The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. A computer-oriented systems simulator (CMHS) has been developed for analysis of continuous materials handling systems. Special emphasis has been placed in the model on several features which are unique to these systems. These features include periodic pattern of material arrival from several sources, several types of material to be transferred, material dispatch processes, intermediate storage capacities, and multiple material destinations. Both the deterministic factors of the continuous material handling system such as the physical decomposition of the system and the scheme and schedule of its operation and the stochastic factors such as variations of material arrival, material pattern on the conveyor, and avail-abilities of the system elements are considered in the simulator.

Since mechanically suitable grinding mills were available in 1908, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. First and foremost they had to last long enough in an operating mill to protect the mill structure from the abrasive wear of the ore and the grinding media. In addition they had to be able to efficiently transfer the energy from the mill to the mill charge in order to facilitate the grinding process. The liners also had to be easily attached to the mill when new and removed from the mill when worn out. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. 1

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. Let's review the economic factors in mill design. Talking about engineering economics in mill design reminds me of an old' saying "There are several ways to handle women but nobody knows what they are." I'm sure that the same economic factors do not apply to each of our mill designs, but for the sake of emphasis, it is well to review a few of them. They are so simple that we are apt to feel they are not important. Other speakers today are talking about the engineering factors of mill design, but I'm asking the question "Have we checked the economic factors involved in these designs? Have we checked the obvious? Many great discoveries have resulted from analysis of the things that appeared to be obvious all the time. What are some of these economic factors? Perhaps the most basic one is simply the value of minerals in place if minerals have value in the ground, they have value only because many important and different considerations add up to the probability that the minerals can be mined, beneficiated and disposed of profitably. The size formation and quality of the ore body, the distance from market, and the transportation available to the market area, depreciation rates, taxes, and the ownership interests involved are but some of the factors that must dovetail into the answer of profit, an answer prerequisite to hoped-for financing.

A lower moisture content for a clean coal product means increased Btu content, or increased yields at the same Btu content, and lower operating costs. The conventional surfactant-based dewatering aids effeciently lower the moisture content but often the presence of residual surfactant in the filtrate and recycle water causes problems downstream. ACCOAL-DRI 1000, a surfactant-based dewatering aid, was developed to solve this problem by minimizing the downstream effects while efficiently lowering the moisture content. The theory of the use of surfactants in filtration will be discussed as well as the development and field evaluation of this new product.

A new examination of tabular uranium (U)-vanadium (V) deposits within the La Sal district places mineralization in the context of the complex fluid flow history that has occurred in the Paradox Basin and Colorado Plateau. As the only currently producing district of this deposit type in the region, the La Sal district provides excellent opportunities to study deposit- and district-scale features that can serve as exploration guides where exposure is limited. The absence of major structures along a narrow and elongate mineral trend that runs E-W across the southern part of the Utah-Colorado border indicates a regional lithologic control. The trend was likely influenced by Jurassic drainage patterns, as indicated by paleocurrent directions shown in Fig. 1. Fluvial sandstone host rocks in the Jurassic Morrison Formation contain significant evidence of multiple superimposed fluid systems that have progressively changed local mineralogy. Apart from the presence of ore minerals, remnants of fluid systems are preserved as cements including quartz overgrowths, compositionally distinct carbonates, and sheet silicates. New geochronology methods provide constraints on the timing of initial mineralization and later remobilization. U-Pb ages of calcite associated with ore minerals provide evidence for Early Cretaceous mineralization, whereas textures and K-Ar ages show that early-formed V-minerals were replaced at the expense of V-bearing micas and clays during the Eocene. The Klondike symbolized one of mankind's driving forces - the desire to lay one's hands on a scarce resource, gold, in that case - and in doing so to make some money along the way. It can be argued that construction aggregates - a once lowly and ignored sector of the natural resource industries - have become the desired targets of their own "Klondike." This began in the 1970s and accelerated to a frantic pace in the 1980s. The scope of industrial minerals is very wide. It ranges from high value minerals such as talc, bentonite and kaolinite to the truly humble minerals of sands and gravels, limestones and granites. Their major end uses are in construction aggregates. A rich variety of different mineral types all make good construction aggregates. However, those successfully used have two fundamentals in common: • Their technical characteristics are appropriate for the requirements of their end use. • They are located within an economic distance from the market. The North American market This is the largest construction ag¬gregate market in the world. Consumption in 1990 reached 2.2 Gt/a(2.5 billion stpy). This rate of consumption has grown steadily over the past decades. In the United States, from 1963 to 1989, it averaged a 1.6% compound growth rate. Within this long-term trend, there are business cycles, because aggregate demand is closely linked to economic strength or weakness. The North American market also displays the greatest per capita demand for aggregates when compared to the major industrial economies (Table 1).

It is difficult to fail if one has a great deposit, but 'great' ore deposits are few and far between. More often one hears that a mine has been 'made' rather than found. This is particularly true for industrial minerals and for gold and silver projects. Even the best ore deposit can often be improved through innovative technology, e.g. the Escondida copper mine in Chile, where a novel ammonia leaching process is yielding a fabulous DCFROI. Consider the case of a small high grade gold mine. Previous owners had found inadequate reserves to justify the capital cost of developing the mine and installing a mill. Lower grade resources had been ignored because the owners were looking only for grades that would be high enough to support a small underground mine and mill. Randol, assisted by Kappes Cassiday & Associates, determined that the ore was amenable for heap leaching. Secondly, existing drillhole data indicated a significant lower grade resource that appears to be accessible to open pit mining methods. In this case, the appropriate selection of off-the­shelf technologies has literally 'made' the mine. At the Randol at Vancouver '94 conference on Latin American Mining Opportunities, papers on innovative technolo­gies for exploration, mining, metallurgy and environmental management were presented in non-technical terms for managers and resource developers. It was surprising how few of the exploration- and finance-oriented delegates participated in these sessions. Numerous technologies were presented that could be added to one's arsenal of tricks to 'make' a mine, i.e. to convert resources into ore reserves through knowledge.

