiveness of industries so much, and at the same time have virtually no influence on environmental protection investments any more.