This research contributes to BioMinE (http://biomine.brgm.fr), an integrated European Union project of the Sixth Framework Programme. The general objective of BioMinE is the development and integration of innovative, environmentally friendly, biohydrometallurgical processes for the recovery of metals from primary and secondary resources within Europe. The work presented in this paper deals with the initial plan of study on the sustainable use of solid wastes derived from bio-processing of European metal bearing resources. The approach involves solidifying the waste into cementitious waste composites analogous to controlled low-strength materials (CLSM). The aim is to achieve composites of adequate mechanical, physicochemical and environmental integrity, thus providing a sustainable solution for dealing with such bulk products which are conventionally unmarketable and therefore normally discarded to landfill. Assessment has been based on largely ?model? wastes anticipated to be similar to bio-processing wastes. These include an ochreous mine water sludge and an industrial goethite residue. The work indicates that wastes containing high iron and calcium contents, typical of products from bioleaching of concentrates, could be beneficially reformed as CLSM of appropriate compressive strength. Due to the high water contents of these composites, porosity and hydraulic conductivity were correspondingly high. Flow-through leach tests showed some resistance to immobilisation of toxic elements. Work is continuing to reduce the risk of toxic elements leaching under environmental conditions. This will include laboratory-scale encapsulated systems of CLSM, designed and tested to produce a novel type of engineered fill structure.

When limestone (Ca03) is calcined in rotary kilns to produce quicklime (CaO), it is not unusual for 10% to 20% of the stone to abrade and emerge from the kiln as quicklime fines (-6.3 mm or -0.25 in.). While there are various industrial processes that can use fines, handling and shipping is tricky and dangerous. Due to the highly caustic nature of quicklime, airborne dust easily bums eyes and skin. On the other hand, money has already been invested in mining (or buying) the raw material and in the equipment and energy needed for calcining. Discarding the fines will not only waste that investment, but add even more cost in transportation and possibly dumping charges. So the question becomes, how can fines best be turned into a revenue-generating asset? Some plants convert leftover quick-lime fines into calcium hydroxide - Ca(OH)2, also known as hydrated or water-slaked lime - for sale into agricultural applications. For farm uses, hydrated lime fines are preferred over quicklime because they are easier to handle. And they are favored over raw limestone fines for their higher concentration of calcium and greater solubil¬ity. From the producer's viewpoint, quicklime fines are ideal for this use because they go through hydration faster than the larger chunks of quicklime. Those larger chunks, or "pebble lime," are more readily salable and more easily handled, for such uses as steel, copper, aluminum and magnesium production, water waste treatment, chemical, paper, glassmaking and flue gas desulfurization in coal- fired boilers.

This is the eighth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for nearly 30 new entries. Several articles and publications have appeared recently that relate to mineral royalty or mineral valuation. R. B. Parsons wrote "Mining agreements, royalties and profits" (CIM Bulletin, November 1988). He distinguished between net smelter return (NSR) and net profit interest (NPI). Parsons used examples to show the difference between these royalty payment methods. Mining Engineering (January 1990) carried an article by H. V. S. Tingley entitled "Using business due diligence to help evaluate mineral deposits." The article identifies some factors that must be examined during mergers or acquisitions in the mining industry. Since each mining operation is unique, each has risks and opportunities that need recognition and evaluation. The author suggests that a team is necessary for a proper evaluation because no one person has expertise in all of the factors that must be examined. Also in January's Mining Engineering was "Limestone mining: Reserves and valuation," by B. C. Lewis and R. P. Moran. They presented two case studies of valuation of limestone reserves. One was a 109-hm2 (270-acre) parcel in West Virginia and the other a 121-hm2 (300-acre) tract in Alabama. The authors discussed risk, discount rates, and royalty methods as financial parameters in valuation of limestone reserves. INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.

Introduction The endeavours to mechanise the shaft sinking operations have led to the development of shaft boring using a V-Mole. The method implies competent ground and a pilot hole of sufficient verticality. This connects the top and the bottom of the shaft and serves for air ventilation and the transport of mullock. The shaft boring machine - nick name V-Mole - with a general pattern similar to a tunnel-borer reames the pilot hole to the designed diameter of the shaft. (Figure 1) The excavating of the rock, the removal of the mullock from the face and the lining of the shaft wall are done simultaneously. If they can be done also continuously this than creates a high potential of productivity. The verticality of the shaft can be garanteed due to the laser beam guided steering system. The diameter of the shaft is variable in steps of 0.5 m between 6.0 and 10 m in accordance with the need. It decides the capacity of the V-Mole to be applied. The depth of the shaft does not depend on the machine. It is practically unlimited as long as a suitable pilot hole is available. Up to 1988 almost 12.656 m of shaft have been drilled on 40 individual projects in Germany and the U.S.A. using a V-Mole. The rocks penetrated were Carboniferous sediments consisting of Sandstones, Shales, Conglomerates and Coal seams. The average uniaxial compressive strength was in the range of 300 - 700 Mpa with a maximum of 1700 Mpa in some singular sandstones.
